The Commissioners met with the Recreation Supervisors who
with Rec-
introduced themselves, gave a brief synopsis of their
reation
respective responsibilities, and answered questions of the
Division
Commission.
Staff
Nancy Lerner reported she has accepted a position with the
City of Anaheim and that her last day with the City of
Newport Beach will be- January 10. Nancy's responsibilities,
which include the brochure, special interest groups and
races, will be divided among the other Supervisors until- her
replacement is hired in the next 2-3 months.
Judy O'Shaugnessy gave an overview of the senior citizen
program and the OASIS Center, both of which are considered
to be among the finest in Orange County.

Dan Iwata reported on the sailing and aquatics programs,
in addition to the facility maintenance schedule. Dan is
also the liaison between the school district and special
interest groups. He will be permanently responsible for
the tennis program, heretofore under Nancy's supervision.
Dan also announced that a Lido '14 class will be added to
the spring program.
Bob Granger reported on the adult and youth sports, the
latter of which has been on.a slight .decline. He also noted
that the Rose Bowl Excursion on January 2 was a great succes
.
Tom Line pointed out that race permits are now processed
and approved through the Finance Department.'
At the conclusion of the joint meeting, Dan Iwata gave a
slide presentation of the Parks, Beaches and Recreation
programs: This can be used at any time for information
•
purposes.

to answer.any questions. Stuart suggested putting a limit
on multiple use by a single group which is not in the policy
at this time. King also expressed his concern on this
matter and suggested guidelines be established for continuous
use of a facility. Springer felt that it should be stated
that should a conflict arise, the group with the lesser
usage would have top priority. Bob Gabriele pointed out
that policy must be content neutral with equal access and
all groups treated equally.
Following questions and discussion, Stuart moved recommending
the City Council pass I -5 pursuant to the deletion of the
first two paragraphs concerning political and religious
groups under Restrictions on Use, and that Items 3 through 6
under Priority of�Use be reworded as written per staff's
recommendation. Capretz seconded., Unanimous.

specifi -cally pointed out that most of these trees have bee
severely trimmed, however, some.of the problem trees actual
belong to The Irvine Company.

Following questions by the Commission, Chairman Hopkins
opened the,meeting to public testimony.
Mr. Terry Stahl, President of the Spyglass Ridge Community
Association, addressed the Commission. He spoke of his
concern regarding the 'trees in the upper portion of Sand-
castle Drive and asked that they be removed. He noted that
the City has done a good job of thinning the trees, however,
their growth in the near future will still present view
problems.. He asked for the City's support in controlling
the trees. In.addition, he asked that the parkway trees
which have been removed be replaced with trees not ex-
ceeding 20' in height. Mr. Stahl also requested a phasing
schedule which would result in removal of 25% to 50% of the
trees in the same year with replacement of trees that do not
require a heavy maintenance schedule.
Mr. Richard Shapiro of the Spyglass Ridge Community Associa-

tion addressed the Commission. He stated that since the two
conditions specified for removal of the trees in 1980 -81
-
have been met, J.e., J00% approval by the Board and majority
approval' of the homeowners association, the trees should
come down. He also felt that the aesthetic value of the
trees is non - existent, which is another reason for removal.
Mr. Larry-Weeshoff, President of the Harbor View Hills
Community,Association, addressed the Commission. He said
they polled only those directly affected on Sandcastle and
that the Board.voted unanimously to have all the trees
removed. They are askingthe City to remove °those Sandcastle
trees requested by the owners, thus resolving the major
problems. Funding will be through contributions, the
Association and, hopefully, the City will help share the cost.
Mr. Terry Stahl, President of the Spyglass Ridge Community
Association, addressed the Commission. He said they will
ask the City to help with the financing, however, they will

not ask the City to remove .any trees until they obtain the
necessary funds.
Mr. Paul Queyrel of the Harbor View,'Hills Homeowners
Association addressed the Commission. He stated that the
homes above lower Sandcastle and on Quiet Cove and Sand'une
have little or no ocean view. Mr. Queyrel briefly reviewed

the history of the problem and stated they would ultimately
like to have few or no,Eucalyptus trees. Trimming helps,
but it is not very attractive. He, too, suggested a phased
approach to removal as it frees up the views.

