Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers' time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. 6.CONFIRMATION OF ITEMS TO BE ACCOMPLISHED IN ADVANCE OF THE NEXT MEETING 7.DATE AND TIME FOR NEXT MEETING A.To be determined. 1 8.ADJOURNMENT This Committee is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Committee agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the agenda but are within the subject matter jurisdiction of the Committee. The Committee may limit public comments to a reasonable amount of time, generally three (3) minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act ("ADA") in all respects. The meeting was called to order at 4:30 p.m. by Chair West. 2. Roll Call and Introductions: Water Taxi Ad-Hoc Committee – Harbor Commissioners: Doug West (Chair) Dave Girling Joe Stapleton 3. Minutes: Minutes approved. 4. Current Business All reports/presentations/documents available at www.NewportBeachCA.gov/WaterTaxi A. Review of Tour Boat Operators and Other Harbor Operators Who May Be Able to Provide Water Taxi-Like Service in the Harbor. Jim Mahoney runs a gondola and water taxi service (handout) and charges $25/trip for the taxi service usually from point to point/to and from mooring. Dan Gribble mentioned that during the summer months a water taxi service would alleviate traffic and parking problems for locals that could use this as an alternate transportation. Henk Wiessner of Fun Zone Boat Company added that existing harbor tours could add a stop for pickup. His operation runs 2-3 boats daily with capacity up to 99 people. He also mentioned that most operators work for tips while narrating the cruises. B. Review Other Operational Models Using Technology Based Applications Other transportation services that use application based technology are Uber and Lyft. Stapleton and Mark Rudyk of Newport Beach and Co. (NBC) spoke about the available technology that NBC uses. Options include using GPS to identify vessel locations in the route. This may open the availability to add a point system if a customer is within the loop route. Gary Sherwin of NBC added that properly marketing the water taxi and involving the waterfront restaurants are integral to its success. C. Public Docks- A Brief Overview of the Landside Infrastructure Comments included linking landside transportation with direct links to the water taxi. Any new public dock systems will adhere to ADA. There are existing public docks and private commercial docks that are viable for a taxi service with others as potential future locations. D. General Discussion/ Other Issues to Consider Payment options should include using square readers. A cost structure can be identified and city subsidy calculated for any RFP or bid award. E. Next Steps/ Timeline Stapleton will work with NBC to identify a marketing schedule. Harbor Commission will meet on 5/14/14 and the Water Taxi Ad Hoc will be an agenda item. 5. Public Comments.
