I. PROCEDURAL MATTERS
Item #1
The meeting of the Parks, Beaches and Recreation Commission
was called to order at 7:00 P.M.
Item #2
Roll call Was taken. Commissioners Brenner, Konwiser,
Springer and Wolfe were present. Commissioners de Boom
and Hopkins were absent and deemed excused.
Item #3
Chair Wolfe recommended that on Item 5, Presentation of
Preliminary Plan for Community Youth Center, Page 2,
Paragraph 4, the following sentence be inserted: "The
primary purpose of the facility is for youth programs; when
not programmed, it is available to the community at large."
Motion was made by Konwiser and seconded by Taft to approve
the minutes of the March 4, 1986 meeting as corrected.
Unanimous.
Following a brief discussion on pending projects, Chair
Wolfe directed all items requiring further action be
placed on the following month's agenda.
Item #4
The agenda was adopted as presented with the addition of
Bicycle Trails, Signs, Cameo Shores /Highlands Community,
West Newport Park and Environmental Nature Center.
II. ACTION ITEMS
Item #5 - Joint Meeting with Friends of Oasis
Mark Deven reported the Friends of Oasis completed their
Board of Directors elections on March 7 followed by the
election of their Executive Officers. Due to the recent
elections, the joint meeting with the Friends is postponed
until the Commission's next- regUlarly scheduled meeting on
May 6, 1986.

Mr. Deven introduced the incoming Executive Officers as
follows:
President: Dr. Charles McCann
First Vice President: Boyd Stillings
Second Vice President: Dr. Jim DeLamater (absent)
Recording Secretary: Howard Jadwin
Corresponding Secretary: Ed Williams
Treasurer: Matt Hall
Chair Wolfe stated staff and the Commission look forward to
working with the new officers and thanked the outgoing
officers for the fine job they did last year.
Chair Wolfe noted that Commissioner Springer is liaison to
Oasis and that one or two different Commissioners will be
attending each of their meetings. He also advised the
Executive Board that should they need any help or want to
voice their concerns, etc., to please contact the Commission
•
who will work cooperatively with them.
Dr. McCann stated they are looking forward to working with
the Commission and welcome the opportunity to meet them at
this time.
Item #6 - IMUA Canoe Club Request for Use of North Star

ago because it took their activity out of the congested
upper bay. The arrangement has worked out very well and the
Canoe Club is not only neighborly and orderly, but also has
good control over their activity.
Commissioner Springer motioned the Commission approve the
IMUA Canoe Club's request to use a portion of North Star
Beach. Seconded by Taft. Unanimous.
Item #7 - Request for Funds for a Feasibility Study for

Chair Wolfe reviewed Council's approval of a Resolution
creating a Youth Council to commence in May. In conjunction
•
with this, an Ad Hoc Committee was created to also study
the possibility of a Teen Center where teens from Newport
Beach could go after school and on weekends. The major
problems are that we are past the budgetary process and a

location and building need to be found.

There has been a request from Bonnie B. Engstrom, Parental
Steering Committee for a Youth Facility, for $20,000 to be
used for a professional study of a Teen Center.
Mr. Whitley pointed out that the Ad Hoc Committee includes
two City Council members and that since the Committee was
created by Resolution, the request for funds should come
from that Committee to Council.
Discussion followed concerning approving the concept of a
Teen Center and the use to which the $20,000 would be
directed.
Mr. Bill Hamilton, President of Western Canners and Presiden
of the Newport Harbor Chamber of Commerce, addressed the
Commission. There have been meetings during the past four
months between the Ad Hoc Committee and the Restaurant
Association to develop a well defined plan. They want the
•
Center to be viable and supported by both the teens and
the community. The concept is that the building would be an
upscale specialty club providing dancing, entertainment
and food. It would be a training ground for the hospitality
industry and provide jobs for the teens who work there.
There would also be an opportunity for community programs,
banquets, meetings, etc., thus utilizing the facility year -
round.
Mr. Hamilton explained that after a site is found to lease,
they will need to raise money to equip the facility so it
will be self- supporting. A professional, unbiased survey
is required as an essential part of the fund raising effort
and in acquiring a site and leasing it. The survey would
address such matters as costs, income, usage,,vol_ume, etc:,

