The meeting of the Parks, Beaches and Recreation Commi-
ssion was called to order at 7:10 P.M.

Roll call was taken. Commissioners Capretz, Cohen,
Hopkins, King, Springer and'Stuart were present.

King motioned the minutes of the March 6, 1984 meeting

be approved subject to amendment on Page 3, Item #5,

Proposed Modification of Beach Closure Times, to include
that King requested the motion be split into two motions
which was denied by Chairman Hopkins; and that Page 8,
Item #9(a), Dedicated Tree Proposal, be corrected to
show that Richard Demmer, not Gail Demmer, made the
request. Cohen seconded. Unanimous.

we are to have her and look forward to working with her.
Nancy gave a brief background of herself and said she is
pleased to be working for the City of Newport Beach.

Item #6 - Theatre Arts Center Marquee

Ron Whitley reviewed the history and controversy con-
cerning the Marquee at the Theatre Arts Center. He
pointed out that this item has been carried over from

the March 6, 1984 meeting for a Commission decision.
Mr. Whitley also explained the four alternatives propose
by staff. Following questions by the Commission, Chair-
man Hopkins opened the meeting to public testimony.
Mr: and Mrs. Winston, 2500 Cliff Drive, addressed the
Commission. They referred to Mrs. Winston "s letter
dated February 13, 1984 wherein she expressed their
problems with the Marquee light. In addition, they
noted that these problems were brought to the attention
of the City in June, 1981 in the form of a petition
from the residents of Newport Heights. Mr. and Mrs.
Winston said they felt the sign is obnoxious, the
neighbors don "t like it, and it violates their privacy
due to the tremendous amount of light cast into their
home. They also commented that the sign is too large
and serves no positive function. They mentioned the
traffic and safety hazards and urged that the sign be

removed and that a better Marquee be constructed,
using spot lights that won't in the homes.

Springer suggested the homeowners and the Theatre Arts
group.meet to determine a solution acceptable to all
concerned and that the homeowners pay for a new sign if
one is constructed.
Mr. James Slack, Director at Large of the Theatre Arts
Center, addressed the Commission. He felt the Marquee
was needed because it advertises the current productions
and makes it easier for people to locate the Theatre.
He stated he also felt the sign is moderately lighted'
and definitely not offensive. He added he was also
present to answer any questions the Commission might have
Following the close of public testimony, various types
of monuments were discussed. Capretz suggested that
since the options are many and varied that an Ad Hoc
Committee be appointed consisting of a representative
from the Commission, a member from the Theatre Arts
group, and the homeowners association.
King stated he did not agree with the public testimony
in that he feels the sign is visible and not.a safety
hazard. He is not opposed to the Marquee "but advised

the lights on the John Wayne Sculpture be adjusted to
see if this would help alleviate the lighting problem.

Capretz moved that the Commission appoint an Ad Hoc
Committee composed of a Parks, Beaches and Recreation
Commissioner, namely Springer, community members and a
member of the Theatre Arts Center group to discuss the
problem and make a recommendation to the Commission.
Springer seconded.
Following discussion, Capretz amended his motion to
continue this item until the Ad Hoc Committee is selected
Springer seconded. Unanimous.
Cohen reported the Theatre Arts Center Board will meet
on April 4 and she will ask that a representative for
the Ad Hoc'Committee be appointed at that time. It was
decided that Springer will serve as Chair and Mr. Winston
and Tom Line will also serve on the committee.

Ron Whitley reviewed staff's three recommendations con-
cerning criteria to be met for all dedicated tree request
in public parks. He stated the Commission must review
every request for a dedicated tree and that there are
two such requests before them now, namely, the Demmer
request and the Mesa - Harbor request.
Questions and discussion followed concerning the wording
in the first criteria, i- e., "significant contribution,"
and the question of whether there should be a plaque at
all. Mr. Whitley pointed out that dedicated trees have
plaques and donated trees do not and are also not
documented.
King motioned the Commission accept the 3 recommendations
of staff. Springer seconded. Unanimous.
Applicants for dedicated tree requests will be made aware
of the new policy. Mr. Whitley will communicate the new
criteria to Mr. and Mrs. Demmer to determine if Adolph
Demmer meets them and advise them they can also have a
private ceremony with no plaque. Mr. Whitley will also
ask the Mesa- Harbor Club for more information to
determine if they meet the criteria.

