The Lower Bay project is officially a Corps project, but
they're working closely with the City during the
planning phase.
Dredging —Rhine Channel

Environmental work is nearly complete and will be public in May

Rhine Wharf Project
Design plans in final review.
Harbor Resources has several comments pertaining to:
Cleat size, type and layout
Rub rail type
Freeboard
I have solicited comments from several harbor users on these
issues, and will work with the contractor and our Building
Department to help rectify.

Pre - construction meeting held last Wednesday.

Sea Lions
�■ Nighttime sea lion management contract
RFP issued to 3 companies and posted on website.

Effective May 13, mooring and pier permittees will have 7 days to
respond notices from Harbor Resources
Postcards will be sent to all mooring and pier
permittees warning them about sea lion season.
Stickers will be given to boat rental companies,
sportfishing companies, charter industry.

NBMC 17.25.020 and NBMC 17_
Sea lions generally migrate down the Southern California coast
between the months of May and October; are becoming more prevalent
in Newport Harbor: tend to haul themselves out of the water for
several hours of the day to help control their body temperature; seek
large, flat surfaces such as vessels and docks to haul themselves out of
the water; and tend to compete for haul out locations by barking day
and night causing a nuisance and keeping nearby residents awake_
Effective May 13, 2010, the ordinances relative to sea lion deterrence
will change requiring the permittee to take deterrent action within 7
days of notification from the City of Newport Beach at which point the
permittee may be subject to fines_ It is the permittee's responsibility to
secure vessels, piers, and appurtenances from sea lion intrusion_

n Mooring Fees
Other Issues
The following people met to discuss the recent proposal to
increase mooring fees by the CPI:
Council Member Mike Henn, Dave Kiff (City Manager), Tracy McCraner (Admin
Services Director) , Chris Miller, Mike McNamara, Carter Ford, Bill Moses and Mark
Sites
Healthy discussion centered around the need to re- evaluate the mooring
fees so they are current to today's standards. Everyone agreed.
o It was agreed that the previous appraisal and cost of services studies
would no longer be considered for any future discussion.
There was some question as to the legality of raising fees by the
proposed CPI, and to the fairness of backdating to 1996.

Other Issues

On May 1, Parking Operations will begin reporting to Administrative
Services — Revenue Division instead of Harbor Resources
However, Heather Flaherty (Supervisor) will still keep her office in
Harbor Resources (because we don't want to see her leave)
