Report of the actions of the Planning Commission Meeting:
Item 1: Hoag Memorial Hospital Presbyterian (PA2007 -073)
One Hoag Drive
Summary: A request to reallocate up to 225,000 gross square feet of permitted
buildable area from the Lower Campus to the Upper Campus through the
approval of the proposed General Plan and Planned Community
• Development Plan Amendments. Applicant also requests approval of
amendments to development regulations contained within the existing
Planned Community Development Plan, also known as the Hoag Master
Plan or the PC Text. The changes principally relate to the allocation and
limit of permitted building area between the Upper and Lower Campus,
noise regulations, landscaping requirements and sign standards. Lastly,
applicant requests an amendment of the existing Development Agreement
to reflect the changes to the Master Plan as summarized above and to
provide additional public benefits principally in the form of providing funds
for improvements and community projects to public facilities such as
streets, parks, water quality and public safety facilities.
In response to concerns expressed by the residents of Villa Balboa
Condominiums at the previous Planning Commission meeting, staff
engaged in a series of discussions with representatives from the
condominium complex and Hoag Hospital. The discussions focused on
responding to concerns raised about excessive lighting on the lower
campus, excessive light and noise from the loading dock area and
emissions emitting from the cogeneration plant. Based on
recommendations and a photometric study prepared by a lighting
engineer, Hoag agreed to change out the lighting fixtures on the lower
• campus with lower level, monochromatic lights, place the lighting system
on timers, and add motion sensors to the loading dock lights.

Proposed mitigation measures to reduce noise levels from the mechanical •
equipment and loading dock area were presented by a licensed acoustics
engineer. The Ancillary Building and West Tower are comprised of older
mechanical equipment that generates noise levels in excess of 55 dBA,
which is the maximum allowable level at night. Recommended mitigation
measures for this structure include the installation of a sound wall /panel
against the building, replacement of roof - mounted fan units and equipment
enclosures, and to close off existing openings in the grillwork of the
building or fill in with sound louvers where exhaust in -take, out -take
occurs.
In the loading dock area, noise is generated by delivery trucks of all sizes,
a sterilizer unit, and trash and cardboard compaction units. Hoag
proposes to move the sterilizer unit indoors, and enclose the trash and
cardboard compaction units in order to reduce noise levels. A proposal to
enclose the loading dock area was discussed. The acoustic engineer
noted that this method of mitigation may not significantly reduce noise
levels because more noise would be generated by trucks idling and
maneuvering to pull into the loading dock area. Alternative mitigation
measures proposed include the installation of a sound wall along Hoag
Road and Cagney Lane that would range in height between 18 feet, 6
inches to 23 feet tall, is manufactured of an acoustic - absorbent, plastic •
material, and would attenuate noise levels for the residential units on the
first floor. Noise levels affecting the residential units on the second and
third floors could be mitigated with the installation of double - paned,
acoustic -rated windows, the replacement or extension of balcony rails with
5 -foot panels of tempered glass, and the installation of special gypsum
board on interior walls of the existing buildings. The acoustic engineer
stated that based on sound rating studies, the proposed mitigation
measures would bring the noise levels into compliance with the maximum
allowable noise levels.
Members of the public spoke, some expressing they would accept the
proposed mitigation measures if it could be shown that the noise levels
would be significantly reduced. Others requested that other sound
attenuation materials and methods be explored, including canopies or
coverings over the loading dock or enclosure of the loading dock, and
sound absorbing materials placed at the rear of the loading dock instead
of a high wall along Hoag Drive. The question was raised as to whether or
not the proposed mitigation measures would address the future expansion
of the facilities, which was referred to the acoustic engineer for research.
Concern was expressed that no mitigation measures were proposed for
residential buildings north of the 260 Cagney Lane building. One resident
cited the Environmental Protection Agency recommended noise levels for •
hospitals, while another resident stated the desire for performance

• standards and enforcement provisions to be included in the conditions of
approval.

An environmental risk assessment consultant spoke in response to
concerns expressed about emissions from the cogeneration facility. He
presented information about the method of cooling tower maintenance and
water treatment used by Hoag Hospital to prevent and limit exposure of
toxic compounds.
The Planning Commission stated they would like the meeting between the
Villa Balboa residents and Hoag Hospital to take place a soon as possible.
They directed staff to explore the installation of a lower sound wall topped
by a wall at a 45- degree angle to deflect sound as well as other mitigation
methods, and address the question relative to noise mitigation measures
for the future expansion of the facility.

COMPLIANCE: A Supplemental Environmental Impact Report has been prepared in connection with
the application noted above. It is the present intention of the City to accept th
Environmental Impact Report and supporting documents. Copies of
Environmental Impact Report and supporting documents are available for public
review and inspection at the Planning Department, City of Newport Beach.