Ron Whitley gave a brief review of the IMUA CanRequest
request to use North Star Beach and noted that

Canoe Club
Shores Homeowners Association has since reviewe
issue and will' be present to provide additional input.
Mr. Whitley distributed a recent communication from the
Canoe Club concerning an alternate site which is propert
belonging to the State of California Fish and-Game, and
which site has the approval of the Dover Shores Home -
owners Association. He also distributed a plot plan
showing, the two proposed sites.
Chairman Hopkins then opened the meeting to public
testimony. Mr. Pete Drummond, President of Dover Shores
Homeowners Association, addressed the Commission. He
provided two site maps showing the proposed locations
•
to be used by the Canoe Club. He stated the homeowners
do not object to these sites provided the club members
are reasonable.as to its use. The use of North Star
Beach was discussed with the idea that Dennis Campbell,
Coach of the Club, would have a set of keys to the lock
chain.
Mr. Ed Benson of the Dover Shores Homeowners Association
addressed the Commission. He suggested the IMUA Canoe
Club might want to work with the new aquatics center.
He also added that there are portable restrooms at the
North Star Beach area. He said the homeowners do not
object to this location as long as the canoe members
display good behavior.
Dennis Campbell, Coach of the IMUA Canoe Club, addressed
the Commission. He mentioned that the proposed site
access under the brdige, located at the end of Polaris
Street, is owned by The Irvine Company. The other area
is controlled by Fish and'Game and he will contact them
should the need'arise. If they can use North Star Beach,
he would have the only key to the chain lock and they
would control and police themselves. 'He mentioned there
are 50 members belonging to the club and they all arrive
and leave at one time. He also assured the Commission
that they would not abuse the privilege of using any site.
•
Upon close of public testimony, Ron Whitley pointed out
that should the Commission make a recommendation
authorizing storage of the boats overnight, it would go
on the City Council agenda for their meeting on April 23.
He also added that since the County handles the mainten-
ance, we should notify them as a matter of courtesy.

Following a brief discussion, Capretz motioned the IMUA
Canoe Club be allowed to use North Star'Beach as long
as they comply with the security and safety measures
which are set forth for the general public. He also
commended the Dover Shores Homeowners Association for
taking such a positive and understanding attitude in
working with the Canoe Club. Cohen seconded. Unanimous.
Staff will present the recommendation to the City Council.

Ron Whitley suggested that Eric Tweit, Head Track Coach-

at Harbor High School, be added• to the two names listed
for Commission recognition at the next regularly
scheduled meeting on May 1. Mr. Tweit has put in a
considerable amount of time.and effort working with our
Track and Field Clinic. King motioned the Commission
accept staff's recommendations as presented. Stuart
seconded. Unanimous.
II. DISCUSSION ITEMS
Item #10 - Street Tree Spraying Program

Ron Whitley reviewed the City's Street Tree Spraying

Program which is monitored by the State of California.
He reported that many calls are received, particularly
from the Corona del Mar area, concerning our spraying
and that it might be hazardous. Mr. Whitley mentioned
that the report-included in the agenda packet is for
informational purposes only so that the Commission is
aware of the City's program.
Jack Brooks reported that there is considerable research
going on, however, due to costly regulations, there are
not many new chemicals coming on the market. He also
reported that we are replacing City trees with a species
that doesn't get pests, the result of which is that we
are already doing less spraying.
IV. INFORMATION REPORTS

Tom Line reported that the Lido 14 spring program has
been a huge success. He also stated that 3 programs
will be scheduled during the summer at the recently
refurbished Scout House.
V. SPECIAL, URGENT OR LAST MINUTE ITEMS
Ron Whitley announced that the City Council's Marinapark
Marinapark
Ad Hoc Committee, consisting of Mayor Hart, Commissioner
Cox and Commissioner Strauss, have met twice and they
have scheduled another meeting for Thursday, May 3, at
7:30 A.M. in the City Council Conference Room. They
have requested the Commission's Marinapark Subcommittee
attend concerning the recommendations made in the Marina -
park Study - Alternate Uses Report as to the future of the
area.
•
,Capretz, as Chair, will attend and Tom Hyans, who served
on the commi'•ttee, will be invited to attend. King
indicated he would like to attend also.
Ron Whitley distributed a registered letter dated
Eastbluff
March 30 from the Newport -Mesa Unified School District
and Lincoln
concerning the leasing of Eastbluff Elementary School
Schools
and Lincoln Intermediate School. He pointed out the
City has 60 days in which to respond, during which time
no other prospects are contacted. Mr. Whitley is pre-
paring a report concerning the use of facilities, what
our anticipated lease might be, and /or recommendations
as to other alternatives. He will schedule this for the
City Council's Study Session on May 14 at 2:00 P.M. An
Ad Hoc Committee was formed consisting of Cohen as Chair,
Springer and Hopkins to study the issue.

