SUBJECT: Proposed City Council Airport Liaison Committee
ISSUE:
Should the City Council create a City Council Airport Liaison Committee!
RECOMMENDATION:
Staff recommends the City Council adopt a resolution (copy attached) creating the City
Council Airport Liaison Committee (Committee) and establishing the Committee's
composition and duties. Staff also recommends the Mayor appoint three members of
the Council to the Committee.
DISCUSSION:
In July 2006, the City Council adopted a comprehensive City Council "Airport Policy"
(Policy) designed to protect Newport Beach residents from the adverse impacts resulting
from air carrier operations at John Wayne Airport (JWA). The Policy establishes protection
of Newport Beach residents from JWA impacts as the primary objective. The Policy also
makes it clear that achieving the primary objective requires a full understanding and
consideration of the complex factors that influence the level of service at JWA and
extensive and ongoing involvement of the City Council, the City Manager, and community
groups involved and interested in JWA issues.
Staff believes that formation of the Committee would be helpful during the initial stages of
Policy implementation. The Committee would, among other things, serve temporarily as
the "Corridor Cities" liaison, conduct initial meetings with community groups involved in
airport issues and recommend to the City Council any action (including the need for
successor committees) necessary or appropriate to implement the Policy and protect
Newport Beach residents.
Environmental Review: CEQA does not require any environmental documentation.

RESOLUTION NO. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH CREATING THE CITY COUNCIL AIRPORT LIASION COMMITTEE
WHEREAS, in July 2006 the City Council of the City of Newport Beach approved
comprehensive revisions to the City Council Airport Policy (Policy) that outlines a
comprehensive strategy to protect Newport Beach residents from adverse impacts
caused by John Wayne Airport (JWA); and
WHEREAS, the Policy states that a full understanding and thorough consideration of
numerous factors that are relevant to the supply of and demand for air transportation in
the region, the authority of airport proprietors and the impacts of air carrier operations
including State and Federal law, the attitudes, philosophy and regulations of the FAA,
the state of the national and local economy, regional and sub - regional planning and
transportation programs and policies and the decisions, philosophy and opinions of the
Board of Supervisors.
WHEREAS, the Policy recognizes that support and assistance from community -based
groups concerned about JWA is critical to the success of any plan or strategy to control
JWA impacts and expects members of the City Council and staff to regularly meet with
citizen -based organizations whose members are concerned about JWA impacts.
WHEREAS, the Policy commits the City to support the efforts of any group or individual
that is striving to achieve the City's primary objective, understands the legal, political
and economic factors that are relevant to the control of airport impacts and seeks to
achieve the City's primary objective in a manner that reflects full consideration and
understanding of those factors.
WHEREAS, the Airport Working Group (AWG) has a 25 year history of involvement in
efforts to protect Newport Beach residents from JWA impacts, whose members have
volunteered thousands of hours of time on airport issues and whose members, because
of their profession and involvement in local and/or national airport and aviation issues
are well informed of the factors and considerations that are relevant to a strategy to
protect residents from JWA.
WHEREAS, Airfair is a relatively new organization whose members include persons
who, as individuals or members of Stop Polluting Our Newport (SPON), have long been
involved in airport issues and that declares itself to be a "Political Action
Committee ".:.formed to create a strong and broad citizen force and is premised on the
belief that residents throughout the JWA flight path must unite and actively work
together" to protect Newport Beach residents from JWA impacts.
WHEREAS, the Policy also commits the City to "communicate regularly with its
residents" relative to the implementation of the Policy and, as part of this
communication, contemplates regular meetings between City Council members, staff
and representatives of AWG and Airfair to discuss the Policy, any appropriate. changes
to the Policy, the positions of each on relevant issues and the roles that each would play
in the ongoing effort to protect Newport Beach residents from JWA impacts.
WHEREAS, the Policy recognizes that communication and cooperation between the
City, AWG and Airfair is important to achieving various components of the strategy to
protect JWA residents — such as establishing and maintaining support for each
component of the Policy by other public agencies whose residents are impacted by
JWA and providing Newport Beach residents with accurate information about the best
ways to protect them from JWA impacts now and in the future.
WHEREAS, the City Council supports the creation of an ad hoc City Council Airport
Liaison Committee for the purpose of: (a) conducting preliminary meetings with AWG,
Airfair and other interested groups or organizations to discuss, among other things,
Policy implementation, the roles that each should play in implementation and how to
establish and maintain a course of communication; and (b) to report their findings, with
recommendations including the need for any successor committee, to the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
HEREBY RESOLVES AS FOLLOWS:
.SECTION 1. ESTABLISHMENT
The City Council Airport Liaison Committee (Committee) shall be established as of the
date this Resolution is approved by four members of the Newport Beach City Council.
SECTION 2. DUTIES
The duties of the Committee are:
(a) To conduct preliminary meetings with AWG, Airfair and any other group or
organization involved or interested in JWA issues to discuss, among other things, the
roles that the City, AWG and Airfair could or should play in Policy implementation and
the means by which the parties should establish /maintain a course of communication.
(b) To meet with any other organization or group interested in JWA impacts to
determine their position on the Policy and the role they may be interested in playing in
Policy implementation.
(c) To review with the City Manager the means and methods for communicating with
Newport Beach residents about the Policy and Policy implementation.
(d) To submit a report to the City Council that identifies the respective roles that the
City and various groups or organizations, including AWG and Airfair, could or should
play in Policy implementation, any proposed recommendations for Policy
implementation, any recommendation regarding the best way to communicate with
Newport Beach residents on issues related to JWA and the need, if any for the
establishment of successor.
SECTION 3. COMPOSITION
The Committee shall consist of the Mayor and two members of the City Council
appointed by, and serving at the pleasure of, the Mayor.
SECTION 4. TERM
The term of the Committee shall expire six months from the date this Resolution is
approved or at such time as the Committee's final recommendations are considered by
the City Council at a Study Session or other regular meeting of the City Council,
whichever occurs last.
SECTION 5. REPEAL
Resolution No. 2003 -10 and Resolution No. 2003 -76 are hereby repealed.
