CALL TO ORDER 6:00 P.M.
PLEDGE OF ALLEGIANCE
ROLL CALL: Chairman Rhyne, Commissioners John Corrough, Tim Collins, John Corrough, Marshall
Duffield, Don Lawrenz, Ralph Rodheim and Vincent Valdes were present
Staff: Lorrie Arcese, Chris Miller and Shannon Levin
MINUTES: The minutes from the last meeting were approved with one correction.
ACTION & APPEAL ITEMS
ITEM #1
Subject: Newport Harbor Mooring Administration Policy — Refinements and Changes.
Issue: The Mooring Administration Subcommittee asked the Harbor Commission's
guidance on the major policy refinements and changes with the upcoming mooring
transferability rules.
Discussion: Fees should be tied to the cost of administration. All Commissioners were
requested to meet with the Council person and explain the issues and the coming
document.
Public Comments: Bill Moses thanked everyone for their efforts. He met with the City Attorney and
asked him if he felt comfortable with the legality of the document and he did. The
transfer fees will be reasonable.
Action: The motion was made and seconded to approve the major policy refinements and
changes and advised staff to forward the document for further review at the
Council level. Motion carried with all ayes.
ITEM #2
Subject: Complete Cruiser's Guide to Newport Harbor — Draft Review
Issue: The Harbor Commission was asked to review and provide comments on the draft
guide.
Discussion: It was felt that we should send this out to a wide range of places. There should be
a warning about the lobster traps in the waters at certain seasons. Perhaps we
will need to sell advertising in the future to cover the cost of publication.
Public Comments: Mark Sites said that we need to clarify that the dinghy docks are also for loading
and unloading of larger boat. Also show how boats should be put on the
moorings.
Bill Moses congratulated those involved in a great product.
Action: The Commission and public provided comments on the final draft before its
publication. Commissioner Rodheim with compile the information, make changes
and have 5,000 copies printed.
SUB - COMMITTEE REPORTS:
• Commissioner Corrough said that the water taxi issue is proceeding with feasibility studies.
• Commissioner Lawrenz said that the fee study is being discussed again.
HARBOR RESOURCES UPDATE — Chris gave an update on the harbor. Please refer to the following
website: The update is posted at http:// www .newportbeachca.gov/index.aspx ?page =462 (under
Harbor Resources Updates).
PUBLIC COMMENTS ON SUB - COMMITTEE REPORTS OR HARBOR RESOURCES UPDATE:
Mark Sites gave an FYI, that approval of dredging permits has been delayed for a long time because
of tiny patches of eelgrass. He feels that the National Marine Fisheries is getting back at the City and
creating a delay for challenging them on the eelgrass issues. The eelgrass issue is definitely not
solved.
COMMISSIONER'S ANNOUNCEMENTS OR MATTERS TO BE PLACED ON FUTURE AGENDAS
FOR DISCUSSION, ACTION OR REPORT
• Commissioner Duffield asked Chris if the sediment issue is discussed at the dredging meetings.
Chris said that it is not discussed at those meetings.
• Commissioner Collins got a HAMP update from Chris saying that the document will be revised. The
grant money is gone.
• Ralph asked that the study session for the task list be scheduled. Chris had attempted to set the
meeting with most people not being able to attend until after September. We will try for October.
