X Ex- Officio Member Present: Ronald A. Whitley, Director Staff Present: I. PROCEDURAL MATTERS: Item 111 Jeffrey C. Kolin, Rec. Supt, Michele Alberta, Secretary The meeting of the Parks, Beaches and Recreation Commission was called to order•at 7:00 p.m. Item #3 Motion was made to approve the minutes of the April 7, 1981 meeting with the following corrections: Commissioner Ammerman corrected the correction of the April 7, 1981 minutes to read that he voted against the removal of the lights at the West Newport Park tennis courts. Commissioner Stuart corrected Item N12 - Park Planning and ,Development to read that Ron Whitley wrote the letter to the Irvine Company concerning their involvement at this time with the sports complex site. Item A4 The agenda was adopted as presented. II. ITEMS FOR ACTION: Item 115 Last September a concert was provided at Eastbluff Park that was very successful and well received by the community. As a result, the concept of a permanent facility for con- certs and some kind of ongoing funding was proposed by the Arts Commission. A feasibility report was prepared by Jeff Kolin and the Arts Commission has requested that this be placed on the City Council Study Session Agenda when the capital improvements are discussed. It is felt that this commission should give some recommendation in regard to the location and the concept proposed by the Arts Commission. Beryl Melinkoff, Chairman of the Arts Commission, and Wally Ziglar, Arts Commissioner, took the podium. They stated that the Arts Commission has reviewed the feasibility study and feels that Eastbluff Park is most suitable. Present Commission feels that an ampi.theatre is really needed to expose the arts in the community. A resident from Eastbluff, who lives adjacent to the park, took the podium and stated that-the local residents rely a great deal on Eastbluff Park. They have no backyards. She feels that taking any park space away from kids is not the right thing to do. She asks the Commission to please 'con- Sider the children, the parking and the noise impact. With regard to parking, Beryl stated that Corona del Mar High School could be used as a parking area and shuttle busses could be run to the park. Ron Whitley stated in summary, what should occur from the commission level is 'a recom- mendation as to whether this type of activity is appropriate or not. Commissioner Cole mentionad that another possible location for the ampitheatre would be at-jamboree and Mac - Arthur and then use the Ford site for parking. This will be investigated. M. Peters Company and that it be con- sidered in the development plan. Unanimous. 'Item #6 The Irvine Company is proposing a public dedication of land in the Mouth of Big Canyon. This land is located north of the Park'Newport development. We presently have approxi- mately 100 acres of park land in the City. Within the 100 acres the actual area of flat usuable land is much less than 100 acres. Newport Beach has an average size of four acres per park. We have the lowest figure in the county with regard to average park size. From a staff standpoint any future park that we might be considering for future develops ment would have to meet our needs. We do not need more passive or small parks. They are costly to maintain and travel time is increased considerably for maintenance crews. Jackie Heather was present as Chairman of Sanitation.Distric V to speak about improving the sewer line.through Big Canyon She pointed out that the sewer line is needed by the City and the Sanitation District and is a solid government solution which is energy efficient and economically sound. Street Tree Replacement (1748 Bay- port Way)• Departmental budget re- view and Capital Im- provements review by City Council Budget Ocean Front General Plan of Fish and Game, the Coastal Commission, the Irvine Company and the City of Newport Beach. Dave Dmohowski from the Irvine Company took the podium and stated that the Mouth of Big Canyon could be dedicated for open space use in return for park credit being granted for a portion of the property. x Motion was made to endorse the proposal of the Irvine Co. x with respect to•park dedication plan of Mouth of Big Canyon x x x x x x and recommend to City Council to use its efforts to obtain an adult sports complex and further reduce the amount of dedication credit requested by the Irvine Company. Unanimou Item #7 It was suggested that the Street Tree Committee meet with Mr. Williams prior to the next meeting. This item has been tabled until the June 2, 1981 meeting. 'III. ITEMS "FOR'DISCUSSION: Item B's 8 and 9 Ron Whitley stated that staff is satisfied with budget that is being proposed. In lieu of personnel that had been pro- posed, $40,000 has been allocated for contract tree trim- ming. Bids have gone out to the different tree companies. "be Those bids will be received and information will ready for the budget session. Staff will try an independent contract system and make the appropriate analysis. After a year of experience with an independent contractor we will evaluate the results and determine if we want to continue with the contractor. It is Important to the City Council that the .Commission is represented June 8, when the total capital improvement proposals for the City will be con- sidered by the Council. Item #14 -Regarding the student representatives, we will not be sending agenda packets to them anymore. Commissioner Ammerman suggested to delete this program if the representa- tives are not responding. This item will be on next months agenda. VI. INFORMATIONAL REPORTS: Item #21 Commissioner Cole requested that the sand and exposed rock In the preschool play area at Mariners Park be replaced and the merry -go -round be oiled. VII. SPECIAL, URGENT OR'LAST= MINUTE'ITEMS: Item #22 Ron Whitley stated that the Public Works Department asked for a recommendation with regard to the installation of a bicycle rack at the end of the peninsula. The area is- designated as Peninsula Point Park. Ron is concerned about adding facilities in conflict with residential areas. This bike 'rack is one of a series of bike racks being proposed. Mr. Mitchell, who was in attendance, lives in the area and gets the benefit of the problems related. He stated there are never more than five or ten bikes at a time in the area, Pat Hoffer, Vice President of Peninsula Point Association, stated that they were made aware of the bike racks the•day before the commission meeting. The association has many improvements. that can be made and is recommending a post- ponement. x Motion was made to table the item until the next meeting. X, x x K Motion was made that we recommend to the Public Works Dept. that they delay this item until they have heard from the x homeowners association. Carl Wilcox will be pleased to give everyone a tour of the Back Bay personally. He will come to a future commission meeting and we will get a presentation of what the future of the area is. This item will be rescheduled in July or August. Banning Property An EIR has been submitted with regard to the Banning propert west of the Newport Crest development. This is an industrial, commercial and residential area. There is some concern among the Newport Crest residents with the type of develop- ment that is going on. -The West Newport area is deficient from a public park site standpoint. It is presently vacant land but has not been designated as open space or park area. Commissioner Ross stated that it will appear before the Planning Commission on June 4, and that the site is a possible sports complex location. Commissioner Cole thanked and complimented the PB & R Dept. on the youth track program. Bob Granger, Recreation Supervisor, was the PB & R staff person who coordinated the program. VIII.'