to show the Center would be economically viable. Mr.
Hamilton added that the restaurant business and the home-
owner associations are very supportive and willing to offer
their talent, time, etc., for the youth of the community.
Mr. Whitley advised the Commission recommend the $20,000 be
allocated to the Restaurant Association to do the study
since they have the expertise and would use the money care-
fully and wisely with a job well done.
Mr. Hamilton suggested the request for funds be made on the
condition a• suitable site is found and secured. They are
looking for a site in a non - residential area between the
two high schools near the beach which The Irvine Company

Item #8 - California Park and Recreation Conference

Mark Deven reviewed the California Park and Recreation
Recreation
Conference held in March which was attended by three
Conference
Recreation Supervisors, the Recreation Superintendent and
Director. The conference was well attended by about 6,000
people and the report included in the agenda packet is for
the Commission's information. Mr. Deven felt the sessions
were very beneficial and staff intends to implement many
of the new ideas and information.
Commissioner Brenner recommended the Commission review the
sessions prior to the next conference so that direction coul
•
be made as to attendance at specific sessions.

Item #9 - Library Use of Mariners Multi- Purpose Room

Chair Wolfe passed out a•letter he received dated March 25,

1986 from Holley Wilkinson, Chair of the Library Board of
Purpose Room
Trustees, The letter addressed several matters, however,
there are two problem areas to be resolved; namely, their
request that the aerobics class be relocated due to noise;
and, secondly, building repairs and termites. In addition,
Ms. Wilkinson wrote they are very gratified with the
cooperation between the departments and look forward to
future projects.
Mark Deven reported they are woking on the aerobic dance
issue, however, if all doors are kept closed the noise
should not be a problem. In addition, the building will
get a new roof and the other problems are being resolved.
Item #10 - Park and Street Tree Division

Jack Brooks reported they have completed the retaining wall

at Cliff Drive Park. Commissioner Konwiser thanked Mr.
Brooks for installing the plaque for the rendezvous ballroom
and Springer noted the good job done on the Newport Boulevar
median divider.
Item #11 - Recreation Division
Recreation
Division
Mark Deven announced the 3rd -4th graders from Andersen and
the 5th -6th graders from Harbor View won their respective
divisions in the Orange County basketball championships.
These players will be honored with Special Recognition Award
at the Commission's May 6, 1986 meeting.
Mr. Deven noted the Department is using Lincoln School which
offers a tremendous amount of potential. In addition, the
two part -time Recreation Leaders for the Community Youth
Center resigned. City Council will be asked to approve
the Preliminary Plan for the Community Youth Center at their
April 14 meeting and authorize the consultant, Mr. Bert
Tarayao, to provide specific plans and specifications.
The West Newport Park Coastal Permit is almost completed and
should be submitted at Council's meeting on April 14.
•
Concerning the Little Corona Study, there will be a meeting
on April 10 at Oasis at 7:30 P.M. The consultants will be
present to explain, answer questions and get input, etc.
The Public Works Department will be paying for the expanded
scope which-includes all of Buck Gully.
Bonita Creek Park is still in the design stage.

