PROCEDURAL MATTERS: Item #1 The meeting of the Parks, Beaches and Recreation Commission Call to was called to order at 7 P.M. ITEMS FOR ACTION: Item #5 After reviewing the list of recommended individuals for the recognition awards it was felt that Bill Banning and Jim Felton and all 75th Anniversary related people will receive special recognition awards at a later date. The only addition to the list is Dick Beeson, a landscape architect, associated with Rob Hixson. x Motion was made that we recognize the following individuals x for special recognition awards: x x x x x x 1. Dick Beeson, -John Konwiser, and Robert Hixson, Jr. - for their leadership in the effort to obtain private funding of the Jamboree Road median project. 2. Tim Newman - Newport Beach Police Officer, for service to the Litter Control Citizens Advisory Committee. • 3. Bob Conrad - Youth Center Recreation Leader,'for - service to the Children's Theatre program and for his driving efforts behind the recent productions of the Sound of Music and The Music Man. William D. Schock and W. D. Schock Co. - for providing five fully rigged Sabots on a yearly .basis for use in the sailing instruction program 6. Newport- Balboa Rotary Club - co- sponsor of the annual City track meet, for providing the financial support and organizational manpower for the meet. T. Mariners Community Association - for the dedication and efforts of its members in support of the annual Fourth of July bike parade and celebration at Mariners Park. Ron Whitley additionally stated that he hopes this program will last for a long time.. Chairman Ammerman suggested a certificate be given to the award recipients. Ron suggested to allow staff to come up with a presentation product that will last a long time, maybe in the form of a plaque. Recognition letters will go out in a day or two notifying them that they are recipients of the special recognition awards and to be at the'next Commission meetin Newspapers will be contacted. Item #6 Ron Whitley stated that with Commission and City Council approval, the Department has recently applied for 1980 Park funds of $250,000 to accommodate the ,proposed develop- ment of San Miguel Park in fiscal year 1982 -83. Additional funds are available to us under the Roberti - Z'berg Urban Open Space and Recreation Program. San Miguel Park has been long on the waiting list for development And this is a very appropriate, worthwhile application of funds that are available. We are seeking authorization to apply for the application of these funds. Motion was made to request the City Council to adopt a resolution authorizing the application of funds available through the Roberti Z'berg Urban Open Space and Recreation Program. i WAE Development of San Miguel Park Commissioners Parks s��F ti ti s CITY OF NEWPORT BEACH Beaches & Recreation Commission City Council Chambers. 7pm Index Item #7 Approval of Ron Whitley stated that Bruce Stuart, Jeff Kolin, and he Park Tour met and established the itinerary for the park tour. It highlights the Oasis Center, future park sites, and trips to facilities in surrounding•communities. Also, a look at the Banning,Ranch is planned. The tour touches what some of PB & R's future objectives are. Also, the tour will try to establish rela.itons with members of the City Council Commissioner iiopkins:will'be absent from the tour. III. ITEMS FOR DISCUSSION: Item #8 Ficus Nitida Ron Whitley stated that a detailed report was given to the Trees on the Balboa Commission on the tree situation in Newport Beach. We . Peninsula • are confronted daily with the issue of what is right for the City. Public problems and lawsuits have created a situation for us that is almost unmanageable. The City has a council policy on tree retention in an effort to make everyone happy. Our position now is that we have to approach the problems as they come up. We are now pro =-' viding specifications for street trees that we will use. -in future years. Several residents of the Balboa Peninsula area were present to state their views on the Ficus Nitida tree situation. Ron Whitley suggested that the best thing to do would be to attend a future meeting of the Peninsula Point Associ- ation and asked the President, who was in attendance at the Commission meeting, to place him on their agenda so that he may explain the Parks, Beaches and Recreation' - Department's program. Chairman Ammerman would also like to be in attendance at that-meeting. Jack Brooks stated that the most critical time for a tree is when it is first planted. It is the property owner's responsibility to fertilize and water the trees. Watering heavily•but less frequently encourages deeper roots, except for the Ficus tree. They are known for shallow roots even if properly maintained. Unfortunately, the Parks Division has never had the staff to routinely prune • the trees when they are young, which helps encourage deep-- roots. -3- CITY OF NEWPORT BEACH Commissioners Parks Beaches & Recreation Commission City Council Chambers. 