COMMITTEE
RECOMMENDATIONS:
a) Appoint four (4) licensed architects and one (1) licensed landscape architect to the
City Hall Design Committee from the eight (8) applicants nominated by the Building Ad
Hoc Committee; and b) appoint Lary Tucker as the non - voting Chairman to the City
Hall Design Committee.
BACKGROUND:
The Building Ad Hoc Committee conducted interviews with City Hall Design Committee
applicants on March 10, 2008 and March 17, 2008. Following the interviews, the
Building Ad Hoc Committee nominated the following applicants for City Council
consideration for appointment to the City Hall Design Committee:

The City Council will also need to confirm the appointment of Larry Tucker as the non-

The procedures for selecting the City Hall Design Committee members are attached to
the staff report. The procedures are similar to those used for the City Hall Site Review
Committee and the Facilities Finance Review Committee. The applications have also
been attached to the staff report for City Council review and consideration.

Each Council Member will vote for 4 members for the architect positions and 1 member
for the landscape architect position, and can only cast one vote per applicant.
The applicants receiving the most votes will be appointed.
If a tie vote occurs for those receiving the least number of votes and there are more
applicants involved in the tie than there are seats still remaining to be filled, the City
Council will cast a separate ballot on only those applicants. At that time, they will vote
for as many applicants as there are vacant seats remaining.
In the event that no one receives four votes, applicants receiving zero or one vote will
be dropped from consideration and Council will cast one vote from the list of the
remaining appointees and the determination will be made as previously stated.
These rules are open for discussion and subject to change by the City Council.

I have been a resident of Newport Beach for over 27 years and a California licensed landscape architect since 1979. Our firm, Land
Concern has worked on many large scale master planned residential communities, schools, parks, churches, and recreation facilities. We
are also currently working on the new addition to the City of San Juan Capistrano Library which we had originally worked on with the
renown architect, Michael Graves.
I feel that this is a great opportunity for the City of Newport Beach to show their commitment to the residents that they are sensitive to
the needs of the community and as such want to provide a civic center that is eco friendly, utilizing'Green' building technologies to
promote a safe working environment for not only the city staff, but for those people coming to use the facilities. The park element is an
extremely important and crucial element to the overall master plan and as such it needs people on this committee who has experience in
dealing with park design, water quaiity issues, storm water management and water conservation. I have experience in all of this areas.
I have many years of experience in working on various design teams. I have been recently appointed by the Governor to the Landscape
Architects Technical Committee for a 4 year term, and I am currently the President of the Southern California Chapter of the American
Society of Landscape Architects, the 2nd largest chapter in the nation. I feel that I have the qualifications that the City is looking for.

My first involvement with the City of Newport Beach many, many years ago, was as a consultant hired to determine how to fit more staff
into existing city hall facilities. I believe it was Kevin Murphy's first year as City Manger. Years later I was called upon to help create and
Chair the City's Economic Development Committee ( "EDC "). We broke "new ground' in several areas, including obtaining legal council's
approval to place two members of the City Council on the EDC. I was told this had never been done before. I felt it Important to help
secure the necessary votes from the total Council on EDC issues. We were very successful in creating new codes and economic policy.
In 19761 worked with then State Senator John Seymour modifying state code to allow for the selection of public/private joint venture
partners through a RFQ/RFP /Negotiation process. Since that time, my personal work effort has focused on assisting world wide clients
define project needs, understand the economics, orchestrate the process used to select the architect, builder and monitorthe progress
the project until which time the keys of the new facility are turned over to the owner. Clients have included the Department of Veteran
Affairs, The California National Guard, the City of Santa Maria, numerous schools districts, non -profit boards and privately held
corporations. Common to all my clients is the desire to achieve a high quality designed, functional facility on a limited budget
1 have tracked the plight of Newport's city hall longer than most, understand the desired process and have experience in all aspects.

