II. PUBLIC HEARING
Item #5 - 'Marinapark Study - Alternate Uses
Marinapark
Study -
Ron Whitley gave a bri.ef staff report outlining- the
Alternate
background of the work done so far on the Marinapark.
Uses
Study, including the steps taken which have resulted
in the draft report on Alternative Uses.
Chairman Stuart then opened the meeting to ,public
testimony after asking the speakers to attempt to
restrict their comments to the proposed Alternate Uses.
Robert Spurgeon addressed the Commission and expressed
concern with increased vehicle traffic and boat traffic.
Bruce Matlack reported that board sailing needs a
place to launch. The Marinapark would be a good site.
There being no further public testimony, it was_
decided that the Marinapark issue will be an action item
on the May Parks, ;:Beaches & Recreation Commission agenda

Item #6 - Cliff Drive Park Update

Park Update
Ron Whitley explained that a survey had been distribute
to residents of the area. Results are still coming in
but indicate many people in the area are willing to
assist the City in revitalizing the park.
Commissioner Cole toured the park with Jack Brooks and
was concerned with the effects of erosion on the park.
-Maintenance in 'general seemed to be.good. He concurs
with Jack's three phase programs, but expressed a
desire to speed.it up. A suggestion was to use part -
time summer help. Commissioner Cole also pointed out
that it will be extremely important to have a curb
and gutter extended along Cliff Drive Park.
Chairman Stuart asked Director Whitley about the
•
progress in the resolution of an alternate site for
storage for the Friends of the Theatre Arts Center.
Chairman Stuart opened the meeting to public testimony.
Kerrie O "Toole, who works as a costumer for the
Friends of the Theatre Arts Center, said the present
site is convenient for volunteers. Las Arenas is too
small for the theatre's needs.
Commissioner Cohen also said that Las Arenas is inade=
quate for storage and she suggested locating children's
programs at the Newport Heights Elementary School.
The theatre program offers involvement for all ages.
A subcommittee consisting of-Commissioners Stuart,
Cohen and Cole will meet with homeowner representatives
to finalize a plan for revitalizing the park and will
outline proposed uses for the Scout House and the park.

which will a.11'ow time for the Friends of OASIS to
react on the request. A letter Will be sent to the
Baha'is asking if palm trees are acceptable. A

representative will be asked to attend the next Parks,
Beaches and Recreation meeting.

Item #10 - Park Dedication Ordinance
Commissioner Cohen questioned the West Cliff Grove
Park dedication of two acres by Pacesetter Homes.
Ron Whitley will check this out.
Ron Whitley updated the progress of the recreation and
open space element.
Item #11 - Little Corona Beach Deterioration
Commissioner Capretz expressed concern with replenishing
sand at Little and Big Corona Beach. Ron Whitley
will contact the Crty staff, County of Orange, and
others to see who the consultants were for Sunset Beach,
etc. and get an approximate cost of study for Newport
Beach. He will prepare a proposal to Council for
study of maintenance and preservation of beaches.
Item #12 - Park Dedication Ordinance
Ron Whitley reported on pending .changes to the Park
Dedication Ordinance created by new State legislatdon.

SUBJECT: Street Trees'on Sandcastle Drive
The attached letter summarizes past action of the Commission on the
Sandcastle Drive street tree issue. Staff is reluctant to move
forward on the removal and replacement concept without having addi-
tional input from those objecting to the methods described.

Dear Mr. Krause:
As you know, this Department and the Parks, Beaches and Recreation
Commission have been deliberating,the Sandcastle Drive street tree
issue for some•time.' In December of 1981 the Commission indicated
a removal and replacement program could be implemented if:
1. The cost of removal and replacement would not be the
responsibility of the City.
2. The majority of the property owners on Sandcastle Drive
approve of the removal 'concept.
To implement these conditions, a survey was conducted in August of
1982 to determine, if the residents of Sandcastle Drive were in favor
of the removal and replacement program: This survey resulted in a
50% split on the issue. It was felt by your Association that this
survey did •not include sufficient information regarding type of
tree replacement.and who would pay for the actual work and material.
In January of.this year another survey was administered with an ,=
attachment from the Association that was intended to clarify all
possible questions on the issue. This survey received a 62 %, 37 out
of 59, positive response for removal and replacement of the street
trees.
Although this would indicate a majority is in favor of the removal,
those indicating a.desire to retain the trees were very vocal in
the comments section of the survey. Because of their concern, I have
scheduled this matter for another Parks, Beaches and Recreation
Commission review at their meeting of Tuesday, May 3, 1983. This
meeting will be held in the City Council Chambers, 3300 Newport Blvd.,
beginning at 7 :00 P.M.

