SUBJECT: Accept Assistance to CERT Grant
RECOMMENDATION:
1. City Council accept the '04 Homeland Security Supplemental Grant for
Community Emergency Response Teams (CERT) for $6,935.67 in funding for
the CERT Program.
2. City Council approve a Budget Amendment increasing revenue estimates by
$6,935.67 in 2356 -4848 and increasing expenditure appropriations in 2356-
• 82004 by $6,935.67.
DISCUSSION:
In FY 2004, the Homeland Security Agency announced the availability of
Citizen's Corps grants in support of the Community Emergency Response
Teams (CERT). The grant made 2004 federal money available to local agencies
for use in administration of their CERT programs. The primary objective of the
supplemental funding is to assist communities with established CERT programs
to continue, maintain, and expand these programs.
The Fire Department provides emergency preparedness training at no cost to
community members who live and /or work in Newport Beach through the CERT
Program. The CERT Program focuses on hands -on skills, including Light Search
and Rescue, Terrorism Awareness, Disaster Fire Suppression, Disaster Medical
Operations, Disaster Psychology, and Emergency Preparedness. Participants
learn how to prepare for and safely respond to emergencies. The CERT
Program is in its seventh year and has had an extremely positive impact on the
volunteers involved, as well as the overall emergency preparedness of the City of
Newport Beach.

The Fire Department requests Council to accept this grant funding and deposit
funds into the Fire Department Operation Division account 2356 -4848.