Tom Line reported that the fee schedule as presented
is compatible with other areas although some are much
higher. He stated that the fees are still revenue
making and.are reviewed annually.
Stuart moved to accept staff's recommendations as
written. Springer seconded. King noted he was voting
against the motion due to the fact that all costs are
not covered. Motion carried.
VI. ADJOURNMENT
There being no further business, the Parks, Beaches and
Recreation Commission adjourned at 9:10 P.M.

SUBJECT: JOINT POWERS AGREEMENT - NEWPORT -MESA UNIFIED SCHOOL DISTRICT
Recommendations:
Terminate the Landscape Maintenance Agreement with the School District.
2. Accept the proposed changes to the Joint Powers Agreement as transmitted
by the School District.
3. Pursue a revision to the fee schedule as adopted by the Board of Trustees
for the use of school facilities.
Discussion:
This Department has had a number of meetings to determine a workable solution
to a complex issue of retaining the use of public school facilities on an equitable,
affordable basis for youth and adult recreational purposes. Our use of school
facilities is important as they have many facilities, i.e., gyms, swimming pools,
athletic fields, that the City does not have in our park system. This is not a
shortcoming, by the way, as the efficient use and development of public facilities
by a community should be done in a manner that avoids duplication of expensive
facilities when possible.
By terminating the Landscape Maintenance Agreement, we will be able to assess fees
for the use of school facilities on a direct special interest user basis. This
will be fair and each user group will know up front what the cost of the activity
will be as it relates to the use of school facilities.
The amendments to the Joint Powers Agreement as proposed by the School District
are acceptable as the adopted fee schedule can be negotiated to a point that
facilities can-be obtained within a reasonable cost.
As fees are negotiated with the District, it should be pointed out that a fair share
is not necessarily a direct ratio tb the maintenance cost of a facility. As an
example, the cost of maintenance for a pool, gymnasium, or athletic field does not
increase or decrease significantly by the number of 'hours it is used daily. In
many cases the cost is the same as certain functions must occur whether the facility
is used or not.
We look forward to pursuing.this matter and, again, would appreciate having the
• matter go to the Joint City's - School District Liaison Committee and the City
Council for resolve.

WHEREAS, the Newport Beach Department of Parks, Beaches
and Recreation, hereinafter referred to as the "CITY," and the
3flNewport -Mesa Unified School District, hereinafter referred to

as the "SCHOOL DISTRICT" are both authorized to organize,.
promote and conduct programs'-for community recreation; and
WHEREAS, the SCHOOL DISTRICT has facilities and
grounds available for community recreation on the campuses of
the schools maintained by said SCHOOL DISTRICT: and
WHEREAS, it is desired that the CITY have priority
to use said facilities when such facilities are not being used by
the SCHOOL DISTRICT for educational purposes,, use of school
facilities will be permitted in the following order of priority:
1. Regular school programs, including Summer
School activities
2. City- sponsored and /or school- connected youth
programs
3. Other youth activities
4. City adult programs
5. Other adult programs
NOW, THEREFORE, IT IS AGREED that cooperative use shall
be made according to the following:
1. The SCHOOL DISTRICT and CITY will make available
their facilities, 'grounds and services with the necessary equipment
and appurtenances for community recreation on all of their campuses
upon proper request from the CITY, subject to the conditions noted
herein. The CITY agrees to grant to the SCHOOL DISTRICT, upon