7pm Index Item #9 Recreation The Commission and staff, for the last four or five months, and Open have spent a considerable amount of time reviewing the Space Elegy ment of the Recreation and Open Space Element of the General Plan. We General Plan are approaching a situation where we can refine the General 'Plan so that it becomes a planning tool. We indicated what it will cost to maintain small and large facilities and that "larger facilities are needed in the community. The Planning Department took that concept and a request to review the Recreation and Open Space Element to the Council Budget Committee. The Council Budget Committee suggested that we delay that review until next year. DelayfngAhe review will have no direct impact on the Banning develop- ment. The Planning Department is aware of the need for larger parks and our concerh, for maintenance efficient facilities with flat usable areas. • Item #10 Verbal Re= Chairman Ammerman thanked Commissioner Morin for his port on the 75th An- significant contributions to the events of the 75th An- niversary. Ron Whitley stated that we got through the niversary events and it was tough. Staff did a great job in coord- inating the events and everything came off successfully. An evaluation and detailed report on the events will be available -to the Commission in the future. Some of the events will become annual. . IV. INFORMATIONAL REPORTS: Item #11 Recreation Jeff Kolin Stated that at the same time the normal fall Division program was starting,the 75th Anniversary events were being coordinated. He stated that the recreation staff did a superb job in coordinating the events. Bob Conrad, who will be getting a special recognition award, just put together the Music Man and did a great job. We are proud of the extra effort he has put into the program. The majority of the programs are still on the upswing even though some are having smaller enrollments, such as tennis. - 4 - III CITY OF NEWPORT BEACH Commissioners Parks Beaches & Recreation %_40A 9.1, City Council Chambers. Ron's ideas and recommendations are: I -1, I -12, and I -15 Combined in the L series (Public Works) I -5 Recommend that we get some data and change the policy that outside users have a fee increase so that we can contract clean up.servicds. The fee Would be con- sistent with fee of clean up service for work done. The remaining policies would stay the same. Chairman Ammerman stated that he would like to have a list of goals and objectives for the Commission. VI. A summary of related documentation and support material is provided to give you a feel and background for the current condition. I would think that the Commission on-the 3rd of November would familiarize themselves with the issue,.receive testimony from the applicant, testimony from the West Newport'-Legislative Alliance, Newport'Crest Homeowners Association, and'any other public input. And, from this procedure formulate a number -of questions that can be answered by staff at a future meeting. This process will comply with the timeframe as °requested by the City Council. Initiated by the City of Newport Beach. Amendment No. 1 to the Local Coastal Program Request to amend the Land Use Plan and the adoption of an Implementing Ordinance for the Newport Beach Local Coastal Program. Initiated by the City of Newport Beach. • Amendment No. 561 Request to establish a Planned Community Development Plan and Development Standards for the Banning- Newport Ranch Planned Community. Traffic Study Request to approve a Traffic Study for the Banning - Newport Ranch Planned Community. LOCATION: Property located northerly of West Coast Highway and approximately 360 feet westerly of Superior Avenue in the West Newport Area. ZONE: P -C (City of Newport Beach) R -4(0) and C -1(0) (County of Orange) APPLICANT: Beeco Ltd., and the Newport -Mesa Unified School District, Newport Beach. OWNERS: Beeco Ltd., and the Newport -Mesa Unified School District, Newport Beach. • TO: Parks, Beaches & Recreation Commission - 2. At the October 26, 1981 City Council meeting, the City Council requested that the 'staff work with the Parks, Beaches and Recreation Commission on park issues related to the "Banning- Newport Ranch" project. The City Council specifically requested that the Parks, Beaches and Recreation Commission provide recommendations to them on park needs in the West Newport Area related to the location of a park site, the size of a site and how to accomplish a park in the near future. Background The applicants (BEECO Ltd., and the Newport -Mesa Unified School District) have proposed several applications leading to the development of 75.5 gross acres in the City of Newport Beach and County of Orange in the West Newport Beach area. At the meeting of June 18, 1981, the Planning Commission voted to recommend approval of the proposed project. The City Council on July 14, 1981, set the project for public hearing on August 24, 1981. At the August 24, 1981, City Council meeting the public hearing was opened, but no testimony was taken, and the project was continued to September 28, 1981. At the September 28, 1981 City Council meeting the public hearing was continued to the meeting of October 14, 1981, after a