PROCEDURAL MATTERS Item #1 - Call to Order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:07 P.M. Item #2 Roll Call Roll call was taken. Capretz, Cohen, de Boom, Hopkins, King and Springer were present. Stuart was absent (excused). Item #3 Approval of x Minutes X Motion was•made by King and seconded by Capretz to approve x x x x the minutes of the August 2, 1,983 meeting. Unanimous. Item #4 Adoption of x x Agenda x x x x The agenda was adopted as presented. II. DISCUSSION ITEMS Item #5 - Balboa Boulevard Improvement Balboa Blvd. Improvement Ron Whitley gave a brief review of the history and status of the proposed widening of Balboa Boulevard between 33rd and 44th Streets, which will result in a square footage reduction of the 38th Street Park. He also explained the present usage and condition of the existing facilities consisting of two full, basketball courts, playground and public restrooms. Don Webb,, City Engineer from the Public Works Department, addressed the Commission. He explained the concept behind the widening of Balboa Boulevard and the fact that the City has purchased 13 parcels and has 5 parcels left plus a portio of parcel 6 to acquire before construction can begin. The park would be reduced from 105' to 80'. they are currently preparing an environmental document which they,hope to complete in November in order to present it to the City Council at their meeting in December. CITY OF NEWPORT BEACH Parks, Beaches & Recreation Commission N 2 G Page 2 City Council Chambers 7 p.m. INDEX LesiCard from Van Dell Consultants addressed the Commission and presented a 1968 aerial photo of the area and an exhibit of one of the three proposed layouts. This layout showed the relocation of the existing facilities in the subsequently reduced park area. Their intent is to use the same component while improving the facilities using less space. There would be four half basketball courts, a picnic area, a small child play area along with the restrooms being refurbished and relocated. It will be approximately two-years to com- plete the -right of way acquisition and one year to- complete construction. The majority of the cost will be borne from' gas tax revenue. Don Webb presented guidelines concerning a visual separation of the area and the functions the park should have in its redesign. He also stated that notices were sent to everyone who lived within 800' of the Balboa widening to get their input. He explained the technical aspects of the proposed parking and landscape medians which would result from the • widening and the improved safety factors resulting therefrom. Following questions by the Commission, Hopkins suggested a commi'ttee be appointed to review the park design and report back at their next meeting, after which time a report of their findings would be transmitted to the Public Works Department. Commissioners de Boom and Springer will serve on this committee. Ron Whitley also suggested the committee visit the area and get comments from those using the park and the homeowners. It was also recommended that Jan De Bay, President of the West Newport Beach-Association, join the committee meetings. III. ACTION ITEMS Item• #6 - Racquetball Tournament'Request Racquetball Tournament Ron Whitley'summarized the history and problems connected Request with the past two racquetball tournaments conducted by Mr. Joe Padilla in 1981 and 1982 at West Newport Park. He reported it was staff's decision last year that the annual tournament "be handled as a Special Event and processed throug the License Division. Mr. Padilla filed a petition to the City Council which has now been referred to the Commission for their recommendation. Ron expl'ained that staff is not opposed to the racquetball tournament as such, but in an • effort to eliminate past problems, he said that summer is an inappropriate time to hold the event due to the heavy traffic congestion. 'He added that there was also a strong negative response to the bathing suit competition which was connected with the event. Mr. Joe Padilla, Director of the tournament, addressed the Commission. He reported that in 1981 the City sponsored the first tournament and in 1982 he rented the courts. He explained that going through the License Department was too costly, thereby virtually pro- hibiting him -from conducting the tournament. Mr. Padilla asked that the Commission re- evaluate the rental fees and that he be able to conduct the tournament during August, 1984 when the majority of the players who are students could compete. Questions by the Commission followed. Mr. Padilla noted that he would look into the possibility of changing the tournament to a charity event in 1984. Ron Whitley suggested that certain conditions be placed upon the event, and that either the department co- sponsor it or that it be held as a Special Event. King recommended the tournament not be coupled with another event. Hopkins then suggested Mr. Padilla meet • with staff, after which alternatives would be.:brought back to the Commission in November or December for a final determina- tion. Item #7 - Review and Action of Council Policy Changes Review and Action of Motion x Ron Whitley passed out the proposed I- Series policy changes Council Seconded x and reviewed and clarified each item. He noted that the one Policy Ayes x x x x exception is I -19 (g) in which the wording, "10 feet from Changes sewer laterals," will not have to be added. After a brief discussion, King motioned the Commission adopt the changes as written with the exception noted above regarding I -19, the removal of I -20, and that the sentence, "No races shall be held during summer months (June 15 through September 15) and shall not exceed 12 per year" be included in I -21 following the sentence, "Races shall be restricted to courses approved by the City Manager." Cohen seconded. Unanimous. Item #8 - Commission Recognition Proposals Commission Recognition Motion Ron Whitley gave a brief review of the Commission Recognition Proposals Seconded x Program and