maintenance service, or equipment owned by the City of Newport

3lpublic school program, provided the use of such recreational

7 2. Such SCHOOL DISTRICT facilities will be made
8 available as long as the use in no way conflicts with the use
9 of the SCHOOL DISTRICT'S buildings, grounds, or equipment for
10 school purposes or interferes with the regular conduct of school
11 work. The SCHOOL DISTRICT reserves the right to cancel the use
32 of its facilities upon seven (7) working days notice when such
13 planned use is considered to be in conflict with the use of such
.14, facilities for school purposes.
15 3. All requests for use of facilities of the SCHOOL
16 DISTRICT are to be made by the CITY on forms provided by the
17 SCHOOL DISTRICT.
18 4. Ali requests for use of facilities and /or
29 equipment of the CITY are to be made by the SCHOOL DISTRICT on
20 forms provided by the CITY'.
21, 5. The SCHOOL DISTRICT is to be informed in writing
22 of all policies and procedures of the CITY'S operations insofar
23 as they relate to the use of the SCHOOL DISTRICT'S facilities.
24 6. The CITY is to be responsible for enforcing the
25 SCHOOL DISTRICT'S policies, procedures, and rules relative to its
E6 use of the SCHOOL DISTRICT'S facilities as determined by the Board

7. As the SCHOOL DISTRICT develops facilities on
its campuses, its facilities shall first provide and assist in
the instructional program and second, add to the CITY'S program
development.
8. All requests'for use of facilities and equipment
of the SCHOOL DISTRICT shall be in the office of the Business
Manager not less than ten (10) working days before such use,
except in cases of emergency.
9. The SCHOOL DISTRICT agrees to provide at a
mutually agreed upon rate all custodial services, maintenance,
and operation costs for the District facilities.
10. In the event the SCHOOL DISTRICT enters into a
like or similar agreement to this agreement with the City of
Costa Mesa, they shall provide in said agreement that the City
of Costa Mesa shall be restricted to reserving facilities within
their municipal boundaries and that the City of Costa Mesa shall
cooperate with the CITY in scheduling use of the District stadium
and the District olympic swimming pool. It is agreed that the
CITY will cooperate with the City of Costa Mesa in scheduling
use of the District stadium and District olympic swimming pool.
With the exception of the above facilities, it is further agreed
that the CITY shall restrict its facility

program shall be presented not later than May 1 of each year.
12. The CITY shall, provide the SCHOOL DISTRICT with
an annual report which shall identify the groups served, the type
of program conducted and the actual cost of operation of CITY
programs on SCHOOL DISTRICT facilities on or before July 10 for
the previous fiscal year.
13. The CITY shall select and provide all paid or
voluntary personnel necessary to conduct and organize recreational
activities upon facilities of the SCHOOL DISTRICT.
14. If a charge is made in any form, even to cover
expenses for a recreation activity on a SCHOOL DISTRICT facility,
advance approval shall be secured from the SCHOOL DISTRICT. Such
funds received shall remain with the CITY to be used to help
defray the cost of the recreation activity. Such charges shall
not preclude any boy or girl from participation in the program
strictly because of lack of funds.

15. 'The SCHOOL DISTRICT shall provide the CITY with

16. The SCHOOL DISTRICT shall provide reasonable

office space at swimming pool locations to the CITY during the
summer months. It is further agreed that the SCHOOL DISTRICT shall
provide reasonable storage facilities to the CITY on a year -round
basis.
17. The CITY shall be responsible for the installation
and operational charges assessed for additional telephones
installed on a SCHOOL DISTRICT facility for use by the CITY.
18. All expendable supplies shall be provided by the
CITY.
19. The CITY shall financially be responsible for
damages or losses to SCHOOL DISTRICT facilities and equipment
beyond fair wear and tear during the use by the CITY.
20. The CITY shall provide necessary and adequate
liability insurance to cover liability arising out of negligence

This agreement shall supersede all previous agreements

IN WITNESS WHEREOF, the CITY has caused this AGREEMENT
to be executed by the Mayor of the City Council of the City of
Newport Beach, acting as the governing board of the Parks, Beaches

Recommendation:
That the intent of the Olympic Pool Agreement be adminstered through the existing
Joint Powers Agreement, thereby terminating the Olympic Pool Agreement.
Discussion:
The original Olympic Pool Agreement was formulated in the early 1970's. Its
purpose was to identify the fiscal relationships that allowed the pool to be
constructed. It seems to me that there is no longer a need for this document.
The use of the facility is more appropriately administered through existing
documents.
• We take further exception to Page 2, Line 14, which would make the establishment
of fees for swimming programs impossible to determine prior to the activity.

