I. PROCEDURAL MATTERS:
Item #1
The meeting of the Parks, Beaches and Recreation Commission
was called to order at 7 P.M.
Item #3
Motion was made to approve the minutes of the July 4, 1981
meeting with the following correction: Commissioner Stuart
stated that in Item #8, both Commissioners Cole and Stuart
abstained from the motion.

The agenda was adopted as presented.
II. ITEMS FOR ACTION:
Item #5
Chairman Ammerman thanked Dr. Schwarz for his contributions
to the Commission. Dr.. Sch6iarz.expressed his appreciation
to everyone in attendance and wished the Commission the
best in the coming year. Chairman Ammerman seated Rae
Cohen. Commissioner Cohen stated that she has been a
resident of Newport Beach for 17 years. She is a music
teacher and is active in the Newport Theatre Arts Center,
She is-also the P'resident-of .the'PTA at Newport Harbor High
School. Chairman Ammerman then introduced Robert Hopkins.
Commissioner Hopkins stated that he has been a resident
since 1968 and has been practicing law in Newport Beach
for three years.
Item #6
Ron Whitley recommends that the existing City 'Council
Policies, I -1, Bay Street End Plantings; I -12, Ocean Front
Street End Improvements; and I -15, Ocean Front Alley
Improvements be combined into a new policy, L -1-0, Improve-
ments in Public Ways Ending-at Ocean front or Bay Front.

The original intent of the beautification concept is re-
tained and the only changes being proposed are to have the
new policy be administered by the Public Works Department.

Ron Whitley stated•that Newport Beach is eligible for

$141,000 from the 1980 Park Bond Act. The Commission in
the past agreed to apply that amount to the San Miguel Park.

Bicycle Part
A few - months ago a request from the Bicycle Trails Commit-
ing Area Pr(

West Jetty.
Jetty Park. At that point the Parks, Beaches and Recre -••"
ation Department notified the Peninsula Point Association
that the Commission would be considering the placement of
a bike rack at that location. Peninsula Point Association
objected to the location. The action was to refer this
item back to the association for a specific location.
Willard Courtney.took the podium.: He stated that he
served on the Bicycle Trails Committee for four years. He
stated that the association selected a site further out
where the people can keep their eye on their:bikes.
The only place right now where they can look up and see
their bikes "is at the trees. He feels the site the associ-
ation selected is not acceptable. Their number-one choice
is near the street end barricade. Their number two choice
is on the side of the street near the Gillette house.

III. ITEMS FOR DISCUSSION:_
Item #9
Ron Whitley stated that this Commission should involve
themselves in the planning process of the General Plan,
that it is consistent with our needs in future direction
in park development. Pat Temple, from the Planning Depart-
ment, was present and stated that the General Plan consists
of nine elements, one being the Open Space and Recreation
Element. It was recommended by the Planning Department
staff that the Commission review the Open Space and
Recreation Element of the General Plan. In the past two
to three years parks have become a major issue. The
Planning staff has done a complete review of this document.
Strong-recommendations are not needed right now. What
they need are recommended alternatives by September 1.
Chairman Ammerman stated that the Commission should -farm
a committee to review the Open Space and 'Recreation Element
of the General Plan and to report back to the Commission
by September 1. Commissioners Cole, Stuart, and'Chairman
Ammerman will be on the committee, along with Ron Whitley.

Ron Whitley stated that as a result of the committee
appointments;Chairman Ammerman and Ron will meet and dis-
cuss what was talked about so far. Ron Whitley stated the
three committees wil "1 be shared with staff. Ron - beaches,
Jeff - recreation, and Jack - parks, to benefit the Com-
mission.
Recreation - Commi•ssioner Stuart - sports complex should

Beaches - Commissioner Morin - he would like to solicit
input to include communication from the yearly residents
at the beach.
Parks - Commissioner Cole - no revisions.
Commissioner Cohen is appointed as the Parks, Beaches and
Recreation liaison-to the Friends of-the Newport Theatre
Arts Center.

Awards
