The meeting of the Parks, Beaches and Recreation Commission
was called to order at 7:02 P.M.

Roll Call
Roll call was taken. Commissioners'Cohen, de Boom, Hopkins,
King, Springer and Wolfe were present. Capretz was absent
and deemed excused.

Motion was made by Wolfe and seconded by Springer to approve
the minutes of the June 4, 1985 meeting. Unanimous.
Item #4
Adoption of
Agenda
The agenda was adopted as presented with Item #13, Sidewalk
and /or Bicycle Trail on Ocean Front, following Item #7,
Street Tree Retention.
Item #5
Election of
Officers fo
Ron Whitley reported that the Commission has two options with
1985 -86
regards to their election of officers at this meeting for
1985 -86. They can (1) Elect their new leadership, or
(2) Delay the election until their next regularly scheduled
meeting on August 6, 1985.
Commissioner King motioned to delay the election until the
August 6, 1985 meeting. After an informal vote, it was
determined that the majority of the Commission desired to
proceed with the election.
Commissioner Hopkins nominated Capretz as the Chair for
1985 -86. Seconded by Springer. King motioned the nomination
be closed. Seconded by Hopkins
Following discussion, King and Hopkins withdrew their motions
to close the nominations for Chair.

Springer. King motioned to close the nominations. Seconded
by Springer.
No candidate received a.majority of votes.
Springer motioned to table Item #5 until the August 6, 1985
meeting. Motion fails.

community and noted that staff is recommending the leaders

involved in the youth baseball programs, i.e., Harbor Area
Baseball and Newport Little League. de Boom recommended
adding Carol Brown, who is this year's Chair of the July 4th
Celebration at Mariners Park.
Commissioner Wolfe motioned staff's recommendations and Carol
Brown be honored with the Special Recognition Award.
Seconded by de Boom. Motion passes.
Item #7 - Street Tree

Ron Whitley thanked Commissioner Wolfe for his excellent

leadership as Chair of the Street Tree Committee. The

committee held a number of meetings which were attended by

members of the community, the Commission, and the General
Services and Public Works Departments. Staff agrees with
the recommendations as presented by the Street Tree Committee
Commissioner Wolfe said he felt this was an excellent
opportunity for the citizens and the Commissioners to work
'toge'ther and formulate concrete guidelines such as a
standing Street Tree Committee. Commissioner Wolfe reviewed
the committee's recommendations for a firm tree policy and
said they would also be working towards improved communica-
tions with General Services, Public Works, and the Parks,
Beaches and Recreation Department.

Chair Cohen opened the meeting to public testimony. Kay
Mortenson, 1530 Miramar, addressed the Commission. She
agreed with the recommendation concerning a standing Street
Tree Committee and said she felt citizens should serve in
an on -going capacity with the meetings called on a regular
basis.
She pointed out the Peninsula Point Association was not
unanimous concerning the tree cutting project that was done
in their area. She recommended removal and replacement
over a five year period.
Mike Killbride, 1536 Miramar, addressed the Commission and
said he is in favor of saving the trees.
Upon the close'of public testimony and following discussion,
King motioned the recommendations as presented be adopted.
Seconded by Wolfe. de Boom suggested the statement, "for
a one year period to be evaluated," follow the words
"Street Tree Committee" in Recommendation #1. It was also
suggested that the words, "and /or neighborhood," be in-
cluded in Recommendation #1(a) and #5 following the word,
"community."
King amended his motion to include these two recommendations

lessen those situations which cause problems and improve
our relationship with the School District. Mr. Whitley
also reported the concept has been reviewed and given
tentative approval by the School District.
King motioned the Commission approve the leasing of Lincoln
School as recommended by staff and transmit to Council.

words,, "gymnasium and athletic field," after the words,
"Lincoln School," in staff's recommendation. Seconded
by Wolfe. Motion passes.

Item #9 - Mariners Multi- Purpose Room - Library Concept

liminary plans to the Commission and pointed out that this

will give the library a chance to expand and will provide
a more functional building for the Parks, Beaches and
Recreation Department. The library will discuss funding
with the City Manager.
Wolfe moved the Commission approve the concept as presented
by the Library Board. Seconded by de Boom. Motion passes.

IV. DISCUSSION ITEMS
Item #10 - Status of Bingo Request

Ron Whitley reported Oasis will be allowed to have Bingo

through an administered permit by the Police Department.
Item #11 - Corona del Mar Concession Agreement

Ron Whitley reported the lease for the concession at Corona

del Mar State Beach will terminate December 31, 1985. The

lease will be revised and need State approval before the
bid process occurs.
Ptem #12 - Objectives for FY 85 -86 'Objectives

Ron Whitley reported that.historically the Commission
FY 85 -86
discusses their objectives for the next fiscal year at their
first meeting in July. Council has suggested that a five
year plan be considered by the Commission-for implementation
of capital improvements.
Item #13 - Sidewalk and /or Bicycle Trail on Ocean Front

John Wolter from the Public Works Department addressed the
Bicycle
Commission and reviewed the sidewalk /bicycle trail situation
Trail on
between 32nd to "D" Streets. He reported Council would take
Ocean Front
no action until•the preliminary plans are drawn showing the
different alternatives along Ocean Front and these plans are
presented for public input.

Public Works expects to have a. proposal from an engineering
firm this week. In August the Bicycle Trails Committee
will have their first meeting with the engineer and the
public. Following this meeting, contact will be made with
all affected residents and public testimony will be heard
before this Commission.
After Mr. Wolter reviewed the alternative concepts, Wolfe
requested the Commission be kept informed of the status
of the situation. Chair Cohen then appointed Springer to
be the liaison member to the Bicycle Trails Committee.
Item #14 --Oasis Information

Springer reported she attended the Oasis Board meeting on
formation
July 1 and the main item of discussion was the status of
Bingo. She also reported they are very satisfied with the
new relationship with the Commission. Chair Cohen directed
the Oasis report included in the agenda packet be transmi.tte
to the new Commission member.
Item #15 - Recreation ,Division

Ron Whitley invited the Commissioners to the July 4th
Division
celebration at Mariners Park. He also announced that Tom
Line has resigned as Recreation Superintendent effective
July 26, 1985. Springer recommended a letter of apprecia-
tion be sent to Mr. Line for his ability to work with the
Commission and direct the recreation programs.

Wblfe then presented Cohen with a plaque for her outstanding
leadership as Chair of the Commission.
Wolfe assumed the Chair and thanked the Commissioners for
their support. He said he hopes to accomplish the
Commission's objectives as they work together as a team for
the City.*
