RECOMMENDATION: Approve a Professional Services Agreement with Coast Surveying, Inc., of Tustin, California, for additional survey work at a not to exceed price of $49,196 and authorize the Mayor and City Clerk to execute the Agreement. DISCUSSION: Design of the Corona del Mar Street Rehabilitation Project began as a small portion of the Corona del Mar area, including segments of Dove Street, Granville Drive, Bayside Drive, Carnation Avenue, Dahlia Avenue, Goldenrod Avenue, Acacia Avenue, and Larkspur Avenue. Upon additional review of the project area and future pavement projects, it was determined that the entire area bounded by Avocado Drive, East Coast Highway, and Bayside Drive be included in the initial scope of work. These additional areas need to be surveyed to provide the necessary detail to the pavement project. Coast Surveying, Inc., conducted the survey of the original project areas at a cost of $22,818. Upon increasing the project area, staff requested proposals from our on -call contract survey firms. The bids revealed the costs exceeded the $30,000 threshold with the lowest being Coast Surveying, Inc. The additional work includes surveying the area to determine street centerlines, stationing at 50 -foot intervals, location of utilities, driveway elevations, and elevations of any existing curb access ramps. Environmental Review: This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines. This exemption covers the repair of existing facilities involving negligible or no expansion of existing use.
