Will move to Unit 11 Basin in about 4 weeks for some clean up work. Back to Unit 1 /III near Skimmer Island for some additional dredging if project modification is approved (likely). Complete by the end of the year. Dredging — Lower Bay Coordination with Corps is continuing for design and construction. We've narrowed our contaminated footprint to about 500,000 cubic yards. Main priority is to take care of the contaminants first while we have a disposal window at the Port of Long Beach. Port of Long Beach Applications have been released and are due by the end of the month —Anchor will complete. Recent meeting with POLB indicated that our chances are high that they will accept our material. Being shovel ready will significantly help our chances. Farewell Colonel Magness On June 8, 2010, Council Thank You!! recognized Colonel Thomas Magness for his tremendous contribution in helping Newport Beach achieve our dredging goals. Helped secure funds to complete the Upper Bay project and coordinated staff to complete the job by in 2010. Extremely helpful in making the Lower Bay project a reality by pushing for funding and project authorization. Dedicated staff to focus on project coordination during these early stages. A re Colonel will be reassigned on June 30 for a one -year tour in Afghanistan. Dredging —Rhine Channel The Mitigated Negative Declaration will be released to the public in a few days for the 30 -day review period. About 120,000 cy Dredge main channel of contaminants with some work under the docks as well Also include Marina Park contaminants (if possible), American Legion (City owned property) and 15th Street public pier area. It is imperative that this material goes to the POLB above all else. All efforts are focused on making this happen. Schedule is very tight, but we are planning to be shovel ready by January 15, 2011, assuming the POLB is ready to accept material. If the POLB is delayed, then that buys more time for the City. Heavy planning in the next 6 months with Public Works' help. Construction of this project is scheduled to begin in June 2010 and continue to approximately March 2011. OC Parks' role will be that of providing the necessary inspection and testing to ensure that the contractor's work meets the requirements of the plans and specifications, mid the requirements of the County of orange. It is the agency's sincere desire to accomplish this project with a minimum of inconvenience to the area's residents. Your cooperation is appreciated, and we in turn will work closely with you and the contractor to reduce both the occurrence and the duration of any unpleasant conditions. Please recognize that construction sites can be dangerous to visitors. Special care should be taken W keep children away from the construction activity at all times. The construction may result in temporary traffic control for motorists, pedestrians and bicyclists and may impact perking on Bayside Drive. Please drive slowly and safely on Bayside Drive and use caution around and near the ermance to Harbor Patrol parking lot. (37.5' of pile was pulled.) The pile broke off beneath the mud line so there was question as to what was left. Total length of pile unknown. On May 19, the City hired Shellmaker to dive the site and inspect for hazards. No trace of the old pile either at or below the mud line depth of 16.5 ". GPS coordinates were taken to memorialize the exact location if needed in the future. u Marina Park Other Issues EIR was approved by Council on May 11. Council approved a contract with Schmitz and Associates to submit the permitting applications to the agencies. Project planning is in progress. Mooring Management Council directed staff to proceed with contract negotiations with Harbor Patrol. County and City have agreed on the terms and Scope of Work. Final contract will go to Council on June 22, then County Board shortly after that. Harbor Area Management Plan Final version is on my desk for Council review and approval in July.
