Brown, Deputy City Clerk 949 -644 -3005 lbrown@city.newport-beach.r,a.us SUBJECT: CONFIRMATION OF APPOINTMENTS TO THE CITY HALL DESIGN COMMITTEE RECOMMENDATIONS: a) Appoint four (4) licensed architects and one (1) licensed landscape architect to the City Hall Design Committee from the eight (8) applicants nominated by the Building Ad Hoc Committee; and b) appoint Lary Tucker as the non - voting Chairman to the City Hall Design Committee. BACKGROUND: The Building Ad Hoc Committee conducted interviews with City Hall Design Committee applicants on March 10, 2008 and March 17, 2008. Following the interviews, the Building Ad Hoc Committee nominated the following applicants for City Council consideration for appointment to the City Hall Design Committee: Architects George Bissell Jeff Gill Rush Hill Walt Richardson Stephen Sandland Niall Saunders Linda Taylor Landscape Architect Andrew Bowden The City Council will also need to confirm the appointment of Larry Tucker as the non- voting Chairman to the City Hall Design Committee. Appointments to the City Hall Design Committee March 25, 2008 Page 2 The procedures for selecting the City Hall Design Committee members are attached to the staff report. The procedures are similar to those used for the City Hall Site Review Committee and the Facilities Finance Review Committee. Harkless City Clerk Each Council Member will vote for 4 members for the architect positions and 1 member for the landscape architect position, and can only cast one vote per applicant. The applicants receiving the most votes will be appointed. If a tie vote occurs for those receiving the least number of votes and there are more applicants involved in the tie than there are seats still remaining to be filled, the City Council will cast a separate ballot on only those applicants. At that time, they will vote for as many applicants as there are vacant seats remaining. In the event that no one receives four votes, applicants receiving zero or one vote will be dropped from consideration and Council will cast one vote from the list of the remaining appointees and the determination will be made as previously stated. These rules are open for discussion and subject to change by the City Council. Our firm, Land Concern has worked on many large scale master planned residential communities, schools, parks, churches, and recreation facilities. We are also currently working on the new addition to the City of San Juan Capistrano Library which we had originally worked on with the renown architect, Michael Graves. The park element is an extremely important and crucial element to the overall master plan and as such it needs people on this committee who has experience in dealing with park design, water quaiity issues, storm water management and water conservation. I have been recently appointed by the Governor to the Landscape Architects Technical Committee for a 4 year term, and I am currently the President of the Southern California Chapter of the American Society of Landscape Architects, the 2nd largest chapter in the nation. My first involvement with the City of Newport Beach many, many years ago, was as a consultant hired to determine how to fit more staff into existing city hall facilities. I believe it was Kevin Murphy's first year as City Manger. Years later I was called upon to help create and Chair the City's Economic Development Committee ( "EDC "). We broke "new ground' in several areas, including obtaining legal council's approval to place two members of the City Council on the EDC. I was told this had never been done before. I felt it Important to help secure the necessary votes from the total Council on EDC issues. We were very successful in creating new codes and economic policy. In 19761 worked with then State Senator John Seymour modifying state code to allow for the selection of public/private joint venture partners through a RFQ/RFP /Negotiation process. Since that time, my personal work effort has focused on assisting world wide clients define project needs, understand the economics, orchestrate the process used to select the architect, builder and monitorthe progress the project until which time the keys of the new facility are turned over to the owner. Clients have included the Department of Veteran Affairs, The California National Guard, the City of Santa Maria, numerous schools districts, non -profit boards and privately held corporations. Common to all my clients is the desire to achieve a high quality designed, functional facility on a limited budget 1 have tracked the plight of Newport's city hall longer than most, understand the desired process and have experience in all aspects. While I did not participate in the debate over location, quite frankly, I can't think of a more exciting opportunity than to combine a public building and its required functionality with the quiet restfulness of open space and a public park. My personal experience of working in the California State Capital and experiencing opportunities to think and reflect while walking through our State Capital Park remind me of just part of the opportunity before our city today. The Forgit Building Restoration Newport Beach, California 12,000 sq. ft.. $650,000 This project exemplifies HPI'sskills and sensitivity in seismic strengthening and historic restoration. The completed reno- vation of this 1928 vintage, two story unreinforced masonry structure serves` as a successful example of amixed occu- pancy urban re -use project. Located on the Balboa Peninsula, the renovation created. six- second floor apart- ment units with shared outdoor space for access and relax- ation.. Ground level spaces support a variety of retail and