Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers' time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally all to speakers. Meetings of the Lower Castaways Ad Hoc Committee are open to the public. The public may comment on agenda items before the Committee and items not on the agenda but are within subject matter jurisdiction of the Committee. The Committee may limit public comments to a reasonable amount of time, generally three(3) minutes per person. NEWPORT BEACH ITEM TITLE: Approve September 2013 Minutes ATTACHMENTS: Description DRAFT September 6, 2013 Meeting Minutes Lower Castaways Ad Hoc Committee Committee Action Minutes – DRAFT UNTIL APPROVED Meeting Date: Friday September 6, 2013, 2:30 PM 1. The meeting was called to order at 2:30 p.m. by Commissioner Dave Girling. 2. Roll Call and Introductions: Dave Girling, Marie Marston, Jack Tingley, City Staff: Laura Detweiler, Fong Tse, Shannon Levin. David Volz, Jim Mosher, Taylor Hill, Don Webb. 3. Public Comments on Non-Agenda Items. None. 4. Current Business Discussion commenced regarding the Marine Life Protection Area (MLPA) and the effects the designation may have on design, permitting, and potential uses on the bayside of the Lower Castaways (LC) parcel. Nancy Gardner suggested a discussion with Coastal staff to understand their perspective on the potential development and possible restrictions or requirements. An overview of the topic was given regarding the steps taken thus far, Harbor Commission presentation, informal staff meeting, and appointment to the Ad Hoc Committee. The undeveloped parcel presents an opportunity to create a recreation hub for hand launching human powered craft and landside amenities for cyclists, etc. Commissioner Girling suggested a boat launch considering that the Dunes is the only launch in the Harbor and is subject to closure. Other suggestions for the parcel included restrooms, a recycling center, concessions, outdoor instructional area, public parking, and connection to Castaways Park. Staff will review the grant deed from The Irvine Company (TIC) to the City of Newport Beach (City). Staff will also review past environmental documents from previous TIC efforts to develop a commercial marina at this location. Jim Mosher asked where it is intended to move the drive approach on Dover Drive, and commented on the deed restrictions, one of those being that TIC has the ability to review plans. The next steps include the drafting drawings and rough estimates for the desired amenities. 5. Next Meeting. October 14, 2013. 2:30 PM. Location TBD. 6. Adjournment around 3:30. The meeting was called to order at 4:00 p.m. by Commissioner Dave Girling. 2. Roll Call- Committee. Commissioners Avery, Girling, Rhyne, and Marston. 3. Public Comments on Non-Agenda Items. Member of the public, Jim Mosher, commented that perhaps rather than working around the condition of the existing bulkhead, the bulkhead should be removed, the ground graded for a slope suitable to hand launching vessels. 4. Current Business a. Approve November 2013 Minutes. Minutes Approved. b. Overview of Designs. Discussion took place on the refinements and complications to the project. A change to the concept is movement of the bus stop, and entry and exit point North on Dover Drive due to the challenges with sight distance and merging traffic respectively. The docking/waterside component faces challenges due to the designation of the area as a Marine Protected Area by the Department of Fish and Wildlife (MPA). Sketches of possible dock concepts were created and overlain on the park renderings. Member of the public, Don Webb, commented that the bulkhead is likely not deep because it’s from the 40’s or 50’s. He also mentioned that there will be continuous access along the beach between Lower Castaways and the beach made accessible through Polaris Drive. It was noted that bayward of the bulkhead there is not a sandy beach and any ramp should be more suitable for hand launching. David Volz commented that the bulkhead walkway should be a viewpoint over the water. The waterside portion appears to be a hurdle and discussion took place whether or not to include waterside and landside concepts on one application to the regulatory agencies. The group liked that the concept retained the mature trees. Member of the public, Jack Tingley, noted that an arborist should look at all the trees. He also commented that the stairs will be a popular attraction. Commissioner Marston added that connecting Lower and Upper Castaways is a good idea but there may be too much parking provided in Concept A. She added that there should be an emphasis on dedicated area for hand launching. She pointed out that the park concept should be refined into a specific idea when presenting to the public and City Council. The boat launch, Concept B, will remain as an option as more public comment is received. c. Next Steps. The group discussed gathering more public opinion on the concepts through the Parks, Beaches, and Recreation Commission, the Harbor Commission, the Tidelands Management Committee, and eventually at a City Council Study Session. Commissioner Girling mentioned that he will present the topic to the Harbor Commission at the March 12, 2014 Harbor Commission. d.