Adopt Budget
It is proposed that the schedule listed above be published to
permit interested citizens to appear before the Council during the budget
sessions. Copies of the budget have been distributed to each library to
provide further exposure to the public of the proposed spending plan for
next year. Finally, it is planned that each Department Director and /or
Commission or Board Member of the budget to be discussed will be in attend-
ance to assist the Council in the review of this document.
If it becomes apparent after the first few study sessions that the
time allotted is inadequate, review schedules can be adjusted.

at 2:00 P.M. This is being brought to your attention�at this time to
enable discussion and determination of items the Commission would like
to place on that agenda.
Staff will have some possible discussion items for your review at our
meeting of May 3.
RECREATION DIVISION Item No. 11
APRIL, 1983 PROGRESS REPORT
• Senior Citizens
CASO - Caring Agencies Serving Older Adults - held its first meeting on April 20,
1983. This new group will include staff members and representatives from Hoag
Hospital, FISH, Irvine Mobile Meals, Orange County Public Health Nurse, Harbor
Area Adult Day Care Center, Firends of OASIS, and the Parks, Beaches and Recreation
Department. Specific information on human and social service programs will be
shared so that better communication between agencies can be developed.,
Congratulations to Grant Howald who was re- elected as President of the Friends of
OASIS. Together with the Board of the Friends-of OASIS, the staff is looking
forward to another year of fine programs, for senior adults.
Youth and Adult Sports
Preparations for summer softball are underway. Teams will be formed at local
school and park sites for girls in third through eighth grades. Practice will
begin in May with games beginning when school gets out in June.
Registration for boys flag football will also be accepted with summer registration.
It is hoped that we will be able to compete with soccer's early summer registration
dates so that children will be aware of both programs.
Adult sports leagues also began registration: Slo -Pitch Softball on April 11 and
Basketball on April 18. Leagues will be formed in early May with practice games
• beginning in mid -May. This year's program wi-11 include nearly 150 softball teams
and 48 basketball teams.
Special Activitv Classes
The summer brochure copy has been completed and is being typeset. The brochure
will be mailed the week of Mayl3,, 1983 with mail in registration beginning on
May,27. Summer classes are to commence June 20.
Camp Newport Beach is,preparing for its second summer season. Staff has been hired
and is in the process of planning the summer camp program and preview day scheduled
for May 21 at Mariners Park from 10 Aim., to 1 P.M. The camp will be held again at
Corona del Mar High School where the nearby Back'Bay Area can be used for nature
trips.
This year's Easter Egg Hunt at Eastbluff Park attracted over 400 youngsters. The
Easter Bunny made his annual appearance while children hunted for Easter goodies,
A special magic show was also performed at the park for everyone to enjoy. Local
merchants from Eastbluff Center donated free merchandise and helped publicize the
event.
Sailinq and Aquatic Programs
Sailing programs have shown an increase in registration for the spring session.
The special mini - brochure helped, along with some sunny and warm weather. Programs
continue to respond to increased publicity and promotion efforts.
Summer ' 'staff for the sailing and aquatic programs have been hired and will under
go in- ervice training in early June. Most are returning members of last year's
staff with some new, but highly qualified, additions.
Summer Sports Camps
. The City of Newport Beach and the City of Costa Mesa will again offer sports
camps for the Newport -Mesa Unified School District. Fees will remain the same
as last year. Fliers on the camps will be distributed to local high schools
in May.

�1 PARK AND STREET TREE DIVISION
1 APRIL, 1983 PROGRESS REPORT
In addition to routine tasks, the Park Division performed the following
tasks:
1. Painted the Gazebo and assisted the electricians in installing the
electric to the Gazebo.
2. Rel'andscaped the front of Mariners Library.
3. Repaired and painted the back stops and bleachers at CYC and Mariners
Park. Installed pitcher's box and home plate at Mariners.
4. Fertilized all turf areas.
5. Moved books from West Newport Library to'Newport Center Library.
6. Assisted the Tree Crew in planting trees in the Eastbluff area.
7. Pumped water from the track at Harbor High School.
Our Street Tree Division performed the following:
1. Trimmed 635 trees.
2. Planted 139 trees.
3. Removed 17 trees.
4. Completed 11 Work Requests.
5. Skinned the Palm Trees at City Hall.
They finished trimming Balboa Island, City Hall and 38th Street Park.
They are now working in Newport Heights.

SUBJECT: Winter Program Analysis 1983
The revenue for winter programs increased slightly over last year's total.
However, many programs showed a reduction in both revenue and participation.
Of particular concern was the winter tennis program which, after its 30%
amortization fund abatement, failed to make a profit. Abnormal rainy
weather caused an increase in labor costs for make -up lessons and court
squeegeeing, while at the same time reducing the number of participants in
the program. _
Sailing, surfing and some special activity classes are also adversely affected
by rainy weather. These programs also had decreased revenue and participation.
It is a possibility that the downturn in the economy has finally affected
our recreation programs. It may be that fewer discretionary dollars are
being spent on recreation.
• The recreation division staff will•be monitoring spring revenues,aad.enrol•l
inent•carefully. A special effort will be made to promote and publicize our
programs so that the community knows we are here and what kind of activities
we offer. If revenues and participation continue to decline, appropriate
reductions in expenditures will be made.
Revenue and participation for the 1982 -83 fiscal year should exceed depart-
ment estimates. A small increase has been projected for 1983 -84, which should
be easily attained,