Item• #12 - Bicycle Trails
Bicycle
Trails
Commissioner Brenner asked that an alternative bicycle path
be considered from Iris to Goldenrod. The block wall and
bushes above the baseball field pose a hazard as the
bicyclists cannot be seen. She suggested the bike trail
might go along the back edge of the baseball field and that
the bushes be removed. Staff will review and place on the
May 6 agenda.
Item #93 - Signs
Signs
Commissioner Konwiser recommended aesthetic pleasing signs
be installed at all City parks identifying them as City
public parks. Mr. Whitley responded that staff will
analyze and inventory all facilities and then implement.
Konwiser-said he would be glad to help in this regard. In
addition, Mark Deven reported that an inventory of parks

will be presented at the May 6 meeting.
Jack Brooks reported the Sign Shop will make a new sign for
Old School Park in the form of a school bell. Problem
areas are with the design and funding of signs.
Item #14 - Cameo Shores /Highlands Community

Mr. Whitley passed out the landscape concept plan for the
Community
Cameo Shores /Highlands area which is in conjunction with the
Public Works highway project. Mr. Whitley encouraged the
Commissioners to visit and review the site in order to make
a recommendation. The project as defined will cost approxi-
mately $300,000. The Association is willing to fund
$200,000 of this amount and they are asking the City to
fund $100,000. They are proposing the City fund the
construction costs and they will be responsible for
maintenance.
Staff approves the proposed project which will be placed on
the May 6 agenda for action. Mr. Whitley answered the
Commission's questions regarding land ownership, costs, etc.,
and invited'the Commissioners to see Jack Brooks or himself
to go over the plan in more detail.

Chair Wolfe asked the status on the area behind Cappy's
Restaurant concerning ownership, etc. Mr. Whitley replied
he submitted this request to the City Attorney for clarifica-
tion and he will respond when he returns from out of town.

Environmental
Nature Center
Item #16 - Environmental Nature Center
Chair Wolfe reported he received a letter from Mr. Robert
House, President -of the Environmental Nature Center Board of
Directors, regarding their request for funds. Mr. Whitley
reviewed their last request directed to the Department and
stated he had informed Mr. House that, after serious con-
sideration, their project was denied due to limited funds
available. However,, should they wish to pursue the
matter, they could do so by going directly to Council. Mr.
Whitley added that the park, which is owned by the School
District, is a natural resource of great benefit to the
community.
Chair Wolfe recommended the Environmental Nature Center's
request be placed on the May 6 agenda and suggested each of
the Commissioners visit the site before the meeting date.

SUBJECT: Youth Basketball Tournaments
The City's youth sports program was well represented in championship tournament
play during consecutive weekends in March. Youth basketball teams from Andersen
(3rd -4th grade, "C" Division) and Harbor View (5th -6th grade, "B" Division)
competed with distinction in the Orange County Championships on March 14 -16 in
Fountain Valley. Both teams won County championships by defeating teams rep-
resenting youth sports programs from other communities. The Andersen team
defeated representatives of La Palma, Fountain Valley and Santa Ana; the Harbor
View team defeated representatives of Santa Ana, Buena Park, Fountain Valley
and Placentia.
In the Southern California Tournament in Costa Mesa on March 22 -23, the "C"
Division Andersen team surprised everyone by defeating regional representatives
from Needles, Inglewood and Santa Maria to win the championship. The game
against Inglewood was especially exciting as Andersen squeaked by 30 -28.
Both teams displayed exceptional sportsmanship, skill and desire. Team members
and their parents have been invited to attend the May 6 Commission mee',A ng for
presentation of Special Recognition Awards to each player.

SUBJECT: LANDSCAPE CONCEPT „PCH IN CAMEO SHORES HIGHLANDS
Recommendation:
Approve or disapprove of the Landscape Concept as presented and proposed by
the Cameo Community Association including the requested fiscal assistance
of the City to pay for one -third or $100,000 of the project.
Discussion:
The Cameo Community Association has prepared preliminary plans that provide
landscape improvements to private and publ'ic property on Pacific Coast Highway
adjacent to their residential community. Their request is to have the project
conceptually approved and establish the funding of the concept to be a two - thirds
Association and one -third City responsibility. In add= ition,, the Association
would assume the total responsibility of the maintenance of the improvements.
If approved by the Commission, it would be necessary to transmit the request
to the City Council for appropriate action. A copy of the preliminary plan and
corresponding cost estimate is attached for your review. In addition, members
of the Association will be in attendance at the Commission meeting to answer
questions and further explain their request.
I have attached a copy of City Council I -4, Cost - Sharing on Undeveloped Land,
for your review. It i,s a confusing policy as it relates to the proposal being
presented. Jack and I will clarify the intent of the policy at the meeting.