Mr. Richard Shapiro; 1607 Bay Cliff Drive., addressed the
Commission. He asked for total removal of the trees in
phases.for cost purposes. He felt the remaining Eucalyptus
trees should be trimmed more often.
Mr. Terry Stahl, President of Spyglass Ridge Community
Association, addressed the Commission. He emphasized that
the purpose of the CC &R's was to protect the views of the
homeowners. He felt the trees are a blatant disregard of
their bylaws, although Ron Whitley noted the trees were
originally put in by the developer.
Following questions and discussion, Capretz moved the City
contract for removal and replacement of trees on Sandcastle
upon receiving notification that a minimum of 40 lots have
requested'removal and that sufficient funds are available,
and that the Harbor View Hills Homeowners Association's
adopted Resolution be followed to the extent that when the
City has received a request for removal from 40 owners and
.
notice has been received that the funds are available.
Seconded,by, de Boom. Motion carries with Stuart abstaining.
Ron Whitley advised Spyglass Ridge Community Association
pursue the idea of contacting The Irvine Company concerning
those problem trees which they own.

upon the Commission's approval, this will then be transmitted
to the City Manager with the notation that the other projects
can be delayed or.picked'up through the,Maintenance and
Operation (M &O) account.
Following discussion and careful review, Stuart motioned
recommending the Community Youth Center building be given
highest priority and that the continuing,Park Facility
Improvement Fund also be proposed for funding'in the 1984 -85
budget. King seconded. Unanimous.

IV. DISCUSSION ITEMS
Item #10 - 1984 -85 M &O Budget Committee
Ron Whitley stated that staff is preparing their preliminary
budget and asked that a Budget Subcommittee be formed to
attend a forthcoming budget meeting with the City Manager.
The committee will consist of Cohen as Chair, Stuart and
King.
V. INFORMATION REPORTS
Item #11 - Recreation Division
Tom Line reported that the-highlight of December was our
Rent -a- Santa. program. The program was so successful that
the department is considering having three Santa suits next
year, rather than two. A review will be made by staff
concerning the possibility of changing the revenue split
between Santa and the City, result of which more revenue
would go to the City.
The lights at the Community Youth Center have been completed
and the walk through is scheduled for January 4 at 5:30 P.M.
The new Recreation Supervisor replacing Nancy Lerner should
be on board within two months.
Ron Whitley will take Commissioners de Boom and Springer on
a tour of the City's facilities.
Item #12 - Park and Street Tree Division
No discussion.
VI. SPECIAL, URGENT OR LAST MINUTE ITEMS
Ron Whitley reported the Commission's joint meeting with
the City Council- is scheduled for January 9 at 2:00 P.M.
Due to four absences on January 9, it was decided to delay
this meeting. This will be a discussion item at the
Commission's meeting on February 7.

SUBJECT: Modification of Beach Closure Times
Attached you will find a petition requesting the City to close the
ocean front beach between the Wedge and "E" Street commencing at
10:00 P.M. Currently, the beach is closed at midnight. The City
Council on January 23 referred this subject matter to the Parks,
Beaches and Recreation Commission for review, possibly public hearings,
and report back to the City Council with a recommendation.
The Marine Director and Police Department have been asked to attend
the meeting so their input will be known to members of the Commission.
Additionally, Mr. Bauman has been requested to notify signers of
the petition that the Commission will be making a recommendation on this
item.

SUBJECT: PROPOSED BEACH CLOSURE FROM WEDGE TO "E" STREET AT 10 P.M.
Currently the only area where beaches close at 10 P.M. in the City are
at the Corona del Mar State and City beach and at Little Corona beach at
the end of Poppy and Ocean Boulevard. Beach closure times are controlled
by Newport Beach Municippl Code Section 11.08.030. Use of Beaches at Night.
The Marine Department closes the Corona del Mar Main Beach by keeping
a lifeguard vehicle on the beach and making public address announcements
to be given approximately at 9:45 P.M. stating that the beach is closed at
10 o'clock and that the parking lot will be cleared of all vehicles. It
is our experience that posting of signs is not enough to get the beach
closed. It requires a manned vehicle to make personal contacts with those
• individuals on the beach after '10 P.M. and in some cases requires an
aggressive use of citations when people will not cooperate. The Corona
del Mar Main Beach is fairly easy to control because of the main parking
lot adjacent to the beach and the fact that the parking lot gate can be
locked to allow no vehicle entrance after 10 P.M. In addition, there are
only three walking accesses to this beach. The Marine Department schedules
the jeep to remain in the Corona del Mar area until 11 P!M -.oto make sure
that the beach is closed. The Marine Department vehicles stop patrolling
the Balboa /Newport Ocean Front at approximately 9:30 P.M. There is one
man scheduled in the Lifeguard main Headquarters at the Newport Pier until
12 midnight. The responsibility for closing the Newport /Balboa Ocean
Front at 12 o'clock midnight is currently with the Newport Beach Police
Department.

