DISCUSSION:
Background:
At the regular meeting of the City Council held on April 24, 2007 the Mayor appointed
Mayor Rosansky (Chair), Mayor Pro Tern Selich and Council Member Henn to serve on
an ad -hoc Appointments Committee to review applications and make recommendations
to the full Council for the Board and Commission vacancies scheduled to occur on
June 30, 2007.
At the conclusion of the application period (May 16, 2007) the committee reviewed the
applications on file and conducted interviews with selected applicants on Thursday,
June 7, 2007.
The appointments to fill these vacancies are scheduled for Tuesday, June 26, 2007. All
new terms will be effective July 1, 2007 with an expiration date of June 30, 2011.

On Wednesday, May 30th, a subcommittee of Chairperson Paula Godfrey and Board
Member Doug Coulter interviewed candidates for the Civil Service Board vacancy. This
vacancy is the Civil Service Board nominee that City Council appoints from a list of three
persons nominated by the CS Board.
Based on their interviews, Ms. Godfrey and Mr. Coulter recommend that the Civil
Service Board approve the following three names to be submitted to City Council for
selection of the Civil Service Board Member.

Why I Wish to Serve as a Trustee of the Newport Beach Public Library:
I am presently a Trustee of the Newport Beach Public library. I was appointed to a partial term in 2001, and
reappointed to a full term in 2003.
Being a Library Trustee is a time - consuming and demanding position. It requires attending meetings twice
monthly, plus staying involved by phone calls and emails throughout the remainder of the month. While this
commitment makes it difficult for many to carry out these obligations, as it was for me prior to my retirement
from my law practice in late 2003, it is also what makes it especially rewarding — in my experience, more than
other civic and community commitments. The fact that we are a hands -on board that makes decisions with real
impacts on the Library and the wider community makes being a Library Trustee an especially meaniugfiil
position.
Before I retired in late 2003, it was often difficult for me to attend all of the Board meetings, as it is for most
Trustees who hold demanding jobs. Now that I am retired, I am able to devote more time to the Library than
previously, even though my travel schedule that does cause me to miss some meetings each year.
I am currently the longest- sitting member of the Board. This could be viewed as both good and bad. The negative
is that others who desire to serve do not have the opportunity. The benefit is that a lengthy term creates continuity
and an institutional memory, provides newer Trustees with a better sense of history of the Board and the events
that have shaped the Library, provides much - needed guidance to newer Trustees, who have a fairly long learning
curve in order to become truly contributing members of the Board, and allows the community to benefit from the
continued dedication of one who is truly committed to serve.
During my temrre, I became heavily involved, together with Homer Bludau and the other Trustees, in the selection
of our excellent current Director of library Services and the easing out with some difficulty but generally
reasonably gracefully, of the prior Director. In addition to other specific projects, I have been involved with the
Library's Tolerance Program and assisted with the Distinguishe&Speaker Lecture Series put on by the Library
Foundation.
Being a Trustee has been a very satisfying experience and I request that I be reappointed to the Board for another
term. I believe that my experience as a Trustee and my dedication to the Library will provide substantial benefits
to both the Library and the community as a whole.

Newport Beach residents can be so very proud of their library system. It is
not only a place to check out books, but has all of the latest technology features
with iPods, computer training, WiFi, laptops and email notification, to name a few.
use all of these features, including the large media collection available for
check -out. Our cultural arts and children's programs are exceptional.
I believe the library is the cultural and literacy center for our city, a vision
of the library staff and the board of trustees come to life. I would like to be on the
Board of Trustees as an opportunity to give back to. the community the richness I
have received, and to share my expertise in the area of literacy, technology and
grant writing. I am an avid reader and very passionate about our excellent library
system. I am now working part-time and will be able to fully participate and
volunteer my time.
Listed below are special qualifications I have that are appropriate to this
position:
• Reading /Language Arts Coordinator serving all of Orange County for the
Orange County Dept. of Education (OCDE); Literacy Advocate and
Consultant
• Master's Degree in Reading Instruction; especially familiar with children's
literacy issues as an.instructor at CSUF and UCI
• Prior experience on a library board of trustees with the challenge of
selecting a site and an architect for the central library (HB)
• Experience administering public school libraries in book and materials
selection, budget, and handling personnel issues
• Former Co- Director Of California Technology Assistance Program for
OCDE, purchasing over one million dollars' worth of technology and media
equipment for selected schools in OC
• Experienced grant writer —Wrote and received over three million dollars
for educational organizations; and more recently, over $100,000 for the

