PROCEDURAL MATTERS: Item N1 The meeting of the Parks, Beaches and Recreation Commission Call to was called to order at 7 P.M. Order Item N3 x Motion was made to approve the minutes of the September 1, Approval of x 1981 meeting. Minutes x .x x x x x Item 44 The agenda was adopted as presented. Adoption of Agenda II. ITEMS FOR ACTION: Item 115 Approval of After reviewing the list of recommended individuals for Recognition Award Nom - the recognition awards it was felt that Bill Banning and inees Jim Felton and all 75th Anniversary related people will receive special recognition awards' at a later date. The only addition to the list is Dick Beeson, a landscape architect, associated with Rob Hixson. x Motion was made that we recognize the following individuals x for special recognition awards: x x x x x x' 1. Dick Beeson, John Konwiser, and Robert Hixson, Jr. - for their leadership in the effort to obtain private funding of the Jamboree Road median project. 2. Tim Newman - Newport Beach Police Officer, for service to the Litter Control Citizens Advisory Committee. S. Bob Conrad - Youth Center Recreation Leader,.'for service to the Children's Theatre program and for his driving efforts behind the recent productions of the Sound of Music and The Music Man. Sally Stanton - Special Activities Instructor, for dedication to the ideal of physical fitness through her dance and exercise classes. 5. William D. Schock and W. D. Schock Co. - for providing five fully rigged Sabots on a yearly basis for use in the sailing instruction program 6. Newport - Balboa Rotary Club - co- sponsor of the annual City track meet, for providing the financial support and organizational manpower for the meet. 7. Mariners Community Association - for the dedication and efforts of its members in support of the annual Fourth of July bike parade and celebration at Mariners Park. Ron Whitley additionally stated that he hopes this program will last for a long time. Chairman Ammerman suggested a certificate be given to the award recipients. Ron suggested to allow staff to come up with a presentation product that will' last a long time, maybe in the form of a plaque. Recognition letters will go out in a day or two notifying them that they are recipients of the special recognition awards and to be at the next Commission meeting, Newspapers will -be contacted. Item H6 Development Ron Whitley stated that with Commission and City Council of San Migue Park approval, the Department -has recently applied for 1980 Park funds of $250,000 to accommodate the proposed develop- ment of San Miguel Park in fiscal year 1982 -83. Additional funds are available to us under the Roberti.Z'berg Urban Open Space and Recreation Program. San Miguel Park has been long on the waiting list for development and this is a very appropriate, worthwhile application of funds that are available. We are seeking authorization to apply for the application of these funds. 40tion 'x Motion was made to request the City Council to adopt a >econd x resolution authorizing the application of funds available ayes x x x x x x through the Roberti Z'berg Urban-Open Space and Recreation Program. -2- t i f I I CITY OF NEWPORT BEACH Commissioners Parks_ Beaches & Recreation: Commission \ \iPIN-K ff City Councii C.ha.mbers. 7pm 1= Item 117 Approval of Ron Whitley stated that Bruce Stuart, Jeff Kolin, and he Park Tour met and established the itinerary for the park tour. It highlights the Oasis Center, future park sites, and trips to facilities in surrounding communities. Also, a look at the Banning Ranch is planned. The tour touches what some of PB & R's future objectives are. Also, the tour will try to establish relaitons with members of the City Council Commissioner Hopkins will be absent from the tour. III. ITEMS FOR DISCUSSION: Item $8 Ficus Nitid Ron Whitley stated that a detailed report was given to the Trees on thi Balboa Commission on the tree situation in Newport Beach. We Peninsula are confronted daily with the issue of what is right for the City. Public problems and law suits have created a situation for us that is. almost unmanageable. The City has a council policy on tree retention in an effort to make everyone happy. Our position now is that we have to approach the problems as they come up'. We are now pro- viding specifications for street trees that we will use in future years. Several residents of the Balboa Peninsula area were present to state their views on the Ficus Nitida tree situation. Ron Whitley suggested that the best thing to do would be to attend a future meeting of the Peninsula Point Associ- ation and asked the President, who was in attendance at the Commission meeting, to place him on their agenda so that he may explain the Parks, Beaches and 'Recreation Department's program. Chairman Ammerman would also like to be in attendance at that meeting. Jack Brooks stated that the most critical time for a tree is when it is first planted. It i's the property owner's responsibility to fertilize and water the trees. .Watering heavily but less frequently encourages deeper roots, except for the Ficus tree. They are known for shallow roots even if properly maintained. Unfortunately, the Parks Division has never had the staff to routinely prune the trees when they are young, which helps encourage deep roots. -3- CITY OF NEWPORT BEACH Commissioners Parks Beaches & Recreation Commission UIIY VUUnc II VJIA Illu ars. / kill Index Item H9 Recreation The Commission and staff, for the last four or five months, and Open Space Ele- have spent a considerable amount of time reviewing the ment of the Recr-eation and Open Space Element of the General Plan. We General Plar are approaching a situation where vie can refine the General Plan so that it becomes a planning tool. We indicated what it will, cost to maintain small and large facilities and that larger facilities are needed in the community. The Planning Department took that concept and a request to review the Recreation and Open Space Element to the Council Budget Committee. The Council Budget Committee suggested that we delay that review until next year. Delaying:•the review will have no direct impact on the Banning develop- ment. The Planning Department is aware of the need for larger parks and our concern for maintenance efficient facilities with flat usable areas. Item #10 Verbal Re- Chdirman Ammerman thanked Commissioner Morin for his port on the 75th An- significant contributions to the events of the 75th An- niversary. Ron Whitley stated that we got through the niversar ary events and It was tough._ Staff did a great job in coord- inating the events and everything came off successfully. An evaluation and detailed report on the events will be available.to the Commission in the future. Some of the events will become annual..' IV. INFORMATIONAL REPORTS: Item Ill Recreation Jeff Kol•in Stated that at the same time the normal fall Division program was starting the 75th Anniversary events were being coordinated. He stated that the recreation staff did a superb job in coordinating the events. Bob. Conrad, who will be getting a special recognition award, just put together the Music Man and did a great job. Yte are proud of the extra effort he has,put into the program. The majority of the programs are still on the upswing even though some are having smaller enrollments, such as tennis. -4- Commissioners a CITY OF NEWPORT BEACH Parks Beaches & Recreation Commission- City Council C- ha:mbers 7pm V SPECIAL URGENT, OR LAST - MINUTE ITEMS: Item #13 Review of In October of every year the I series of the Council Council policies are reviewed. Ron's ideas and recommendations Policies are: I -1, I- 12,,and I -15 Combined in the L series (Public Works) I -5 Recommend that vie get some data and change the policy that outside users have a fee increase so that we can contract clean up services. The fee would be con- sistent with fee of clean up service for work done. The remaining policies would stay the same. Chairman Ammerman stated that he would like to have a list of goals and objectives for the Commission. VI..