The Commission appointed committee has met to determine a possibility of
expanding to other areas of the ocean front the request of the Peninsula
Point petitioners to close beach areas at 10:00 P.M.
The committee met on Tuesday, February 28, and had representatives from
the West Newport Association and the Balboa Improvement Association as
additional resources. After considerable discussion, it was determined
that the primary issue was enforcement in specified areas. Further data
from the Marine Department and the Police Department was requested and
will be available at the Commission meeting.
After testimony and discussion, the committee feels the Commission will
be able to make a recommendation to the City Council on this matter.

Recommendation:
Recommend to the City Council that the 1984 -85 budget include sufficient
funds for an overpass on San Miguel Road for safe entry to the park or
at least signalization of the intersection at San Miguel Drive and
Spyglass Hill Road /Eastgate, a 4 -way stop sign system be installed at
San Miguel Drive and Port Sutton/-Yacht Coquette, and a stop sign on
Newport Hills Drive East and Eastgate Drive.
Discussion:
The subcommittee, as appointed by the Commission, met with staff on
• Friday, January 13, 1984. Included in this meeting as a participant
was the City Traffic Engineer, Rich Edmons'ton. The objective, as
identified, was recognizing that the high number of children crossing
San Miguel Drive, a•major arterial, to reach Andersen School and /or
San Miguel Park is an extreme safety factor. Several alternatives were
discussed and methods whereby the problem could be corrected.
The recommendation as presented will, assist other efforts to include
Homeowner Associations and PFO organizations in stressing the importance
and priority on this matter.
As the park is programmed in the near future, the problem as described
will undoubtedly increase. Full participation by a number of youth
groups will have participants arriving, usually by foot or bicycle, at
the park. The subcommittee strongly urges the Commission to support
the recommendation.

Dear Mr. Witley:
Per your conversation with my husband February 10th, I am notifying you
by letter of our community problems which have been brought on by the
community theater located at 2501 Cliff Drive. These problems started
before June 1981. Enclosed is a copy of the signed petition stating
such hazards.
On a personal note: Over the past 22 years we have been politely trying
to get the light turned off on the neon marquee. Before the remodel, we
put in a request to the architect to at least relocate the sign to an area
that our living room and bedrooms would not be invaded by this commercial
• sign. The light has not'been on the past two months since a telephone
call assured us that the light would remain off!
Then boom! The light is on again! We walked across the street to ask them
to please turn it off. We were told the city councilOK'd the light last
Monday night and it was our tough luck we didn't attend that meeting. HoW
could we attend a meeting that we had no knowledge of? After all, we
had been assured the light would remain off. After explaining our problem
and showing them our petitions, they couldn't have cared less and told us
to go fight the city it isn't our problem. She also stated, "we don't
live in your stupid community" and proceeded to push with physical force
against me to leave this "public park ". The woman's name is Carrie Fishbeck.
I have lived in this community for over thirty years and I care for the
streets and the safety of our residents. Why then is this public facility
rented to abusive and self centered bullies who stated they couldn't care
less what impact they make in our community. This' violence is what we were
afraid of back in June 1981 as the petition stated.
Please, we aren't getting any younger and this slap in the face is hard to
take.

These unique craft are considered to be the fastest
sailing yachts in international competition. They are
a highly experimental development class based on a
simple set of limitations.

WHY NEWPORT BEACH?
Newport Beach was not the first choice.
San Pedro's Cabrillo Beach was considered. but
the construction of the new marina there has
only left the parking lot for storage. We were
told that vandalism would.be a problem.
The Long Beach Area was considered but is not available.
The 1984 Olympic games will require all
r available storage space. 300+ boats are expected.

We were told to call back in 1985.
Dana Point was considered, however, storage is $165/mo. per boat.
Yacht clubs were considered but the C -CLASS catamarans
are too large for their storage areas.
Wet storage was considered but would destroy our light weight hulls.
Trailing has been utilized. Total time for transporting,
set -up, and knock down is 10 hours.
We contacted the Newport Beach Marine Director, Dave Harshbarger,
and received a favaorable response which we are pursuing now.

The C -Team is an organization which has been formed to
win the next LITTLE AMERICA'S CUP CHALLENGE in 1955.
Presently we consist of five individuals who have been
racing catamarans for many years. We live or work
in the Orange County area. In addition to our trial
boats, AQUARIUS V and CARBON COPY, we own 7 other
sailing craft.