presentation by the applicants and the West Newport • Legislative Alliance (WNLA). At the October 13, 1981 meeting the WNLA concluded their presentation, the applicants responded and the hearing was continued to the meeting of October 26, 1981. At the October 26, 1981 meeting, testimony was taken and the items were continued to December 14, 1981, with a request for additional information from the Parks, Beaches & Recreation Commission and staff. Existing and Planned Parks The closest existing and planned park facilities in the West Newport Area are indicated below and located on the Exhibit on the following page. The following parks exist near the planning area: Channel Place Park, Channel Place and 44th Street in West Newport; Thirty- Eighth Street Park, 38th Street and Balboa Blvd. in West Newport; and West Newport Park, 56th Street and Seashore Drive in West Newport. 0 TO: Parks, Beaches & Recreation Commission - 3. In the City of Newport Beach the following parks are planned in or near the study area: Three neighborhood parks and view parks are shown in the 500 -acre Banning area; West Newport Park requires additional funding to be improved fully. In the City of Costa Mesa the following park exists near the planning area: Costa Mesa Park at Park Avenue and 18th Street. According to the City of Costa Mesa General Plan, the following parks are planned in southwest Costa Mesa: Canyon City Park at the toe of the mesa between 19th and Victoria Streets; and Talbert Regional Park, along the Santa Ana River between 19th Street and Hamilton Avenue. Staff Analysis • The applicants have requested an amendment to the Recreation and Open Space Element to delete a portion of a View /Neighborhood Park Site that is shown on the area they have requested for Neighborhood Commercial development. If the park site is deleted, the applicant would be allowed to pay in -lieu park fees. The park Dedication Ordinance (Newport Beach Municipal Code Chapter 19.50) provides that at the time of approval of the tentative subdivision map the City Council shall determine the land to be dedicated, and /or fees to be paid by the subdivider. (The project would presently require the dedication of a 2.27 acre site). Based upon a perceived need for a neighborhood park site in the vicinity of this project. The Planning Commission recommended that the Recreation and Open Space Plan depict a Neighborhood Park site on the residential portion of the project. The existing General Plan requirement (based on the Park Dedication Ordinance) is 34.53 acres for Statistical Division A and 54.92 acres for unincorporated acres of Banning. The proposed General Plan Amendment as requested by the applicants will reduce the park requirement by 1.84 acres. As a portion of GPA 81 -2 the Planning Commission set a general review of the Recreation and Open Space Element for public hearing. The City Council did not fund this study and it is anticipated that it might be funded in the next fiscal year. The amendment might be heard in approximately late 1982. This review will be coordinated with the Planning and Parks, Beaches and Recreation Commisions. T0: Parks, Beaches and Recreation Commission - 4. • Possible park locations in the area are: 1) Caltrans West, 2) South of 15th Street within the residential portion of the Banning project, and north of 15th Street within the industrial /office portion of the Banning project. These various locations offer different potentialities for park usage. The Caltrans West parcel could be used as a view park or could be suitable as a neighborhood park providing low intensity recreational uses so long as it could be located to minimize the impact on adjacent residential uses. Night lighted recreational facilities are probably not appropriate on the Caltrans West site. The residential ,portion of the Banning project is suitable for a neighborhood park with some recreational facilities provided. This area is not suitable for a view park and probably not suitable for night - lighted recreational facilities. The industrial portion of the Banning project is suitable for high -use recreational facilities including night - lighted facilities. This area is not suitable for a view park or a small neighborhood park. Suggested Action It is suggested that the Commission discuss the proposed project, request such additional information for staff as you deem appropriate and continue this item to the meeting of December 1, 1981 for action. This property is currently designated in the Land Use Element: Recreation,and Environmental Open Space, and currently zoned: 0 - S.and weld like to insure permanent retention of that zoning. Several members of the West Newport Legislative Alliance have some creative ideas for acquiring this parcel without the expenditure of city.funds. The Staff of the Planning Department tells us CalTrans will not be coming in with their Environmental Impact Report until April or May of 1982. The next six months would provide an ideal period for such an Ad Hoc Committee to accomplish its purpose. The Commission has extended an invitation to the City Council to