PROCEDURAL MATTERS Item #1 The meeting of the Parks, Beaches & Recreation Commis- Call to Order sion was called to order at 7:07 P.M. Item #2 Roll. call was taken. Item #3 x Motion was made by Cohen and seconded by Ammerman to Approval of x approve the minutes of the February 1, 1983 meeting. Minutes x x x x x Item #4 x The agenda was adopted as presented. ACTION ITEMS Item #5 - Special Recognition Awards - Boys Basketball Special Recognition Chairman Stuart gave the Pledge of Allegiance preceding Awards the Special Recognition Awards for Youth Basketball. He explained the qualities upon which this award is based and the - purpose of encouraging continuous ,partici -. pation by youngsters in the City Recreation Program. Ammerman then presented the awards as Jeff Kolin took pictures of each boy which will subsequently be mailed to them. Item #6 - General Plan Amendment 81 -2 General Plan Amend - x Hopkins, distributed and summarized his report on the ment 81 -2 General Plan Amendment 81x2 for the Fifth Avenue Parcels. x x He said the committee met with staff, The Irvine x x x Company, interested residents., and representatives from OASIS. Pat Temple explained that-if the recommenda- tions are approved by the Commissioners, they would be Motion Seconded Ayes LJ • CITY OF NEWPORT BEACH `Parks, Beaches & Recreation Commission Page 3 _. .1 City Council Chambers 7 p.m. INDEX Item #7 - Body Surfing Area Between 40th and 44th Body Streets Surfing Area X Ron Whitley addressed the Commission and gave a brief review of the 1978 City Council Resolution which x x x x x designated the area between 40th and 44th Streets for body surfing only. The City Council asked that after an evaluation period, a recommendation be reported back to them. Since there was no public discussion nor questions; Capretz motioned this area be designated for body surfing only. Ammerman seconded. Unanimous. III. DISCUSSION ITEMS Item #8 - Marinapark Study Marinapark Study 'Ron Whitley expressed his appreciation for the work d'on by the Marinapark Committee in compiling the Preliminar Marinapark Study- Alternate Uses document. He asked for any corrections, additions or deletions to the report and, if none, to approve the report with the intent of mailing it to interested homeowner associations. Capretz, Chairman of the Committee, thanked staff for their input to the report. He also emphasized the fact that in the report they have not made a concerted effort to involve the Marinapark tenants; hence,. the report is directed exclusively to the best alternative uses from a park 'and recreation standpoint. Discussion followed and Morin recommended a cover lette be attached to the report stating that our concern is with the alternate uses only, and not the matter of relocation of the tenants. Ron Whitley will write a cover letter for Capretz' signature and, due to cost, only one report will be sent to each homeowner associa- tion. Mention will be made in the cover letter as to how to receive additional copies. Ron Whitley will also ask the Planning Department to summarize existing legislation regarding relocating tenants, etc., and this information will be forwarded to the Commissioners. The Marinapark Study- A1•ternate Uses will be a public discussion item at the April 5 meeting and an action item on the May 3 agenda. Stuart then opened the meeting for public discussion. Mr. Dick Nichols, President of the Corona del Mar Civic Association, addressed the Commission and read a memo dated November 2, 1982 from the Planning Commission to the Parks, Beaches and Recreation Commis- sion regarding the park and open space study. His primary concerns were centered on a usable active park on Site A and that there are no active park sites in Corona del Mar. He also suggested locating an elderly housing site adjacent to OASIS.' Mr. Grant Howald, 243 Heliotrope, addressed the Commis- sion. He stated that the Friends of OASIS, Inc. are still working with The Lrvine Company to negotiate a larger site for the future expansion of OASIS. • Mr. Bernard Maniscalco-of The Irvine Company addressed the Commission and expressed The Irvine Company's concerns and recommendations concerning each of the parcels. Mr. Brad Olson of The Irvine Company also addressed the Commission. He stated that the area south of Cameo Shores to Laguna Beach will be a state park with land available for public recreation. Discussion by the Commission followed the close of public discussion. Ron Whitley reported that we are working with the Planning Department to do an overall review of the Open Space and Recreation,element and that a Request for Proposal-'wil -1 be circulated shortly. Stuart indicated his concerns regarding the limited ' resources and the fact that there is not enough current data upon which to base a decision. However, due to time constraints, the Commission must make a decision. It should be noted that this is not a final decision, as this will come back to the Commission at the time the Tentative Map is filed. Ammerman motioned the recommendation of the subcommitte be adopted in its entirety. Cohen seconded. INFORMATION REPORTS Item #9 - Recreation Division Jeff Kolin explained the registration procedures and reported that Spring Registration commences March 4. Jeff also mentioned that the "Pride of Baltimore" had a good arrival. Volunteers are needed on March 26 for the All City /Rotary Club Track Meet at Harbor High School. Item #10 - Park and Street Tree Division Jack Brooks reported we lost ten trees during the storm and that our tree trimming policy has been a huge help in keeping our losses down. Item #11 - City Council Actions on Parks, Beaches and ecr- eation atters Ron Whitley reported that the City Council approved the Bike and'Foot Race Policy as recommended by.the Commission. Since a few races by outside groups have already been scheduled, there will be a phasing in period which will be accomplished by July, 1983. V. - SPECIAL, URGENT OR LAST MINUTE ITEMS Stuart reported that the subcommittee working on the utilization of the Riverside Scout House met with representatives of the community. Brian Jeannette's report was read by Stuart regarding his review of the site. Recommendations for alternate storage sites, for the Friends of the Theatre Arts Center should be received,by staff before the next Commission meeting on April 5. After a site has been selected for storage, the subcommittee will make recommendations for various uses of the Scout House. We will not, however, take any action until we have heard from the home- owners association. i Ammerman regretfully submitted his resignation due to h1s move back East. Both Stuart and Ron Whitley ex- pressed their appreciation for the outstanding job he has done and how-much he will be missed. VI. TIM t 1 eey 0 STATUS REPORT ON TIIE CLIFF PART{ CLUB IIOUSE I have inspected the structure and have had sub - contractors also review the building relative to aesthetic upgrade and correct building code problems. Generally, the building, in my opinion, is structurally sound. The following is a list of items which I feel are necessary in order to bring the building up to a usable state: STRUCTURAL SYSTEM No corrective work necessary, ROOF Repair area over bathrooms. (Roof sheathing exposed) WINDOWS Repair all broken windows Replace with double strength Replace with tempered glass PLUMBING Replace all faucets (water pressure is low due to mineral buildup in galvanized pipe) Toilets and lays are marginal LEAX @ CLOSET Mastic sill plate at storage closet - was originally a patio slab DRAINAGE PLASTER PAINTING LANDSCAPE GENERAL CLEANUP • Divert water from rear hillside to the street away from the building. Parks, Beaches & Recreation Department DATE: March 28, 1983 TO: Parks, Beaches & Recreation Director FROM: Park Superintendent SUBJECT: Cliff Drive Park Improvement For the improvement of Cliff Drive Park, I am recommending three se crate projects: (1) Landscaping of area by the Scout House; (2� Extension of turf area along Cliff Drive; and (3) Removal of part of the existing plant material on the slope and replace- ment with native plant material. The area around the Scout House should be graded; a retaining wall installed along the sidewalk; the ice plant removed and turf planted; and an irrigation system installed. This area should be done with our Park Facility Improvement Fund. The second and third recommendations should be done similar to the method used to improve Jamboree Road Traffic Island. This • would be an on- going maintenance project that would take a couple of years to complete, and would be funded out of our Maintenance Account and possibly through donations from the community. The turf areas would require removal of existing plant material such as ice plant, filling in with soil as it is available, revamping or new installation of an irrigation system and planting of a turf grass. The slope-- area would require repair of slopes, removal of view blocking plant material and old, declining plant material, and the installation of native plant materials such as Ceanothus, Heteromeles Arbuifolia, Rhus, Schinus Molle and many others that would be drought tolerant. 0 CITY'OF NEWPORT BEACH • Parks, Beaches & Recreation Department DATE: March 29, 1.983 TO: Ron Whitley, Parks, Beaches & Recreation Director FROM: Recreation Superintendent SUBJECT: Alternate Storage Site for Friends of the Newport Theatre Arts Center Dick Brady, President of the Friends, will be meeting with me tomorrow to examine the storage area which is available to them at the Las Arenas Community Building located at 1714 W. Balboa Blvd., Newport Beach. The area is of similar, but slightly smaller, size than that being used at the Riverside Drive Scout House for storage of theater costumes;., props and scenery. The Balboa Power Squadron represented by Don Lake will vacate the two rooms at the Las Arenas Community Building if the Friends indicate that they are satisfactory for their storage needs. New locks would be installed to provide security for the storage areas which would be the . only additional expense to the Department. If both parties agree to the move, it should be completed by the end of April. Repairs could then be made to the Scout House prior to summer. I should have an answer from both groups by the end of the week. Their response has been received and is attached for your information. As the request indicates, they desire to have the tree planted at OASIS. Sincerely, d am, Miss Mo,jdeh Vandat Assembly Member • RECREATION DIVISION MARCH, 1983 PROGRESS REPORT Adult and Youth Sports Item 8 March was an extremely busy month for our youth and adult sports programs. Both youth and adult basketball programs wrapped up their league play and began their Orange County Tournaments. Two of our youth basketball teams won their division and will continue on to the Southern California Tournament. The rain stopped long enough for the water to be pumped off the Harbor High School track. After a little sun and a lot of dragging, the track was ready for the City meet. The Newport - Balboa Rotary Club provided lots of volunteers and the track meet was enjoyed by everyone. The top finishers in each event will be competing in the Orange County Championships on April 16 for boys and April 23 for girls at Los Alamitos. Spring basketball leagues will-be starting the week of March 29. Twenty -two teams have signed up for the three leagues. Registration for summer softball will begin on April 11. Be sure and sign up early to guarantee a spot. Senior Citizens Elections for new Board members and officers were recently completed at OASIS. Grant Howald was re- elected as President of the Friends. Congratulations, Grant! Mark Fulmor was voted in as First Vice President and Bud Desenberg as Second • Vice President. An orientation and goal setting session was conducted on March 19 at OASIS. Old and new Board members met with City staff members and discussed the past, present and future of OASIS Center and its programs. Several new ideas emerged and the training was helpful to all who attended. Aquatic Programs Preparations for summer aquatic programs are already underway. Interviews and testing for summer sailing and aquatic positions will take place during.Easter break. Both oral and- practical tests will be used to help identify the top candidates. Training will take place in, June with the summer program beginning June 20, 1983. We are still hoping for the hot and sunny spring weather to hit, which should help regis.tration.for spring aquatic programs. Registration is up compared to winter, but has not done quite as well because of the rainy weather. Special Events Our final Mammoth Ski Trip finally made it to the slopes and everyone enjoyed the skiing on the over 214 inches of snow. The first two trips this year suffered from closed roads and low registration, but this trip had a full bus load. Two or three trips will be planned for next year, but probably later in the year such as February, March and April. • A special Easter Egg Hunt is scheduled for April 2 at Eastbluff Park. The Eastbluff Village Merchants Association is co- sponsoring the event this year. A special magic show has been added to the day to help entertain the kids while the Easter Bunny makes his appearance. Interviews for summer day camp staff are also being conducted. So far the quality of applicants has been very good. This will be the second year for Camp Newport Beach which had a successful debut last year. Children 6 to 12 are eligible to attend. -2- Special Activity Classes • Registration for spring classes has been very heavy. So far $35,419 has been received compared with a total of $42,308 for last spring. Second session five week classes will begin registration about the end of April and should surpass the total for last year. Planning for summer programs is currently underway. The deadline for brochure copy is April 8 with the finished summer brochure,.coming out in the beginning of May. Olympic Torch 10K Fashion Island May 22 8:00 A:M. n LJ 1] Item 9 PARK AND STREET TREE DIVISION MARCH, 1983 PROGRESS REPORT During the month of March, during and between the rains, the Park Division employees performed the following tasks: 1. Finished landscaping the police station parking lot. 2. Installed a drainage system for the shuffleboard courts at the Oasis Center. 3. Installed a mower strip along a slope at Westcliff and Dover. 4. Placed sandbags in various park areas where we were experiencing, erosion problems during the storms. 5. Assisted General Services in filling sandbags. 6. Cleaned up debris from the storms at Peninsula Park, Corona del Mar State Beach, Riverside Drive and Spyglass Hills Reservoir Park. 7. Removed the sprinkler heads and three backstops at Buffalo Hills Park. Our Tree Crew performed the following durtAg the month of March: 1. Trimmed 644 trees. 2. Removed 9 trees. 3. Completed 2 Work Requests. 4. Performed emergency calls during the storm. (We lost only 7 trees.) 5. Assisted General Services with the filling of sandbags. With the exception-of a few trees that we were not able to trim due to cars being parked under them, we have finished trimming the Peninsula and will be working on Balboa Island, 38th Street Park and Newport Heights. wwww �e T •