Twenty -three years ago a challenge was devised to decide
which country had the fastest "around the buoys" racing yacht.
The speedsters at that time were the C -CLASS catamarans.

Our Park Crews performed the following tasks during the
month of January:
Repaired and painted all picnic tables and
park benches that needed attention.
Repaired storm drain at Ensign View Park.
Spread shreaded wood chips in planted areas
throughout the City.
Installed a new drinking fountain at 38th
Street Park.
Removed ice plant at CYC picnic area.
Graded slope in two locations at OASIS Park.
Landscaped City entry sign planters on Irvine
Avenue and'on Jamboree Road.

JANUARY, 1984 PROGRESS REPORT
Senior Citizens
Item No. 11
Volunteers are so important to any City, but volunteers at the OASIS Center are
truly an amazing statistic'. Volunteers at the OASIS Center help out in many
different areas. Those areas are class instruction, leading activities, chairing
a committee or part of the governing body of Friends of OASIS. Last month alone
over 1,487 hours were logged by OASIS volunteers.
Several classes are experiencing a huge success at OASIS. Spanish and French
classes taught by Ed Forsythe are very well received and a new Spanish conversation
class taught by Daryl Wilson is very popular. A new beginning bridge class has
40 eager students and most of the activities and classes at OASIS are going very
well.
Special social activities that were concluded'this month included the sensational
New Year's Eve Party planned by Eleanor Newman and several trips out of Newport
Beach. One of those trips produced a large number of senior citizens for Las Vegas.
Coming up in February are winter classes at Coastline College beginning February 6
and the continuing of the OASIS lounge conversion to Human Services offices. Work
that will continue all month at OASIS with regards to lounge and rooms conversion
includes electrical, painting, and carpentry.
• Youth Sports
The boys basketball program began its games January 1.4 at Ensign School Teams are
competing in 3rd through 6th grade divisions. For the purpose of keeping the
program strong and giving teams as many games as possible, games will be scheduled
against other cities.
Twenty six boys and girls participated from Newport Beach in the Orange County
Cross Country Meet held Saturday, January 21. The Cross Country Meet was held at
Mission Viejo High School.
The next youth sport program in Newport Beach will be track and field. The Newport
Balboa Rotary Club and Recreation Department will combine again this year to put
on the Track and Field Meet. The meet will be held in April, and Newport Harbor
High School Stadium will be the site for the event. Prior to the Track and Field
Meet in April, Dallas Long, a former Olympic'Gold Medalist in track and field, will
conduct a:clinic for the youth of Newport Beach. Hopefully, Mr. Long will
promote some enthusiasm for track and field in our sports program.
Adult Sports
Winter basketball leagues are under way. Twenty four teams are competing in various
divisions and games are held on Tuesday, Wednesday and Thursday nights at Ensign
and Corona del Mar High School.
• Fall softball leagues are finishing this month and planning for summer leagues is
under way. Registration for summer leagues will take place in April.

Special Activity Classes
• At this point and time and until the City hires a new Supervisor in charge of
classes, other Supervisors and the Superintendent are doubling up their assign-
ments in order to cover the responsibilities.of the vacant position.
Applications are now being accepted for the Recreation Supervisor position and
interviews are scheduled for February 22, 1984. Hiring should take place the
first week of March.
The development of the spring brochure has gone smoothly. Time schedules have been
adheredito and the brochure is scheduled to be in the mail February 17. The
brochure will have all classes and activities scheduled for the Department's
spring program.
Aquatics and Sailing
Winter is a .very slow time for sailing classes and aquatics classes. Several sailing,
classes are going strong, but one class was cancelled. In order to boost revenue
and attendance in sailing, Lido 14's will be introduced into our program. Other
classes and activities to be introduced this spring are Sabot sailing classes and
swimming lessons offered at Newport Harbor High School.
Tennis Program
A1•ong with the normal tennis instruction offered by the Parks, Beaches and Recreation
• Department, several new tennis programs are scheduled this spring. Those programs
include junior tennis and a ladies double clinic. Several other new tennis pro-
grams are being looked into for the spring and summer months.
Excursions
The first river rafting excursion is scheduled for July 30 and 31. The river raft
excursion has always been popular and should be an excellent excursion for the
Department. Agreements have been worked out with Kings River Rafting and the City
for the purpose of the City not losing its security -deposi:t when an excursion
does not fill. It should protect us financially.
In February there is a ski excursion to the popular Mammoth Ski Resort. Sign
ups are slow at the present and the possibility of combining the excursion with
another City to see that the excursion doesn't fail is a possibility.
