Item N5
Chairman Ammerman stated that in the past the Parks,,
Beaches and Recreation Commission has recognized some of
the young people in Newport Beach who have participated
in the programs that the City holds. We have a new program
now where the Commission will be recognizing individuals,
young and old, who have been very helpful to the Parks.,
Beaches and Recreation Department. Awards were presented
to the following people:
Tim Newman William D. Schock
Bob Conrad Jeff Myers - N.B. Rotary Club
Sally Stanton Mariners Comm. Assoc.
Robert Hixson, Jr.
Dick Beeson -and John Koniiser were not present to accept
their awards:
Chairman Ammerman stated that on behalf of the City we
would like to thank these individuals.

III'. ITEMS FOR DISCUSSION:
Item N6
At the October 26, City Council meeting, General Plan
Amendment 81 -1 was referred to,the Parks,. Beaches and
Recreation Commission for additional information on
alternatives available for the location and development
of a park in relation to the Beeco General Plan Amendment.
Specific locations are: 1) Caltrans property; 2) Seminuk
Slough; or 3) within the boundaries of 81 -1. The purpose
of the meeting tonight is to solicit input from the public.
This item will be referred back to the City Council on
December 14.
Barbara Coe - Newport Crest Legislative Alliance - stated
that t eir objective is to obtain a park where the kids
in Newport Crest can play. Every area other than Newport
"15th
Crest has a park available to the residents. The
Street park proposal is their choice for a park in Newport
Crest. Four acres and one acre in lieu fees.
Louise.Greele - Chairman of West Newport Legislative
fiance -Their proposal will generate more housing, less
traffic, and according to the plan, will generate more
dollars to the City and will give the applicant a return
on.his investments, similar to that of what the GPA 81 -1
proposes.
tdargo Ski lling - For over 20 years there has not been a
park in West Newport. The closest playing field is
Peninsula Park. This was referred to the Parks, Beaches
and Recreation Commission to decide on placement of the
park, not whether we need one or not. The land in the
Seminuk Slough area is accessible to West Newport, sailing,
windsurfing, etc. Their second choice is CalTrans West
property.
B_illlBBaahhniin - representative of Beeco Ltd. - presented
details-of of proposed GPA 81 -1 development for the Banning
Newport Ranch. He clarified that according to park land
dedication formula he is only required to dedicate 3.2
acres for park purposes. Mr. Banning suggested 2.5 acre
site with remaining credit in in lieu fees for development.)

Chairman Ammerman stated that a significant amount of
information is needed. He will appoint a committee to go
over the advantages and disadvantages of various sites
and come up with a recommendation for the Parks, Beaches
and Recreation Commission meeting in December. The
committee will cpnsist of Commissioners Morin, Ross, and
Cole as Chairman.
Item X17
The West Newport Legislative Alliance has requested that a
West Newport
committee be formed by the City Council to investigate

ways and means to obtain for the City the property known

as Caltrans-West. The City Council referred the request

to the Parks, Beaches and Recreation Commission, recognizing

that the-Commission was the "City's Committee" for open
space land acquisition and, therefore, hesitated to create'
a committee that might duplicate the efforts of the PB & R
Commission. Louise Greeley, Chairperson, stated that the
City is desirous of rerouting Superior Road. The plan that
was deemed most satisfactory is to reroute Superior so that
it chops off a portion of Cattrans West and cuts off the
sharp curve. Superior will be widened. Chairman Ammerman
suggested that an Ad Hoc Committee be formed to report
back to the Commission. Commissioner Morin recommends
that there be two ex- officio members on the Committee,
a Council person, and a member of the Commission. He
recommends that Ruthelyn Plummer be that Council, person.
The Commission will recommend to the City Council that they
appoint an ex- officio member. The Ad.-Hoc Committee will
consist of Commissioner Hopkins as Chairman. Louise
Greeley will also be on the Committee. Commissioner Morin
also recommends that appropriate homeowner groups be on
the Committee. Those homeowner groups would include:
Newport Crest, Lido Sands, West Newport, and Villa Balboa.
One member from each group on the sub - committee.

2. To Enhance Communication with Council -
In meeting this goal, a park tour has been planned for
November 7. Additionally, quarterly correspondence will
be sent to the Council regarding the Commission's progress
on attaining their goal's and objectives. Chairman
Ammerman would like to implement a new procedure wherein
a representative of the PB & R Commission, perhaps on a
rotational basis., would be in attendance at all City
Council meetings having matters pertaining to Parks,
Beaches and Recreation.

