Dredging —Upper Newport Bay
While "clearing and grubbing" Skimmer
Island (near Jamboree Bridge), the
amphibious excavator overturned when
one of its tracks rolled over an
unexpected "shelf' and was fully
_ submerged at high tide.
All agencies notified. 3 spill booms
- deployed.
A second excavator deployed two days
At '�' later (tide dependent) to lift the other
out.
This will add some delay to the project.
Dredging equipment (dump scows and
clam shell) are being mobilized and
work will begin soon.
Dredging —Lower Newport Bay
NewFields submitted their final draft sediment testing report to
the Dredged Material Management Team (approving agencies)
for review in December.
Some concerns still exist about the Mercury levels even though
the testing has proved that toxicity does not exist below a certain
amount.
The City is still reviewing these concerns, but we need to move
on with the process.
We do not want to delay the EIR / MND process which is, in turn, dependent
on the Port of Long Beach window for material acceptance.
Dredging —Lower Newport Bay
Rhine Channel
Working closely with Regional Board staff on
Rhine Channel solutions.
Outlook is positive!
Water Board grant (319 -H) applied by the City
and Anchor QEA on December 7th asking for
$1 M with a 25% match from the City.
Total available funds for the grant is $3.5 million
Newport Harbor Mooring Administration
■ Harbor Patrol contract will be extended on a month to month basis
until the formal RFP selection and contract process are completed
within the next few months.
■ RFP: Narrowed down to 3 proposals and final decision will be
made shortly
■ Staff is finalizing language for Contract Scope of Services
Other Issues
Rhine Wharf Repairs and Public Dock — Associated Pacific
Constructors, Inc.
Pre - construction meeting held on December 15, 2009
Wharf repairs anticipated start date is February 1, 2010
Public Dock construction anticipated early April 2010
Public Dock Access Improvements (15th, 19th and Fernando)
Public Works is finalizing the lingering ADA issues with the Building
Department.
2010 Balboa Island Sand Replenishment Project
Job walk complete and preliminary sites selected.
Next steps: eelgrass and Caulerpa surveys on March 1st, then submit
application
Early Retirement Incentive Program
The City has offered early retirements to approximately 51 full time
employees throughout all departments except Police and Fire. Harbor
Resources will be losing 2 valuable employees:
Don Duffy — 18 years
Don's duties will be absorbed by outside contractors (debris clean
up etc...), or by existing City staff (Harbor Resources and Public
Works)
Lorrie Arcese —14 years
Balboa Yacht Basin — Interim contract with Basin Marine to manage
the marina while a formal RFP is generated later this year.
Administrative Duties — Assigned and distributed to existing staff.
Impact: Response time increased for certain activities (investigations,
complaints, pier transfers etc...)
