Badum 949 - 644 -3311 orsbadum @city.newport- beach.ca.us SUBJECT: FY 2007 -08 MASTER CIP SCHEDULE UPDATE RECOMMENDATION: Receive and File. DISCUSSION: Attached is the 2nd Quarter Master Project Schedule update. For the most part, our projects are proceeding on schedule. Highlights of progress made in the 1st quarter and changes from the 1st quarter schedule are depicted as follows: Proiects completed in 1st Quarter 1. Police Facility Perimeter Fence 2. FY06 /07 Citywide Street and Storm Drain Improvements 3. Santa Ana Heights Fire Station # 7 & Training Tower 4. Newport Coast Community Center 5. Back Bay Science Center Projects Delayed Birch Street Pavement Rehabilitation, Bristol to MacArthur. This project involves grant funding under the Arterial Highway Rehabilitation Program (AHRP). Caltrans did not approve our project in September due to funding shortages in the current program. That situation has been rectified and the revised schedule has construction of the project beginning in April 2008. 2. Back Bay View Park Enhancements: The project schedule has been adjusted to allow for optimal planting conditions for native plants which occurs in the fall. Buck Gully Force Main Replacement, Poppy Avenue: While the project was awarded on time, the contractor has fallen behind schedule and has not started work. In an effort to minimize impacts to the community, we have directed the contractor to delay work until after the holiday season. Work will start after January 1, 2008. Buffalo Hills Lighting Project: The adjacent homeowners association has asked us to delay the project while they confirm the membership's support for installing bollard lighting on the park walkways. Staff expects this issue to be resolved soon and it is anticipated that the project will be awarded during May 2008 with construction starting after the summer months. 5. Corporation Yard Building Fleet Maintenance Locker Room: This project has been delayed by two months. It has been decided that the General Services Department will handle much of the work in -house (design and construction). The work will commence in January 2008. 6. Directional and Wayfinding Signage — Citywide: The completion of this project has been delayed six weeks due to the addition of a monument sign for the easterly entrance of Corona del Mar Village. 7. Fire Station #3 Water Piping Replacement: Fire Department resources have been focused on completing the Training Tower in Santa Ana Heights. Work will resume in January 2008. 8. Flashing Crosswalk — Newport Blvd @ 23`d St.: This project was originally scheduled for award in December. The design consultant has fallen behind and we expect award in February 2008. 9. Industrial Way — 36" Water Transmission Main Replacement: Due to numerous interfering utilities that were not accurately located, the project plans required redesign which delayed the construction start. Work should start in January 2008. 10. Irvine Avenue Dover Drive Water Main Replacement: This project was delayed by two months due to groundwater issues and traffic control difficulties. Construction should be completed by 12/14. 11. Iris Avenue/ Coast Highway Traffic Signal: This project was delayed to allow more discussion with the local community. The design was originally scheduled to begin in October, but it now appears that the project could be delayed by one or two months depending on how quickly community consensus is reached. 12. Newport Coast Drive /Pelican Hill Road North Intersection Improvements: This project is two months behind schedule due to negotiations with the adjacent homeowners' association. 13. San Joaquin Hills Road Median Trees: This project was delayed by one month to allow for discussions with The Irvine Company's landscaping representatives. FY 2007-08 Master CIP Schedule Update October 23, 2007 Page 3 14. Sunset Ridge Park Conceptual Design: This project was on -hold during. the land acquisition process. At the end of that process, it was necessary to retain a new design consultant as the original consultant's contract had expired and the consultant was unable to continue. The first public outreach meeting is scheduled for November 8. 15.Traffic Signal Modernization: This project was delayed one month while our consultant investigated opportunities associated with the newly acquired radio tower at the Utilities Yard. Proiects Advanced 1. Coast Highway Sidewalk — Morning Canyon to Seaward: This project is being advanced so that it can be combined with the River Avenue Pedestrian Improvements project which is scheduled for award in February 2008. 2. HR Recruitment Trailer Installation: This project is ahead of schedule. Award of the site preparation and installation work will occur in November, one month ahead of the original schedule. New projects 1. Assessment District 99 Revised: With the recent failure of AD 99, staff is working with the residents and utilities to re- formulate the district boundaries. 2. Castaways Park Marine 111 Memorial: Staff is working with the artist to complete the site design. Construction is planned for spring 2008. McFadden Square Centennial Plaza: The project plans are currently out to bid. It is expected that work will begin in January 2008.
