Michele Alberta, Secretary Chris Ching The meeting of the Parks,-Beaches and Recreation Commission ,was called to order at 7:00 p.m. Item #3 Motion was made to approve the minutes of the March 3, 1981 meeting.with the following correction: Commissioner Ammerman stated that he voted against the motion.in Item #6, Roberti Z'Berg Urban Open Space. Item #4 The agenda was adopted as. presented. II.. SPECIAL RECOGNITION AWARDS: Item #5 After the Pledge of Allegiance Chairman Schwarz welcomed parents and athletes of the youth basketball program. There were 211 participants throughout the City. The Orange County playoffs were recently completed in Fountain Valley. Newport Beach competed in all divisions except the girls 3rd and 4th grade levels. INDEX Present III. ITEMS FOR ACTION: Item #6 Amendment to Council' The Parkway Tree Committee, chaired by Commissioner Cole, Policy I -9 has been discussing this item for some time. The experience we have had with the Ficus Nitida is that, although beauti- ful, as they mature the vigorous root structure causes sidewalk damage that is impossible to maintain. In addition they contribute to lawsuits resulting from pedestrians tripping over sidewalk cracks. Staff's recommendation to,City Council is that when Council policies are amended that the Ficus Nitida be incorporated in the policy as an undesirable street and /or parkway tree. Motion x Motiom was made that we approve the staff recommendation. Second x Ayb x x x x Item #7 Street Tree Replacement: Mr. Stewart Williams has requested the replacement of a Request, 1748 removed Tristania tree with a Ficus Nitida. His request Bayport Way has been denied by staff. Staff recommends the planting of a similar species, Ficus Benjamina, to retain an at- tractive street scape. Commissioner Cole stated that planting no tree at all might be better than planting a tree of a different species. Mr. Williams was not present at tyis meeting, therefore;-Ron Whitley suggested giving Mr. Williams an opportunity to give a presentation and rescheduling this item when he can be present. Second' x Ayes x x x x x x' x Item #8 Request to Modify Con- Commissioners Cole and Stuart will not participate in the dition of . discussion due to, a conflict of interest. Park Site Bob Trapp was present representing the J. M. Peters Company and stated they are proposing, in order to avoid future maintenance and legal problems between the City and the homeowners association, to: • 1. Install and the association will maintain all landscapin on the perimeter slopes and buffer slopes between-the park and the residential site. The J. M. Peters Co. will retain a landscape archi- tectural firm, Lifescapes, Inc. to prepare preliminary and working drawings for the flat area of the park. Said plans to be developed under the direction of the City's Director of Parks, Beaches and Recreation. 3. The City will assume all maintenance responsibility for the flat park and - Turkish Rugging areas. The flat park and Turkish Rugging areas are approximately 5-acres. 4. The City will analyze the Turkish Rugging area to deter- mine if this •natural area needs to be preserved of if it can be incorporated into the-landscaped park area: Some of the problems the City may face if the park is main - tained by the homeowners association are as follows: 1. Who will establish the 1'evel• of maintenance? • 2. What recourse will the City have if the association does not maintain the facilities (i.e. structures, landscape, walkwasy, etc.) to an acceptable level? 3. How will the association react to City sponsored activi- ties and the extra maintenance associated with ,these activities? 4. Who is liable when injuries occur within the park? 5. Will association members or organizations have priority use of the park? 6. What will happen if the association files a lawsuit contending that they are unfairly taxed for public park maintenance? This park would benefit homeowners in -the area-by increasing their home values. -J. M. Peters is also proposing,, in addition to improving, to go ahead and design the park under the direction of the City-and'to put in whatever facilities the City thinks should be there and-expand the flat area of the park to provide a more active area for future City use. J. M. Peters i,s willing to put up $50•,000., to im- prove the site. An entire 5 acres would be usable as flat park land. The Commission is expected to make a recom- mendation and Ron Whitley will transmit it to the Planning Commission and then to City Council. Commissioner Ammerman stated'he would not -be supportive of this if there was a fence placed around it or if the public was discouraged to use the park. Unanimous Ayes x x x- x x IV. ITEMS FOR DISCUSSION: Item #9 This item is being presented to inform the Parks, Beaches and Recreation Commission of the concept. The moutn of Big Canyon is located north of the Park Newport Apartment complex and fronts Jamboree to Backbay. This property is owned by the Irvine Company who will attend a commission meeting some time in the future. The Commission will be asked to recommend whether the City should accept the property as open space and allow the Irvine Company to receive credit for future developments. Within the next • month the Commissioners should take a look at the land in question;. Acreage is 12 -14 acres. V. COMMITTEE REPORTS: Item #11 Ron Whitley stated that the 18th Street small boat launching drea-worked fairly well last summer. Signing has not been perfected yet because there was still street traffic con- gestion. The boaters are going over the curb cut and drivim out