Please accept this package as my request to be considered as a member of the City Hall Design
& Park Master Plan Committee. I am seeking appointment as one of the four licensed architects
to be selected to serve on the committee.
My architectural firm, Hill Partnership, Inc. VHPI ") was established in 1975 in Newport Beach.
Since 1980 we have been located in the historic Forgit Building on the Newport Peninsula. Our
projects Include a broad cross section of both public and private structures. The majority of our
work centers on public education and elderly care facilities. Please refer to the enclosed
brochure for a pictorial tour and project listing.
My strategic facility advisement company, Newport Resource Management, Inc. (`NFW)
provides real estate consulting services to public, not- for -profit and private clients. Germaine to
the planned activities of the City Hall Design & Park Master Plan Committee are my experiences
with NRM in structuring selection processes for clients through Request for flualification/Request
for ProposaLlNegotiation processes. I have used this technique for several years in the identifying
of troth architects and builders. Financial analysis is often a part of our work responsibility at
NRM. We -run the numbers- to help our clients understand the economics of projects and
monitor the process with the goal to eliminate surprises related to cost.
My civic involvement began many years ago. Newport Beach has been good to me and I
recognize the need to be a responsible citizen. I hope my past involvement and leadership in city
government, many not- for -profit organizations and numerous years with the Newport Beach
Chamber of Commerce provides adequate evidence of my willingness to serve.
Newport Beach deserves a striking, state -of -the art, environmentally friendly place for our citizens
and elected offtciats to meet and our dedicated city staff to work. While I did not participate in the
debate over location, quite frankly, I can't think of a more exciting opportunity than to combine a
public building and its required functionality with the quiet restfulness of open space and a public
park. My personal experience of working in the California State Capital and experiencing
opportunities to think and reflect while walking through our State Capital Park remind me of just
part of the opportunity before our city today. It would be an honor to be involved in implementing
such a needed and well deserved structure and grounds.

glass tabletops. doors and birch casework accents create the
ambiance.

artists and student work from client colleges.

This project exemplifies HPI'sskills and sensitivity in seismic
strengthening and historic restoration. The completed reno-
vation of this 1928 vintage, two story unreinforced masonry
structure serves` as a successful example of amixed occu-
pancy urban re -use project. Located on the Balboa
Peninsula, the renovation created. six- second floor apart-
ment units with shared outdoor space for access and relax-
ation.. Ground level spaces support a variety of retail and
professional: office uses.
Sensitive restoration of the building's exterior exposes as
masonry facade, .previously hidden behind layers of paint,
while integrating required structural improvements harmo-
niouslywith the building's original character. New structural
steel frames, erected at the exterior to minimize distur-
bances of occupancy, are integrated through.. the use of
additional decorative "steel columns which, visually accent
and reinforce the rhythm of the existing masonry pilasters.
These columns terminate at the second.: floor line in planters
which form the column capitals. Decorative_ lighting, plant-
ing and seasonal banners . add to the exciting retail .
ambiance and breathe new life -- into this historic. Newport .
Beach structure.

Located in the "Old Balboa' area of Newport Beach, California,
this restaurant/lounge was envisioned to offer a unique dining
experience. The theme was selected to re-create, in a histori-
cally accurate manner; the 'streamline modem' or'Avalon deco"
treatments of the hotels„ clubs and night spots of the 30's.
Design objectives ranged from the purely aesthetic to the tech-
nical and functional: recapturing the magic of the 30's in an
atmosphere of carefree fun; creating through the massing,
details, finishes and furnishings; an atmosphere of authenticity
with the technology of today's building products; creating a
restaurant with appeal to a broad spectrum of people;. and cre-
ating an :architecture] and interior design statement supporting
excellence in food, service, presentation and efficiency:

development of a 24 acre parcel, approximately 4.acres of
which will be developed by the University of California
Riverside for off-campus research facilities. Phase l will con-
sist of a new 20,000 sq. ft. office, structure and 6,000 sf labo-
ratory facility designed to house UCR!s CE;CERT office . and
research requirements:
The CE -CERT facilities are designed to cost effectively con -.
vey a "technology' theme reflecting the orientation of the
users. This is accomplished with cost effective materials used
in simple . forms and massing, embellished by glass, steel and
landscape elements.
Daylighting opportunities are maximized through the use of
north facing roof mounted, monitor windows. Solar shading.
of South facing glass is achieved with extensive steel trellises
planted with deciduous vines.