SUMMARY
Serving the community is something 1 have done all my
life. I strongly believe in giving back and have abmays done so,
through education, the arts and civic organizations.
Growing up, I used to spend time at Newport Beach on
holidays, weekends and vacations with two- sisters who were
my best friends and whose family owned the Balboa Pavilion
during. the 1940's, 1950's and 1940's (the Gronskysj_ Ttuo igh the
years I continued to visit and always wanted to We here. A
little over fourteen years ago that dream becc=e a reality:
Living in Newport Beach is truly special to me. Serving on
the Arts Commission, has been an extraoxiinary opportunity, to
utilize my knowledge and experience toward contribu ling a
legacy to the city care so much-about.
The arts are, and have historically been a .guiding force in
a civilized society. For me, they arse a. passion, a chryllange, an
education and a light of Inspiration. It would be an honor and
a privilege to be able to continue to share my vision, energy,

Wendy Brooks and I had met on several occasions through various community
projects, however I' have actually gotten to k ow her over this past year in
working together on the McFadden Square Centennial Legacy Project
Committee.
When we began to divide up responsibilities, Wendy immediately volunteered to
Chair the Speakers Bureau. Due to her efforts, we have been able to make
presentations-to local yacht clubs along with -community servicevrganizations.
In preparation for the 100 Years Between the Piers" Centennial celebration,
Wendy procured a number of high -end drawing items for our two booths,
Including top local hotel and spa packages. She also worked with methat day
from morning till night, setting up, taking down and arranging and keeping track
of volunteer schedules. She did essentially the same thing, including walking
around and distributing materials. for the entire day of the Corona del Mar Walk.
We wanted a presence at the recent Film Festival, so Wendy arranged for us to
be "Community Partners" in order to choose two hit John Wayne movies and to
have the opportunity to speak prior to their screenings. In addition, we were
given permission to have our materials out on display in the lobbies where each
was being shown.
I have found Wendy Brooks to be a positive, resourceful, insightful, helpful,
energetic, enthusiastic and supportive-contributor to the team, just as she is to
our community. I strongly support her re- appointment to the City Arts
Commission.

My wife and I have been residents of Newport Beach since 1978. We have enjoyed the
iaRy of life we experience here, especially while raising our two sons. I would like to give

the Arts Commission. Since 1971, I have had a dual car=—one as Professor of Psychology
Orange Coast College, and second as a real estate entitlements and project management
osultant. One ofthe projects I'm most proud of is the preservation and adaptive reuse of the
ginal town center of the Irvine Ranch, located at Sand Canyon Avenue and the I -S Freeway,
w known as Old Town Irvine. I secured listing of several of the buildings of this project on
National Register of Historic Places. I was honored in 1998 by the Irvine Ifistorical Society

Dear Sir or Madam:
I would be honored to support the City Council by serving on the Civil Service Board. I believe
the Civil Service Board has the power, through the quality of its evaluations and actions, to
improve staff morale and contribute to the retention of talented City staff members in a fiscally
responsible manner.
I have spent 42 years in Southern California industry researching creative approaches to problems
and developing solutions where none existed for $3- Million to $1- Billion dollar programs as an
engineer, program manager, or member of a program management staff.
I have learned that a good, well- executed process is a requirement for success in complex projects is
involving large groups of people with different motivations. My experience in program
management has taught me that people are among the most important aspects of a,project. I
believe open, forthright communication is a must for success in any endeavor.
The City of Newport Beach has an excellent paid staff, of which we are all very.proud.
Processes affecting our City staff must assure that relevant facts are obtained; that people affected
have the right to be heard; that regulations, codes of conduct, and the good of the community are
observed in all actions; and that the Civil Service Board promotes fairness in all its processes and
actions.
As a manager in private industry I had to be aware of personnel processes and the quadrangle of
company regulations, Government security requirements, respect for the work and dignity of
individual employees, and the importance of fairness and equal treatment of all employees. I also
recognized that my actions on a daily basis spoke much louder than anything I could say at Staff
Meetings or in the privacy of an office.

WHY I WISH TO CONTINUE TO SERVICE ON THE
NEWPORT BEACH HARBOR COMMISSION
I have been a lifelong resident of Newport Beach and I am interested in completing my
term on the Harbor Commission. I grew up learning how to sail on Newport Bay
through the Balboa Yacht Club summer programs during my youth. I have continuously
owned and used boats on Newport bay since 1969. 1 am currently a City tenant in the
Balboa Yacht Basin off Bayside Drive.
In the past I have served on the Harbor Quality Committee and the Environmental
Affairs Committee.
would like to continue my work on the issues before the Harbor Commission. The
areas of importance to me are the completion of dredging in the lower bay, a better
resolution of the residential dredging and eel grass controversies with the U.S. Fish and
Wildlife, and preserving marine oriented services in the Harbor.
The Harbor Commission is also working on new programs for mooring administration
and transferability. I have been working with the public and the mooring association
concerning this issue for over 3 years. I would like to see this job completed.