onto the.sand'instead of parking in the lot and walking the boats over the sand. It is a matter of enforcement. Local residents are afraid that if Hobie makes more sales th problems will be compounded this summer. Our Department has no responsibility over traffic control, pbli,cing, and lifeguardi,ng. The PB & R Commission can (1) schedule this as an item of discussion and notify adjacent property owners that the commission will be discussing it enabling them to attend, and (2) people on small boat launching committee could be notified of our sub - committee. Sub - committee will investigate'by the June meeting. Item #12 • Commissioner Stuart contacted the Irvine Company concerning their approach at this time for the sports complex site. The-.Ineeting with the s district says they cannot do that in Newport Beach we give credit for Physidal Education. Commissione read the copy of the ruling which states that a fee charged to participate in extra curricula activitie are still getting credit for day activities but cha evening activities. Present , btem #19 Friends of Theatre Arts Quite a few commissioners attended the production, "God's Center Favorite ", which was received well. Many improvements were made to the set design. The City installed new carpeting and painted so the appearance of the Theatre Arts Center is improved. The play was an enjoyable comedy. There was a full house every night. VII.. INFORMATIONAL'REPORTS: Item #20 Recreation Division Commissioner Cole stated that our Tiny Tot program is a good one. Alot of people are disappointed by not getting ' into the class. He would like to see the class schedule be amplified. There is no other class available like this one in the community at this time. Jeff Kblin stated that our lack of space for programs and for the kind of quality that we want to employ,'-we are having arihard time getting instructors. Instructors have limited hours to teach. J. P. Nightingale was postponed until the summer. Not enough tickets were sold. Jeff stated that we have a new employee, Robin Alonso, also one of our student reps, working part time now and full time in the summer. She will be helping out with summer registration. ..IX.. ADJOURNMENT: There being no further busines, the Parks, Beaches and Recreation Commission.,adjourned. -6- CITY OF NEWPORT BEACH • PARKS, BEACHES AND RECREATION DEPARTMENT' April 28, 1981 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Parks, Beaches and Recreation Director ,.r SUBJECT: AMPITHEATRE PROPOSAL FOR EASTBLUFF PARK As most of you -know, last September the Arts Commission provided a concert at Eastbluff Park that was very successful and well received by the com- munity. Asa result of this program, concepts began formulating regarding a permanent improvement and ongoing funding for this activity purpose. The Arts Commission asked Jeff Kolin, their staff liaison, to prepare a feasibility report orr the subject. (enclosed) As the Arts Commission will be submitting a Capital Improvement request to the City Council on June 8, 1981, it was felt the PB & R Commission should provide a recommendation on this request. The Arts Commission will be attending our meeting to discuss the proposal with you, and, if there are any questions, please call. AL Ronald A. Whitley RAW:ma Enclosure 0 *5 The Arts Commission at its January 22, 1981 meeting requested that the Parks, Beaches and Recreation Department do a feasibility study for the construction of an outdoor bandshell at Eastbluff Park or an alternate site. In completing a feasibility study for the construction of a band - shell /amphitheatre on a City owned park or open space several sets of facts were established. ! 1. Construction would be designed to minimize visual impact and preserve the natural state of the' park or open space as much as possible. 2. Structure would be permanent, remaining in place year round. 3. Anticipated audiences would'range from 2,000 to 3;000 people. 4. Events would take place throughout the year, maximum of once, a month. 5.. Performances would be cultural in nature (no rock concerts). 10 6. Parking for 400 -600 vehicles would be required, (Based on public assembly parking standard). 7. Substantial design considerations would be required to minimize noise impact., 8. An electronic sound system would be required, 9. An electronic lighting system would be desireable. 10. For general purposes 6 -8 sq. ft, per seat should be included for i possible fixed seating, 12,000 to 16,000 sq. ft. 11. Stage space required, 15 -18 sq. ft. /person: Based on 100 member orchestra 1500 to 1800 square feet. 12. Adequate restroom facilities must be available: In order to complete an impartial objective study of the feasibility of a bandshell /amphitheatre a professional economic consultant and an architect • should complete a•formal study of the,project. In order to save time and money ($15,000 - $30,000) for consultants the PB & R staff has done a pre- i i G - 3 - struction costs. If such a facility were built the City would be required to assume the responsibility for its maintenance and unless a support group were de- veloped fund its operation as well. These costs would be recurring costs which would increase with the age and use of the facility. Several creative ways of funding M & 0 costs are possible including con- cessions and joint commercial developments. Many of these creative means of funding M & 0 costs are less than acceptable for local homeowners. These as well as other considerations are listed in the location portion of this preliminary study. The following park and school sites were considered as possible sites for the construction of a bandshell /amphitheatre. The pros and cons for each site are listed below the site. Peninsula Park ( "A" Street & Ocean Front, Balboa) Pros Cons 1. Close proximity to, 1. Adjacent to residential area. public parking lot. 2. Close proximity to public restroom facilities. Possible crowd, noise and litter problems. 