Roll call was taken. Commissioners Capretz, Hopkins, King
and Wolfe were present. Chair Cohen and Commissioners

the minutes of the March 5, 1985 meeting. Motion passes.

Commissioner King questioned the status of the minutes of
the December 4, 1984 meeting wherein the discussion section
of the Open Space and Recreation Element of the General
Plan was to be rewritten. Ron Whitley will discuss the
matter with Chair Cohen.

The agenda was adopted as presented with the addition of a
request from the IMUA Canoe Club and the Irvine Terrace
Park tennis courts.

Mr. Whitley passed out a letter from the IMUA Canoe Club

requesting use of North Star Beach again from April to

to-this use.
Mr. Drummond, President of Dover Shores Homeowners
Association, addressed the Commission and stated that they
have no objections to the Club using this area as long as
they meet the conditions which were listed for them last
year.

Ron Whitley reported -the Friends of OASIS transmitted a

communication to the City Council requesting Council __
establish a Commission of seniors to report directly to
Council. This has been referred back to Mr. Whitley and
the Commission for response.
Mr. Whitley stated he felt the existing arrangement works
well and that the Friends of OASIS already do what a
Commission would do. Council Policy I -17, included in the
agenda packet, states the operation and relationship of the
seniors and the Commission. He also pointed out the Friends
have more - political influence than a Commission would have
and they would lose the capability to raise funds as a non-
profit organization.
Following a brief discussion, King motioned staff's
recommendation, namely, that the establishment of a Senior
Citizens Commission not be pursued, be transmitted to
Council. Seconded by Wolfe. Motion fails.
III. ADJOURNMENT

SUBJECT: PUBLIC HEARING ON BEACH RESTROOMS
Recommendations:
Conduct a public hearing on preliminary report as provided.
2. Transmit to City Council the revised report with recommendations as
included in report.
Discussion:
The attached preliminary report on Public Beach Restrooms has been prepared
in cooperation with several City Departments. It has been sent to homeowner
associations that are adjacent to beach areas for review and invitation to
participate in this public hearing.
.
The proposed program of refurbishment,, new construction is a 5 -7 year commit-
ment to upgrade our public restroom facilities. By providing funds over this
period of time an improvement can be realized that is obtainable in a limited
fiscal condition.
Staff strongly urges the Commission to support the proposed master plan of
.beach restrooms.

PUBLIC BEACH RESTROOMS

The City of Newport Beach is a community endowed with natural beach and water
resources that compare with the finest in the world. As evidenced by our
development as a desirable residential area and an area that attracts thousands
of tourists and beach visitors on a daily basis, the development and maintaining
of public restroom facilities, although not exciting, is an important function
and responsibility of the local government.
This report is intended to inventory existing restroom facilities, evaluate their
condition, assess maintenance factors and make recommendations to solve problems
identified in this process. In addition, standards will be discussed with possible
new restroom locations identified to serve the public need. The findings and
conclusions of this report will.be reviewed by the Parks, Beaches and Recreation
Commission and the Newport Beautiful Committee with appropriate public review and
notification to property owners and homeowner associations in the beach areas.
EXISTING RESTROOMS
Balboa Pier
An appropriation of $125,000 in the current city budget will provide a new restroom
facility. The design is similar to that of the new restrooms in the Huntington
State Beach area. The architect who designed the facility was responsible for the
Huntington'restrooms. Due to the fact that an adequate bid time and construction
time could not be given to complete the project by June, the job will be bid during
the summer and construction in September. This will assure a competitive bid with
no summer traffic and materials security to affect the construction process. This
new restroom will provide an improved situation in a heavy use area. Maintenance
conditions will improve due to improved design.
Washington Street Restroom
This restroom serves the Balboa business community and receives heavy use and abuse.
A number of night businesses contribute to extreme vandalism at this location.
Difficult to maintain but not recommended for replacement.
Agate Street Restroom, Balboa Island
Restroom is owned by the Balboa Ferry Company (Beek) but maintained by the city as
a public restroom. Heavy boater and island tourist use. Not recommended for replace-
ment.
15th Street Restroom, Oceanfront
IDKSerious consideration should be given to replacing this restroom at an elevation that
will provide acceptable drainage and proper connections with sewer facilities.
Existing conditions require continual maintenance efforts to keep clean and dry.