WHEREAS, it has been determined that there is a need to

construct an olympic -size pool in the Newport Beach area; and

WHEREAS, Newport Harbor High School has been selected as

the site for said olympic pool which will replace the pool

already existing at the High School; and

WHEREAS, the CITY and the DISTRICT have agreed to participate

jointly in the development and construction of the proposed

olympic pool, with the CITY contributing $87,500, or 258 toward

the total estimated $350,000 cost of the pool, and the DISTRICT

and community contributions supplying the remaining majority

of the total cost; and

311coordinate the construction of the 50 -meter Olympic swimming
41lpool on the campus of the Newport Harbor High School, and it is
5. understood that the procedure of public bidding relating to the
6 award of contracts on public works projects will be observed.
7 2. City's Contribution
8 City will contribute $40,500 toward the cost of the
8 proposed Olympic pool in the fiscal year 1971 -72, and an additional)
10 $47,000 in the fiscal year 1972 -73, which will complete the City's
11 25% commitment of $87,500 toward the estimated $350,000 total
12 cost of the pool; in the event the scope of the ,project is reduced
13 from the estimated $350,000, then the City's share will be reduced
24 proportionately. The City agrees to pay the District monthly,
15 an amount of money to be determined by its proportionate share of
16 use for utilities, chemicals and personnel which the District
17 expends in support of the City's program(s).

18 District will have administrative control over the
20 scheduling of the use of the pool facility; City will coordinate
21 with the District the use of the pool for City- sponsored swimming
28 classes and recreational activities. It is understood that use
23 of the pool by the City will be on a first - priority basis after all

25 stood that youth programs conducted for Newport -Mesa Unified

Recommendations to Citv Council:
1. Communicate to the Newport -Mesa Unified School District that the City of
Newport Beach has ,n6 interest in leasing Ea•stblu•ff Elementary School:- -'
2. Communicate to the Newport -Mesa Unified School District that the City of
Newport Beach desires to pursue the continued use of the athletic fields
and gymnasium at Lincoln Intermediate School for public recreation purposes.
Discussion:
This Department has not used any of the buildings at Eastbluff Elementary School
for recreation programs. Eastbluff Park is a 14 acre park that is adjacent to
the school and has been able to accommodate programs for the area.
At their meeting of Tuesday, April 24, 1984, the School Board discussed the
possibility of negotiating a lease with Coastline Community College for their use
of Lincoln Intermediate School. Their discussion excluded the use of the athletic
fields and gymnasium by Coastline. As this Department and other youth serving
groups have used these amenities and would like to continue this use, the
recommendation is provided to accommodate this concept.
The City would-, of course, be responsible for maintenance costs, of these areas.
The cost of maintenance and utilities would'be paid for by user fees. Attached
is a lis•tin.gof programs and groups that have used Lincoln School in the past year..
Either a lease agreement or fee schedule can be negotiated with the School District
to allow this use to occur.

SUBJECT: Proposed Fee Schedule for Recreation Facilities
Yearly the Parks, Beaches and Recreation Commission reviews proposed
fee changes for recreation facilities for the purpose of evaluating
and recommending changes in the fee schedule. Staff has spent
considerable time reviewing the fee structure for recreation facilities.
This review includes changes in fees for most of the City's recreation
facilities.
In staff's review of recreation facilities, a cost analysis was done to
determine the City's cost for operating multi - purpose facilities. The
new proposed fee schedule allows for facilities when leased to be
self- supporting in their rental fees. The proposed fee structure for
• commercial leases which is now added to the fee schedule is revenue_
making for each of the City's multi - purpose facilities.

Staff's recommendation is that the Parks, Beaches and Recreation Commission
review and approve the proposed fee schedule for Newport Beach recreational
facilities as.they pertain to policies and guidelines for leasing these
facilities.

