PROCEDURAL'MATTERS: Item' #1 The meeting of the Parks, Beaches and Recreation Commission was called to order at 7 P.M. 'Item' #3 Motion was made to approve the minutes of the June 2, 1981 meeting. Item' #4 The agenda was adopted as presented. 'II.' :ITEMS'FOR:ACTION: Item' #5 Chairman Schwarz talked briefly about Commissioner Winburn's past four years on the Commission, thanking her on behalf of the Commission for a job well done. Commissioner Winburn expressed her thanks to the Commission. Roger Morin took his seat on the dais and told a'little about himself. He lives in West Newport and has been living in Newport Beach for the past 21 years and he is an' instructor at Goldenwest College. 'Item' #6 Motion x Motion was made to nominate Commissioner Ammerman as Second x Chairman. All aye Chairman Ammerman presented to Ken Schwarz, the PB & R Chairman plaque for his service as Chairman of the Parks, Beaches and Recreation Commission. Chairman Ammerman then Motion x opened nominations for Vice Chair; Bruce Stuart was Se• d x nominated. Al') dyes The Commissioners took their new seats. Item ill Ron Whitley stated that the request to remove the tree on 4th Street at 701 Carnation has been routinely denied by staff in accordance with Council Policy I -9, in the past. Policy I -9 states that unless a tree is unhealthy, staff cannot remove that tree. The policy was adopted to retain City trees. Mr. & Mrs. Longacre were present to speak to the Commission. 'Mr. Longacre stated that since he purchases the property nine years ago he has had nothing but problems with-the tree. This tree is one of three on the parkway adjacent to his propoerty. He is the only one in his neighborhood to have three trees in such a close proximity. Mr. Longacre would like to keep the other two trees, which are 90' apart, and just remove the.one. The tree is scarred by cars parking there even though the curb is painted red. Jack Brodks and ataff.:became aware of the problem only three to four months,ago and stated it is a healthy tree. Motion was made that we sustain the staff decision to the street tree on 4th Street in Corona del Mar. Item, #8 Ron Whitley stated that we have been discussing the propos park at the Ford Aeronutronic site for some time. We have reviewed several alternatives; one being, to eliminate the park site and accept in lieu fees. Motion was made to accept the J.M. Peters Company's recommendation in concept for accepting in lieu fees for the park site. Motion carried. Motion was made that we recommend to the appropriate agency to consider the current appraised fair market value of the property with respect to the in lieu fee amount. Item'N9 City Council formed an Ad Hoc Committee to address and answer some questions with regard to the development of the Theatre Arts Center. 'The committee has met for the last two months and formulated a report which was presented to the Council. The Council' referred this back to the PB & R Commission for comments and discussion. Patti -Gene Sampson, President of the Friends of the Theatre Arts Center, took the podium and stated that they needed some breathing time to understand and become clear on what the Ad Hoc Committee is recom- mending to City Council. Patti -Gene got her answers and supports the Ad Hoc Committee's recommendations to Council. A resident of Newport Beach, who lives in the vicinity of the Theatre Arts Center, took the podium and presented some problems. Ohe problem is the parking in the area and' the new sign being too bright. Motion x Motion was made that we authorize an architects study to be Second x .completed that would provide the cost estimates for re- All ayes modeling the existing Theatre Arts building. They will not just go in and look at one degree of remodeling, but give us many cost estimates with perimeters showing various degrees of rennovation, what we can get for our money. Motion x Motion was made to accept the proposed Council Policy I -18, Second x for community theatre. All ayes Itdm #10 Barbecues and,Braziers Ron Whitley stated that over the years there have been designated area.for barbecues and braziers on the beaches. Balboa Pier and Corona del Mar State Beach are the only two areas where the pits remain. Ken Jacobsen, Marine Chief stated that the number of barbecue pits have decreased significantly due to. problems existing, such as: stealing fuel, fences, private wood piles, construction material, anything combustible. Motion x Motion was made that we endorse the plan as suggested by the Second x Marine Department: Ayes x x x x No's x 1. Only charcoal fuel would be allowed (no open wood fire). 2. Require that the barbecue /brazier be elevated from t the sand to keep the sand from 'becoming overheated, which would cause burns when the brazier is removed. 3. As a result of that request the commission will review the policy again. Item 1117 Futu Tour The park tour will be pursued again. This time plan to 'Coun visit the important sites in the morning, have lunch, and Comm visit the not-as important sites in the afternoon, whereby some of the commissioners or councilmen and women can leave. Capital project sites should be included on tour. This tour Is scheduled'for September 12, IV: INFORMATIONAL'REPORTS: Item'1118 Recr Di vi x Motion was made to. accept the recommendation for the wine appreciation class., A site will,be secured prior 'to City Council meeting. ABC regulations will be enforced by the restaurant. Any new program,;such as this,,must also be approved by City Council. V: SPECIAL, URGENT; :OP.:L'AST'MINUTE'ITEMS: Item'1120 Frie OASI In accordance with Policy I -17, Friends of Oasis shall provide evidence of adequate insurance coverage as deter- mined by the City's Insurance Administrator. A compre- hensive insurance program was worked out and the Friends are now requesting that the cost of that insurance ($4,800) be shared by the City. We will request the City Council to provide a budget amendment for $2,400, if the commission so desires. Motion was -made that we pay half the insurance cost as in x the proposal. x ' x VIII.