I believe that I am uniquely qualified to be a member of the City Hall Design Committee. In addition to being a licensed Architect since
1978,1 have successfully managed both large scale public facility and commercial real estate projects over the past 30 years. I know how
to select and manage design professionals to maximize their creativity while maintaining budgetary requirements.
I am also very familiar with the opportunities and constraints of Newport Center and the new City Hall site in particular. In the 1980's 1 was
the Project Director for The Irvine Company for the renovation of Fashion Island and the development of the Four Seasons Hotel (now
The Island). In 19901 was the Program Manager for the Newport Harbor Art Museum's plan with acclaimed Architect Renzo Piano for the
development of a new building at the site now occupied by Corona del Mar Plaza and the Central Library.
I have also served on the Board of Directors of the Discovery Science Center in Santa Ana. From 1994 to 20001 was the Chairman of the
Building Committee that conducted the selection process for the design team, including the internationally renowned architectural firm,
Arquitectonica, for the building in Santa Ana and then oversaw the design and construction of the $15,000,000 facility.
I approach this exciting opportunity with an open mind and the goal of creating the best civic facility for all citizens of Newport Beads.

I am a broadly experienced architect with some 28 years experience in the profession, in Europe Mexico and the USA- I maintain many
contacts in the profession worldwide, and have a strong interest in the best of ongoing and current trends in design and education. I
have lived and worked in Newport Beach for many years and raised a family in this community, all of which has engendered a strong
sense of connection to the City and it's destiny. ) would like the opportunity to give of my experience, and to the contribute to the
betterment of our City; in particular to helping us achieve a world -class facility in the form of the new city hall.
Professionally, I have frequent contacts with our local City planners and officials, and am acutely aware of the need for better facilities for
the staff and community alike. I have taught architecture for brief periods at the New school of Architecture and the University of
Guadalajara in Mexico. I have also served in an official capacity in a recent international design competition 'Building a Sustainable
Word". On a personal level, I have been involved In many minor community roles, including the Boy Scouts, AYSO, CDM Junior Water

I have been part of the Newport Beach community for over 50 years, 32 years as a permanent resident. Our city has grown and changed
immeasurably in that time, and I would like to be a part of a process that ensures that one of the last remaining significant open space
parcels in Newport Beach is developed with the sensitivity, respect and care that it should receive. As an architect, I believe in the power
of design excellence to do more than meet a project's functional needs. Great design can and does lift the human spirit and make us a
better community. As the successful competitor on numerous large scale medical center projects (projects that have much in common
with a city hall in their civic responsibility), I believe I can offer some insights into the architectural selection process, including its nuances
and potential pitfalls. As a nationally recognized leader in the field of hospital and health care design, I believe in an architecture that
connects to and takes its inspiration from its surrounding environment, including its unique social and cultural setting as well as physical
features. I would like to have a small role in bringing to life an exceptional civic building for my exceptional hometown.
My qualifications: 1.) 30 years as a licensed architect living and practicing in Newport Beach. 2.) Founded Taylor & Associates in 1979, and
built it to its current staff size of 60 people. 3.) Served as the campus architect for Hoag Hospital for over 10 years, designing numerous

Upon graduation from college, I practiced architecture for seven years and was licensed in two states. My career path then transitioned
into real estate development where I became the "client' responsible for hiring architectural firms. I negotiate architectural contracts,
direct design, approve scheduling, budgets and determine market acceptance of the project. My years of experience as an architect/
developer /owner provides practical knowledge of environmental issues, ADA, construction feasibility and costs, life cycle, construction
value engineering, maintenance and operational costs. I approach architecture from the owner's perspective and have a history of

It has been a pleasure to work within my own community on the design and construction of the Newport Coast Community Center.
Currently, I am assisting the City in the final development of the laboratory classroom interiors for the Back Bay Science Center, and in the
refurbishment of the Community Youth Center (CYC). Through this variety of settings, I have developed a mutually collaborative
relationship with City staff and leadership, and have an insight into the problems facing the future of City Hall. It is my understanding
that the City is focused on an International search for an architectural firm, with a pre - selection process and then a competition. It is my
intent to contribute my experience as a leader of the American Institute of Architects regarding Qualification Based Selection,
Competitions, and Alternative Methods of Project Delivery. I hope to contribute a unique background as a leader within the profession,
and as a long -time resident of the City of Newport Beach. Dougherty+ Dougherty provided the City with the original Central Library site
selection study years ago. The related relocation of the Art Museum unfortunately failed. The current direction for the adjacency of City
Hall to the Central Library offers the last remaining possibility for the creation of a true Civic Center for our City. The connectivity
between these two significant facilities is essential. It is to this goal that I am dedicated.

