The meeting of the Parks, Beaches and Recreation Commission
was called to order at 7:27 P.M.

Roll Call
Roll call was taken. Commissioners Capretz, Hopkins, King
and Wolfe were present. 'Chair Cohen and Commissioners
de Boom and Springer were absent.

Approval
of Minutes

Motion was made by Wolfe and seconded by Hopkins to approve
the minutes of the March 5, 1985 meeting. Motion passes.

Commissioner King questioned the status of the minutes of
the December 4, 1984 meeting wherein the discussion section
of the Open Space and Recreation Element of the General
Plan was to be rewritten. Ron Whitley will discuss the
matter with Chair Cohen.

Adoption of
Agenda
The agenda was adopted as presented with the addition of a
request from the IMUA Canoe Club and the Irvine Terrace
Park tennis courts.

Mr. Whitley passed out a letter from the IMUA Canoe Club

requesting use of North Star Beach again from April to

October, 1985. Mr. Whitley stated staff has no objections
to- this use.
Mr. Drummond, President of Dover Shores Homeowners
Association, addressed the Commission and stated that they
have no objections to the Club using this area as long as
they meet the conditions which were listed for them last
year.

Commissioner King motioned the IMUA Canoe Club be granted
use of North Star Beach from April to mid - October, 1985.
Seconded by Wolfe. Motion passes. '

Item #6 - Request to Establish a Senior Citizens Commission,

Ron Whitley reported.the Friends of OASIS transmitted a

communication to the City Council requesting'Council
Citizens
establish a Commission of seniors to report directly to
Commission
Council. This has been referred back to Mr. Whitley and
the Commission for response.
Mr. Whitley stated he felt the existing arrangement works
well and that the Friends of OASIS already do what a
Commission would do. Council Policy I -17, included in the
agenda packet, states the operation and relationship of the
seniors and the Commission.. He also pointed out the Friends
have more political influence than a Commission would have
and they would lose the capability to raise funds as a non-
profit organization.
Following a brief discussion, King motioned staff's
recommendation, namely, that the establishment of a Senior
Citizens Commission not be pursued, be transmitted to
Council.. Seconded,by Wolfe. Motion fails.
III. ADJOURNMENT

King motioned the meeting be adjourned. -Seconded by Wolfe.

Due to a lack of quorum, the meeting was adjourned at
7:45 P.M.
