Identification, of additional sites for small boat launching. 3. To act as liaison between PB & R Commission and the Marine Department in requesting relevant information and reports (I.E. Status report on the 40th'St. to 44th St. 'body surfing area, and the status report on small ,boat launching at 18th St.). 4. To assist PB & R as deemed appropriate with respect to the volleyball tournament. 5. To provide input to the PB & R Department re various other projects including the Pedicab concession. 6. Placement of the bott dots. • Item #7' lark Planning Development A committee meeting was held on October 31. Suggestions were discussed. Another meeting this month will be held to discuss other priorities. Item #8 3arkway Trees A meeting was held with Jack Brooks, Ron Whitley and Commissioner Cole. Discussion of Council Policy I -9 took place. Also, the reevaluation of recommendations for a street tree lmst -be ammended to take off any trees that are causing problems and add trees to better suit the nature of our needs. Waiting to notify homeowner associations with recommendations. Item #9 lecreation acil'ities Commissioner Winburn met with Mayor Heather, Ron Whitley and Jeff Kolin and it was determined to have the park tour in March or April of 1981. Mayor Heather urges to continue .with the idea. Chair Schwarz commented to have certain guides written out for each site when travelling. This guide will be helpful for council members if they cannot make the tour. M. Present is Motion Second Ayes • ei FA s- Item #16 Jeff Kolin stated that the special recognition forms were distributed to the flag football coaches this week. We will be sending out letters to parents,o6 the week of November 18. Special recognition awards will be ready for the next commission meeting. Item #17 No report was given. VI.. SPECIAL, URGENT OR LAST - MINUTE ITEMS: Productivity Improvement Program, Mr. Bill Taylor, Consultant for William Hamilton & Assoc. attended the Commission meeting to present to the Commission an innovative productivity program that will contribute to the City of Newport Beach's ability to address current service needs and to meet future growth in the area serviced by our Park Division. Basically, this program is designed to improve the methods of work that is being done. Mr. Taylor stated that this program would take five to six months to implement. It was suggested by Commissioner Cole to have the Commission take an active part in the observations of the problems involved in the Park Division and become more acquainted with the problems and identify them before a recommendation is made. It was suggested that a committee be appointed to explore . this and come back to the Commission with a recommendation. x Commissioner Ammerman moved that we-refer this matter to a x sub - committee for further investigation. The committee will x x consist of Jack Brooks, Ron Whitley, Doug Ammerman, Joan Winburn and Stan Cole. For purposes of timing, the committee will review and analyze this situation within the next month so that a�report can come back to the Commission in December. .VII.. ADJOURNMENT: There being no further business, the Parks, Beaches and Recreation Commission adjourned. ��AA..�^^..--nn� ��Q�^�`�Q!'�, IVl/1�..��R. 1'�IJ�JQ " -4 - INDEX 2ecreation- )ivision report lark Division report ''F""" • RECREATION DIVISION PROGRESS REPORT NOVEMBER 1980 Special Classes The majority of fall session classes were completed before Thanksgiving: Special two week December sessions for Tennis, Dance Exercise and Holiday Decorations are currently accepting registration. The winter brochure has been printed and should' be delivered to residents by December 2. Mail -in registration for winter classes begins December 13. Winter classes will begin January 5, 1981. A special performance of "The Magic Flute" will be held at Oasis Center's Multi - Purpose Room on December 6, at-11 a.m. The show is an introduction to opera through puppets. This program is co- sponsored with the City Arts Commission. Senior Citizens The staff of the Oasis Center has been working hard to con- tinually provide new programs and services for the center. The latest addition to the program is a golf team. Special • rates for Oasis members have been made available by local golf courses. On the books for the future are a senior softball 'program, merchant discount program and outreach services. A special Thanksgiving Dinner was catered by the Newport -Mesa Unified School District. All in attendance enjoyed turkey with the trimmings. A new president has been appointed by the Board of Directors of the Friends of Oasis Center to fill the vacancy created by Jim Felton's resignation. The new President of the Friends is Dick Sweet. Dick has served on the Board as Fundraising Chairman and promises to do an excellent job in his new position. Sailing Program Fall sailing lessons were wrapped up this month. Sabot classes were extended one week because of the recent high winds. Lessons are scheduled to begin again in January. During December boats will be in for repairs and new rigging. • Community Youth 'Center The Community Youth'C'enter will be performing special holiday performances of "The Christmas Carol" at Oasis Center,-December 10, 11 and 12. Bob Conrad, our Recreation Leader at the Center r a �r Progress Report • November 1980 Page 2 will be directing the production. He is a student at U.C.I. majoring in theatre. Both local children and U.C.I. students will be in the production. Youth & Adult Sports Youth Flag Football teams completed their City championships this month. Division winners will represent Newport Beach in the Orange County Tournament in Buena Park on December 5, 6, and 7. Registration for the youth basketball program is underway. Fliers have been distributed to all local schools. Games are scheduled to begin in January. Adult Basketball and Softball are continuing in League Play. Championship rounds are scheduled for December and January. Jeffrey C. Kolin JCK:ma is • November 26, 1980 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Park Superintendent SUBJECT: PARKS DIVISION ACTIVITY REPORT FOR OCTOBER AND NOVEMBER In addition to our routine tasks, the Park employees per- formed the following work: 1. Removed the ground 'cover on Irvine Avenue traffic islands and triangle. Installed turf in the areas where ground cover was removed. 'This was a large project and has improved the area considerably. 2. Replaced two large Windmill Palms that were lost in a traffic accident on Coast Highway and Marguerite Avenue. 3. Completed the planting of ground cover at Spy- glass Hills Park. 4. Seeded a large area in Cliff Drive Park with Creeping Fescue to prevent erosion. 5. Picked up and delivered furniture that was donated to Theatre Arts Center. 6. Removed weeds along the road side at 5th Ave. and Larkspur. 7. Removed five trees at 32nd Street Fire Station for new construction. 8. Removed weeds in front of Big Canyon Reservoir. 9. Trimmed trees and shrubs along Bayside Drive to eliminate traffic hazzard. 10. Removed weeds obstructing traffic signs on Backbay Drive. 11. Our crews spent alot of time cleaning up debris from the wind storm. n U X21 • Park Div. Activity Report Page 2 November 26, 1980 The Tree crews trimmed a total of 654 trees during the two months. They planted 19 new trees and removed 16 trees. 39 Work Requests were completed. During the wind storm we lost 12 trees. They were all small ones. We had 38 tree calls because of the storm and most of the calls were for limbs down. The Eucs. on Poppy Street were trimmed just before the wind storm. We feel that there would have been alot of damage on Poppy Street if they had not been trimmed. The report implied further that the witness was seriously biased and testified on the basis of self interest only. The overall implication is offensive to the majority and brings into question both their credibility and their judgment. The fact was that the majority vote was based on the consider- ation of rational evidence which is still available to anyone who wishes to investigate the issue. The point is that such offensive insinuations by commission members about other commission members, particularly when made as part of the public record, have no rightful place in the proceedings of this body and can only by counter productive. 11