Having lived in Newport Beach for 26 years I feel compelled to give back to the city and see this as a perfect vehicle for doing that.
Although my projects within the city are relatively small Commercial (tenant improvements) and Residential (custom residences), I also
do larger scale commercial projects (car dealership projects) throughout Southern California. I am a sole proprietor and as such I am
directly involved in all phases of my projects from Programming through Construction Administration.
I feel I am specifically qualifled for this task because of recent project I did while working with JZMK Partners. I was specifically recruited
to produce the construction document package for their only commercial project at the time, the Tracy City Hall. A 41,000 square foot
two story type V - one hour facility located in Tracy, California. Construction was recently completed and by all accounts the drawing
package that I was responsible for provided for a smooth construction process.
I look forward to contributing my experience assisting the city in choosing an exciting design. Butjust as important a design that can
implemented through the selection of an architect that only provides an impressive and socially responsible design but which also has
the technical ability to follow through on such a design.

Having lived in Newport Beach for 26 years I feel compelled to give back to the city and see this as a perfect vehicle for doing that.
Although my projects within the city are relatively small Commercial (tenant improvements) and Residential (custom residences), I also
do larger scale commercial projects (car dealership projects) throughout Southern California. I am a sole proprietor and as such I am
directly involved in all phases of my projects from Programming through Construction Administration.
I feel I am specifically qualifled for this task because of recent project I did while working with JZMK Partners. I was specifically recruited
to produce the construction document package for their only commercial project at the time, the Tracy City Hall. A 41,000 square foot
two story type V - one hour facility located in Tracy, California. Construction was recently completed and by all accounts the drawing
package that I was responsible for provided for a smooth construction process.
I look forward to contributing my experience assisting the city in choosing an exciting design. Butjust as important a design that can
implemented through the selection of an architect that only provides an impressive and socially responsible design but which also has
the technical ability to follow through on such a design.

NEWPORT IM C COMMUNITY ASSOCIATION (532 homes in southerly half of
Harbor View Homes). Past President of the Board, and longtime current chair of
the Architectural Review Committee, which in the last several years approved over
300 new & major remodeled homes, including a new clubhouse, changing the
community from a 1970's tract to a custom home development.
BRIDGE ACTION TEAM ([ate 70's), As a leader in this group we brought about
agreement of all City factions on the height of the PCH bridge over the bay, which
then allowed Caltraus to move ahead and build the new bridge, solving a major
traffic problem. (The bridge project had been delayed for several years due to
disagreement on its height by boating factions, nearby residents, etc.)
MEASURE A, 1993 "SHOULD THE CITY of N.B. PURCHASE FROM THE
IRVINE CO., CASTAWAYS AND NEWPORTER NORTH" (residentially entitled
properties) and convert them to Open Space. (60% was already to remain open
space) Required an annual payment from every parcel in the City for 30 years,
which would be added to the Property Tax bill (and could be increased annually by
the City Council) I chaired "NO on A '. This was an advisory vote established by
the City Council. The Measure was defeated 2 to 1 by the voters.

WHY I WOULD LiIE TO SERVE ON THE CITY HALL DESIGN
COAMITTEE?
Our City Hall is probably going to be the most significant public building to be built
in our City in the foreseeable future. We have the advantage of this location being
surrounded by good architecture. As an architect, having participated in a number
of our local building designs, and having been involved with many architectural
committees, I believe that I can make a significant contribution to the process, with
my background. I have the ability to work with other professionals with an open
mind, evaluating all of the information, leading to a logical conclusion.
One of the most important responsibility of the City Hall Design Committee will be
to prepare a sufficiently detailed design program to ensure that the design
participants understand all the ramifications of the project, and directions of the
AD Hoc City Council Committee.
It's a very good idea to master plan the entire area from CDM Plaza to the OCTA
site. Because of my familiarity with the Newport Village site and the library, when I
was with The Irvine Co., it might be appropriate to determine at this time if the
library is planning on any expansion, and if so, include it in the master plan.
I've had significant experience selecting and administrating architects, evaluating
capabilities, and critiquing solutions. If chosen to be on the committee, I believe I
could be helpful in achieving the desired goals, which ultimately include the master
plan, park and an economical, fuuctional, well designed City Hall of which everyone
can be proud
I've had participation in a couple of design competitions a number of years ago, and
I know it isn't a simple process, but with a diligent, open minded, professional
committee of Registered Architects, I believe the City Councirs goals can be
achieved.

