A motion was made by Commissioner Ross to adopt the minutes
of the December 18, 1979 meeting. Motion carried.
The Agenda was adopted as presented.'
II. RECOMMENDATIONS FOR ACTION: #5
Director Ron Whitley provided'background information on the
Smallwood'Encroachment Request. This is an attempt to
rectify the situation by requesting through proper pro-
cedures the work that has been, and is being done there.
Chairperson Winburn reviewed the 1971 background informa-
tion concerning this matter and the Public Works Depart-
ment provided a chronological up -date on what has happened
in summary of the situation._
The City's policy -in regar& to encroachment was reviewed.
It was noted'that operational policies and procedures have
been to allow land-strip-and certain improvements to the
private properties if the adjacent,owner will maintain the
land -strip and improvements. This beautifies an,area and'
maintains it where the city may not be able to do so. The
City remains strict in the policy that encroachment does
not obstruct a view for any adjacent or across - the - street
neighbors.
Mr. Whitley, pointed out that the Smallwood strip improve-
ments have done the following:
1) Created'a,situation. where people-are forced to use the
proper access to Little Corona Beach rather than the
previously allowable descent down the cliffs.
2.) The improvement to the property is attractive; the City
couldn't afford to maintain or-install in this manner.
Dr. Ken Smallwood presented pictures to the Commission of
the improvements made to this area since 1971.
Commissioner Ross inquired whether or not Dr. Smallwood
would be interested in buying the .improved property if it
were legally available to him and he inferred he-would be.
Mr. Whitley will pursue whether or not this is feasible.

Commissioner Ross also indicated her concern that a prece-
dent might be set if this encroachment were allowed:
Chairperson Winburn stated she ~felt this area was an
attractive nuisance before the improvement since it was
an: area where people were able to slide down a 40' em-
bankment to the beach below: the 12" brick wall now deters
this hazardous descent and lessens the injury risk to the
public.

III. ITEMS FOR DISCUSSION: #7
Small Boat
Launching
This matter'will be placed on the Agenda'for the next-
Report
Commission meeting in February in order that all reports
will be in from the Police, Marine, and Traffic,Engineer-
ing Departments. The American Legion has informed-us that
there is no launching ramp at their facility; they have a
marina and dry storage area which-is used by,-the public
and there is a waiting-list at this time.
Mr. Don Donaldson appeared before the Commission on behalf
of the American Legion-and informed them that the launching
ramp was taken out about 15 years ago. The Legion has 51
spaces rented to anyone on a first come -first serve basis,.
The hoist they have-is limited to 1,500 pounds: 'Mr. Don-
aldson reviewed the history of the development of the park
and barbeque area at this site and stated the American Le-
gion, is willing to cooperate- -Vith the City in any way pos-
sible; he indicated they would have to do away with sever -
al slips to put in a new-launching hoist. it would also be
necessary to add personnel if such a plan were implemented.

Recreation
Philosophy
Recreation Superintendent presented thoughts on, "What is

This Thing We Call Recreation? ".Her thoughts, in summary:
Recreation should be geared to the individual; anything
-that makes him or her feel good about themselves. The
goal should be to provide for leisure needs for all ages.
There is a need to study whether or not we are meeting the

needs of the people in our community. The emphasis and
philosophy in our community seems to be, "Does it make
money ?" If it does, we go ahead. Does this really meet
the needs?
Ms. White indicated that the Parks, Beaches and Recreation
Commission- could -be a good help in establishing political
aid to the Recreab on•Departmerrt in helping to promote 'a
better rounded program. She requested a meeting with the
:sub- committee in the near future who will come back to the
Commission at a later date with recommendations.
The possibility of a Needs Assessment survey was considered
and it was determined that to be done yith accurate 'results
it-would be necessary to have this done by an outside pro-
fessional agency which is almost monetarily prohibitive.
Another suggestions was that we ask the local'newspapers
to print a questionnaire.
Item #a:
Recently there has been an expressed interest in renewing
the badminton program with the Recreation Department.'
Mr. Whitley informed the Commission that there are not
enough facilities available for those few persons who'are
interested in badminton. When we did have the'program, it
was,not self- supporting and few•people• participated
IV. COMMITTEE REPORTS
Item #9:
The budget is now in the process of being prepared and
before it is submitted to the'Finance Department, a meeting
of the budget committee will be held to point out areas. in
need of support.
V. COMMISSION LIAISON
Item #16:
A copy of a letter from Cindy Houston, Chairperson of the
Litter Control Committee was reviewed. It will be for-
warded to City Council, and will request ways and means of
enforcing the litter control laws. .

The Theatre Arts season begins the evening of January 10th

with.the presentation'of "Summertree; For the•first-
nighters, there is a champagne party foTlowing the''
performance. The Commission was requested'to support
the efforts of the theatrical group.
VI. INFORMATIONAL REPORTS:
Item " #19:
The December, 1979 Progress Report was present to the
Commission, together with the Fall 1979 Program Analysis.
Chairperson Winburn requested that in future reporting,
a comparison be given of the previous year's statistics.
It was noted by Commissioner Cole that tennis is dropping
down, as a sport which-appears to be a national trend.
Item #20:
Commissioner Cole complimented the Parks Division on the
excellent job the department is doing. The Tree Committee
will meet with Jack Brooks-in the near future concerning
the pine-trees that need to be removed.
Item #21:
The Commission reviewed a.idraft of the Oasis Senior Center
Operation--and Relationships A few years ago t e same
type o• was formu ated which never received ap-
proval by the Commission or City Council. This is an
effort to formalize a•pol-icy in regard to what the rela-
tionship should be betweerr the Friends of Oasis and the
Recreation Department.
The Commission approved the above mentioned draft which
will be forward to City Council for their meeting of
January 28, 1980.
Council Action: Approval by Council authorization was
given ythe City Manager to hire a consultant architect
for the Balboa Island Park"Development. Mr. Whitley has
met with this committea on the Balboa Park 4 or 5 times
and they are confident they-can build a two -story building
with the funds allotted. The $138,000 will provide a
community building and develop a park site. This also
will include architect's fees.

VII. SPECIAL, URGENT OR LAST - MINUTE ITEMS:
Art Show
Commissioner Cole discussed the matter of the Art Show
to be held in May. He requested that there be a sec-
tion established for the art work of the handicapped
population. He suggested inviting works from Fairview
Hospital patients and other handicapped facilities in
this area.
Chairperson Winburn remarked upon the success of the
retirement party, held for Helen Orr, Secretary on
January 4th.
ADJOURNMENT: The meeting was adjourned at 9:30 p.m.
