Pat Temple, Planning Michele Alberta, Secretary Item #1 The meeting of the Parks, Beaches-and Recreation Commission Call to was called to order at 7 P.M. Order Item #3 Motion was made to approve the minutes of the July 4, 1981 Approval' of meeting with the following correction: Commissioner Stuart Minutes stated that in Item #8, both Commissioners Cole and Stuart abstained from the motion. Item #4 The agenda was adopted as presented. Adoption of Agenda II. ITEMS FOR ACTION: Item #5 Seating of New Com- Chairman Ammerman thanked Dr. Schwarz for his contributions missioners to the Commission. Dr-.,v Schftrz,,expressed his appreciation to everyone in attendance and wished the Commission the best in the coming year. Chairman Ammerman seated Rae Cohen. Commissioner Cohen stated that she has been a resident of Newport Beach for 17 years. She is a music teacher and�is active in the Newport Theatre Arts Center. She is- also-the President-of the-'P-TA at-Newport Harbor High School'. Chairman Ammerman then introduced Robert Hopkins. Commissioner Hopkins stated that he has been a resident since 1968 and'has been practicing law in Newport'Beach for three years. Item #6 Council Pol- Ron Whitley recommends that the existing City Council icy I -12 Policies, I -T, Bay Street End Plantings; I -12, Ocean Front Review and Street End Improvements; and I -15, Ocean Front Alley Recommend Improvements be combined into a new policy, L -10, Improve- ments in Public Wa.vs Endina•at Ocean Front'or Bav Front. 1. After several changes in the hew L -10 policy, motion was made to replace the prior three policies with the new L -10 policy to go to City Council. Unanimous. Motion was made to recommend to City Council that they have the Public Works Department determine those locations not in compliance with the proposed policy L -10 and implement corrective measures for those locations. Unanimous. Item #7 Ron Whitley stated that Newport Beach is eligible for $141,000 from the 1986 Park Bond Act. The Commission in the past agreed to apply that amount to the San Miguel Park Motion was made to recommend to City Council that they adopt a resolution authorizing the application for funds, x available through the 1980 State Park Bond program, for San Miguel Park. Unanimous. Item #8 A few months ago a request from the Bicycle Trails Commit, tee was received to recommend a bicycle rack area at West Jetty Park. At that point the Parks, Beaches and Recre =tif, ation Department notified the Peninsula Point Association that the Commission would be considering the placement of a bike rack at that location. Peninsula Point Association objected to the location. The action was to refer this item back to the association for a specific location. Willard Courtney,took,the podium:: He stated that he served on the Bicycle Trails Committee for four years. He stated that the association selected a site further out where the people can keep their eye on their.;,bikes. '- The only place right now where they 'can look up and see their bikes is at the trees. He feels the site the associ- ation selected is not acceptable. Their numbers,one choice is near the street end barricade. Their number two choice is on the side of the street near the Gillette house. J x Motion was made to recommend the placement of the bicycle racks at the end of the Peninsula, at the street end. x, Unanimous. 2. $980cPark Bond Proposal Bicycle Park- ing Area Pro- posed for West Jetty. ITEMS FOR DISCUSSION: Item #9 Ron Whitley stated that this Commission should involve themselves in the planning process of the General Plan, that it is consistent with our needs in future direction in park development. Pat Temple, from the Planning Depart- ment, was present and stated that the General Plan consists of nine elements, one being the Open Space and Recreation Element. It was recommended by-the Planning Department staff that the Commission review the Open Space and Recreation Element of the General Plan. In the past two to =three years parks have become a major issue. The Planning staff has done a complete review of this document. Strong recommendations are not needed right now. What they need are recommended alternatives by September 1. Chairman Ammerman stated that the Commission should form a committee to review the Open Space and-Recreation-)Element of the General Plan and to report back to the Commission by September 1. Commissioners Cole, Stuart, and,'.Chairman Ammerman will be on the committee, along with Ron Whitley. Item #10 Ron Whitley stated that as a result of the committee appointments,Chairman Ammerman and Ron will meet and dis- cuss what was talked about so far. Ron Whitley stated the three committees will be shared with staff. Ron - beaches, Jeff - recreation, and Jack - parks, to benefit the Com- mission. Recreation - C6mni:ssioner Stuart - sports complex shoulid be pursued. Beaches - Commissioner Morin - he would like to solicit input to include communication from the yearly residents at the beach. Parks - Commissioner Cole - no revisions. Commissioner Cohen is appointed as the Parks, Beaches and Recreation liais6n,,to the Friends of the Newport Theatre Arts Center. 3. Open Space and Recre= ation Ele- ment of the General Plan Commission Committee Review Commissioners 7J Motion Second Ayes •1 CITY OF NEWPORT BEACH Parks Beaches & Recreation Commission KI August 4, 1981 City Council C- .hambers. 