Mr. Lundin is Vice President of a major A/E firm responsible for the successful

sector clients. He is a Registered Architect and Senior Project Manager with
more than 30 years of comprehensive management experience involving

Since 2001 he has had principal oversight for planning, architecture,
engineering, construction, and design -build services for over $100,000,000 in
projects, ranging in value from less than $500,000 to over $ 20,000,000 Including
new and renovation facility design and construction for projects involving offices,
dining facilities, conference rooms, computer systems support, laboratories,
roads, parking lots and structures, cooling towers and chillers, water and fuel
storage and distribution systems, UPS and back up power, electrical substations,
intrusion detection, access control and communications infrastructure.

Mr. Lundin has worked for major architectural and engineering firms located in
Newport Beach including, Wilson Woodman and Associates, Archi +Tekton and
VTN, Inc. While at Wilson Woodman he was an architect in training under
Woody Woodman for the Oasis Senior Citizens Center. He also assisted the
Oasis Center on a personal basis by providing design concepts for modifications
to the center's library.
Public Buildings
Mr. Lundin is the co- author of Ten North Carolina Courthouses, a survey and
study of courthouses for the North Carolina Governor's Commission on Law and
Order. This publication was used as a planning guide for the evaluation of
existing facilities and the design of new facilities. This work provided a unique
insight into what was important to users and staff of public buildings.
Public Service
Mr. Lundin served in the U.S. Naval Reserve on active duty and in the reserve for
over 25 years. He retired with the rank of Commander in 1995.

and team coordination. He carefully balances design, schedule and budget to meet client
expectations.
Big has coordinated design and production efforts on a number of major hospitality and
residential projects, some of which indude: the Hyatt Regency Huntington Beach Resort and Spa
in California, a 500 -room oceanview luxury hotel, conference center, retail plaza, and surrounding
residential community; Pueblo Bonito Sunset Beach, a destination resort In Los Cabos, Mexico;
the Breakers Palm Beach, luxury hotel expansion in Florida; and the proposed Tropirana Las Vegas

Having spent most of my adult life in this community, I believe the proposed city hag is the most
important public facility to came along for our consideration. Having witnessed the remarkable
growth of Newport Beach since World War Two, some good, some bad, I would like to be in a
position to serve the community and to help insure thatthe city hag considers a proper
competitive process.
The American Institute of Architects has excellent guidelines for competitions which could be
adopted whole or in part These guidelines could be invaluable in assisting the city in the
consulting selection process. Even before a competition is initiated, it will be important that
specific and clear design criteria be established, issues such as but not limited "a following.,
1. Research the history of the growth of Newport Beach from its founding to present and how that
has affected the facility needs-for a city hag in the past.
2. Have all departments using the fatality develop a program as to physical needs, current and
future.

Roily Pulaski, AIA Resume
Roily Pulaski was CEO and founder of Pulaski Arita Olsen, Inc., a mufti- discipline architectural
firm started in 1964 as Roily Pulaski & Associates. Mr. Pulaski recently solo his interest in the
firm and is now practicing again as a sole proprietor.
Mr. Pulaski graduated from Newport Harbor High School, Newport Beach, California and was
awarded a football athletic scholarship to attend the University of Southern California. During
his years of education at USC he was recruited and employed by the firm of Buff, Straub and
Hensman. These principals taught design at USC and won numerous awards for their design
achievements.
Upon graduation, Mr. Pulaski returned to Newport Beach and over a six year period, served
his apprenticeship with the firms of; Pleger, Blurock, Hougan & Ellerbroek, William Ficker &
r . Associates and William Pereira & Associates. Mr. Pulaski holds licenses in California,
Nevada, Arizona and Oklahoma. He also has a National Council of Architectural Registration
Boards certificate which enables him to obtain licensing in any state. He now has emeritus
status with the American Institute of Architects.
Over the past four decades, Mr. Pulaski has served as design principal on a substantial
quantify and variety of private and public projects. The list of work types include: commercial
offices and retail, industrial projects, scores of multi- housing projects both apartments and
condominiums, restaurants, parking structures, historic restoration and rehabilitation, fire
stations and medical facilities as well as hundreds of custom residential projects. The firm
received numerous design awards over a broad range of work types.
On occasion, Mr. Pulaski has been called upon to provide consulting as an expert witness. He
has assisted clients and law firms both as a plaintiff and defense expert for various aspects of
construction, contract, and standard of care disputes.
Mr. Pulaski's professional affiliations include: American Institute of Architects (pact Board
Member of the Orange County Chap", former Newport Beach Parks & Recreation
Commissioner, former member of a Special land Use Task Force Committee, City of Costa
Mesa.
Community involvement has included: co-founder, president of the Newport-Mesa Pop
Warner football program & 14 year coach, Newport Beach Chamber of Commerce, Newport
Beach Art Museum and the Orange County Historical Society. In the past, he taught
"Introduction to Architecture" and "Methods and Materials of Constriction at Santa Ana