3. To Enhance Communication with Staff and to Assist Staff
in arious.Projects -
The Parks, Beaches and Recreation Commission intends to
pursue a more active role in assisting staff in planning
special events for the City. Additionally, it may be
appropriate to have "mixers" or other social.events with
the entire PB & R Department to assist the Commission in
ascertaining the needs of the staff. The committee:
Commissioners Morin and Ammerman.
4. Enhance Community Involvement and'Awareness -
In realizing this goal, the PB & R Commission should
establish a publicity committee wherein a Commissioner
would actually prepare press releases to local newspapers
informing the community of upcoming events and various
Commission activities and decisions. The publicity
committee could be responsible for sending correspondence
regarding PB & R Commission activities and decisions to
various homeowners associations. The committee: Com-
missioners Cohen and Ammerman.
Chairman Ammerman stated that the aforementioned goals are
quite ambitious. Nevertheless, he feels that they are

realistic provided that we work together and continuously

monitor our collective success. It is his intention that
the PB & R Commission function in a proactive capacity
rather than reactive. Since our fiscal year is already
one third over, our success is dependent upon the efforts
of each Commissioner.

City Councii'has been notified by the Commissioners'of the
park tour for November 7, and received a good response
from them.
Item 1110
Jeff Kolin stated that we would like to continue all the
events as annual events. Most of the dates for next year
are set. Commissioner Morin recommended that we go to
work on next year's events now.
Item N11
Ron Whitley and Vice Chairman Stuart sat down and looked
at last year's proposals. The Theatre Arts Center's
remodeling is included as a capital improvement project
so that it can be given a priority by the.Commission for
next year's budget process.
IV. INFORMATIONAL REPORTS:
Item 1112
Rest up month for the Recreation Division. The ongoing
fall programs are running very smoothly.
Item 1113
Jack Brooks stated that on Monday the tree trimming
contract started on 'Clay Street. They have an impressive
operation. They will be on the Peninsula next week.
V. SPECIAL, URGENT, OR LAST - MINUTE ITEMS:
Item N14
The Parks, Beaches and Recreation Commission is scheduled
to meet with City Council on December 28. This date will
be moved to January.

RECO14MENDATION: Recommend to the City Council;
1. That a public access easement be provided to the Cal
Trans'West site.
2. The public access easment not be given park dedication
credit and that the easment should be approved at the
time of development by the Planning Commission and the
Parks, Beaches and Recreation Commission.
3. That the minimum size of a future Park be +5 acres to
be located on the Cal Trans West site.
4. That the Banning Ranch park requirement be satisfied
by in lied fees.
• 5. That all Building Excise Tax funds generated from the
proposed commercial- industrial development in the pro-
posed Banning Ranch project be allocated'to development
of the park site.

DISCUSSION:
The designated sub - committee met with staff and reviewed all
testimony presented.at the Commission meeting of November 3, 1981.
The Committee thonoughly discussed all alternatives for park loca-
tion and feasible methods of obtaining adequate funds to develop
a park in the study area. Realizing that the West Newport area,
in general, is an extremely recreational deficient area, the re-
commendation is felt to improve and provide a park opportunity
for several communities. The proposal will provide a park for
the proposed Banning Ranch development; and, with minor access
improvements, the Newport Crest area and if Cal Trans West were":to
be developed would combine that resource with the Banning Ranch
property to provide an adequate size for a neighborhood park.

'REPLACE STREET TREES ON SANDCASTLE
A number of communications have been provided that indicate a long
term request to remove and replace the trees on Sandacastle to
improve the views of residents above Sandcastle.
The most recent request has indicated a willingness of-the associa-
tion to provide a match of funds (50 %) to accomodate the request.
Staff has identified 196 trees that would be removed to satisfy
the request at a cost of $15,640.00.
Members of the association and intersted homeowners will be in
attendance at the Commi,ssion meeting of December 1, 1981 to
provide insight-.'

A Proposed Project for
• REMOVAL AND REPLACEMENT of EUCALYPTUS CITRIODORA
TREES on SANDCASTLE DRIVE
PROBLEM: The tall eucalyptus citriodora trees-in the City of
Newport Beach Parkways of Sandcastle Drive, Harbor View Hills
(South) havefor many years caused view blockage or impairment
for many of our residents. As the stature of these trees has
increased, so has the view problem. The biennual pruning
and thinning paftially alleviates the problem„ but only for
about 3 months, and is not considered a solution.
BACKGROUND: Removal and replacement of these trees has been
discussed in prior years between the City and the Homeowners'
Board of Directors. The City Parks and Recreation Department
also studied this problem in 1978. The following references
are attached.

In summary, these references recommend removal and replacement
of the Sandcastle trees, and suggest constraints on the replace-
ments as to their growth rate, height,'and controllability.
However, no definite,.scheduled plan was promulgated.
At its meeting of Oct. 7, 1981, our Board of Direc-
tors moved to foster a project jointly with the City for
restoration of viewsthrough removal.and replacement of the
Euc. Citriodora trees on'Sandcastle Drive.
PROPOSED SOLUTION: Rem.ove.all the Eucalyptus'Citriodora
trees on Sandcastle Drive; replace approximately 70% of them,
to reduce the average spacing to 70 ft. or so.
Replacement trees are to be of small mature stature;
slow- growing; their height to be continuously maintainable
at or below lampost height; and of evergreen leaved/ vpriety.
The removal and replacement work wi3�l��ferformed
by the City; our HVHHOA will assist in establishing schedule
prio rities.
A definite schedule and procedural plan is requested.
COST: Our Association is prepared to share the cost on a
50 -50 basis; a firm commitment must await the City's
. anticipated cost.
There are a tot al of !9$ euc. cit. trees to
be removed and 70% replaced. A time - phased program may
be feasible.

Qn or about June 10, 1981 we discussed a grievance
which was affecting our clients, a group of homeowners
residing in Newport Beach, California.
If you will recall, in that conversation I des-
cribed their problem to you. You requested that I prepare
a written communication to you explicitly addressing and
setting forth the nature of their grievances so that you
could distribute the information to and discuss the same
with appropriate City Departments.
On or about June 15, 1981 I communicated such a
letter to you, a copy of which is enclosed herewith for
your reference.
When your response to my letter of June 15, 1981
was not forthcoming and on or about August 7, 1981, and
again on September 4, 1981 I re- communicated a copy of the
same letter to you undercover of letter which requests your
response to said letter.
To date, I have not received a response to any
of the above- described!communications from you or from
anyone at the City.

Re: Sandcastle Right of Way
Dear Mr. Coffin:
Please be advised that our office represents the
the interests of those individual residents of Newport Beach,
whose names and addresses are set forth on the attached
client list.
As we discussed briefly in our telephone conversa-
tion of June 9, 1981, our clients are concerned and distressed
over a situation involving a stand of eucalyptus trees within
the city's right of way along Sandcastle Drive, approximately
between Tiller Way and Topside Lane in the City of Newport
Beach.
In recent years the subject trees have been neglected
by the City and their now extreme height obstructs the ocean -
views from the residences of our clients, many of whom pur-
chased their residences primarily for the view of the ocean.
Further, because of their height, the trees along Sandcastle
Drive discharge a substantial amount of debris onto the street,
thus creating a seriously hazardous driving condition to all
residents in the area who utilize this heavily trafficked street.
Until recently,and for many years prior, the City had
maintained the trees at a re >sonable height. Further, the
trees were thinned and maintained so that wind and other damage
would not cause a hazard to motorists.

Since the time the trees became a problem to them,
certain of our clients have contacted both the Department of
Public Works and the Department of Parks and Recreation in an
effort to resolve the problem, with no apparent success. As
their last resort, they have come to us and have requested
that we discuss resolution of this mattes with you, and it is
in this spirit of discussion that we hope to resolve the
problem in a nonadversary context.
Because our clients were sufficiently concerned over
this matter to contact us, we anticipate that you and the City
of Newport Beach will be equally concerned over the foregoing,
and that you will contact me at your earliest convenience so
that we may discuss alternatives to resolution of this matter.
Your assistance, cooperation and patience relative

SUBJECT: ENCROACHMENT REQUEST, CLIFF DRIVE PARK
Mr. Khosro Khaloghli is processing plans for a multi - terraced
residential development on the privately owned property that
bisects Cliff Drive Park. The lower level is a garage area
that has no feasible access except to obtain an encroachment
across Cliff Drive Park.
The encroachment would be in an area that has little or no
improvement to the city owned land approximately 95 feet
beyond the alley that services the Stuft Noodle restaurant
area. It would be helpful if the Commission would go by and
take a look at the location.to gain a familiarity with the
request.

1.0 Information Items
1.1 The architect presented the proposed driveway from Riverside Drive
to the garage structure. The following items were noted:
a. The city requires a sidewalk be constructed along
Riverside Drive.

1.2 The architect filed the ,encroachment permit application with the
City Public Works Department.
1.3 The driveway will be placed on the Parks Commission Agenda for
December 1st. City Council hearing and approval is anticipated
in January.
1.4 Mr. Whitley noted that the driveway configuration is acceptable
to his department and should receive approval from the Commission
and the Council.

parking lot to service the Mariners mile area, I couldn't
determine a logical site for the proposal.
Mr. Collinge has been invited to our meeting to further explain
his proposal.

PROGRESS REPORT NOVEMBER 1981
Special Classes
Fall quarter classes are now completed with the exception of special
holiday mini sessions and 12 week Aerobic Dancing programs. Revenue for
fall session classes i ±s well ahead of last year's total of $28,841.00.
This fal'l's total thus far is $36,773.00. Tennis, Yoga, Dance Fitness,
and Slim & Trim will be available during the holiday break.
The Winter brochure was mailed shortly before Thanksgiving. Registration
for winter activities begins December 11, 1981. Walk -in registration will
not be accepted until Monday, December 21, 1981. We are looking forward to
an active Winter program which will include ski trips to Mammoth Mountain.
and a Rent -a -Santa program for the first time ever.
Senior Citizens
The Friends of OASIS held a semi - annual meeting of their Advisory Board
on November 4, 1981. The occasion mahked'the beginning of their annual, fund
raising drive. This year's goal is an ambitious $200,000. Funds will be
used for a variety of programs and improvement projects.
The school district will again cater a tasty Thanksgiving dinner. The
.holiday spirit will be in full swing at'OAS.PS. Over 200 seniors took advan-
tage of a recent flu shot clinic at OASIS, November 13. The human service
program at OASIS is continuing to grow, providing and variety of services
for seniors.

Youth and Adult Sports
Youth Flag Football teams completed their City Championship Playoffs
this month. Three teams will compete In the Orange County Championships in
Buena Park on December 5 & 6.
Fliers for Boys and Girls Basketball, and Cross Country were delivered
to local schools. Basketball practice begins December 7, and the Cross Country
meet will.be held December 19, Two adult tournaments are also scheduled for
the weekend of the 19th; 3 -man Basketball at 38th St. Park and Racquetball
at West Newport Park: A sports filled weekend!
Sailing
Sailing classes have shown a tremendous increase this fall compared to last
year. Good weather has had some influence and new programs and additional classes
the remainder. To date, revenue has nearly doubled that of last fall's program.
Dan Iwata, Recreation Supervisor, has done a super job with the program.

Community Youth Center
• Announcements will be going out shortly for auditions for the next
CYC production, "Grease ". Auditions will be held January 16 & 17. The
play is scheduled for performances in April and early May.
The CYC is gearing up for Christmas vacation and it's extended hours
of operation. Lots .of fun is in store for those who attend.

In addition to our normal maintenance the Parks staff performed
the following tasks:
1. Removed dead junipers from Irvine Terrace Park, planted plugs
of St. Augustine, and overseeeded the area.
2. Planted plugs of St. Augustine and overseeded the turf area
at Carroll Beek Community Center.
3. Fertilized and seeded slopes at Cliff Drive Park for erosion
control.
4. Repaired broken drainline and filled in eroded slop at Ensign
View Park.
0 5. Extended the width of the asphalt walk at Inspi•rAtion Point.
6. Fertilized turf areas.
The Tree Crews performed the following tasks this month:
1. Trimmed 957 frees
2. Planted 5 trees
3. Removed 3 trees
4. Completed 21 work .requests.
The Crews are currently working in Corona del Mar, Newport Heights,
and Buffalo Hills Phase III.
Our tree trimming contract with Alaied Tree Co. has been, completed.
The contract was very successful. We had very few complaints and
a compliments.. Allied trimmed 906 trees for $40,000.