19th Street and Bay Restroom
High priority for replacement due to age of building, plumbing, etc. Had received
funding for replacement in 1981 but local property owners objected to a new, larger
restroom. Recommended that di-scussion occur with Central Newport Community
Association to pursue approvals necessary to replace.
Newport Pier
Condition of this restroom poor. Replacement of new restroom should be incorporated
into the plans of the McFadden Specific Area Ad Hoc Committee.
West Newport Park
In addition to park users (tennis, handball, basketbal'l), the restroom at 56th
Street serves beach patrons in West Newport. Heavy use for this area would result
in a recommendation to replace with a larger restroom at some time in the future.
Corona del Mar State Beach
Well maintained restrooms,that receive the highest use of any public restroom.
Adequate funds should be made available to improve existing facility.
Buck Gully Restroom - Little Corona
Recommend removal and replacement of this small restroom.
10 POSSIBLE NEW RESTROOM LOCATIONS
West Newport Park - Orange Avenue
In•conjunction with development of the P.E. Right of Way, it is proposed to construct
a new restroom similar in design to that at the Huntington Beach State area at
Orange Avenue.
West Newport - Santa Ana River
After the Santa Ana River bridge is reconstructed, a new restroom at this location
is proposed. Heavy surfing and general beach use is found in this area.
'Balboa Peninsula - Wedge Area
Heavy beach use by surfers, fishermen and
restroom in this location. The Peninsula

RECOMMENDATIONS
1. Establish an on -going funding program of approximately $125,000 annually to
replace or build new restrooms as identified in this report.
2.. As a project is identified, a complete public review with affected residential
and business property owners should be conducted.

residents of Corona del Mar.
3. Have committee report back to Commission with recommendations by
July 2, 1985 for purposes of transmitting to City Council.
Discussion:
The attached report to the City Council resulted in objections from residents
• when trees were removed to accommodate sidewalk and curb replacement in
Corona del Mar. The report summarizes our procedures and reasons for doing
this work. The public reaction has required us to review these operational
policies for possible amendment.

SUBJECT: Removal /Retention of Parkway Trees
Removal
Removal of street trees over the past several years has been administered in
compliance with City Council Policy I -9 (attached). These removals have been
infrequent up until the last two years. Prior to 1983 trees removed were
requests from adjacent property owners who wished to have their tree removed.
There'have been far more people upset with us 'over the past ten years for not
removing their tree than those upset about removal.
Procedures established on individual requests require the General Services
Department to remove curb, gutter and sidewalk to enable our tree section staff
• to inspect the tree. Their inspection determines if the tree can safely be
root pruned. If this is possible, the work is performed and new curb, gutter
and sidewalk is installed. On individual requests and areas prior to 1983,
all of this work was done by city crews from the General Services Department
and the Parks, Beaches and Recreation Department. Of concrete work performed
in approximately 75% of the cases, the street tree is effectively saved by root
pruning techniques. This, of course, varies significantly by tree species and
size in a given area.
Two years ago a major removal program was implemented in the'Balboa Peninsula
area. This removal program was done in cooperation with the Peninsula Point
Association, the Parks, Beaches and Recreation Department and administered by
the Public Works Department. This program was set up on a three year phasing
basis to remove the Ficus Nitida that were causing major sidewalk damage and
street drainage problems in a flat, low lying area. For your information, it
was about this time that the Parks, Beaches and Recreation Commission removed
the Ficus Nitida as desirable from our street tree list. Although aware of
the natural resource and beauty the trees provided the Peninsula neighborhood,
the Association was, and is, in favor of removing the trees.
A further sidewalk replacement program was recently implemented by the General
Services Department with the aid of contract labor to assist in catching up
a backlog of problem sidewalk areas throughout the community. This program
involved the General Services determining locations, Seaview being the first
in Corona del Mar, and removing curb, gutter and sidewalk. The Parks, Beaches
•and Recreation Department inspecting for root pruning or removal and the
Gindependent contractor replacing curb, gutter and sidewalk.