professional: office uses. Sensitive restoration of the building's exterior exposes as masonry facade, .previously hidden behind layers of paint, while integrating required structural improvements harmo- niouslywith the building's original character. New structural steel frames, erected at the exterior to minimize distur- bances of occupancy, are integrated through.. the use of additional decorative "steel columns which, visually accent and reinforce the rhythm of the existing masonry pilasters. These columns terminate at the second.: floor line in planters which form the column capitals. WHY I WOULD LiIE TO SERVE ON THE CITY HALL DESIGN COAMITTEE? Our City Hall is probably going to be the most significant public building to be built in our City in the foreseeable future. We have the advantage of this location being surrounded by good architecture. As an architect, having participated in a number of our local building designs, and having been involved with many architectural committees, I believe that I can make a significant contribution to the process, with my background. I have the ability to work with other professionals with an open mind, evaluating all of the information, leading to a logical conclusion. One of the most important responsibility of the City Hall Design Committee will be to prepare a sufficiently detailed design program to ensure that the design participants understand all the ramifications of the project, and directions of the AD Hoc City Council Committee. It's a very good idea to master plan the entire area from CDM Plaza to the OCTA site. Because of my familiarity with the Newport Village site and the library, when I was with The Irvine Co., it might be appropriate to determine at this time if the library is planning on any expansion, and if so, include it in the master plan. I've had significant experience selecting and administrating architects, evaluating capabilities, and critiquing solutions. If chosen to be on the committee, I believe I could be helpful in achieving the desired goals, which ultimately include the master plan, park and an economical, fuuctional, well designed City Hall of which everyone can be proud I've had participation in a couple of design competitions a number of years ago, and I know it isn't a simple process, but with a diligent, open minded, professional committee of Registered Architects, I believe the City Councirs goals can be achieved. 3. The names will be announced at the March 11 meeting. BACKGROUND: At the February 26, 2008 meeting the City Council took action to establish a City Hall Design Committee. The primary duty of the Committee is to oversee and conduct a design competition for the city hall and master plan project. Based on the design process approved by the Council, the deadline to apply was set as 5:00 p.m. on Tuesday, March 4. At the conclusion of the application period, the applications were forwarded to the Building Ad Hoc Committee for their review. Harkless, City Clerk Aft: Resolution No. 2008 -14 lAUserslClMShareMBoards, Commissions, CommltteeSlCity Hall Design Committee 20081Committee Appolntrnent Staff Report 3- 1 t- 08.doc RESOLUTION NO. 2008- 14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING THE CITY HALL DESIGN COMMITTEE WHEREAS, on February 5, 2008, the voters of Newport Beach approved Measure B, which provides that a new city hall shall be located on City owned property north of the Central Library; and WHEREAS, the City Council wishes to follow the will of the voters and develop a new city hall on said property; and WHEREAS, the City Council wishes to have its Ad Hoc Building Committee continue to oversee the overall city hall project; and WHEREAS, the City Council also wishes to have professional advice on issues related to design of the new city hall and a master plan for 19.8 acres owned by the City between Corona del Mar Plaza and the OCTA Transportation Facility; NOW, THEREFORE, BE IT RESOLVED by the City Council as follows: Section 1. The City Council establishes the City Hall Design Committee, which shall be comprised of four (4) licensed architects and one (1) licensed landscape architect. Each member shall be a resident of Newport Beach and shall have at least five (5) years of professional experience, preferably including experience in large scale commercial and/or public facility design. The Committee shall also include a non - voting Chairman, who shall have experience as a meeting facilitator. Prospective members shall be interviewed and recommended by the Ad Hoc Building Committee, and appointed by the City Council. S ion 2. All meetings of the Committee shall be noticed and open to the public, and meeting minutes shall be posted on the City's website. Section 3. The primary duty of the Committee shall be to oversee and conduct a design competition for the city hall and master plan project, including the following specific duties: a. Issue a Request for Qualifications (RFQ) to world class architects interested in participating in a design competition for the project. b. In consultation with the Ad Hoc Building Committee, develop recommendations for a detailed set of Design Parameters to be used by the participating architects. c. Review the qualifications of architects who respond to the RFQ. d. Recommend to the City Council three to four architects to participate in the design competition. e. Review design concepts submitted by the selected architects, and hold public meetings to receive public input on the design concepts. f. Recommend an architect and design concept to the City Council. Section 4. The Committee shall sunset on December 31, 2008, unless extended by action of the City Council.