The architectural firm of Ron Yeo FAIA, established in 1963, is a small select group
of design specialists structured to provide and coordinate the numerous
professlonal talents required to produce quality architecture.

sensitivity. Natural resource sustainalbllity must be an integral part of an

RECOMMENDATION:
Confirm the Building Ad Hoc Committee's recommendations to appoint four (4) licensed
architects, one (1) licensed landscape architect and a non - voting chairman to the City
Hall Design Committee. The names will be announced at the March 11 meeting.
BACKGROUND:
At the February 26, 2008 meeting the City Council took action to establish a City Hall
Design Committee. The primary duty of the Committee is to oversee and
conduct a design competition for the city hall and master plan project.
Based on the design process approved by the Council, the deadline to apply was set as
5:00 p.m. on Tuesday, March 4. At the conclusion of the application period, the
applications were forwarded to the Building Ad Hoc Committee for their review. Prior to
making the recommendations to the full Council, the Building Ad Hoc Committee
conducted interviews with the applicants.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ESTABLISHING THE CITY HALL DESIGN COMMITTEE
WHEREAS, on February 5, 2008, the voters of Newport Beach approved
Measure B, which provides that a new city hall shall be located on City owned
property north of the Central Library; and
WHEREAS, the City Council wishes to follow the will of the voters and
develop a new city hall on said property; and
WHEREAS, the City Council wishes to have its Ad Hoc Building
Committee continue to oversee the overall city hall project; and
WHEREAS, the City Council also wishes to have professional advice on
issues related to design of the new city hall and a master plan for 19.8 acres
owned by the City between Corona del Mar Plaza and the OCTA Transportation
Facility;
NOW, THEREFORE, BE IT RESOLVED by the City Council as follows:
Section 1. The City Council establishes the City Hall Design Committee, which
shall be comprised of four (4) licensed architects and one (1) licensed landscape
architect. Each member shall be a resident of Newport Beach and shall have at
least five (5) years of professional experience, preferably including experience in
large scale commercial and/or public facility design. The Committee shall also
include a non - voting Chairman, who shall have experience as a meeting
facilitator. Prospective members shall be interviewed and recommended by the
Ad Hoc Building Committee, and appointed by the City Council.
S ion 2. All meetings of the Committee shall be noticed and open to the public,
and meeting minutes shall be posted on the City's website.
Section 3. The primary duty of the Committee shall be to oversee and conduct a
design competition for the city hall and master plan project, including the
following specific duties:
a. Issue a Request for Qualifications (RFQ) to world class architects
interested in participating in a design competition for the project.
b. In consultation with the Ad Hoc Building Committee, develop
recommendations for a detailed set of Design Parameters to be used
by the participating architects.
c. Review the qualifications of architects who respond to the RFQ.
d. Recommend to the City Council three to four architects to participate in
the design competition.
e. Review design concepts submitted by the selected architects, and hold
public meetings to receive public input on the design concepts.
f. Recommend an architect and design concept to the City Council.
Section 4. The Committee shall sunset on December 31, 2008, unless extended
by action of the City Council.
This Resolution was adopted at a regular meeting of the City Council of the City
of Newport Beach held on February 26, 2008, by the following vote, to wit:
