I. PROCEDURAL MATTERS:

The meeting of the Parks,•Beaches and Recreation Commission
was called to order at 7:,00 p.m.
Item #3
Motion was made to approve the minutes of the April 7, 1981
meeting with the following corrections:
Commissioner Ammerman corrected the correction of the April
7, 1981 minutes to read that he voted against the removal
of the lights at the West Newport Park tennis courts.
Commissioner Stuart corrected Item #12 - Park Planning and
Development to read that Ron Whitley wrote the letter to the
Irvine Company concerning their involvement at this time
with the sports complex site.

The agenda was adopted as presented.
'II. ITEMS FOR ACTION:
Item #5
Last September a concert was provided at Eastbluff Park
that was very successful and well received by the community.
As a result, the concept of a permanent facility for con-
certs and some kind of ongoing funding was proposed by the
Arts Commission. A feasibility report was prepared by Jeff
Kolin and the Arts Commission has requested that this be
placed on the City Council Study Session Agenda when the
capital improvements are discussed. It is felt that this
commission should give some recommendation in regard to the
location and the concept proposed by the Arts Commission.
Beryl Melinkoff, Chairman of ,the Arts Commission, and Wally
Ziglar, Arts Commissioner, took the podium. They stated
that the Arts Commission has revidwed the feasibility study
and feels that Eastbluff Park is most sui',table. The Arts

Present
Commission feels that an ampitheatre is really needed to
expose the arts in the community.
A resident from Eastbluff, who lives adjacent to the park,
took the podium and stated that the local residents rely a
great deal on Eastbluff Park. They have no backyards. She
feels that taking any park space away from kids is not the
right thing to do. She asks the Commission to please con-
sider the children, the parking and the noise impact. With
regard to parking, Beryl stated that Corona del Mar High
School could be used as a parking area and shuttle busses
could be run to the park. Ron Whitley stated i.n summary,
what should occur from the commission level is a recom-
mendation as to whether this type of activity is appropriate
or not. Commissioner Cole mentioned that another possible
location for the ampitheatre would be at Jamboree and Mac -
Arthur and then use the Ford site for parking. this will be
investigated. Commissioner Cole stated that the noise im-
pact should be minimal.

Mouth of
Big.Canyon
The Irvine Company is proposing a publ.1c dedication of land
in the Mouth of Big Canyon. This land is located north of
the Park Newport development. We presently have approxi=
mately 100 acres of park land in the City. Within the 100
acres the actual area of flat usuable land is much less than
100 acres. Newport Beach has an average size of four acres
per park. We have the lowest figure in the county with
regard to average park size. From a staff standpoint any
future park that we might be considering for future develop7
ment would have to meet our needs. We do not need more
passive or small parks. They are costly to maintain and
travel time is increased considerably for maintenance crews.
Jackie Heather was present as Chairman of Sanitation.Distric
V to speak about improving the sewer line through Big .Canyon.
She pointed out that the sewer line is needed by the City
and the Sanitation District and is a solid government

solution which is energy efficient and economically sound.
She explained that a number of government agencies have
been working to negotiate the agreement for the sewer line
and dedication of Big Canyon, including the State Department

Regarding the student representatives, we will not be
sending agenda packets to them anymore. Commissioner
Ammerman suggested to delete this program if the representa-
tives are not responding. This item will be on next months
agenda.
VI.' INFORMATIONAL REPORTS:

Commissioner Cole requested that the sand and exposed rock
in the preschool play area at Mariners Park be replaced
and the merry -go -round be oiled.
VII.. SPECIAL, URGENT OR'LAST- MINUTE'ITEMS:
Item #22
Ron Whitley stated that the Public Works Department asked
for a recommendation with regard to the installation of-a
bicycle rack at the end of the peninsula. The area is
designated as Peninsula Point Park. Ron is concerned about
adding facilities in conflict with residential areas. This
bike rack is one of a series of bike racks being proposed.
Mr. Mitchell, who was in attendance, lives in the area and
gets the benefit of the problems related. He stated there
are nevermore than five or ten bikes at a time in the,area.
Pat Hoffer, Vice President of Peninsula Point Association,
stated that they were made aware of the'bike racks the day
before the commission meeting. The association has many
improvements that can be made and is recommending a post-
ponement.

adopting some policies to provide guidance for that area.
Carl Wilcox will be pleased to give everyone a tour of the
Back Bay personally. He will come to a future commission
meeting and we will get a presentation of what the future of
the area is. This item will be rescheduled in July or
August.
Banning Property
An EIR has been submitted with regard to the Banning property
west of the Newport Crest development. This is an industrial
commercial and residential area. There is some concern
among the Newport Crest residents with the type of develop-
ment that is going on. The West Newport area is deficient
from a public park site standpoint. It is presently vacant
land but has not-been designated as open space or park area.
Commissioner Ross stated that it will appear'before the
Planning Commission on June 4, and that the site is a possibl
sports complex location.
Commissioner Cole thanked and complimented the PB & R Dept.
on the youth track program. Bob Granger, Recreation
Supervisor, was the PB & R staff person who coordinated the
program.

II. ITEMS FOR ACTION:

The Harbor View Hills Community Association is requesting
that the trees be trimmed on Coast Highway. Ron Whitley
began discussion stating that staff has been concerned with
parkway trees and trees in public areas for some time. In
the past we have not been able to satisfactorily address
the problem of trees on Coast Highway inhibiting the views
of property owners. Jean Morris of the Harbor View Hills
Homeowners Association, who lives at 1032 Sea Lane, has the
problem of her view being destroyed by the trees. She
stated that the views are the sole reason for buying homes '.
in the Harbor View area. The Harbor View Hills Homeowners
Association is requesting the trees be trimmed according
to.proper procedure, keeping in mind the homeowner's views.
She stated that the top 10 or 15 feet of the trees are
causing the view problems. They are asking that the
commission come up with a tree trimming policy which ad-
dresses view problems.
Jack Brooks stated that the trees are due to be trimmed in
two months and that they will be trimmed as far back as
they can without affecting the tree's natural "growth patter

every two years. We cannot let the trees become too low

Ron Whitley stated that the West Newport Homeowners Associ-

considered the request and decided that al-1 four courts at

originally proposed,two'courts. Presently, adjacent home-
owners and the Jasmine Creek Homeowners Association are
opposed to the lighting of the four courts at San Joaquin
Hills Park.
Ron Whitley also•s,tated that it would be less costly to
light an existing facility for night use than it would be
to build new courts. Jeff Kolin stated that there is a
shortage of lighted courts for night time playing of tennis.
There is a heavy demand for evening instruction because
that is when most people are available. There are no
lighted public courts on the Corona del Mar side of the
bay at this time. The number one priority for lighted
courts would be San Joaquin Hills Park. Ms. Sue Ficker,
who lives at 110 Balboa Blvd., feels that metered lights
should be installed so that the lights won't be burning
all night long. A staff analysis has to be made on whether
or not to use metered Tights at San Joaquin Hills Park.

this fund should be expended. The thought has been to
•reserve the fund for future development of San Miguel Park.
The association feels that the expenditure of these funds
on the development of San Miguel Park would provide little
or no benefit to the homes within its boundaries and would
not be consistent with the original intent for the es- -'
tablishment of this reserve fund and the deletion of the
paseo system. There are several projects within the area
of the Spyglass Hill Community Association which its Board
of Directors feels would be suitable projects for the use
of funds in this reserve account. Ron Whitley recommends
to accept these projects and put them into priority and
see what the funds buy us. Richard Fiore, Attorney for
Spyglass Hill Community Association, was present and
expanded on Ron's comments. They are asking the commission
and City Council to approve the list of projects. Ron
Whitley originally developed a priority list to make sure
our concerns as a Parks and'Recreation Department were
considered first. All of the projects can be funded. We
•
should adopt a priority list and with left over money
develop other projects.
Recommended projects are:
1. Playground equipment for Spyglass Hill Park and Spyglas
Reservoir Park
2. Planting of slope area at Spyglass Hill Park
3. Fence around Spyglass Hill Park
4. Extension of sidewalk along Spyglass Hill Road
5. Tree additions in Spyglass Park
6. Removal of trees in the paseo on Spyglass Hill Road
7. Stairs on Spyglass Hill Road

The Parks, Beaches and Recreation Department received a

request from'-the Newport'Crest Homeowners Association to
review the Environmental Impact Report for the Banning
Newport Ranch Project - General Plan Amendment 81 -1.
Louise Greeley, Secretary of the association; Barbara Cope;
and Mike Johnson were present and stated that the West
Newport area is deficient from•a park standpoint in the
General Plan. The proposed project would require an amend-
ment to the LCP'to allow multi - family residential',,as•well
as commercial, office and industrial land uses. The Land
Use Element designates the site as Low Density Residential
(no more than four dwelling units per buildable acre). The
project proposes to change the designations to allow
Multi- Family Residential (from 10 dwelling units to 15
dwelling units per buildable acre). Dwelling uni.ts'are
proposed south of the 15th Street extension, .arid =i,ndustrial
development is proposed between the 15th Street and 17th
Street extensions. Also, commercial development is propose
at the northeast corner of Coast Highway and the planned
extension of Balboa Blvd. Any action that will decrease
open space potential in a highly deficient area will
decrease the quality of life for that community.
Caltrans is requesting General Plan Amendment on Caltrans
West which is now zoned as a recreation open space area.
The Newport Crest Homeowners Association hopes the commis-
sion will support their request that the Caltrans' amend-
ment and General Plan Amendment 81 -1 be denied.

Item #24
Participation is dropping. We•will ask Dr. Norman Loates
if he wants to go ahead with the student representative
program again. One idea mentioned is to invite one civic
class a month to the meetings. Staff requests taking a
few weeks to evaluate the program and bring back to
commission. We should let the schools know the frustration
we have had and take a couple of months during the summer,
when school is out, so that in August, at the latest, we
can get some direction on whether or not to implement

Commissioner Ross has an opportunity to go to the East
coast-for the summer. This vacation will be an extended
absense on her-part from the commission and it will be
the last vacation before she retires next year. She will
be absent from the commission for three months. The
Council policy on absenses state that the absenses have
to be approved. Ron Whitley stated that Commissioner Ross
is a great commissioner. Some sort of communication is
needed to go to City Council concerning her absence. Two ;
commissioners are going off the commission next month,
possibly one of them can fill in until she gets back.

As you are aware, we have almost daily requests for tree
trimming to solve problems regarding trees that are inhibit-
ing views of property-owners. Our procedures for tree trimming
are based on a rigid schedule that provides efficient deployment
of manpower to maintain the best possible timeframe for repeat
trimming purposes. Very little special request work can be
accommodated with this system. And, because of the 2 -year,
approaching 3 -year, span between trimmings, the views in many
areas are critical.
City Council Policy,-I- 9(attached), which provides direction on
tree operation, does not address the view situation. Other than
additional personnel or a method of allowing associations to
trim public trees, solutions are hard to come by.
• Specifically, a request has been made.by the Harbor View Hills
Community Association to trim Eucalyptus trees adjacent to
Coast Highway, in the Irvine Terrace area, that impact views of
the Bay. With-this in mind, Jean Morris, an active member of
the Homeowners' Association and a past chairman of the Parks,
Beaches and Recreation Commission, has volunteered her home to
portray the situation. Jean's address is: 1032 Sea Lane,
located just off MacArthur and Harbor View Drive. Her phone
number is 640 -2330.
We have scheduled this matter for Commission consideration on
June 2, 1981. It would be helpful if you could make arrange-
ments to observe the situation prior to that date. If there
are any questions, please feel free to give me a call.

RETENTION OR REMOVAL OF PARK AND PARKWAY TREES
• It shall be the responsibility of the Parks, Beaches and Recreation
Commission to develop and maintain a rather restricted list of trees
in the community which should be retained' to the exclusion of all
normal problems. This list will contain landmark trees, special trees
of extreme beauty, stately trees which contribute to an entire neigh-
borhood, dedicated trees, etc. These trees will be identified, mapped
and recorded. Subsequent to this they will be given all types of
special treatment to retain them, including the use of asphalt sidewalks,
realigned curbing, etc.
Whenever it is necessary to prune tree roots in parkways or other
public areas in order to correct or ,prevent damage being caused by the
subject tree, every reasonable effort shall be made to save.the tree,
including the use of high grade asphalt sidewalk sections. It will
still be necessary to meet the City's standards relative to grades
and alignments, with the exception of those special trees discussed
in Paragraph 1 of this policy statement.
If it is necessary for a tree other than that included in Paragraph 1
to be given special treatment, each tree shall be considered individ-
ually on its own merits to determine whether the tree should be retained
or replaced. All parkway trees included in this category must be sub-
jected to and meet the following criteria:
• 1. Have sufficient root system to sustain life and'!
remain in a safe condition after root pruning;
2. Have sufficient life expectancy to merit special
consideration;
3. Have adjacent property owners be desirous of retaining
tree in light of "patchy sidewalk effect" that would
be created next to their homes if asphalt sidewalk
is to be-used to save the tree;
4. Not be of an undesirable species that has been removed
from the official street tree list by the Parks, Beaches
& Recreation Commission;
5. Not have had a consistent history of damaging utilities
such as sewers, water mains, etc.;
6. Not interfere with acceptable drainage if alternate
methods of curb repair are utilized.

