Principles to be Addressed ( cont 'd ) • Speculation, profiteering or arbitrage cannot be allowed to exist. • Mooring holders should be compensated in some way if the City is able to rent vacant moorings. • Transparency must be evident at all levels. • A Central marketplace or exchange should be created . • All aspects of the permit must be enforced (e.g., liability insurance) . • Annual fees must adjust regularly, and be based on a market-based comparison .