participate in this tour and analysis of recreational facilities. WHITLEY, PARKS, BEACHES AND RECREATION DIRECTOR FROM: Recreation Superintendent SUBJECT: EVALUATION OF 75TH ANNIVERSARY EVENTS In my earlier report the financial' aspects of each event were presented as well as the number, of'parti.cipants involved in a particular event. This report will summarize the evaluations of the Recreation Supervisors who worked on the special events and analyze the potential for making them successful, annual special events. Many of the events were first time efforts by our staff, consequently, problems and mistakes arose which will be avoided with more experience. This evaluation process will' help contribute to better events next year by pointing out strengths and weaknesses of this years effort. 75th Anniversary Tennis Tournament • This was a successful event which had 60-participants. Unlike our traditional recreation tournament, matches were held at local tennis clubs as well as at our City tennis courts. Special categories were created'to tie into the City's 75th Anniversary such as doubles for combined ages of 75 or older. The support received from the Marriott, Balboa Bay Club, and the Newport Beach Tennis Club was tremendous. They were very helpful in providing courts and assistance. Penn Sporting Goods supplied the tennis balls for all matches plus t- shirts and tennis bags for winners and runners -up in all events. Two local tennis shops made small donations which were used for special awards. The Department's recent experience with tennis tournaments has not been overly successful. The days of large turn outs for recreation tournaments seem to be something of the past. Local private tennis clubs offer a variety of.tournaments for intermediate to advanced players. The tourna- ments offered by our Department cater to the less skilled player who may be just beginning tournament play. It is the staff's recommendation that the Department continue to offer an annual tennis tournament on a self - supporting'basis. This tournament should offer all levels of competition and involve local tennis clubs and members. The 75th Anniversary started a facility sharing program which we hope to continue next year. Donations of equipment, supplies, and awards should be actively encouraged to help lower the costs of the tournament. A City championship concept may allow'us to attract open and • A caliber players as well as recreation caliber players. IUD Ronald A. Whitley • Page 2 October 19, 1981 This event would continue to be supervised by our tennis coordinator and would be offered in late summer or early fall on an annual basis. 7.5K Run This was a very, successful event, both in terms of the number of participants and the feedback received from participants. The race was held at Fashion Island on a Sunday morning at 8 A.M. The course wound around the Center and then finished at Center court -where the awards were distributed to the top five finishers in each category. Roy Fussell, our Race Director, was extremely helpful; he handled the preparation of the flier and t- shirts, marked the course, and timed the race. His experience was invaluable and helped make the event work that much more smoothly. Approximately 600 runners participated in this, the City's first distance race. 'The 7.5K distance seemed to interest some runners and disappoint others. In general, favorable comments on both the course and distance were received. Staff is recommending that this become an annual event held each year sometime between September and January. The distance would be changed to a more standard IOK race course. The Fashion Island location is an • excellent one from our viewpoint, although the Police Department prefers that we hold it somewhere else. The Fashion Island location is very visable and offers great potentials for sponsorship by local merchants. With the things we learned from this years race we are sure to have another successful event next year. We will know that we have to notify the Orange County Transit District to change the bus routes, and the Marriott-Hotel to change their employee parking, two of our last minute problems this year. Two goals we have for next year are to involve more volunteers and•to recruit a major sponsor for the overall race. The police explorers, local high school key clubs, and civic groups will be our major targets for volunteer help. PB & R staff will still handle the registration portion of the event. A major sponsor will help pay for the costs of fliers, t- shirts, and a race director. Local businesses will be contacted first, then outside companies such as Perrier, Jordache, etc. The IOK Run will act as a money maker for the Department in years to come. The first year's attendance of 600 should grow to nearly 1,000 next year! Surfing,Contest This event was one which worried us the.most before it started. As it • turned out it was nearly problem free and a tremendous success. Quicksilver, Inc. did a superb job of coordinating the event from start to finish. They Ronald A. Whitley Page 3 October 19, 1981 Were very