HomeMy WebLinkAbout13 - Funding for Traffic Mgmt Center and Signal Modernization ImprovementsCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. i -i- December 9, 2008 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Antony Brine, Traffic Engineer 949 -644 -3329 or tbrine @city.newport- beach.ca.us SUBJECT: Request for Funding for Traffic Management Center and Signal Modernization Improvements Issue: As part of the on -going City Wide Traffic Signal Modernization effort, funding is requested to complete improvements to the City Hall Traffic Management Center (TMC) which will allow staff to better utilize new technology in their daily monitoring of traffic signal operations throughout the City. Additional funding is also requested to complete median landscaping as a part of the Phase 1 signal modernization improvements at the intersection of Coast Highway and Iris Avenue in Corona del Mar. Recommendation: Approve a Budget Amendment appropriating $50,000 from the unappropriated Transportation and Circulation Fund with $40,000 placed into Account No. 7261- C3002005 to cover the costs of purchasing and installing new work stations, monitors and other related furniture in the existing City Hall Traffic Operations Area; and $10,000 placed into Account No. 7261- C3002001 and to complete the landscaping improvements at the intersection of Coast Highway and Iris Avenue. Discussion: The first phase of the Traffic Signal Modernization project will be completed in January, 2009. The first project includes the installation of CCTV cameras, new traffic signal controllers, fiber optic communication equipment, and a new traffic signal software system. As a part of the project, new computer equipment and television monitors will be installed in the existing traffic operations area in City Hall. The existing traffic operations area is approximately 300 square feet in size, and currently consists of four (4) small, undefined work spaces, no storage cabinets, and an assorted collection of furniture that is in need of replacement. In order for traffic operations staff to effectively operate and utilize the new traffic management software, as well as provide for the necessary storage of parts and equipment, it is recommended to install new furniture in the traffic operations area. Request for Funding for Traffic Management Center and Signal Modernization Improvements December 9, 2008 Page 2 Each staff member will have a separate work area, with the ability to independently monitor the traffic signal system. The new Traffic Management Center (TMC) office layout will facilitate the ability of staff to constantly observe the CCTV monitors installed as part of the planned TMC improvements. This ability to continually monitor traffic conditions is a vital part of the Signal Modernization project. The cost for purchasing and installing the new furniture, storage cabinets, and television monitors is approximately $40,000. Additionally, included in the Signal Modernization project is the installation of a new pedestrian traffic signal at the intersection of Coast Highway and Iris Avenue. As part of the signal work, a new item of work was added to extend the existing median on Coast Highway. It has been determined that the new landscaping for this median should be installed now, as part of the Phase 1 signal modernization project, rather than later. The estimated cost of the additional landscaping work is $10,000. The total requested amount of $50,000 for the TMC improvements and the landscaping should be adequate to complete the items of work and should cover any potential contingency costs. Environmental Review: The project was determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Implementing Guidelines. This exemption covers the repair, maintenance and minor alteration of existing public facilities with negligible expansion.
