Approve the project plans and specifications. 2. Award Contract No. 4102 to TDS Engineering for the Total Bid Price of $208,127, and authorize the Mayor and the City Clerk to execute the contract. 3. Establish an amount of $30,000 to cover the cost of unforeseen work. Discussion: At 10:00 a.m. on November 18, 2008 the City Clerk opened and read the following bids for this project: BIDDER Low TDS Engineering 2 CT &F, Inc. 3 Christopher R. The low bidder, TDS Engineering, possesses a California State Contractors License Classification C -10 as required by the project specifications. A check of the Contractors references indicates they have satisfactorily completed similar projects for other municipalities. The Fiscal Year 2008 -2009 Traffic Signal Rehabilitation project consists of the following components: 1. Renovation of existing traffic signals at the Newport Center Drive West / Santa Barbara Drive and the Irvine Avenue / Santiago Drive intersections. The work will consist of replacement of aging equipment and wiring to maintain the existing traffic signal operation. The installed equipment will be compliant with the City's future traffic signal system. 2. Installation of Battery Backup System (BBS) at three existing traffic signal locations. Pursuant to the Contract Specifications, the Contractor will have 80 consecutive working days to complete the work. Environmental Review: The project was determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Implementing Guidelines at the time the project was authorized by the City Council. This exemption covers the repair, maintenance and minor alteration of existing public facilities with negligible expansion. Public Notice: The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications. Geotechnical, Material Testing, and Survey Services: Geotechnical, material testing, and survey services are not anticipated for this project.