In all cases appropriate notification is done with adjacent,property owners.
Seldom does the adjacent property owner object to removal. .Sometimes the
actual owner does not get the word due to rentals, extended vacations, etc.
• Retention
City Council Policy I -9 is intended to retain trees and makes it very difficult
to remove trees. This policy has been reviewed by the Parks, Beaches and
Recreation Commission on an annual basis. It has not been amended since 1967
because the policy provides direction on tree retention. Although there have
not been amendments, the policy is thoughtfully reviewed by staff and the
Commission. The policy does provide for trees identified in the policy to
be retained at all costs by ramping, diverting of sidewalks and other tree
saving techniques.
We have initiated a fact and policy gathering task of obtaining materials from
communities identified as having stately trees and retention policies. The
requests have not been received by this date from Monterey, however hopefully
their information will be available on the 8th. Following is a review of other
community policy:
Laguna - Mr.,Terry Brandt, Assistant City Manager. They do not have
a written tree policy. It is well known that they do nothing with
trees unless they are dead or cause huge problems. He indicated that
he was aware of our situation on Seaview and if it had been Laguna,
they would repair the sidewalk and save the tree.
Carmel - unincorporated area serviced by the City of Monterey.
• Material being transmitted.
La Jolla - City of San Diego is responsible for this area. In
reviewing the material, their policies and codes are similar to
ours. Their notification of removal requires a return which is
something I would like to implement. (Material attached.)
Recommendation
1. Conduct an extensive review of Council Policy.I -9 with those concerned
about tree retention at a public hearing of the Parks, Beaches and
Recreation Commission.
2. Develop a notification process whereby all residents are aware of the
possibility of tree(s) removal in their neighborhood.
3. Give consideration to funding an additional concrete crew in the General
Services Department. (See attached memo.)

in the community which should be retained to the exclusion of all
normal problems. This list will contaixs landmark trees, special trees
of extreme beauty, stately trees which contribute to. an entire neigh-
borhood, dedicated trees, etc. These trees will be identified, mapped
and recorded. Subsequent to this they will be-given all types of
special treatment to retain them, including the use -of asphalt sidewalks,
realigned curbing, etc.

be created next to their homes if asphalt sidewalk
is to be used to save the tree;
4. Not be of an undesirable species that has been removed !
from the official street tree list by the Parks, Beaches
& Recreation Commission;
5. Not have had a consistent history of damaging utilities
such as sewers, water mains, etc.;
6. Not interfere with acceptable drainage if alternate
methods of curb repair are utilized.

PRESS RELEASE
The Parks, Beaches and Recreation Commission will be conducting a
A public hearing of tree retention and removal policies at their meeting
of Tuesday, May 7, 1985. The meeting will be held in the City Council
Chambers, 3300 Newport Blvd., beginning at 7:00 P.M.
. The Commission is conducting this public hearing review to enable
procedures to be adopted that will allow equitable decisions to be made
to preserve natural resources as well as maintain a safe sidewalk and
curb program to be administered. All concerned citizens are invited to
attend the public meeting on this issue.

Recommendation:
Recommend to the City Council that the establishment of a Senior Citizens
Commission not be pursued.
Discussion:
The need and objectives as identified in the attached material from Friends of
OASIS request to establish a Senior Commission can best be discussed by pointing
out the following:
1. The 'Friends of OASIS do most of the things identified in the
proposal.
2. The Parks, Beaches and Recreation Commission has a liaison
member who interrelates with the Friends of OASIS.
3. As determined at our last meeting, a periodic session with
Friends of OASIS will improve communication.
4. The "Friends of OASIS" as currently operating has significant
political awareness and has as much influence as a Commission.
5. The "Friends of OASIS" relationship as identified in Council
Policy I -17 (attached) clearly defines responsibilities and
objectives for senior program development. By creating a new
Commission the work of the "Friends of OASIS" would be altered
and diluted to a.point of unproductivity and confusion.
Our interest as a Department and staff toward seniors in Newport Beach has been a
Positive, constructive effort to develop facilities and programs of high quality.
We have been successful under our current method of operation and do not feel a
change in the arrangements would be beneficial.

I am writing to you as a concerned, involved
volunteer of the Friends of Oasis. It is my understanding
that the City Council is considering the formation of a
Senior Citizens Commission, as recommended by;•a previous
Friends of Oasis Long Range Planning Commission, not the
present committee.
Too many of us have kept silent too long on the
political maneuvering of a few so- called senior activists
at the center. I do not believe that the majority of the
knowledgable Oasis volunteers share their beliefs. It is
suspected that in some instances they are interested in
furthering their own retirement "careers ".
The concept of a Senior Commission sounds logical
and good. Unfortunately, the same activists who cause such
turmoil at the center are the ones who would apply for the
Commission, thus enabling them to -have the official means
of furthering their own causes; it would only.create more
chaos. Having more active senior representation on the
Parks, Beaches and Recreation Commission would seem more
logical to me, for whatever my opinion is worth.
As a professional social worker and one who could be
most critical of the Human Services staff at Oasis, I want
to say-how fortunate we are, and have been, to have such
caring professionals working there. They are excellent and
we appreciate them.
Thank you for letting me state my concerns about the
future of Oasis,-an outstanding facility for which we thank
the city.

OASIS SENIOR CENTER OPERATION AND RELATIONSHIPS
In today's era of limited resources, support groups have formed to render
essential assistance, both in time and money, to worthwhile public programs
and facilities. In the context of a philosophy which encourages people to
help themselves in their leisure pursuits, the Parks, Beaches and Recrea-
tion Department is committed to a cooperative effort to provide senior
programs and •services, at the Oasis- Center. The Department welcomes voltin-
teer support and•intends by this policy to identify the relationship, roles
and control between the City of Newport Beach and Friends of Oasis.,
Facility Use and Scheduling
1. The City, through the Parks, Beaches and Recreation Department, is
responsible for determining priorities of use and overall scheduling
of the,0asis Center.
2. Senior - citizen activities shall have priority of use, in accordance
with Council Policy I -5, Use, Priorities and Fees for Facilities.
3. The senior - citizen programs at Oasis Center are cooperative efforts of
the Parks, Beaches and Recreation Department and the Friend`s bf Oasis;
as Department programs - -and in consideration of the significant volunteer
contribution by the Friends of Oasis -- facility -use fees are not approp-
priate.
4. Scheduling of senior activities at the Oasis Center will be done by the
Recreation Supervisor, in cooperation with the Friends of Oasis President.
5. The Department maintains a master calendar for the Oasis Center; use by
other Department programs and outside groups will be handled by Department
staff as specified by Council Policy I- S,Use, Priorities and Fees for
Facilities.
Programming and Administration
1. The Recreation Supervisor is responsible for day -to -day operation of the
Oasis Center.
2'. Within the context of cooperation, programming decisions will be made
jointly by the Recreation Supervisor and the Friends of Oasis President.
3. The Recreation Supervisor and Friends of Oasis President shall be ex- officio
members of each Friends of Oasis Committee.
4. The Recreation Supervisor will be an ex- officio member of the Friends of
Oasis Executive Committee and the Board of Directors.