2. Cold, damp winter weather difficult for orchestras to perform. 3. Would eliminate other recreational uses of existing park. (Softball, baseball, soccer & football) 4. No natural features adaptable to design. 5. Heavy beach crowds in summer. 0 0 0 9 - 2 - liminary feasibility study which considers construction costs, operational costs, maintenance costs and the pros and cons of various public park and school locations within the City. Constructions Costs - $50,000 (no seating) - $200,000 Grading and excavation - minimum to maximum Concrete Pad Electrical - (lighting, sound) Bandshell Seating Operational'Costs (vary according to type and.caliber of performance) Concert Orchestra - $10,000 Theatre Festival, -• $ 3,000 - $5,000 Utilities - Depend on length of performance day or night Security - 1 per 300 Grounds maintenance - increased because of heavy use Traffic control Maintenance Costs (depends on use and type materials used) Grounds maintenance and repair Restroom maintenance and repair Bandshell maintenance and repair Seating maintenance and•repair Cost information is very limited at thi.s point. Many maintenance and operation costs depend on the type of facility developed, frequency and type of event programmed. Operational costs would be considerable if 12 monthly programs were offered during the year. Possible noise, crowd, and litter problems. 1 2. Small site, will not accomodate- over 200. 3,. Coastal area with damp weather. 4. Parking problems. 5. Possible conflicts with existing theatre on site. Cons 1. Adjacent to residential area, possible traffic, noise and litter problems. 2. Joint school /park site. 3. Would impact present recreational uses of park area. (Softball, ! soccer, baseball, volleyball, foot- ball). 4. Would require substantial additional parking. 5. Limited natural or existing features could be incorporated in design. • 0 • - 5 - Buffalo Hills Park (Newport Hills Drive West & Port Westbourne P1,) Pros Cons 1. Close proximity to public rest- 1. Inadequate parking. rooms. (Anderson School) 2. Difficult location to find. 3. Surrounded by residential area traffic, parking, noise, 'and litter problems. 4. Would impact existing recreational uses of park. 5. Limited natural features to in- corporate in design. Eastbluff Park (Vista del Sol, Eastbluff) Pros 1. Close proximity to existing public restrooms although inadequate for large crowds. 2. Close proximity to limited public parking. 3. Easy to find location. 4. Natural feature could be Incorpo- rated in design. 5. Possible offsite parking available (Corona del Mar H.S., shopping center). Cons 1. Adjacent to residential area problems with traffic, crowds, parking, noise and litter. 2. Inadequate existing public parking. 3. Would limit existing recreational Use's of park area. 1 4. Summary Each of the sites considered in the study has pros and cons, advantages and disadvantages. Several sites can be eliminated because of major problems with site size and /or location. The remaining locations each have common problems. 1. Close proximity to residential areas. 2. Inadequate existing parking. 3. Inadequate restroom facilities. 4. Conflicts with existing recreation /school uses. Of the locations remaining- the Eastbluff site seems to be the one with the mosIt promise. However, it too has all of the problems mentioned above. The availa- bility of offsite parking is a key requirement to the successful development of this site. Another area of concern is the acceptance of local homeowners. Will local residents approve of a facility which will bring in large crowds, have night lighting and sound amplification? Although designs could minimize these problems they would -still be of major concern to homeowners. • - 7 - That Newport Beach needs a.public facility capable of hosting performing arts and the attendant audiences is easily justified. The only facilities currently available are located on the two high school campuses. Users are charged a high fee and availability is limited. This however leads to the question of how would a facility be maintained and operated if it was 'built? Would the City assume M & 0 costs or would the program have to be self- supporting. If the bandshell /amphitheatre had to be revenue generating a whole new set of requirements should be mentioned. 1. Walls or fencing to control crowd,apcess. 2. Box office facilities. 3. Concession facilities. • With community support a bandshell is possible at several of the locations. Without community support a bandshell would not be feasible at any of the locations considered thus far. In order to get community support answers to the problems listed must be provided to the local homeowners. This land is located north of the Park Newport development. This matter and the park credit proposed will be presented by the Irvine Company at'our--meeting of May 5, 1981. I am in the process of preparing a report that indicates our park needs, deficiencies, etc, that'-should help in making future decisions. It hopefully will be done in time to mail Friday. Hewicker Director of Planning City of Newport Beach 3300 Newport Boulevard Newport Beach, California, SUBJECT: Mouth of Big Canyon Dedication and Park Credit Study Dear J.im: As The Irvine Company indicated in our presentation to-the City Council at the study session of April 13, 1981 it is our desire to have the City Council consider at the earliest possible time the fol.lowing items: 1. A determination of park credit to be granted to The Irvine Company in exchange for the dedication of t58 acres in the Mouth of .Big Canyon, including the slopes. • 2. Approval of a dedication and park credit agreement conveying owner- ship of the Mouth of Big Canyon to the City.of Newport Beach. The purpose of these actions would be to expedite the granting of an open space and conservation easement in favor of the people of California over the t7 acre restored wetland area, which is required as a condition of the Coastal Permit for the Backbay Gravity Sewer. Transmitted herewith are graphic displays prepared by EDAW, Inc., identify- ing those areas in the Mouth of Big Canyon which are physically suited.for park development. These areas include approximately 10 acres in the vicin- ity of the reconfigured dredge spoil stockpile, and•approximately 2.5 acres adjacent to Jamboree Road. It is The Irvine Company's position that these areas., comprising 112.5 acres ,-- would' qualify for park cred -i -t under the Park Dedication Ordinance. WYNN • CITY OF NEWPORT BEACH • PARKS, BEACHES AND RECREATION DEPARTMENT April 28, 1981 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Recreation Superintendent SUBJECT: APRIL 1981 PROGRESS REPORT Senior Citizens The newly elected officers for the Board of Directors of the Friends of Oasis Were installed by Mayor Jackie Heather on April 3. Sheriff Heather rounded up all villians and duly branded them into office. We are looking forward to another year of outstanding leadership from the Board of the Friends of Oasis. A special performance of the "Sound of Music" will be on stage at Oasis on May 8. Tickets are being sold to seniors at a special $1.00 rate. If seats remain they will be made available to the public beginning • May 1. Youth and Adult Sports Our second annual Newport Balboa Rotary Club and City Championship Track and Field Meet was very successful again this year. More than 275 young people participated in the Meet.held April llth at Newport Harbor High School. Volunteers from the Rotary Club under the direction of Terry Zimmerman and Art Walton helped officiate the Meet and were a tremendous help. The Orange County Championships were held in Huntington Beach on April 25th.for the boys and May 3rd for the girls. As of April 28th, 143 of the 144 available Adult Softball spots were filled. The vast majority of the teams,over 120, were resident (10 point) teams. We currently have a waiting list of 15 teams for closed leagues. Staff is currently investigating opening another facility to accommodate additional leagues. Special Aetivity'Classes The summer brochure which features the City's 75th Anniversary Seal on the cover went to the printer April 24, and will be in the mail the week of May 11. Advertising revenue from brochure ads has surpassed last years total by several thousand - dollars. Nancy Lerner has done an outstanding job with • the brochure and advertising programs this year. ,,W0,0 PB & R COMMISSION APRIL 1981 PROGRESS REPORT • Page 2 To date spring class revenues have surpassed last years totals by nearly $2,000. Staff has made some exciting program-additions for summer and are anticipating a large registration. Summer registration begins May 22, 1981. Aquatics and Sailing Recruitment and selection of summer staff was completed for the sailing program during Easter vacation. Swimming interviews were started during Easter vacation and will be completed by mid May. Both testings included practical swimming tests, teaching,demonstrations, written exams and an oral interview. Special-Events The "Sound of Music" a Community Youth Center production is enjoying a phenominal response, every show is sold -out and people are waiting for tickets. Tickets for the -May 20th, Dodgers vs'the Phill,ies game are currently on sale at the PB & R Office. • The "Communication Show" an South Coast Repertory traveling show will be coming to Oasis Saturday, May 30. ete frey C. To date in the 7800 account has recorded $229,340.23 in expenditures. It would appear that we are in excellent shape revenue wise at this point. With only 3 months left in the year we have exceded our revenue estimates and are well below our estimated expenditures,. We are in a particularly strong position if you consider the fact that last years softball revenue is not included in this years total's as it will in next years adding $25,000. to our revenue. Removed and replaced the sand in the playground area at Newport Island Park. 2. Assisted General Services in black topping a section of Newport Island Park. 3. Made and installed a new basketball backboard at 38th Street Park. • 4. Graded and overseeded the playing field at Community Youth Center. 5. Filled in low spots of ballfields at Mariners, Eastbluff, Peninsula and Buffalo Hills Park. 6. Installed irrigation, graded and added soil to the planting at Corona del Mar Beach Parking Lot. 7. Landscaped the planters around the Fire Department office. Our tree crews performed the following during the month of April. 1. Trimmed 629 trees 2. Planted 1 Parkway tree 3. Removed 7 trees 4. Completed 26 Work Requests They are working in the folloiwng areas: 1. Moden Annex 2. Eastbluff 3. 4th Avenue, Corona del Mar, 4. Corona del Mar, south side of PCH • The Park staff and tree crew staff planted trees in the traffic islands on Jamboree Road from Santa Barbara to Ford Road.
