PROCEDURAL MATTERS Item #1 Call to Order The meeting-of the Parks, Beaches and Recreation Commission was called to order at 7:04 P.M. Item #2 Roll Call Roll call was taken. Commissioners Brenner, Hopkins, Springer and Wolfe were.present. de Boom was absent. X Item #3 tt- Approval o Minutes x x x Motion was made by Hopkins and seconded by Brenner to approve the minutes of the October 1, 1,985 meeting. Unanimous. Item #4 Adoption o ' Agenda , The agenda was adopted'as presented with the addition of Beach Bike T•hil, Environmental Nature Center, City Brochure/ Map, Joint Meeting with Orange.County Commissions, and New Social Program. Item #5• Introducti of New Chairman Wolfe introduced Mark Dever, Recreation Super- Recreation intendent,•who started working• for the City on October 2.8. Superinten Mr. Deven gave a brief background of himself and said he is ent, Mark enthusiastic about working for us and is looking forward to Deven accomplishing certain goals and objectives for the Department. Chair Wolfe asked Mr. Deven to prepare a report on past and future goals for the Recreation Department at the next regularly scheduled meeting on December 3, 1985. II. ACTION ITEMS x Item #6 - Request From Ruby's Restaurant to Retain.Old Balboa Request Fr X Ruby's Pier Restroom X x x Restaurant Ron Whitley reported this item was on the October 1, 1985 to-Retain agenda and that the Commission decided further data was Old Balboa needed before a decision could be made on this matter. Pier Rest- room CITY ®F NEWPORT BEACH Parks, Beaches & Recreation Commission \ Page 2 City Council Chambers 7 p.m. INDEX Information from Neil Fairbanks, the architect who de- signed the new restroom at the Balboa Pier, was provided in the agenda packet and representatives from Ruby's - Restaurant• are present to address the issue and answer any questions. The Commission's recommendation will be sent to the City Manager and then to Council. Mr. Douglas S. Cavanaugh, owner of Ruby's Restaurant, addressed the Commission. He reported Ruby's opened in 1982, and has grown at such a successful.rate that they have outgrown their present.storage site which will not eve handle one day's supplies. Mr. Cavanaugh explained that the City receivesfunds from their lease rental-ard that their proposal is to convert the present restroom scheduled for demolition to a ware- house-,for storing food'stuffs. Ruby's would be responsible for all costs of conversion', maintenance, landscaping, etc. - ( He passed out the proposed original plans for the ramp for the handicapped which.would be modified by lowering its elevation. They will pay for. the new drawings which would have to be drawn. Mr. Cavanaugh addressed the issue of demolition costs which, he felt, would be negligible and the additional revenue the City would receive from the lease. He then addressed the matters objected to in a letter from the General Services Director Mr. Cavanaugh explained that their present warehouse is totally inadequate and that use of the City building would make Ruby's more efficient and profitable. He•made refer- ence to letters passed out to the Commission from the Balboa Improvement Association and Peninsula Point Association wherein both Associations recommend leasing the building to Ruby's for storage. He reiterated they would pick up all costs, if not exorbitant, resulting from the design change plus all maintenance. Storage would be for food stuffs only. Since they would be leasing the building, he agreed it could betaken away from them and demolished if there were any problems such as maintenance, etc. Mr. Cavanaugh pointed out that Ruby's is a City facility which produces revenue for the City. He said Ruby's is not trying to take anything away from the public and that the proposed area for the building is never used. He also brought up the idea of using the building for both additional food service and storage. During discussion Springer expressed.concern over using public property for private use when there are storage alternatives available. Wolfe moved the Commission approve the concept of the existing Balboa Pier restroom's conversion to a storage room-for Ruby's Restaurant subject to the Commission's acceptance of the architect's plans;.and that there will be no cost to the City; the storage use will be for only food stuffs for Ruby's Restaurant; and the building is main- tained to the City's satisfaction. Seconded by Hopkins. Unanimous. III. PUBLIC COMMENTS None. IV. .DISCUSSION ITEMS . Item #7 - Joint Meeting with City Council December 9, 1985, Joint 1:30 P.M. Meeting wi City Counc Ron Whitley reported the Commission's joint meeting with the December 9 City Council is scheduled at their Study Session on 1:30 P.M. December 9 at 1:30 P:M. Following discussion, it was decided that Oasis and capital improvements will be on the agenda at the Study Session in addition td asking for Council's recommendations for the Commission. Wolfe will develop the Oasis topics and Ron Whitley will draft the agenda for Commission approval on December 3. For informational purposes, Councilwoman Jackie Heather asked that the Department gather data on the formulation of a Teen Commission. This information has been obtained and transmitted to Council and they have appointed an Ad Hoc ,Committee to study the matter. CITY ®F NEWPORT BEACH Parks, Beaches & Recreation Commission Page 4 City Council Chambers 7 n ininGv Item #8 - Verbal Report on California League of Cities Verbal Conference Report on California Ron Whitley reported Sterling Wolfe, Robert Hopkins and League of himself attended the California League of Cities Conference Cities in San Francisco the end of October. They all felt the Conference sessions were excellent and very beneficial. Wolfe said he felt it was very worthwhile and ,thanked the City for allowing him to-participate. Item #9 - Review of Facility-Evaluation Forms Review of Facility Chair Wolfe announced he had asked each Commissioner to Evaluation provide input to capital expenditures but he has received Forms only one response. Ron Whitley passed out an evaluation of the City's parks ' and public areas for Commission-review. This is 'done on an annual basis from a maintenance standpoint, however, 90% are usually funded out of the M &O account. Current projects should also be evaluated'. For informational purposes, Mr. Whitley reported that the Community Youth Center does not have sufficient funding to complete the project. West Newport needs more funds to accomplish the existing projects. Bonita Creek Park is in a,prel.iminary design state. 'The present preliminary cost estimate is too,high and the reserve fund from in lieu fees from Belcourt will not be enough for this project. - Item #10 - Beach Bike Trail Beach Bike Trail Chair Wolfe reported Bill Ficker was concerned with the methodology used by the City's private engineer hired to design the beach bike trail. Since the committee wants a more accurate traffic count, it was decided to postpone a decision until a count can be made in the summer. As a result of this postponement, the beach encroachment matter will be postponed until after the bike trail matter has been resolved. Ron Whitley reported that the Department will be submitting a request for capital improvements to build a new multi- purpose building at Mariners Park. The Commission should contact the Board of Trustees of the Library as to their intentions since they are planning to fund a computer system and may not want to remodel. I•.J CITY bF NEWPORT BEACH Parks, Beaches & Recreation Commission Page 5 City Council Chambers 7 p.m. INDEX Mr. Whitley also reported the Newport Aquatic Center, a non- profit corporation, is still trying to raise funds for the Aquatic Center. Council approved the Commission's recom- mendation for the Nautical Museum which is now occupying the 17th Street site which they intend to remodel. Mr. Whitley reported the City owns 712- acres of West Bay Park which is an archeological site. Since there are no resident! there is no need to develop a park site. At present there is discussion concerning building a major regional. park on this land which would be a County facility. V. COMMUNICATIONS RECEIVED tter from L Lines Following discussion concerning Mr... Rizzo's request, the Commission voiced concern regarding the City providing funds-on private land for water lines and shrubs as reques Ron Whitley will investigate and get a report on this particular area. = Letter Funds Ron.Whitley reported it has been ten years since an assess - ment has been made on the seniors' needs. Should such a study be done, it would be conducted under a City adminis =- tered contract. He suggested staff research what other communities are doing and make suggestions from this report. He added that this item will be included in capital funding. Brenner suggested Oasis consider providing more services to the overall community. r From Newport Harbor Lawn Bowling Club sting Funds for Maintenance Ron Whitley reported this item would be funded out of the M &O account. Their maintenance is done on a volunteer basis and is an excellent program. Staff will prepare the report recommending an increase in the City's contribution to the Lawn Bowling Club. Item #14 - Environmental Nature Center Chair Wolfe announced he received a request from the Environmental Nature Center for more funds. He plans to visit the site on November 8 and will report back with his review at the next Commission meeting on December 3. Recreation Ron Whitley reported the Depar:�ment is delighted' with the Division changes,Mark Deven has already implemented and we are happy to have him aboard. VI. SPECIAL, URGENT OR LAST MINUTE ITEMS Item #19 - City Brochure /Map City Chair Wolfe recommended a map or brochure be prepared which Brochure /M -would include information on the City's facilities, parks, the Commission, etc. Ron Whitley suggested a brochure be prepared,as it would be impossible to include everything the City offers on a map. Ron Whitley and Mark Deven will follow up on this matter. Hopkins suggested, and it was agreed, to utilize the water bill to transmit information to the community. Item #20 - Joint Meeting with Orange County Commissions Joint Ron Whitley reminded the Commission that the Orange County Meeting w/ Orange Cities/Commissions' initial meeting will be November 7 at County the City of Irvine., Commission I_t_em #21 - New Social Program New Social The Commission approved the invitation inviting past and Program current Commissioners to a dinner party on December 7. Mr. Whitley also reminded•the Commission of their annual Christmas dinner on December.18 at the Villa Nova Restaurant VII.