• APRIL, 1984 PROGRESS REPORT
Youth Sports
The Fourth Annual Newport Balbba•Rotary Club and City of Newport Beach Track and
Field Meet was held on April 7 at Newport Harbor High School. More than 200 young
people participated in the Track and Field City Championship. Volunteers from
the Rotary Club, under the direction of Dr. Arthur Walton, helped officiate the
Meet, and their efforts made the Meet very successful.
The Orange County Championship will be held in Los Alamitos on April 28 for boys,
and the girls Meet will be held on May 5. All boys and girls who placed in the
Newport Beach Meet will compete in the Orange County Track and Field Meet.
Adult Sports
Registration for summer softball leagues has begun slowly. The last day to register
is April 27 and the City hopes to fill all team slots before that date. Basketball
registration has also begun for our adult summer leagues. Hopefully, by the end
of summer league registration, there will be 48 teams in the City's basketball program.
Senior Citizens
Elections have taken place for new officers of Friends of OASIS. The new officers,
the City and a group of excellent volunteers should make this a great year for the
• OASIS Center and senior citizens in Newport Beach.
The Western Gerontological Conference was held in Anaheim this past month. The theme
of the conference was "Aging 1984" and both the Supervisor and the Human Services
Coordinator attended the conference. The conference was very informative.
The month of May is Older Americans month and National Senior Center week. OASIS
will be programming several events which will be in conjunction with these programs,
along with a proclamation from the Mayor of Newport Beach to be given to the President
of OASIS.
Classes are going excellently. The ukulele class has over 30.people for instruction.
The art media workshop and painting classes are enthusiastically attended. The
OASIS has a class for any person's interest.
Social activities and events during April included:
1. Blood pressure tests on April 17.
2. Executive Board meeting on April 18.
3. Shared housing mixer on April 19.
4. Films on April 21.
5. Monte Carlo Nite.on April 28.
6. Walk- a -Thon for the March of Dimes on April 30.
Aquatics and Sailing
• Revenue is up slightly from 1983 for the City's sprifig sailing and aquatic classes.
Sailing classes are extremely successful and the registration increase should spill
over to the summer program.

Swimming lessons during the school year are a great success. Lessons are taking
place at Harbor High School's 50 meter pool. Hopefully, those people taking
• swimming lessons will not take away from our potential summer program. Interviews
for the City's aquatic and sailing classes took place the month of April. Instructors
for the summer program will be hired very soon and their training will take place in
May.
Excursions
The Mammoth Ski weekend was a great success for all of the skiers. Staff went along
on the trip to see that everything ran smoothly. Several letters complimenting the
City on the excursion have come to the Department, even though there were some minor
problems with the bus that only staff knew about. A,good profit will be made,on.
both City ski trips this year, and we look forward to programming them again next year.
Contract Classes
Spring classes are well underway.and the registration was excellent. New classes and
ideas were added to the.summer brochure by our new Recreation Supervisor, Nancy Beard.
Nancy is making an all out effort to utilize as much of our facility time as possible.
By summer the City will be offering some excellent new and innovative contract classes.
Programs
The City's Annual Easter Egg Hunt was held.April 21 at Eastbluff Park. The Easter
Egg Hunt, which is co- sponsored by the City and the Eastbluff Village Merchants
Association, had an attendance of between 400 -500 participants and parents. The
• Merchants Association provided prizes and candy for all participants. Staff and the
Merchants Association did an excellent job of advertising to help make this year's
Easter program the best yet.
Plans for the Newport Beach Summer Day Camp have been completed and the program will be
advertised in our summer brochure. There will be several new ideas associated with
Camp Newport this year, of which using the Community Youth Center as the home of
Day Camp is the most enthusiastic. Clare Greaney will once again coordinate Camp
Newport and the City is very excited about having her with us again this summer.
Plans for the Corona del Mar Scenic 5K are going a -long smoothly. Flyers are now
being distributed to 5 and 10K run sites in Orange County to insure excellent participa-
tion. Each runner will receive an attractive T- shirt, jogger milkshake, and many
other awards and prizes. The race is scheduled for June 9 at 8 A.M. in Corona del Mar.
Brochure
Deadlines, due dates and copy material have all gone smoothly for the producing of
the C.ity?!s summer recreational brochure. Staff has spent considerable time proofing
and editing the, brochure before it goes to Shorko for layout and typesetting. Summer
brochures should be mailed out to Newport Beach residents on May 11,, 1984. All of
the staff, along with our new Recreation Supervisor, Nancy Beard, did an excellent job
on meeting all due dates from Shorko. Nancy should be commended on her first brochure.
Due dates and deadlines for our next three quarterly brochures have been developed
so staff will know exactly when information is due. This should help us in dealing
with Shorko Advertising.

PARK AND STREET TREE DIVISION
• APRIL, 1984 PROGRESS REPORT
Our Park Crews performed the following tasks during the month
of April:
Installed a combination drainage channel -walk with a
railroad tie retaining wall at the Riverside Scout
House.
Installed a new swing set at'Newport Island Park.
Replaced trees on Jamboree Road traffic island that
were run over.
Planted some additional trees at Eastbluff Park.
Repaired damaged landscaping.around the new basketball
court at Buffalo Hills Park.
Renovated lawn at 15th Street.
Our Street Tree Division performed the following:
• Trimmed 929 trees.
