Michele Alberta, Secretary I: PROCEDURAL MATTERS: Item #1 The meeting of the Parks, Beaches and Recreation Commission was called to order at 6:40 p.m. Item #3 Motion was made to approve the minutes of the October 7, 1980 meeting with the following corrections: x x x Item 7 on page 3 should state that item be referred to the Tree Committee for further study. Park Tour on page 6 should state that there are three commissioners and seven councilmen who have not had a park tour. Awards Ceremony on page 6 should state that this item be referred to the Recreation Program & Citizen Involvement Committee. Item #4 Chair Schwarz adopted the agenda as presented. II. P. B. & R. COMMITTEE REPORTS Item #5 There is no committee report at this time. ,Item #6 A meeting was held on October 31, to discuss the basic objectives of this committee. Some of them are: 1. Establishing priorities for Ocean Front sidewalk relative to the various forms of public usage (walking, jogg=ing, skating). Identification of additional sites for small boat launching. 3. To act as liaison between PB & R Commission and the Marine Department in requesting relevant information and reports (I.E. Status report on the 40th'St. to 44th St. body surfing area, and the status report on small boat launching at 18th St.). 4. To assist PB & R as deemed-appropriate with respect to the volleyball tournament. 5. To provide input to the PB & R Department re various other projects including the Pedicab concession. 6. Placement of the.bott dots. (y 'Item #7 lark Plannin Developmen A committee meeting was held on October 31. Suggestions were discussed. Another meeting this month will be held to discuss other priorities. Item #8 3arkway Tree A meeting was held with Jack Brooks, Ron Whitley and Commissioner Cole. Discussion of Council Policy I -9 took place. A9so, the reevaluation of recommendations for a street tree Ust•be ammended to take off any trees that are causing problems and add trees to better suit the nature of our needs. Waiting to notify homeowner associations with recommendations. Item #9 Zecrbation acilities Commissioner Winburn met with Mayor Heather, Ron Whitley and Jeff Kolin and it was determined to have the park tour in March or April of 1981. Mayor Heather urges to continue with the idea. Chair Schwarz commented to have certain guides written out for each site when travelling. This guide will be helpful for council members if they cannot make the tour. We will be sending out letters to parents on the week of November 18. Special recognition awards will be ready for the next commission meeting. Item #17 No report was given. VI.. SPECIAL, URGENT OR-LAST= MINUTE'ITEMS: Productivity Improvement Program Mr. Bill Taylor, Consultant for William Hamilton & Assoc. attended the Commission meeting to present to the Commission an innovative productivity program that will contribute to the City of Newport Beach's ability to address current service needs and to meet future growth in the area serviced by our Park Division. Basically, this program is designed to improve the methods of work that'is being done. Mr. Taylor stated that this program would take five to six months to implement. It was suggested by Commissioner Cole to have the Commission take an active part in the observations of the problems involved in the Park Division and become more acquainted with the problems and identify them before a recommendation is made. It was suggested that a committee be appointed to explore this and come back to the Commission with a recommendation. x Commissioner Ammerman moved that we refer this matter to a x - sub - committee for further investigation.
