SUBJECT: REQUEST FOR ADDITIONAL FUNDING FOR PROPOSED
UNDERGROUND ASSESSMENT DISTRICT NO. 87 (BIG BALBOA
ISLAND)
DATION:
Authorize a budget amendment (06BA -073) from General Fund Unappropriated
Reserves in the amount of $31,800 to Assessment District No. 87, Account No. 74087-
9810 for electrical design.
DISCUSSION:
Property owners of Big Balboa Island submitted petitions to the City in 2003 requesting
a special assessment district to be formed to finance the undergrounding of overhead
utilities on the island. The resident petitions were certified for sufficiency by Harris &
Associates on January 5, 2004. On November 25, 2003, City Council authorized an
initial appropriation of $51,112 from the General Fund to Account No. 74087 -9810 as a
deposit for an electrical design fee to Southern California Edison (SCE). Subsequently,
SCE provided a total cost estimate to design the underground facilities and requested
an additional $371,338 to complete the design work. City Council approved the request
for additional funds on July 13, 2004.
The plans call for the installation of new cobra head style lights which cannot be located
in the public right -of -way due to the limited width (10') of the alley. Therefore, private
property easements are required to be granted to SCE, who will own and maintain the
lights. To prepare easement documents for the 55 properties, an additional $31,800 is
required. These additional monies, along with previous appropriations, will be recovered
by the City upon the formation of the assessment district and the sale of bonds.
However, funds cannot be recovered if the district fails to be formed.
SCE has completed the design of Balboa Island with the exception of the alley light
easements. The phone and cable companies are currently working on the design for
their facilities and are expected to be completed by March 2007.
The boundaries of the proposed District are shown on the attached Exhibit "A ".

Environmental Review:
This project qualifies for a Class 2 California Environmental Quality Act (CEQA)
exemption under Section 15302, item "d" of the Implementing Guidelines as follows:
"Conversion of overhead electric utility distribution system facilities to underground
including connection to existing overhead electric utility distribution lines where the
surface is restored to the condition existing prior to the undergrounding."
