(6)CURRENT BUSINESS A.California Coastal Commission Draft Sea Level Rise Policy Guidance – Staff Update Staff will update the Committee on the status of the Coastal Commission’s report. B.Mariner’s Mile Walkway – Review of Conceptual Plans from 2004 Staff will review the conceptual plan developed in 2004 concerning the pedestrian walkway along the waterfront in the Mariner’s Mile area. C.General Discussion of Derelict Vessels, Moorings and Related Topics Staff will present an overview of the moorings in Newport Harbor including derelict vessels, mooring management, live-aboards and more. D.Public Pier Improvements Staff will review the improvements currently underway for most of the public piers. (10)ADJOURNMENT This Tidelands Management Committee is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Tidelands Management Committee's agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Tidelands Management Committee and items not on the agenda but are within the subject matter jurisdiction of the Tidelands Management Committee. The Tidelands Management Committee may limit public comments to a reasonable amount of time, generally three (3) minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act ("ADA") in all respects. NEWPORT BEACH ITEM TITLE: May 29, 2014 ATTACHMENTS: Description May 29, 2014 Draft Meeting Minutes Tidelands Management Committee Committee Action Minutes – DRAFT UNTIL APPROVED Meeting Date: May 29, 2014– 4:00 p.m., Civic Center Community Room 1. The meeting was called to order at 3:30 p.m. by Council Member Henn. 2. Roll Call: Council Members: Chair Mike Henn, Nancy Gardner, Ed Selich. Citizen Advisory Members: John Corrough, Jamshed Dastur, Jack Keating, Jeff Herdman, Linda Beimfohr and Paul Blank 3. Public Comments on Non-Agenda Items None. 4. Minutes for April 23, 2014. Jim Mosher commented that the seawall discussion should be properly memorialized to show the progression from step to step as time moves on. 5. On-Going Business A. Draft Seawall Policy – Discussion. Staff presented information on the Balboa Island seawall project planning process including reviewing the proposed tide gate and seawall improvements. The proposed tide gate could be an inflatable or wicket gate that could protect the waterfront properties in the Harbor, however, the Peninsula may be susceptible still. Raising the height of first story floors remains the best option. Advantages and disadvantages of the tide gate were discussed including maintenance and total cost. Gardner mentioned that she and the Attorney’s Office have brought up the issue to the League of California Cities and the California Coastal Commission (“CCC”). Additionally the tide gate requires full investment whereas seawall repair and replacement can be done in a more piecemeal fashion. Dastur commented that a tide gate may take up to ten years to construct. Henn requested waiting five years before conducting a tide gate study. Staff conducted outreach to Balboa Island residents and is soliciting feedback through the summer. Some discussion over materials, concrete vs. steel sheet pile, ensued. The Ferry landing continues to be an issue. A few options were also discussed concerning access to the City’s public piers on the island. Questions from the Balboa Island resident’s meeting included topics on funding and payment options, such as an assessment district. 6. Roundtable or Additional Public Comments None. 7.