• Special Qualifications Particularly Appropriate for an Appointment
to the Parks, Beaches and Recreation Commission
For the past 16 years, I have demonstrated my interest in civic leadership and commitment to the
City of Newport Beach through a number of experiences described below from most recent.
I served on the Planning Committee for both the "100 Years between the Piers Party" which was
the closing event for the Newport Beach year -long Centennial Celebration and the kick -off event
"Lets Do Launch." I was the Entertainment Committee Co -chair and Chair respectively. The
entertainment at the events included the legendary Dick Dale and Mark McGrath and the Beach
Boys as the.headliners. There were an estimated 35,000 people in attendance at the closing event
and a sell -out crowd of over 8000 people at the Dunes for the kick -off event; possibly two of
the largest beach parties ever sponsored by a municipality on the west coast.
I served on the ad hoc Finance Committee for the city of Newport Beach. The committee
members were appointed by the City Council to look at budget projections over the next 20 years
in light of needed capital improvements to determine whether the City could afford to construct a
new city hall. For six weeks our committee looked at projected income, projected capital
expenditures, and long -term financing options and concluded that the city could, in fact, afford a
new city ball. Further we concluded the best finance option for the city hall project and other
capital projects were Certificates of Participation (COPS).
• 1 am a member of the Newport Beach Sunrise Rotary Club. I was inducted following the Corona
del Mar Centennial Celebration. I was elected to the Board of Directors in 2006 and I am Chao
of the Vocational Services Committee.
I was one of nine candidates who applied for the vacated council seat for District 4. Although not
appointed, l believe 1 firmly established my desire and qualifications to serve the city in that
capacity. l am planning to run for a seat on the Newport "ch City Council in 2010. Being
appointed to the Planning Commission will provide me with greater insight into land use issues
which will ultimately make me a more effective Councilman when 1 am elected.
I currently hold a seat on the Parks, Beaches and Recreation Commission. l was appointed when
an unexpected vacancy occurred as a result of Commissioner Steven Rosanky's appointment to
the Council. Since my appointment to the Commission, we have made several significant
recommendations to the Council, most recently prohibiting smoking on the beach and earlier the
establishment of a Park Patrol. I am a member of the Park Development Committee and the
Budget Committee. I also serve on the Board of Directors for the California Association of
Parks Recreation Commissioners and Board Members. I was served as Secretary of the
CAPRCBM Board in 2005 -2007.
I served on the Executive Planning Committee of the Corona del Mar Centennial Celebration. I
was the Special Events Committee Chair. Our committee was charged with the Corona del Mar
• Beach Party and Expo held on the weekend of October 160i and 17th,, 2004. Those activities
included a number of fast for Newport Beach, a live concert at Corona del Mar State Beach, a
vintage boat parade and a fireworks display over the mouth of the harbor. 0
Since 1999, I have been a resident member of the Newport Beach Chamber of Commerce. I was
elected to the Board of Directors in 2006 and serve as a Representative At Large. I also serve on
the Governmental Affairs Committee. The committee is made.up of business leaders as well as
representatives of elected officials and state agencies. The committee routinely invites speakers
who are community leaders or activists to speak on a wide variety of issues which may affect the
business climate in the Newport Beach Area. The committee makes recommendations to the
Board of Directors as to official positions the Chamber should take on various city, county and
statewide issues.
I have served as the Chairman of the Board of Directors of Leadership Tomorrow for three
consecutive terms. Leadership Tomorrow is a program designed to help people become more
engaged their communities. Many of our graduates become volunteers in civic organizations,
attain appointments to Boards or Commissions and even run for elected office. I was a member
of the Class of 1999 and was asked to serve on the Board of Directors upon graduation. Several
current Council members and Commissioners are graduates of our program serving Costa Mesa,
Irvine and Newport Beach including Mayor Pro Tern Rosansky.
I have been an Associate with the Upper Back Bay Naturalist and Friends since 2003. In this
capacity I served as a volunteer in the Peter and Mary Muth Interpretive Center from 2003 to
2004. The role included acting as an advocate for issues directing affecting Upper Newport Bay, •
answering visitor's questions about the ecology of the region and leading school groups through
the displays at the Center.
I served on the Aviation Committee for District 2 in the city of Newport Beach from 1998 -2003.
I was named to the alternate seat by Council member Jan Debay. During this time, El Toro
Marine Base remained a viable option for an international airport in Orange County. The
Committee made many formal recommendations to the Council during the campaign against
Measure "S" strategy and on issues surrounding the extension of the settlement agreement for
flights leaving John Wayne airport during those turbulent times. Part of my role was to keep
citizens in District 2 abreast of the airport debate. In addition, I worked in concert with the
Airport . Working Group on the noise level test conducted in 1998 at the base as well as actively
campaigning against Measure "S ".
During the summer of 1999 I was a member of the second graduating class of the Newport
Beach Citizen's Police academy. Each class elects a leader to represent it and to deliver the
graduation address and I was elected to that honor.
I have been a volunteer at the Newport Beach Toshiba Champions Tour event at the Newport
Beach Country Club since its inception in 1994. During this time I have participated on a
number of committees including hospitality, fairway marshal and scoring.

