PROCEDURAL'MATTERS: Item #1 Call to Order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:00 p.m. Item #3 Approval of Minutes x Motion was made to approve the minutes of the March 2, x 1891 meeting. xxxxxxx Item #4 Adoption of Agenda The•agenda was adopted as presented. II. _ITEMS FOR ACTION: Item #5 NTAC Proposal X Motion was made that we recommend to the City Council that x they approve a budget amendment not more than $10,000. to x conduct the soil analysis for purposes of determining if a X, X, x x x x theatre or restaurant can be constructed on the proposed site. Motion carried. X- Motion was made that the Parks, Beaches and Recreation x Commission endorse Option E providing the soil study concurs x x 'x x x x x and that we indicate the'Friends of the Theatre Arts Center be the fund raising arm for this project. Unanimous. Item #6 Roberti Z' Berg Urban The type of light that the PB & R Department has determined Open Space to use that would be the most efficient system, energy wise, Is a metal --hal -ide system. PB & R has also determined not to have the lights coin operated. Staff will go back to City Council with recommendations. Cathy.Anderson, President of the West Newport Beach Improv ment Association was present and stated that the associati is opposed to having the two courts lit at West Newport Park. Therefore, we have the option to have all four courts lit at San Joaquin Hills Park. Ms. Anderson stated that the primary reason that they are opposed to having the courts lit is that the lights may bring adverse kids into the park at night. The student representatives suggested and all agreed that the lights might discourage these adverse kids. Motion was made that the money which was originally propo for lighting the courts at West Newport Park be used inst to light the courts in San'Joagbin Hills 'Park;. Unanimous I'II. ITEMS FOR DISCUSSION: Item #7 Commissioner Green stated that he feels it is important to Involve students in government and to have them aware of decision making. Chris Ling thinks this program is a good idea because they have good points to bring up.and would, like the program to continue. Commissioner Green would like to give up his role as Chair of the sub committee and give it to someone else but still remain on the committee. Tabled until next month. Item #B Motion was made to direct staff to see what correlation of efficiency that $40,000. represents if transferred to a city crew. Unanimous. IV. COMMITTEE REPORTS: Item #10 Commissioner Ammerman, stated that the Ocean Front sidewalk plan is not workable to say who has priority to use Ocean Front. VI. INFORMATIONAL REPORTS: Item 819 The Parks, Beaches and Recreation Department did an informal telephone survey to other cities in Orange County about the use of their rental facilities. The majority of cities allowed both alcohol to be served and commercial groups to rent the facilities. Generally the same system is set up. x Motion was made that we ,pursue going after, commercial x business. •Unanimous. x x x X x x x This would be an additional source of revenue. Motion withdrawn and staff be directed to come back with a recom- mended policy. VIII.
