PROCEDURAL MATTERS: Item #1 PICall to order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7 p.m. Item #3 Approval of Minutes Motion was made to approve the minutes of the April 6, 1982 meeting with the following correction: Commissioner Morin stated that "in:Item' #9 it should go on record that supporting this motion does not jeopardize the priority of the second phase of the West Newport Park ". Unanimous. Item #4 Adoption of The agenda,was adopted as presented. Agenda II. ITEMS FOR ACTION: Item #5 San Miguel Park Ron Whitley stated that approximately three months ago the Commission had an opportunity•to review with Lang and Wood the master plan for San Miguel Park. The preliminary plans have been prepared. Staff made some cuts to allow us to proceed with the projects within the fiscal con- straints. What we need is the Commission's endorsement of the preliminary plan. Several homeowners associations were invited to the meeting so that they could review what is proposed for their neighborhood. Ken Wood stated that the flat portion of the site on the north end has been retained as a ball field and soccer field. A back stop and protective fencing to prevent balls from going out on the street is to be installed. There will be a tot lot area,, parking for 33 cars, a multi - purpose court on the south end - basketbal'l size. A'pichic area on the south end, lighting fixtures for walkways are -also pro= posed. The restroom.has been eliminated. Public discussion was opened and it was the consensus of those present that a park in the area is not needed. Buffalo Hills Park is a block away and is hardly used. Commissioner Cole suggested that Buffalo Hills Park be repaired and the bathroom be revamped. He stated that we should explore what we have now rather than build another park if it's not needed. We should find out what residents want and need. Motion was made to table the project until more input is received from the community. Motion passes. Commissioners Cohen and Cole and Chairman Ammerman w.i.11 make up the sub - committee with Rae Cohen chairing. I.II. ITEMS FOR DISCUSSION: Item #5a Budget Proposal Ron Whitley stated that the departmental budget that the Review Commissioners had an opportunity to be involved with will be reviewed on May 24, by. City Council. We would appreciate the Commissioner's attendance to support the Department. The meeting will be held at 2 p.m. Item #5b Joint Study Session Ron Whitley stated that every six months, scheduled as an agenda item, is the joint study-session. ADJOURNMENT: There being no further business, the Parks, Beaches and Recreation Commission adjourned. • CITY OF NEWPORT BEACH PARKS, BEACHES AND RECREATION COMMISSION May 26, 1982 TO: PARKS, BEACHES AND RECREATION COMMISSION "F.ROM: Parks, Beaches and Recreation Director SUBJECT: PROPOSED VOLLEYBALL FACILITY The staff has proposed a volleyball complex to be permanently installed on the ocean front near the Balboa Pier. The purpose of this concept is to provide an activity center that is controllable and has adequate parking, etc. Anticipating that adjacent property owners might have concern about the operaiton and impact on their neighborhood of this type of develop- ment, a communication was transmitted to them indicating that the Commission would be considering the matter. (attached) Staff will have additional information prepared for'the meeting that will explain existing procedures for ocean front volleyball courts and an analysis of problems encountered on this issue. Whitley / RAW:ma Attachment. is _#5 May 17, 1982 CITY OF NEWPORT BEACH PARKS, BEACHES AND RECREATION DEPARTMENT (714)640 -2271 Ocean Front Property Owners: It 'has been proposed that eight (8) volleyball courts be installed on the ocean front beach adjacent to the 1000 block. The posts will be metal and permanently installed. The purpose of this installation is to provide a location that is near public parking, to provide a volley- ball area for summer tournaments, and an attempt to centralize courts. This matter will be discussed and determined by the Parks., Beaches and Recreation Commission at their meeting of Tuesday, June 1, 1982. The • meeting will be 'field in the City Council Chambers, 3300 Newport Blvd., beginning at 7:00 p.m. Your input on the matter would be most welcomed by the Commission. And, if you have renters in property that might be affected by the proposal, their concerns and comments would be appre- ciated. • If there are any questions regarding this procedure, please feel free to.give me a call at 640 -2271. In addition to the things that they have pointed out, Mr. Porter has assisted this Department in a variety of ways including a significant contribution towards our 75th Anniversary events. I.also would like to propose that the Commission recognize the contri- bution of three members of the Newport Harbor Jaycees who diligently pursued the completion of the John Wayne Sculpture. These individuals are Bill Littleton, Bill Fenster, and-Jim Dale. Without them the project could not have been completed. ' Ronald A. Whitley RAW:ma CITY OF NEWPORT BEACH NEWPORT BEAUTIFICATION CITIZENS ADVISORY COMMITTEE • May 21, 1982 -MAY 2 4 ]W TO: Parks, Beaches and Recreation Commission FROM: Committee Members SUBJECT: RECOMMENDATION FOR SPECIAL RECOGNITION AWARD FOR OUTSTANDING SERVICE RECOMMENDATION: This Committee would recommend the'Commission consider Donald K. Porter, 2345 Aralia, Newport Beach, California 92660, for the above award. DISCUSSION: While serving as Executive Director for the Newport Harbor Area Chamber of Commerce, Mr. Porter was extremely active in local projects. In addition to these many responsibilities, he became active with our Committee as a business liaison. We believe this involvement justifies a Special Recognition Award. Mr. Porter's support for Newport Beautiful included attendance at meetings as an unofficial advisory member, recommendations, organizational support and direct assistance with - Committee projects. He helped us implement the Litter Awareness Weekends of the past and most recently Clean Harbor Day, the Litter Patrol Project, and even our Committee's name change. Without question, Mr. Porter has been one of the most active volunteers in community beautification efforts. A Special Recognition Award for his involvement with'Newport Beautiful would be most appropriate. Submitted by, James C. This list is then used by staff and developers as street trees are proposed for development,purposes. As you know, the Commission recently removed the ficus nitida from this list. In an effort to identify acceptable trees the staff is recommending that further deletion of trees from the list be considered. The old list and the proposed list are attached for your review. CITY OF NEWPORT BEACH ` PARKS, BEACHES AND RECREATION COMMISSION May 26, 1982 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Parks, Beaches and Recreation Director SUBJECT: LOCATION FOR JOHN WAYNE SCULPTURE As you are probably aware, the City is now in possession of the John Wayne Sculpture. A recommendation from the Commission is being requested as to its location for display purposes. Staff has been thinking that the art work should be utilized in the proposed new lobby at the Theatre Arts Center. There may be other alternatives. In addition, the Police Department (attached) has indicated an interest in acquiring the sculpture. For those of you that have not seen the sculpture, it is in our Department lobby. Ronald Ate. Whitley RAW:ma Attachment 11 May 14, 1982 TO: FROM: SUBJECT: CITY OF NEWPORT BEACH Police Department City Manager Chief of Police JOHN WAYNE SCULPTURE It has come to my attention that the John Wayne bas - relief is without an appropriate location for display. Members of -the Department and I would be proud and honored to have this sculpture displayed in the police facility. Sufficient space exists on the west wall of the front lobby. Not only would this location provide ex- cellent viewing for the public, but our 24 -hour operation would provide proper security for this work and allow us. to ride "shotgun" on it. John Wayne was a close friend and supporter of law enforcement and, in many ways, he embodied qualities and virtues which we value. The Police Depart- ment would be a most fitting location to display his memorial. Charles R. Chief of Police • Qgrd CITY OF NEWPORT BEACH PARKS, BEACHES AND RECREATION COMMISSION May 26, 1982 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Park Superintendent SUBJECT: PARK AND STREET TREE ACTIVITY REPORT The month of May has been a very busy time for our crews as heavy growth of plants continue. The park crews have also spent alot of time repairing irrigation systems now that we are in the dry season. We replaced part of the guard rails at Inspiration Point where a side has made the trail dangerous. The crews planted shrubs along the Dover Flood Control'Channel and finished the refurbishment of Vista del Sol traffic island. The completes the refurbishment of the Jamboree Our Tree crews were slowed down a bit this month by large trees and traffic in Corona del Mar.but they did trim 818 trees. They are keeping up with our projected schedule of completing Corona del Mar in August. We removed four trees this month and only one work request was comleted. pr" ;&� Jack Brooks JB:ma • q'IZ- RECREATION DIVISION MAY PROGRESS REPORT For the Recreation Division May means that summer is here. The planning, organizing, staffing, and publicity for summer programs are all well underway by May. This summer's program promises to be one of the Division's best ever. Several new programs including a day camp will begin i•n June. Staff is looking forward to another summer, our busiest time of year. Adult and Youth Sports Registration for adult softball and basketball is now completed. The final totals indicate that we have-153 softball teams and 24 basketball teams. Classification games are being completed now with games scheduled to begin the week of June 1st. Fields throughout the City will be used for the softball program because of school district maintenance,to high school athletic fields. Registration for the girl's softball program is currently being accepted. Practice started the week of May 24, at six local park /school sites. Games will begin the week of June 21. Senior Citizens Coastline College recently cut back the number of courses it was offering at the OASIS Center. A number of the courses which were cut will be ' continued to be offered on fee basis through the Recreation Division. It is hoped that enough participants will sign up to maintain most of the classes. Plans for a photography dark room at OASIS are currently being refined. Construction should start in the near future. The Friends of OASIS will finance the construction. This will enable students to have lab experience in their classes. Aquatics and Sailing Training for summer sailing and aquatic staff will begin shortly. Always an area of concern... safety will again be emphasized this year. The department's stock of lifesaving equipment was upgraded this year with the purchase of resusitators and other first aid equipment. Each area will be receiving a complete set of first aid supplies and equipment. Sign ups for sailing and aquatics have been coming in very heavy and it looks like we will have another good summer session. Special Activity Classes Brochures were mailed to all residents in, the end of May. Registration for summer classes began May 21. As usual we had a very heavy first week of mail in registration.
