Lower Bay Dredging - Status
December 13: City Council approved $2.5 million towards the
project.
December 28 - Corps' Small Business Administration:
Declared that Dutra does not qualify as a small business as previously
determined.
❑ Dutra is disqualified. Next lowest bidder is R.E. Staite from San Diego.
❑ Approximate $280,000 difference in cost.
Memorandum of Agreement is still under review with the Corps.
City is ready to sign.
After MCA is signed, City can transfer $2.5 million which would be
used to cover the Base Bid items (Corps does not have enough
funds to cover these.)
Then, contract can be awarded to R.E. Staite.
Contractor ramps up and mobilizes.
Hoping to start dredging in early February.

Other Issues
Balboa Yacht Basin improvement
This was delayed last fall, but Harbor Resources will
work with staff this winter /spring to develop and
implement a plan.
Dock Appeals
❑ Question: Why hasn't the Harbor Commission
heard any appeals lately?
❑ Answer. The local dock companies are familiar
with the rules, and how staff at Harbor Resources
manages their applications. We do our best to
solve these issues before they reach the HC level.