5. Clerical assistance is provided by the City; all requests for this•
assistance will go through the Recreation Supervisor.
6: Any improvement or physical change of the Oasis Center must have advance

Financial
1. The City is responsible for financing the Oasis Center operation only
to the extent of the annual City Council approved budget.
2. Equipment,•services and financial contributions provided by the Friends
of Oasis are welcome and are in keeping with the cooperative philosophy.
3. The Recreation Supervisor will obtain input from the Friends of Oasis
Executive Committee in preparing the annual budget.
4. Friends of Oasis shall maintain accurate records of all finances. A
• copy of all Friends of Oasis financial reports will be forwarded to the
Parks, Beaches and Recreation Department.
5. Fund raising or activities that provide private monetary gain must comply
with Council Policy I -16, Commercial Uses In Public Parks.
Insurance
Friends of Oasis shall provide evidence of adequate insurance coverage as
,determined by the City's Insurance Administrator.

Dear Mr. Whitely:
My neighbors and I request that you consider for approval
a change in or addition of another designated for "Swimming
Only" zone in West Newport Beach.
At present this zone is located between 42nd and 43rd st.
We would like to have the "twimming Only" area 'relocated
between 52nd and 54th st. or have this area designated
specifically for swimming along with the present area.
The area between 52nd and 54th st. is desireable to families
with children as the beach sand does not have a noticeable
rock or ep bble content and the shoreline is not steep. A
parent along with the Lifeguard can easily see a small child
playing in shallow surf.
This request for rezoning or addition of increased swimming
area would be affective for the summer months only, leaving
the entire winter for surf board enthusiast. Our population
increases significantly during the summer months and it would
appear most reasonable to increase the area for swimmers only
during this time.
Could you also contact the Marine, Lifeguard dept. for any
comments they might have on this subject.

WHEN SUCH SURFING AREAS MAY BE USED AND

WHEREAS, Sections 11.16.020, 11.16.030, and 11.16.040
of the Newport Beach Municipal Code authorize the City Council
to designate certain areas of the Pacific Ocean where surfing
shall be both permitted and prohibited, specify the dates and
hours when such surfing areas may be used for surfing, regulate
the use of surfing areas by swimmers, and adopt other regulations
relating to surfing; and
WHEREAS, the City Council has adopted Resolution No.
9362 designating surfing areas and establishing certain dates
• and1houra when such areas may be used for surfing; and ,
WHEREAS, the City Council wishes to rescind Resolution
No. 9362 relating to the designation of surfing areas and
establishing dates and-times and substitute the following
regulations,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the following surfing regulations
are hereby established:
SECTION 1. Surfing Areas Designated. The following
described areas of the Pacific Ocean are hereby designated as
surfing areas:
(a) County Surfing Area. That area generally
described as the mouth of the Santa Ana River.
(b) Surfing Area No. 1. That area between the
westerly boun4ary of the City to the West Harbor Jetty,

excluding a four -block zone between 40th Street and
West Ocean Front and 44th Street and West Ocean
Front. No board surfing shall be permitted during the
hours of 8:00 a.m. and 6:00 p.m. from may 1 through
October 31 in the 40th Street to 44th Street zone.
(c) Surfing Area No. 2. That area adjacent to
the'East Harbor Jetty in Corona del Mar, no closer than
twenty (20) feet and no further than two hundred (200)
feet from said Jetty.
(d) Surfing Area No. 3. That area commonly
kno(va as Little Carona Beach.
SECTION 2. Dates Surfing Permitted. Effective June 15
through September 10 of each year, subject to any further-limi-
tations as set forth herein, surfing shall be permitted in all
designated areas. After September 10 and before June 15 of each
• year;, surfing is permitted at all ocean beaches located in the
city.
SECTION 3. Hours Surfing Permitted. Surfing shall be
permitted in Areas•lr 2'r and 3 between the hours of 6:00 a.m. and

12:06 noon and between 4:00 p.m. and sunset only. Surfing in
the,County Surfing Area is permissible all day.
SECTION 4. Blackball Flag. The Blackball Flag consists
of a yellow field with a large black ball in the center. When
the Blackball Flag is flying from a lifeguard tower, regardless
of the d$te or time, the area is closed to surfing.
SECTION 5. Swimming in Surfing Areas. Swimming is
permitted during surfing hours in all surfing areas except
Surfing Area No. 2 where no swimming is allowed during surfing
hours.