stated that staff is recommending four people Ayes x x x x be recognized -for donating their time and effort towards an outstanding refurbishment job on the Riverside Drive Scout House. They are Brion and Bonnie Jeannette, Gale Demmer and • Howard Holden. In addition, Ron suggested recognizing Marilyn C.yprien, who has worked in the office this past summer helping with registration, phones, etc., with no fiscal remuneration. • • CITY OF NEWPORT BEACH n Parks, Beaches & Recreation Commission O 2 G Page 4 City Council Chambers 7 p.m. INDEX Capretz motioned the Commission recognize these individuals at their October meeting for their outstanding contribution to the Parks, Beaches and Recreation Department. Cohen seconded. Unanimous. Standardized plaques will be pre- sented at this time.' Cohen and de Boom will form a citizen recogni,tion committee and will meet with Ron Whitley to discuss time of presenta- tion, etc. IV. INFORMATION REPORTS Item #9 - Marinapark Planning Study Update Marinapark Planning Ron Whitley distributed a report on the Marinapark Study- Study Additional Information Request. He reported that an alterna- Update tive proposal be prepared showing a lessor degree of park development. Concern was expressed that the Marinapark Study was the only idea and Council wanted several options. The Marinapark Study Committee, however, felt that it should give .one recommendation to Council. Ron Whitley showed a photograph of the area taken in 1981 and the plan as proposed. This plan would eliminate five trailer spaces through attrition, remove the playground equipment and boat.launching, and replace the Girl Scout-House with a multi- purpose building. Item #10 - RUDAT Report RUDAT Report Ron Whitley reported that the RUDAT Report is being trans- mitted to the Commissioners, for their review and information only. Hopkins recommended this report be scheduled as a discussion item on the agenda at a later date. Item #11 - Park and Street Tree Division Park and Street Tree No discussion. Division Item #12 - Recreation Division Recreation Division Chairman Hopkins congratulated Tom Line in his new position as Recreation Superintendent. de Boom questioned why we didn't use the Shields sailing boats this past summer, and Tom will report back on this matter at the October meeting. INDEX Capital Improvements Tree Removal Request Roberti - Z'berg Ur- ban Open Space and Recreation Program Little Corona Beach Oasis Liaison Item #13 - Capital Improvements 9984 -85 Ron Whitley suggested the Commission form a subcommittee to "fine tune" the proposed capital improvement recommendations for 1984 -85. The final recommendations should be determined in, January, 1984. Cohen will Chair the committee and King will work with her. Item #14 - Tree Removal Request Ron-Whitley reported that the tree at 2126 Aralia has been removed;,hence, this is an information item only. V. SPECIAL, URGENT OR LAST MINUTE ITEMS Item #15 - Roberti-Zlberg Urban Open Space and Recreation Program x Ron Whitley passed out information concerning the Roberti - x Z'berg Urban Open Space and Recreation Program. He reported X x x x that this is a State program in which we have participated in past years. Ron noted that the figure indicated of $3,674' is much lower than in the past due to the State's revised budget. Funds must be applied for in October and, therefore, a Resolution must be adopted by the City Council at their next meeting. Capretz motioned that the Commission request the City Council, to adopt a resolution, identifying the project of Irvine Terrace Park, utilizing the subject grant program allocating $3,674 to be applied for and combined with the current capital improvement. Cohen seconded. Unanimous. Item #16 - Little Corona Beach Capretz pointed out that capital improvements will be needed for Little Corona Beach. Ron Whitley reported that we will formally request assistance from the Public Works Department and other departments to identify problem areas and their respective solutions. Capretz will Chair the Oceanfront and Beach Committee and Springer will, assist him. They plan to talk with the Marine Director, the General Services Director and the Public Works Director concerning beach conditions and will report their findings back to the Commission. Item #17 - OASIS Liaison Hopkins will be the OASIS liaison for the forthcoming year. Dottie Flohr, Secretary • • LJ Item No. 6 CITY OF NEWPORT BEACH PARKS, BEACHES AND RECREATION COMMISSION DATE: October 6, 1983 TO: Parks, Beaches and Recreation Commission FROM: 38th Street Park Subcommittee SUBJECT: Future Balboa Blvd. Road Widening The subcommittee met with the Parks, Beaches and Recreation Director, Ron Whitley, on Thursday, September 15, 1983 to study and make recommendations regarding the above subject. This meeting resulted in the following recommendations: 1. Every,; effort should be made�to build the proposed new restrooms before the old ones are demolished. 2. The number of half court basketball•courts' should be reduced to three to allow safety and aesthetics to be considered. 3. Fencing around the park should allow an open, visual effect to be accommodated. • 4. Agree in concept with the proposed plan as presented. Barbara de Boom Diana Springer Rae Cohen • • RECREATION DIVISION SEPTEMBER, 1983 PROGRESS REPORT Youth and.Adult Snorts Item No. 7 The Boys Flag Football registration has started very slowly for this fall's program. Youth registration is significantly down and it seems that competition from AYSO and other football programs limits the participation in our program. Leaguegames.begin Thursday, October 6, and to accommodate as many youth as possible, we are scheduling some 6th and 6th grade games for evening hours at the Youth Center. The adult softball and basketball leagues continue to increase in participation. Registration began on September 5 and ended on September,23. In adult softball, ten teams could not be accommodated. We anticipate that the basketball leagues will all be filled by October 10. Senior Citizens A new Outreach Coordinator has been.hired to work at the OASIS Center. Her name is Pamala McGovern and she started work September -1, 1983. Also starting to work in September was Rachel Broome, who is the new Clerk Typist at the OASIS Center. Both employees are doing fine and enjoy their jobs immensely. . Classes were all successful at the OASIS Center during September. There were also a considerable amount of. meetings held in September; one such meeting was for exploring the possibility of turning, the OASIS grass area into croquet courts. The formation of a croquet club would also be a possibility. A major Human Service program was held on Saturday, October 1, 1983. This pro- gram was a Health Fair and the activities included'a flu cl•i•nic, blood pressure tests, CPR information, eye screening, foot screening,. hearing tests and other valuable health information. Special activities that were held in September were cancer lectures, comedy films, health seminars, tea dance, pancake breakfast and a luau. All of these special activities were well attended. The Memorial Fountain began construction on September 12 and the Senior. Men's Softball League began its fall season. The highlight of activities at the OASIS Center for September was the 6th Birthday Party for the OASIS Center and Friends of OASIS. It was attended by several City dignitaries. Aquatics and Sailing Fall programming began September 19, 1983. Class registration-is very steady and should be very successful. Swim lessons are being offered this fall for the first time and they seem to be very successful. It looks.as.though additional :. • aquatic programming can be scheduled during the fall 'due to.the demand. -2- The program analysis of expenditures and revenues for the aquatics and sailing programs looks very promising for the just completed quarter of 83 -84. Revenues • exceeded expenditures in each class and although revenues were down in some specific classes, expenditures were corresponding in each case. Total expendi- tures were $67,452 for 83 -84 and the revenue was $78,857. The City was on the plus side by $11,404. This is up from $9,760 a year ago. Special - Activity Classes We are currently in our second week of fall classes and things are going well. An analysis:of enrollment figures from last year should be forthcoming. Hopefully the Department will not be offering classes.that have been cancelled more than once. Winter brochure information is currently being compiled so it can go to the printer. Information ' from -various sections is going to be standardized for the first time in'the winter brochure and this should decrease editing and rewriting time. Planning continues for the Corona del Mar Fall Five Mile,Run to be held on Sunday, October 23. Run fliers are being distributed and publicity is going out to radio stations and newspapers. Volunteers from the Chamber are soliciting prize donations to-be given out to runners. An anticipated crowd of 1500 is scheduled to participate. Upcoming Events • October 10 - Adult Sports Classification Games October 21 - City Golf Championship October 23 - Corona del Mar Fa11.Five Miler Tom ne • CITY OF NEWPORT BEACH • Parks, Beaches & Recreation Department DATE: September 8, 1983 TO: Parks, Beaches & Recreation Director FROM: Recreation Superintendent SUBJECT: Sailing Program I would like to clarify the Recreation Division report given to the Parks, Beaches & Recreation Commission on September 6, 1983. Ample discussion and review were not given to the Shields sailing program. The City of Newport'Beach has had "Shields" sailing classes open to the public for the past several summers. The Shields are obtained through an agreement with Orange Coast College that allows us to borrow several of their Shields in order to run our classes. The City does not own any Shields of their own and the approximate cost could be $20,000 each. This past summer Orange Coast College had to cancel their agreement with the City for the use of "Shields" because they were going to use all of the sailing boats for their own classes. During the spring of 1983, Coastline College and Golden West College cancelled their Shield classes and combined them into the Orange • Coast College program, obviously enlarging the needs of Orange Coast College and thereby creating our problem. Letters were sent to Dave Grant, who is in charge of the Shields program at Orange Coast College for the purpose of explaining our position and the re- instating of our agreement where they use our Sabots and we use their Shields. Hopefully, future consideration will be given to the City. This past summer's class was to be scheduledfi;ve days a week, Monday through Friday, from 5:30 to 7:30 P.M. The approximate loss of revenue to the City was $2,000. It was also noted by staff that many times Orange Coast College had a left over Shield that was not being used for their programs. The City could have had a program with that one Shield and this will be discussed with Orange Coast College in the future. An evaluation will also be given as to other possibilities that can be used to reinstate the Shields program in the future. Tom Line • Item No. 8 PARK AND STREET TREE DIVISION • SEPTEMBER, 1983 PROGRESS REPORT Our Park Crews performed the following tasks during the month of September: Installed retaining wall between.and on plots and sidewalk with railroad ties at OASIS. Cut weeds at Spyglass Hills Nature Park. Graded, formed and had blacktop walk installed along the parking lot at OASIS. Top dressed new turf-at Buffalo Hills Park. Planted Oleander screen at•reservoi'r where chipper shavings are stored. Picked up 3 donated Palm Trees.and took them to City Yard until'suitable planting area is found. Our Street Tree Division performed the following: Root pruned'15 trees. Trimmed 1,555 trees. • Planted 23 trees. Removed 8 trees. Completed 22 Work Requests. The Buffalo Hills area has been trimmed as well as'the Broadmoor area. Spyglass Hills is presently being trimmed.