conscientious about protecting the residents in the area. They made sure parking was not a problem and cleaned the beach after each day of the contest. Local residents seemed to support the contest and en- joyed the two day affair. Safety was our number one concern, both for participants and spectators. Meetings with the Police and Marine Departments helped us make sure we had thought of everything. The only problem we had was with bicycle parking. There were so many they blocked one of the street ends. The second day some extra signs made sure it was clear. The contest itself was blessed by mother nature with the best waves of the summer. The approximately 80 participants competed before nearly 2,000 spectators. Quicksilver, Inc. was very happy with the turnout and is insterested in holding a contest again next year. Staff feels that if the same effort is put in by Quicksilver, Inc., next year's contest will be a success again. Prior to announcing a second contest a meeting with the West Newport Association should.be held to get their input. At this time the contest was a success and enjoyed by both residents and visitors to the City of Newport Beach. • Golf Tournament The first ever City Championship Golf Tournament was held September 21, at the Irvine Coast Country Club. The tournament was very well received and enjoyed by all who participated. The Country Club was very helpful and assisted with the tournament scoring and organization. Next year's tournament is scheduled for Monday, October 4, 1982. This year's tournament included a.silk screened golf shirt, lunch, soft drinks and beer on the course, and a reception after the tournament. This was included in the $40 entry fee. Two perpetual trophies mere awarded by the Daily Pilot and will be used for future tournaments. Individual - award plaques were given to the top three finishers in each category. Next year's tournament will again be held at the Irvine Coast Country Club. The City championship format was successful this year and will be used again next year. The only change may be to eliminate the reception following the tournament to lower the cost. Staff feels that this event is an excellent revenue producer ,which will receive alot of support and participation in the community. As a coopera- tive event with the Irvine Coast Country Club the tournament offers the Department's staff an opportunity to work with the private sector to provide the public with a top notch golf tournament. • Ronald A. Whitley Page 4 October 19, 1981 • Summary_ These four major events will provide some new recreation opportunities for the residents of Newport Beach. The Department will also benefit from the revenue producing aspect of the programs. Our first year effort with the programs was a tremendous success and future years should be even better. Co- sponsorship with•commercial enterprises have enabled us to bring some new and exciting programs to the City at no cost to the taxpayer. �* ti La Jeffrey C. Theatre Art& Center - • Yet to be determined Yet to be determined RECREATION DIVISION Progress Report: October 1981 • Senior Citizens The landscaping project at OASIS was completed this month. The islands of the parking lot are now planted and the slope along 5th Avenue has been'seeded. This project has helped to improve the appearance of the Center a great deal! City staff and the Friends of OASIS have been working hard to establish a regular calendar of cultural events at the Center. Held on Saturday nights these events feature singers, dancers, and ethnic programs. At- tendance to the events has been very good and costs to seniors are kept to a minimum. Special.Classes The fall session is well underway. Registration and revenue for fall classes are both up. Plans are already being made for winter classes and activities. Brochures for winter programs will be mailed November 24, and mail -in registration will begin December 11. Two weekend ski trips have been scheduled for this winter to Mammoth. Get your reservations early! Santa Claus will be coming to town with the Department's first ever•Rent -a -Claus program. Half hour visits from Santa are available for $25. Youth and Adult Sports Classification games were completed for adult softball and basketball leagues. League play is now underway and will continue through November. Games are taking place at local middle school's and high schools. The youth flag football program also started its games this month. Newport Beach teams in grades three through six are competing at local schools and parks. We have combined our seventh and eigth grade program with the City of Costa Mesa. Games will be played at the Community Youth Center and Lions Park in Costa Mesa. Three teams from each city are competing. Special Programs "The Witches-Brew",-featuring Jim Gamble and his puppets, was held at OASIS on October 24, 1981. This Halloween program was enjoyed by all who attended. Eastbluff Park was the scene of the 2nd Annual Cops N Kids Picnic. This annual event brings together Newport's police and sixth grade school children for a day of games, food, and conversation.