SUBJECT: REVIEW REQUEST FOR ADDITIONAL- "SWIMMING ONLY" AREA
First, I would like to clarify the "Swimming Only" zone in the West Newport
Beach area. Right now, the "Swimming Only" zone is not located between 42nd
and 43rd Street, but is located between the 40th and 44th Street groins, giving
it two boundaries.
The Marine Safety Division Supervisors and staff who have worked the West
Newport area offer the following comments:
1. Any swimming or surfing area needs definite and strong boundaries.
a) 52nd and-54th Street are only a two block area. If this
area was to be-considered it would need to extend to 56th
Street.
2. At this time, the recommendations of the Marine Safety Staff is to
is deny rezoning or the addition of another "Swimming Only" zone based
on the following facts:

a) The 52nd Street groin is very short and does not extend sea -
ward far enough to make•a good boundary-because waves break
beyond the end of the groins.
b) The 56th Street groin, because of its length is one of the
better board surfing areas and'again the surf, in most areas,
breaks beyond the-.end of the groins, making ft good for either
a South or West swell.
c) The area between 52nd and 56th Street creates one of the
stronger feeder rips going into the 56th Street groin and is
considered a high rescue activity zone for swimmers.
d) The 52nd Street groin is deteriorating and rocks or pebbles
are'prevalent in this area.
e) If this area were-to become a "Swimming Only" zone, off shore
marking buoys would need•to be established off the 52nd and
56th Street groins to clearly mark the boundaries., However,
in heavy surf it is doubtful if the buoys would remain in place.
f) Also, to enforce a "Swimming Only" zone, "No Boards ", im this
area-would mean adding longer staff hours to both the 52nd
Street and 56th Street Towers as well as longer patrol coverage.

• In conclusion, the Marine Department feels that, currently, there is a
balance between board surfing and swimming. The balance is regulated by
time periods rather than geographical zone with the exception of the area
between 40th and 44th Street which is a "No Board" surfing area. Further
restrictions to board surfing would•be much easier and less costly to en-
force if done by lessening-time periods rather than by total prohibition
of a specified geographical zone: During the majority of time, there are
not enough swimmers for two "Swimming Only" zones before 11:00 A.M. or
12:00 P.M. to warrant keeping board surfers out of the water.

We the undersigned are opposed to the development of the 'Nest
Newport Park as shown on the rendering by Todd Schooler. Our objection
is focused on the proposed improvements between Orange and Prospect,
namely the parking lot, restrooms and handball court. Increased
parking and congestion in this limited area would only bring more
alley traffic, noise and litter which at this time is already out
of control. We are in favor of a Park and would by most pleasod to
work with the Association and the City toward that goal.

APRIL, 1985 PROGRESS REPORT
Senior Citizens
Item No. 10
As of April 15, the OASIS Center has a new Typi- st'CTerk. Lisa Poe was hired as
the secretary to OASIS and Judy O'Shaughnessy. Lisa loves Newport Beach and is
glad to be part of the Parks, Beaches and Recreation Department.
On April 5 all Board members and the new Executive Committee were installed by
Mayor Philip R. Maurer. Each installed member gave an oath "to contribute
harmony, love, peace and goodwill.," Ed Williams is again the President of Friends
of OASIS.
A new physical fitness class began in April. Classes are held Monday and
Thursdays through May 23. Additional classes started in April which include ballet
and Spanish cooking.
The Human Services Department was busy in April. Income tax assistance was given
by VITA Volunteers. They spent hours helping seniors with their income tax
problems. Visual aids screening took place April 4 at the Los Angeles Braille
Institute.
Additional events that took place in April included: Defensive driving class,
• blood,pressure testing, fund raising meetings, shared housing mixer, long range
planning committee, cribbage club, and the annual walkathon for the March of Dimes.
Aquatics
Spring swimming lessons are going well. Registration for the weekend classes is
excellent and quality of instructors is above average. Admittance to the pools
also ran smoothly because all keys and time cards were in working order.
Newport Aquatics (City's Swim Team) sponsored its first Division "C" Swim Meet.
The Meet involved over 200 participants and there were over 400 spectators for
the one -half day Meet. The Swim Team coach and our City support group did an
excellent job hosting this big Meet. A three day "C" and "B" Swim Meet is in
the planning stages.
The sailing program is being boosted this spring by the added registration of out-
side-cities. Both Tustin and Anaheim have sent registrations for our basic
sailing classes. These other departments have increased our enrollment by 20 %.
Lido 14's are experiencing an excellent class enrol -lment for the-Saturday and
Sunday sailing program. Enrollment has also been boosted in our Holder 12's and
our new Sonar 23 sailing classes. The Sonar 23 is very similar to the Shields
program that the City had 2 years ago. This new program should fill a big gap.
Sports Camps
• The Sports Camps meeting between Costa Mesa, Newport Beach and the Newport -Mesa
Unified School District and their coaches has been completed. The City of
Newport Beach will again administer sports camps for Costa Mesa and Newport Beach
youth at various schools in Newport Beach. The program will be almost an exact
3 duplicate of last year's with only a $5.00 registration fee increase being the
difference.