Application of the criteria on parkway trees will be conducted by
the Parks, Beaches & Recreation Department in coordination with the
Parks, Beaches & Recreation Commission. In applying the criteria
other departments of the City will be consulted as necessary. If
there is any conflict between the application of the criteria and
established standards of the City which cannot be resolved at staff
and Commission level, final resolution will be determined by the
City Council.
When a tree is removed from the parkway for the sole benefit of the
adjacent property owner, the property owner will be responsible for
the cost of removal. .Removal must still be done in accordance with
City approvals.

substantial concern about the installation of those night lights
inasmuch as I own and occupy a home that is within fifty feet of

The lighting by itself would be a substantial nuisance to the use
and enjoyment of my home and those of my neighbors, however, the
biggest concern would be the potential noise from the users of
the courts during the evening and night hours.
Considering the use, I believe that the quality of life for the
adjacent homeowners in Jasmine Creek would be severly infringed
upon and I strongly urge you to postpone indefinitely the Parks
& Recreation Department's proposed installation of night lighting
on those courts.

The Jasmine Creek Community Association strongly opposes
the installation of tennis court lights at the four public
tennis courts located at the southeast corner of San Joaquin
Hills Road and Crown Drive, Newport Beach, California.
The installation of these lights would serve to infringe upon
the rights of the adjoining homeowners in Jasmine Creek by
denying them peaceful living well into the evening hours.
On a particular note, we have a resident whose state of
health is precarious and such extension of recreational
time could have grave consequences. We respectfully request
that this installation be dropped.
You may note that we have two tennis courts immediately to
the south of the public courts and we have chosen not to
light these courts for the same reason we make this request
of you as our planning representatives.

As counsel for the Spyglass Hill
Community Association
I am forwarding this letter on its behalf
as a request for the
City Council's consideration and approval
of the expenditure of
• funds held in reserve with the City on the
specific projects
discussed below. These funds are commonly
referred to as the
"Paseo,Deletion Reserve ".
Pursuant to the City Council's resolution of August 22,
1977, John Lusk & Son Company deposited the total sum of $167,100
with the City of Newport Beach to be held in a reserve account
for specified uses in lieu of its construction of a .paseo system
which had been included in the original development plan for the
area comprising the Spyglass Hill Community Association. of this
total amount, $53,300 was to be applied toward the development of
Spyglass Hill Park, $60,00.0 for the construction of sidewalks on
San Joaquin Hills Road and E1 Capitan and $53,800 was to be set
aside as a reserve for other projects in Spyglass Hill to be
approved by the City and the Association. of the $53,800 set aside
for other projects, to date $3,290 has been expended on playground
equipment in Spyglass Hill Park. There remains in the reserve fund
for other projects a balance of $50,510.
In the past, your staff has expressed a desire to retain
the balance of the funds set aside for other projects to be used
for the future development of San Miguel Park. The development
site of San Miguel Park is outside the area included within the
Spyglass Hill Community Association. Although the Council's
• resolution of August 22, 1977 refers to a reserve for other projects in
"Spyglass Hill ", and does not specifically state the area within

the Spyglass Hill Community Association, at the time that the
Association approved the deletion of the paseo system and the
establishment of the reserve account it was the understanding and
intention of its Board of Directors that the portion of the reserve
account to be set aside for other projects would be earmarked and
used for projects solely within'-its boundaries. The Association
feels that the expenditure of these funds on the development of
San Miguel Park would provide little or no benefit to the homes
within its boundaries and would not be consistent with the original
intent iri the establishment of this reserve fund and the deletion of
the paseo system.
There are several projects within the area of the Spyglass
Hill Community Association which its Board of Directors feels -would
be suitable projects for the use of funds in this reserve account.
Some are recreation oriented and others would be in the interest of
preserving the health and welfare of the members of the Association
and their families. Accordingly, the Association is requesting your
favorable consideration of the following projects to be financed from
the paseo deletion reserve account.
(1) Climbing domes and teeter totters - in both the
Spyglass Hill Park and at the smaller park at the culdesac on Muir
Beach.
(2) Plantings on slope area at Spyglass Hill Park -
the slope adjacent to Spyglass Hi 11 Park is unplanted. Plantings
in this area would not only improve the aesthetic appearance of
the park but would also facilitate slope drainage and reduce the
possibility of surficial erosion or failure of the slope itself.
(3) Fence around Spyglass Hill Park - children play
soccer and engage in other sports activities at Spyglass Hill Park.
A fence or other suitable barrier around the park (e.g. natal plum
hedge) would prevent children from chasing balls into the street
and thus minimize the possibility of an automobile accident in-
volving a child playing at the park.
(4) Extension of sidewalk- along $Vyg•l":s' Hill Road -
along Spyglass Hill Road, between MzssiQn Bay Drive and E1 Capitan,
,and on the opposite side of the street from 'Spyglass 'Hill Park,.
there is an area approximately 200 yards long where the sidewalk
is interrupted and contains weeds and other ground cover. As a