For the past twenty-nine years, Mr. Garrett has held various management positions including a seven - year
tenure as the president and chief operating officer of the real estate management subsidiary of a publicly
held real estate company. His vast real estate experience covers all facets of property management,
leasing, and construction management. He also served on the Board of Directors of a construction company
that completed over $100 million in commercial construction. Mr. Garrett's current portfolio includes retail
and office properties, mobile home parks, and HUD apartment projects throughout Southern California and
Arizona. Iri addition to his management and leasing activities, he serves as a court appointed receiver. Mr.

Thank you for the opportunity to submit this application for extending my term for an
additional four years on the Parks, Beach and Recreation Commission.
• I currently serve as the Chair of the Commission and head of the Budget Committee,
Community Service Award Committee and the Santa Ana Vision Plan Committee
Alternate. In addition, I formed and served as the Chair of the Ad Hoc Beach
Committee. I serve on the City's Marine 1 -1 Memorial Committee and the Marina Park
Design Committee as well.
I request my term be extended because I believe it is important to have some commission
members with past experience. The current commission has three new members with
limited experience.
I am certain you know from your own experience that it takes some time to understand
how the process works. New commissioners not knowing the history of past and current
projects and policies is certainly a disadvantage at times. I think it is also important for
commission members to make the commitment to serve. In the past, we have had a few
members who have missed a number of meetings. This minimizes the decision - making
process and makes the absent member loose credibility. In the four years I have served
as chair and regular member, I have never missed a meeting.

I was originally chosen for the Parks, Beaches and Recreation Commission because of
my background as a Certified Property Manager having knowledge of complex
landscaping and tree issues. I also have an extensive background in entitlement
development and construction of commercial and residential properties. Before starting
my own company in 1990, I worked as a division president for a publicly traded real
estate development company. I was originally asked to apply for a position on the
Planning Commission by Former Mayor, John Hedges, and then again by Tod Ridgeway.
I was appointed instead to the Parks, Beaches and Recreation Committee during the ficus
tree problem on Main Street in Balboa, again because of my knowledge of tree damage
and landscaping.
If you wish to check on my abilities and contributions to the Parks, Beaches and
Recreation Commission, I suggest that you speak with any of the current or past
commission members, the Directors of Recreation and Senior Services, General Services,
or any staff or committee member I have worked with. I believe they will confirm that I

Desire to continue serving as a Planning Commissioner
I have enjoyed being a Planning Commissioner for the last seven years and recognize the
scope and commitment required to be prepared to carry out the duties.
It has been an honor and a privilege to serve with some of the finest people on the
Commission and within the City of Newport Beach. I feel that there is no experience that
better prepares one for being a Planning Commissioner than having been one.

As a lifelong full -time resident of Newport Beach I feel that it is time to contribute to
the city. where I plan to live for the rest of my days. I was bom in Hoag hospital in 1969
and since then I have' seen the city mature in a consistent and methodical manner with a
few exceptions. I would welcome the opportunity to help shape the future of Newport.
I have a background in real estate development, as well as a Masters Degree in real
estate finance, that will be beneficial in analyzing the planning and development from
multiple angles. In addition, I have planned and developed real estate that has required
large amounts of interaction with the planning and building departments of many cities
including Newport Plaza at Dove and Quail in Newport Beach.
I understand the public review process, the Subdivision Map Act and basic building and
planning code standards. I can reason through the logic behind developments as well as
redevelopment challenges. I have managed several teams of consultants to entitle a new
developments as well as mixed -use redevelopments that required combinations of the
following: a Specific Plan; an EIR; a Vesting Tract Map; Zoning Changes; and a
General Plan Amendments that encompassed more than 250 acres and over 3 million
square feet.