7pm Item #11 Ron Whitley and Commissioner Morin will work together on goals and objectives in written form. Item #12 The purpose of the tour is to acquaint new commissioners with the Parks, Beaches and Recreation facilities. It in-11 be a morning tour with lunch being optional. Afternoon discussion is optional also. Chairman Ammerman suggested to make City Council aware of this tour. It will start at 9 AX and end at 12 noon. The itinerary will be made by-September 1, and given to City Council. Ron Whitley stated that he would be glad to give an individual tour to acquaint the commissioners with the sites. IV. INFORMATIONAL REPORTS: Item #13 The wine tasting class was denied by City Council. V. SPECIAL, URGENT, OR LAST - MINUTE ITEMS: Item #15 The 75th Anniversary Committee was sent a communication requesting co- sponsorship of a surfing contest. Interest was expressed to make this an annual event. What staff will be doing with the Commission's approval is critica -Fly evaluating the impact of the program in September. We will report back to City Council that the Commission has reviewed the contest. The dates of the contest are September 19 and 20, and if the surf condition is poor, September 26 and'27. Mr. Whitley stated that we recommend this Commission and Department to look into continuing the surf program. Motion was made to recommend that this Department co.- sponsi a yearly surfing competition in the City of Newport Beach. Motion carries. 4. He would like staff to develop some ideas for adult recognition awards. VI. ADJOURNMENT: There being no further business, the Parks, Beaches and Recreation Commission adjourned. 5. • C� • CITY -OF NEWPORT BEACH PARK$, BEACHES AND RECREATION COMMISSION August 25, 1981 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Parks, Beaches and.Recreation Director SUBJECT: RIVERSIDE SCOUT HOUSE RECOMMENDATION: Request the City Council to approve a budget amendment of $8,000 to accommodate the removal of the Riverside Avenue Scout House and construction-of a tot playground at the vacated location. DISCUSSION: The Riverside Scout House is an old building located within Cliff Drive Park on Riverside Avenue north of the Post Office. Back in the old days it was used exclusively by scouts as a meeting place. Approximately six years,ago•it was unused and converted to a ceramics facility for a portion of our cultural programming'. This use also fell by the wayside as the Community College provided a free ceramics program that was difficult to compete with'on a serf- supporting basis. Most recently, the building has been a storage area for the Friends of the Theatre Arts Center for stage props and costumes. The building is small, old, and not up to building code standards. As an eyesore and•a facility that has not been viable for a number of reasons, i.e. lack of parking, limited size, Mayor protem Hart requested that the Department analyze the situation and make appropriate recommendations for the site. Staff has determined that the best thing to do would be to demolish the existing building and build a small tot Tot for community use. WHITEFY, PARKS, BEACHES & RECREATION DIRECTOR FROM: Recreation Superintendent SUBJECT: ADULT RECOGNITION AWARD PROGRAM the P.B. & R. Commission suggested the development of an adult recognition awards program at it's August 4, 1981 meeting. As you suggested this idea was discussed at the recreation division staff meeting. The staff of the recreation division felt that the program could be best developed if it were not limited to volunteers. Contract employees, part -time employees, participants as well as volunteers should be eligible for recognition awards. Many times volunteers are given recognition by the group they work with (Friends of OASIS, Freiends of the Theatre Art Center, etc.). In order to avoid'any potential duplication. the criteria for award receipents should be carefully planned. . Rather than give the awards on a regular basis (every,quarter) staff recommends that nominations could be made each quarter, but awards are not required to be given each quarter. If worthy and deserving individuals are nominated, awards would be presented at the following commission meeting. CRITERIA FOR SELECTION 1. Must be a resident in the City of Newport Beach or be employed in the City of Newport Beach. 2. Must be employed in, participating in or volunteering in P.B. & R. programs for one quarter. 3. Should demonstrate significant contributions to the city, depart- ment or program. 4. Should demonstrate good sportsmanship, dedication and involvement in P.B. & R. programs. The staff shared the commissions view that the adult recognition pro- gram would be valuable. Their only concerns were that it did not become a competition and that the awards did not have to be given every quarter. They felt that many deserving employees of the depart- ment should be'given recognition for their outstanding performance • beyond the normal: requirement of the jobs. The exact type of award or recognition was not discussed. This could easily be finalized in a few weeks along with the commissions sugges- tion for nomination and selection. CITY OF NEWPORT BEACH PARKS, BEACHES AND RECREATION COMMISSION August 25, 1981 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Parks, Beaches and Recreation Director SUBJECT: REVIEW OF OPEN SPACE AND RECREATION ELEMENT OF THE GENERAL PLAN. In addition to the obvious housekeeping changes, updates, and corrections to the Open Space and Recreation,Element of the General Plan, the Commis- sion committee and staff