Stored in plastic containers and immediately delivered to the lab. SAMPLE PREPARATION Entire sample transferred into 1 liter glass containers, deionized water added, and mixed to desalt and disperse the sediment. The sediment is allowed to completely settle and the clear water is removed by siphoning. The sample is placed in a drying oven at 500C and occasionally stirred until the entire sample is completely dry. The dry sample is transferred to a desiccator for cooling. The sample is disaggregated and a Riffle sediment splitter is used to evenly split the sample to reduce the quantity of material to be analyzed to an allowable retention weight for the sieves. SAMPLE ANALYSIS The dry split fraction is processed through a # 10 U.S. standard sieve to remove the gravel/shell fraction of the sample. The material retained on the sieve is weighed and value recorded. The material passing through the # 10 sieve is wet sieved through a #230 sieve to remove the silt/clay fraction. The material retained on the sieve is transferred back into the glass container and placed back into the drying oven at 500C. The remaining sample is allowed to completely dry and the material is weighed and recorded to yield the sand fraction. The silt/clay fraction is calculated by subtracting the gravel/shell and sand fractions from the total analysis weight. Bay Front Balboa Island, Ca. 92662 Re: Harbor Permit area for 135 N. Bay Front Dear Mr. Lowe: The City of Newport Beach is attempting to cure a problem within the harbor permit area of 135 N. Bay Front, Balboa Island. According to the permittee at the above location, the on -shore mooring directly east of her pier adversely affects the usage of her dock for vessel mooring purposes. It is her wish to relocate the mooring to the west of the pier but still keeping the relocated mooring completely within her permit area at 135 N. Bay Front. A field inspection by Marine Department personnel confirmed that the mooring could be placed west of the pier and remain completely within 135 N. Bay Front's permit area and would benefit the situation currently existing east of the pier. Furthermore, It is this department's belief that relocating the mooring will not affect your permit area but want to inform you of this pending move in case you might have some reason to oppose it. Unless contacted within ten (10) days from the date on this letter and informed differently, the Marine Department will assume that you do not object to the relocation of the above mentioned on -shore mooring. Woolf 135 North Bay Front Balboa Island, CA 92662 Re: harbor Permit 115-135 for pier and float bayward of 135 North Bay Front Dear Ms. Woolf: The City of Newport Beach has received a complaint regarding the use of your residential float bayward of the above address. Specifically, the complaint is that the float is being used in violation of Section 21.A. and 21.B. of the Harbor Permit Policies, which state: 21.A. "Boats moored at private or public docks shall not extend beyond the projection of the property lines of the property to which the dock facility is connected". 21.B. "Any boat moored at a pier, dock or float shall not extend bayward a distance of more than the width of its beam beyond the pier, dock or float". To avoid action by the Marine Department, the vessel encroaching must be relocated to bring it into compliance with the above quoted sections. If you have questions regarding the above please contact me at 644- 3044. sincerely, Wes Armand Harbor Inspector 3300 Newport Boulevard, Newport Beach ROY B. WOOLSEY ATTORNEY AT LAW 113 VIA VENEZIA NEWPORT BEACH, CALIFORNIA 92663-5516 (714) 673-3731 August 20, 1992 City of Newport Beach P. 0. Box 1768 Newport Beach, CA 92695 Attention: Wes Armand Harbor Inspector Re: Harbor Permit 115-135 for Pier and Float Bayward of 135 North Bayfront Gentlemen: Mrs. Woolf thanks you for your letter of August 12, 1992 concerning subject. Your letter points out that Harbor Permit Policy Section 21.B provides that a boat shall not extend bay - ward of the float a distance of more than the beam of the boat. Mrs. Woolf is not aware that any boat had been docked at subject pier in violation of that section and she will see that the boat does not extend bayward of the float more than the beam of the boat. You letter also points out that the boat moored on the west- erly side of her pier and float extends beyond the projection of her westerly property line in violation of Harbor Permit Policies Section 21.A. This problem arises because her pier and f loat were built about seven and one-half feet from the projection of the westerly property line, so that a boat stored on the east side of the float would not extend over the easterly boundary of the proper- ty. Her float was so located at a time when there was ample room on the easterly side. Subsequently, a mooring can was placed just ten feet to the east of her float thus making it impossible for her to use the easterly side of the float for a boat with a beam of over seven and one half feet if the boat is long enough so as not to be kept bayward of the can. Thereafter the Harbor Permit Policy, Section 21.A was adopted so that compliance with it makes her pier and float unusable for storage of a boat with a beam of more than seven and one-half feet along either side of the float. Her predecessor in interest was granted a permit for a pier and float for the purpose of accommodating a boat on the east 90 0 CITY OF NEWPORT BEACH z P.O. BOX 1768, NEWPORT BEACH, CA 92659-1768 C, FO November 22, 1989 Dear Harbor Permittee at 135 North Bay Front: The sidewalk adjacent to your residence is subject to "water ponding" at certain times. We believe that a contributing factor to this ponding is that private pier utilities are routed through the public bulhead. To remedy this problem at your location in the vicinity of your pier, you must remove two conduits and grout the void. This work requires an encroachment permit from the Public Works Department. This permit can be issued over the counter at City Hall at a cost of $10-00. When you acquire the permit, the Public Works Department can answr any questions you may have relative to your particular situation. If you have questions regarding the above please call Wes Armand at 644-3044. sinpetleoly, Tony Tidelands Administrator 3300 Newport Boulevard, Newport Beach PERMISSION iF.