result, children who are going to the"park "'from the direction of
Mission Bay Drive 'tend to cross Spyglass Hill Road at Mission Bay
instead of proceeding up the hill to cross' at E1 Capitan. Crossing
at the bottom of the hill At Mission Bay presents a dangerous situa-
tion in view of the impaired visibility to oncoming traffic. The
continuation of the sidewalk in this 'area would enable children to
cross Spyglass Hill Road at the'top of the hill near El Capitan
where there is better visibility to oncoming traffic.
(5) Trees in parks.- the 'installation of trees in both
parks, especially near existing benches, Would enhance the aesthetic
appearance of the parks as well As provide "additional, shade to their
users.
(6) Tree trimming -and removal- Along Spyglass Hi-11 Road -
it is the Association' s. understanding that for budgetary reasons
the City has not been able to remove 'or trim,trees in the parkway
along Spyglass Hill Road and San Joaquin Hills Road. As a result
of the current height of these trees, many are 'negatively impacting
• the views of homeowners-in the community. 'The 'use 'of reserve funds
to trim or remove cextai,n trees would not only benefit the'community
and affected homeowners but would also reduce the City's financial
commitment with respect to this project.
(7) Stairs on Spyglass Hkll. Road, : along Spyglass Hill
Road, adjacent to Arena Way and between Carmel Bay Drive 'and Mission
Bay Drive, there is a strip of landscaped property approximately
10 to 20 feet wide. To gain access from•Areria Way'to Spyglass Hill
Road, people frequently cross this 'landscaped.area as an alternative
to walking the several•blocks that would otherwise 'be 'required. The
installation of a concrete staircase betweeri.Arena Way and Spyglass
Hill Road would' eliminate the continued damage''and loss to the
landscaping which 'results from the 'use 'of this 'area as a pathway and
would also minimize the possibility of injury to children and other
persons crossing in this area. it appears evident that this area
will continue to be used as a pathway as-only a very high barrier
would otherwise discourage such access.
(8) Entrance monument sign - the'installation of an
entrance monument sign, proposed At 'El Capitan and $)'yg,lass Hill
Road, would provide futther identification for the'community. It
is proposed that the sign would read "Spyglass Hill ". A member of
the Association has offered to donate lettered.tiles ;, however, the
installation of the sign and tiles is to be borne by the Association.

Our department has evaluated the changes made fast year at 18th Street
and Bay regarding small boat launching.. The,department feels that
last year was a great improvement over prior years.
We received very few complaints from bathers or boaters. Reducing
the swimming created no probl.ems. We had no confrontations with any
groups for the first time in many years. None of our personnel or
equ ipment 'was tied up with problems as they have been in the past.,
It is our opinion that the beach is noW'having better use. Our
signs seem to be sufficient. The removal of the chain has created
no problems.
We don't know if the additional usage has created traffic problems:
The POIIGe Department has that information.

SUBJECT: SMALL BOAT'LAUNCHING AT 18th STREET AND BAY
The accompanying information highlights the problems that have been encountered
by the Police Department in connection with the small boat launching at 18th
and Bay. Each of these problems was identified in the initial discussions of
the program. This department has been able to meet some of those needs through
enforcement, but has and will be unable to resolve all of the complaints. The
Police Department will continue to apply appropriate resources, but has no
recommendation on retention of the program.
Past experience at this location indicates that boaters park behind the meter
spaces to prepare their boats for launching. This makes access to and egress
from meter spaces difficult, if not impossible.
Many of the metered spaces are being used by boat trailers, precluding use by
beach - goers. Boaters will occasionally detach their boat trailers from their
vehicles and prop them up against their vehicles which are parked in the
metered spaces.. This actually means that two vehicles are parked in one meter
space.
One resident in the immediate area makes all the complaints regarding the
parking problems.
There are red zone violations while boaters rig and de -rig their boats.

40th TO 44th 'STREET BODY SURFING AREA
On June 21, 1978, Council adapted Resolution 9362 establishing a no surfing
zone from 40th to 44th Street to West Newport.' While this was made effective
on a year around basis, the Council instructed the Marine Department to report
back forth findings and recommendations -at the second Council, meeting in,
September.
The no surfing zone proposal, originated with the Parks, Beaches and Recreation
Commission in 1977. The initi -al proposal would have established several all,
day board'surfina and swimming zones. Council rejected this proposal in March.
In'June the COUhc l reconsidered a second Parks, Beaches and Recreation
Commission proposal and established a no board surfing zone at any, time between
40th and 44th Street groins.
The Marine Department began inforcement of the no surfing zone June 13, 1978.
Enforcement was accomplished with beach units with public address systems and
lifeguard towers with public address systems. If the surfers did not cooper-
ate, then further lifeguard assistance was requested, sometimes lifeguard
land units and lifeguard rescue vessels. if serious problems developed., or
if a volatile situation resulted, then police assistance was requested.. Many
times surfers bad to be bodily forced out of the water. The area was exten-
sively signed: towers, street ends and `rock groins.
Presently the regulations are in effect from May 1st through October 31st, from
8.00 a,m. to 6:00 -p.m. every day. The area is area is from 40th to 44th Streets
between the two rock jetties.
Discussion
1. Diversion of personnel to make arrests has influenced staffing taking
attention emphasis from safety problems.
2. Vandalism to lifeguard towers has risen dramatically, especially during
the months of May and October when staffing is reduced and when surfers
normally outnumber swimmers and body surfers.
3. Citations, arrests and vandalism occur during months of May and October
when many times there are considerable numbers`,of surfers and few to no

Activities at the center continue to expand. May was the month for the
National Observance:of Older .Americans and their- contributions td-the
nation... Many activities were planned -at the center inctud_ing several
dances and -an opeh, house-. -- '' _
Meetings with staff, members of the Friends of Oasis executive board and
the Irvine Company regarding the proposed Tand swap will be ongoing.
Staff is optimistic that a successful land swap can be negotiated and
approved by the City Council by early next year.
Ron Whitley and I attended a recent Board of Directors meeting at OASIS
to answer the questions and concerns of the Board. Several questions
were raised regarding the land swap, landscaping and room rentals, as
well as budget for 1981 -82. Staff will be working in the coming months
with the Board of Oasis to develop some of the new projects mentioned.
Special Activity Classes
Final preparations have been completed for summer registration. Additional
part -time personnel have been hired to assist with the very heavy mail -
in registration during the first two weeks. Staff is anticipating a very
• busy summer this year with several new and exciting programs available.
Recruitment and hiring of the summer tennis staff has been completed.
In= service training will be scheduled for June 12 and 13.
Production of the fall recreation brochure has been contracted out to
Shorko Advertising, Inc., a local advertising and production company.
Staff is looking forward to an increase in quality and more time for pro-
gram development as a result of this change.
Youth and Adult'Sports
Registration for summer adult softball has been completed with all avail-
able leagues filled to capacity. Classification games will be completed
during May with league play beginning in June. Summer adult basketball
leagues are also filling quickly with only five spots remaining.
Registration for girl -'s softball is also underway. Practices are already
being held after school for the girls. This year uniforms will be dis-
tributed through "Treds N Threads" and will feature a cap and t -shirt for
$1 more than last season's jersey.
Sailing and'Aguatics
• Preparations for the summer program are nearly completed. A special summer
Aquatic Activity brochure is being printed and will be distributed shortly.

• Participation in the sailing program is up nearly 20 percent compared
to last year. We hope to carry this increase over to the summer session.
Final staff recruitment will be completed this month with in- service
training occurring in June for both programs.
Sports Camps
Negotiations with the Newport -Mesa Unified School District have been
completed and high school sports camps will again be offered by Costa
Mesa and Newport Beach. Fliers have been printed and distributed to the
high school coaches. Sign -ups will begin soon with camps beginning June 15.
Special Note: The Community Youth Center will be closed June 2 - June 5
for floor resurfacing.

4. Put in new irrigation and replanted Balboa Island Bridge approach.

• 1. Trimmed 430 trees
2. Removed 16 trees
3. Completed 7 work orders
The following areas are being trimmed this month:
1. 4th Avenue north of Pacific Coast Hwy.
2. Eastbluff
3. Westcliff
4. Corona del Mar
This month the Parks,and Tree crews jointly planted 76 trees on Jamboree Rd.