have developed -a number of policy statements desired to be included in the amendment process. The policy statements are: 1. The future residential development in West Newport should occur with all park dedication requirements�to be pursued at one location. This will enable a community park of significant size to be developed, probably phased, that will meet the need of a deficient area. It also will decrease maintenance costs • as data is available that indicates smaller parksites are more costly due to travel time, etc. 2. The highest priority from a need standpoint is the develop- ment of a recreation complex that has adequate parking and the capability of providing four night lighted multi- purpose athletic fields. With this in mind, a location somewhere in the north Newport area is felt to be best. Every, effort should be made to identify the location and provide future park credits, purchase or other means to implement this most needed facility. 3. Somewhere in the plan a maintenance impact statement should be made. With limited fiscal resources our ability to properly maintain facilities is critical. If new parks and open space areas are acquired, maintenance dollars must be provided to protect the acquisition and development investment. 4. A distinct set of definitions should be provided for open space to clarify its priority and justify or eliminate open space to be used to satisfy the park dedication ordinance. The Mayor will be out of the country, its just prior to the 75th Anniversary events, etc., It, therefore, is being suggested that the tour be scheduled for November 7, 1981. This is a weekend prior to a Council meeting and it is felt that the council members would be likely to be in town on this weekend. We also should discuss at our meeting, specific locations for viewing and a firm time schedule. • V� t Ronald A. Whitley RAW: ma • �8 RECREATION DIVISION • PROGRESS REPORT SEPTEMBER 1981 • Fall Session: Special Activity Classes, Sailing and Tennis Registration for fall classes has begun. Classes will start the week of September 14. The brochure was printed and distributed by Shorko Advertising, Inc. at a substantially reduced cost to the City. When Newport Beach Public Information, Inc. receives its non - profit bulk mail permit this will allow the brochure to be produced and mailed at no cost to the City. So far reactions have been favorable to the new concept brochure. The sailing program is anticipating an active fall session. Saturday and Sunday classes will be available as well as Tuesday afternoon sabot courses. Some changes in the sailing club will be made for the fall including limited numbers of members (25 maximum); a sailing club attendant :to check boats in and out (provided by Hbbie Newport), and closer supervision. The tennis program has added a pee wee program which will provide special instruction for 6 -8 year old beginners. This program will offer a chance for an early start for some of our future tennis stars. Youth and Adult Sports Summer softball and basketball leagues have completed their playoffs. This summer's program ran very smoothly except for the usual problems with officials and field maintenance. The men's "A" and Novice Beach Volleyball Tournaments held at the Balboa Pier August 7 and 8, and August 14 and 15, were very successful_: A total of 150 teams entered for one of our biggest tournaments ever. The King of Newport Beach Softball Tournament was held at Corona del Mar High School August 21 and 22. Both major and minor divisions were represented by eight teams. Preparation is underway for the boy's flag football program. The season is scheduled to begin September 14, 1981. The girl's softball program had its playoffs with Costa Mesa, the 3rd and 4th grade team;won i-ts game, the 5th and 6th grade team lost in the last inning. Senior Citizens Discussions are still taking place regarding the proposed land exchange with the Irvine Company. The Irvine Company's latest proposal has added 100' behind the present driveway in addition to the land by the north wing. Plans for the patio have been completed and upon final approval will be sent out to bid. Landscaping and'sprinkler work•will be starting soon. Page 2 • Special Projects -_ The tennis courts at Mariners Park and the Community Youth Center will be resurfaced before the fall session begins. San Joaquin Hills is scheduled for the break between the fall and winter sessions. The 75th Anniversary events are well underway. Entry forms, fliers, and news releases have been prepared and distributed for each event. So far the response has been'slow. With local media coverings in September our sign -ups should increase tremendously. Don't forget to sign up early for your -event or fall class. < 3r & t I Jeffrey C. Paint and install 20 volleyball posts for tournament. 2. Plant 39- fifteen gallon trees on Jamboree Road. 3. Trim Pine trees, remove Acacias and Peppers at Cliff Drive Park. 4. Install asphalt pads for park benches and resurface walks at Galaxy View Park. 5. Trim shrubs back from sidewalk on West Pacific Coast Highway. 6. Remove volleyball court at 52nd Street (too close to house). 7. Install jute, ground cover and posts at Groves bike path. 8. Renovate, fertilize and overseed Peninsula Park. The tree crew performed the following work during the month of August: 1, trimmed,457 trees 2, planted 64 trees 3, removed 6 trees 4. completed 25 work requests The crews are wokring in, the following areas: 1.