Sports included this year are volleyball, tennis, basketball and football.
. Activities and Classes
April 6 was the City of Newport Beach's very successful Easter Egg Hunt and program.
As usual, the Easter Egg Hunt was sponsored by the City and the Eastbluff Merchants
Association. The event had over 400 participants, 15 clowns and jugglers, and one
Easter Bunny.
Spring classes are going well and registration for Session B is almost complete.
The bi.ggest surprise this spring is the gymnastics class. The program is growing
quickly and the possibility of using the new CYC when it is built is very
encouraging.
Fliers have'been completed for the girls softball program. Registration will
commence soon and we are hoping for an increase in attendance and coaches.
Plans for the 4th Annual Scenic 5K Run are continuing. Fliers are complete and
registration has begun. The City is hoping for 1500 runners on June 1. Special
awards and nice prizes will once again be given out. The Scenic 5K is sponsored
by the City and the Corona del Mar Chamber of Commerce. The Scenic Run will
begin and end in Corona del Mar.
The first meeting of the 4th of July Committee will be held Monday, May 6, in an
effort to get an early start on the City's 4th of July celebration.
Adult and Youth Sports
• Registration for the City's summer softball leagues starting May 13 has been
completed. Leagues have been filled for Men's and Women's A,B,C and Coed teams.
Summer registration was excellent and games will be played on Mondays, Tuesdays,
Wednesdays, Thursdays and Saturdays. The league will go for 11 weeks.
The adult basketball leagues are about half way through the spring schedule. Games
are played Mondays through Thursdays at Ensign School, Newport Harbor High School
and Corona del Mar High School.
Summer basketball league registration will take place up to May 17. The summer
league begins June 10 and goes to August 15. Teams will be classified in either
AA, A, B or C leagues, depending on the skill level of the players. Summer league
games will also be played at Ensign, Corona del Mar High School and Newport Harbor
High School.
Youth Sports
The City of Newport Beach's Track Championships and Clinic were held April 13 and 20.
Youngsters from all over Newport Beach participated in this excellent event. Over
300 participants and spectators attended the Track Clinic at Newport Harbor High
School. It was a very worthwhile event and was a good prelude to the City's Track
Championships on April 20. The Track Championships had over 200 participants and
various age group winners went on to the Orange County Championships on April 27.

Our Park crews performed the following tasks in addition to normal --
maintenance during the month of April:
Installed dug outs and built concrete pads for bleachers
at Mariners ball field. Also repaired ceiling at Mariners
multi- purpose room.
Repaired damage to windows done by vandals at CYC.
Picked up and delivered donated organ to OASIS. Replaced
back steps for horseshoe courts at OASIS.
Built roof for utility shed for Recreation Department
at San Miguel Park.
Our Street Tree Division performed the following:
Trimmed 688 trees.
• Planted 28 trees.
