SUBJECT: COAST HIGHWAY CHANNELIZATION- CORONA DEL MAR —
CONTRACT NO..3558 — APPROVAL OF BUDGET AMENDMENT FOR
PHASE 1B
RECOMMENDATION:
Approve a Budget Amendment in the amount of $150,000 from the un- appropriated
General Fund Reserves to Account No. 7013- C5200932.
• DISCUSSION:
The current fiscal year's Capital Improvement Plan (CIP) includes $300,000 in project
funding for completion of the Coast Highway Channelization — CDM Median
Improvements, Phase IB. The first phase of the median improvements was completed
last year which replaced striped medians with raised curbed and landscaped medians.
Because of funding constraints two areas were not constructed as part of the initial
effort, though were part of the Council approved concept plan. The Phase IB project
calls for the improvements of the existing intersection medians at Goldenrod and the
median between Orchid and Poppy. The existing medians at Goldenrod have no
landscaping and are only 6 -inch raised curbs and bomanite (a reddish stamped
concrete). Between Poppy and Orchid only a portion is 6 -inch raised curbs and
bomanite with the remaining being painted stripes. The new improvements will replace
the 6 -inch curbs with 8 -inch new curbs and install landscaping to match what was done
previously. The goal of this project is to complete the CDM median improvements
entirely, but this will not be possible with the allocated funds.
The project is currently in final design and is slated to go out to bid in the next two
months. The initial cost estimates exceeded available funding which may have delayed
the project so that additional funding could be added to next years budget. However, if
the project is delayed construction would linger into the peak holiday season, therefore
it is recommended that we move ahead with the project now. In addition, planting of the
new medians should be done in the heat of the summer to allow for growth and
establishment prior to the winter months. For these reasons, the request to advance

the funds through a budget amendment is being requested. Otherwise, the project
would need to be delayed until January 2008.

Environmental Review:
The project will be exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302 of the CEQA Implementing Guidelines when the project is
authorized by the City Council. This exemption covers the maintenance and alteration
of existing public facilities with negligible expansion of the facilities in areas that are not
environmentally sensitive.
Funding Availability:
The requested Budget Amendment for $150,000 would allow completion of the Phase
1B improvements. The total project construction cost, including contingency, is
estimated at approximately $410,000. From the original. $300,000, $40,000 has been
expended for consulting design services.
Upon approval of the recommended Budget Amendment, sufficient funds are available
in the following account for the project:
