II.' PUBLIC HEARING
Item #5 - 'Marinapark Study - Alternate Uses

Ron Whitley gave a brief staff report outlining_ the
Alternate
background'of the work done so far on the Marinapark .
Uses
Study, including the steps taken which have resulted
in the draft report on Alternative Uses.
Chairman Stuart then opened the meeting to public
testimony after asking the speakers to attempt to
restrict their comments to the proposed Alternate Uses.
Robert Spurgeon addressed the Commission and expressed
concern with increased vehicle traffic and boat traffic.
Bruce Matlack reported that board sailing.�needs a
place to launch. The Marinapark would be a good site.
There being no further public testimony, it was
decided that the Marinapark issue will be an action item
on the May Parks,!2eaches & Recreation Commission agenda

III. 'DISCUSSION ITEMS
Item #6 - Cliff Drive Park Update

Park Update
Ron Whitley explained that a survey had been distribute
to residents of the area. Results are still coming in
but indicate-many people in the.area are willing to
assist.the City in revitalizing the park.
Commissioner Cole toured the park with Jack Brooks and
was-concerned with the effects of erosion on the park.
Maintenance in general seemed to be.good. He concurs
with Jack's three phase•programs*, but expressed a .
desire to'speed it up. A suggestion was to use part-
time summer help. Commissioner Cole also pointed out
that it will, be extremely important to have a curb
and gutter extended along Cliff Drive Park.

Chairman Stuart asked Director Whitley about the
progress in the resolution of an alternate site for
storage for the Friends of the Theatre Arts Center.
Chairman Stuart opened the meeting to public testimony.
Kerrie O'Toole, who works as a costumer for the
Friends of the Theatre'Arts Center, said the present
site is convenient for volunteers. Las Arenas is too
small for the theatre's needs.
Commissioner Cohen also said that Las Arenas is inade=
quate for storage and she suggested locating children's
programs at the Newport Heights Elementary School.
The theatre program offers•involvement for all ages.
A subcommittee consisting of Commissioners'Stuart,
Cohen and.Cole wi•11 meet with homeowner representatives
to finalize a plan for revitalizing the park and will
outline proposed• uses for the Scout House and the park.

Tree Request
This will be put on the May:,3 agenda, as an action item,
which will allow time for the Friends of OASIS to
react on the request. A fetter will be sent to the
Baha'is asking if palm trees are acceptable. A
representative will be asked to attend the.next Parks,
-
Beaches and Recreation meeting.

Jeff Kolin gave a brief report.
Item #9 - Park and Street Tree Division
No discussion.
V. SPECIAL, URGENT OR LAST MINUTE ITEMS
Item #10 - Park Dedication Ordinance
Commissioner Cohen questioned the West Cliff Grove
Park dedication of two acres by Pacesetter Homes,
Ron Whitley will check this out.
Ron'Whitley updated the progress of the recreation and
open space element.
Item #11'- Little Corona Beach Deterioration
Commissioner Capretz expressed concern with replenishing
sand at Little and Big Corona Beach. Ron Whitley
will contact the City staff, County of Orange, and
others to see who the consultants were for Sunset Beach,
etc. and get an approximate cost of study for Newport
Beach. He will prepare a proposal to Council for
study of maintenance and preservation of beaches.
Item #12 - Park Dedication Ordinance
Ron Whitley reported on pending changes to the Park
Dedication Ordinance created by new State legislation'.
