MINUTES
Commissioner West motioned to approve the minutes and Commissioner Rhyne seconded. Motion
carried.
ACTION & APPEAL ITEMS
ITEM #1
Subject: Harbor Patrol Update
Abstract: The Harbor Commission will hear an update on the Harbor Patrol operations from
Lieutenant Tom Slayton, Harbormaster.
Discussion: Lt.
Slayton focused on the following topics:
1.
The new Homeland Security vessel: This boat's mission is to coordinate with other
agencies, and can only be used for homeland security. Also, there will be a new,
similar styled fire boat that will be arriving soon.
2.
Dye Tab Program. Lt. Slayton said that they do have a program in place, but a boat
has never been boarded. After some discussion, the Harbor Commission
recommended that all boats who rent should be inspected under the dye tablet
program.
3.
Derelict Boats: Lt. Slaton noted that 11 boats will soon be destroyed.
Commissioner Rodheim said that our harbor should look good to visiting boaters, so
we should carefully watch our derelict boats. Commissioners Duffield and Avery
asked if there was a way for the public to help on a volunteer basis?
4.
Newport Beach Municipal Code: Lt. Slayton noted that the noise ordinance is
difficult to enforce when factoring in engine noise vs. party noise. He also noted that
there is a discrepancy with our short term renters (6 months vs. 29 days).

SUB - COMMITTEE REPORTS
Cruising Guide: This is on track with weekly meetings. Publication is expected for February.
Code Enforcement: Commissioner Avery commented that MV Majestic is an ongoing overhang issue
and comments were made to possibly agendize the Office of the City Attorney for
code enforcement and other updates.
Mooring: There will be an update next month on derelict boats.
CBWQ Liaison: Commissioner Rhyne volunteered to be the liaison between the Harbor
Commission and the Coastal Bay Water Quality Committee. Commissioner Rhyne
also mentioned that the state government is attempting to re- budget DBAW again.
A letter for signature should be sent by all interested to petition the Governor.
COUNCIL LIAISON REPORT:
• Staff and commissions will be required to attend a future training on Brown Act meetings so
everyone runs meetings the same way.
• Tidelands Management will discuss the TIMP and revenues and expenses at the next meeting
(January 18). Charter Activity in Newport Harbor will appear on a future agenda.
HARBOR RESOURCES UPDATE
• Manager Miller gave a PowerPoint presentation on harbor updates. The update is posted at

PUBLIC COMMENTS
• Dan Purcell mentioned that there needs to be speed and emissions enforcement in the Harbor, the
City should encourage more electric boats, and public access to Grand Canal is an import part of the
channel.
