RECOMMENDATION: Appoint Ray Halowski as the designee of District #1 Council Member Mike Henn to the Coastal -Bay Water Quality Committee, effective immediately. DISCUSSION: When Council Member Nancy Gardner was elected to the City Council, she had to vacate her seat as the District #1 appointment to the Coastal -Bay Water Quality Committee. Gardner lives in Corona del Mar, but Coastal -Bay appointees do not have to reside in a speck district. Council Member Mike Henn has designated that Mr. Ray Halowski be Mr. Henn's appointment to this Committee. Council Member Gardner is the chairperson of the Committee now. (c.) receiving, reviewing and transmitting information to the City s community associations and homeowners associations such other important information potentially affecting the associations; and (d.) developing and implementing a time­sonsitive process to report back common Citywide and unique local issues of interest to residents. The 21 member Enviromnental Quality Affairs Citizens Advisory Committee was revised by resolution of the NB City Council to fu1f111 one of their 1999 goals, that is, to link homeowner associations and m4dents' advocacy organimtions more effectively with cash atlter and with tltc City`s legislative and a:gulatory processes, to give residents the opportunity to becalm more fully informed, more timely informed, and so participate more actively on key decisions and issues. EQAC members ate expected to attend a regularly scheduled, (approximately) two-hour monthly everting meeting and to be. available for voluntary or assigned sub -wirmu ee meetings.