As you know the Environmental Nature Center is a Qrovins resource within the
City for all ages to learn from and enjoy. However, if any worthwhile area or
project is to survive it must be supported with funding. The ENC Board of
Directors met with Mr. 4lhitley -last fall to ekplore ways in which to have the
City help fund the nature center as it used by citizens seven days per week.
Please refer to the enclosed letter to Kr.•Nhitley with our specific needs.
At this time I would like to request the CoJrnissi bn to consider our proposal
for a naturalist position and two hart time interns which could be supported
this first year with approri.mately $26,000 conservatively. I know the rewards
to the' City and community would be positive. The homeowners support us and
our pro @rams as it has increased property values, etc. . Our'board has already
donated alder trees to the city for planting else *.•There and we all look forward
in helping the city develop the Harbor View Nature Park and the Big Canyon
area in the near fliture. This *cooperative relationship should be the beginning
of 'a long term Program with great magnitude for this community.

Your recent letter requesting fiscal cooperation by this Department to
provide a ranger naturalist and two i.nterns has been given serious con-
sideration during our budget process. During this process a number of
projects were deleted due to limitbd funds available to provide parks,
open space and related programs to members of this community. Your
request was among those that were eliminated due to this fiscal constraint.
As you know, we have been aware of your facility and program for a number
• of years and wholeheartedly embrace the philosophy of the community service
that you provide. Although we can continue our relationship it appears
that an increased involvement• is,not possible at this time.
If you and the Board of 'Directors of the Environmental Nature Center wish
to further pursue this concept, it should be done directly with the City
Council. They, of course, are the legislative body that adopts our budget
and program parameters.
Best wishes as you continue to provide the educational resources in a
natural environment so important to Newport Beach.

'The environmental Nature Center Board of Directors are very much interested in
developing a working relationship with the city of I�ei•roort Beach Department of
Beaches and Parks. On two ocassions ol•r Board members have net with you to
d_cuss t'e feasibility of this relationshp ar:d I have personally toured the
E1-1,C with commission chairman Mr. Sterling; w.:441.
The E170, established by interested citizens, provides a living example of
California's native flora to the Ne -port Harbor community. A system of trails
conducts people of all ages through twelve,of the'twerty -eight plant communities
found throughout California. It is a place of leisure and respite, as well as
for basic education of natural vegetation and wildlife. This•unieue resource
within the City provi.des.a'natural area of un ?aralleled value. Notir, after
twelve years of establishment, an even greater recreational program can be
developed making it possible for larger numbers of the public to enjoy a walk
through the woods, along a stream, or by a coastal desert.
• Educational classes that use the center.-include all grade levels as well as
adults. Creative writing, anthropology, art, photography, biology, California
history, indian studies, botany, ecology *, conservation, and'ornithology are
but a few of the disciplines that have found this area so inspiring..
The EI•iC currently reeds a ranger naturalist and two interns in order to
facilitate the following.functions;
1. Help organize a support group for the Harbor View Nature Park.
2. Coordinate activities of the two support groups ( EHC and the HUNT)
3. Assist with tours of the EPIC and 111IIP.
4. Coordinate two intern naturalists, one at the EI ?C, and one at HVNP.
5. Provide nature interpretation to general public and all casual visitors.
6. Oversee the continued development of each facility.
7. Provide liason with other natural outdoor facilities in Orange Count,; and
Southern California.
8. Develop, revise, and monitor cur icul.um and guides for use in the two

10. Be available for any commrnity involve ent in relation to a better

Recommendation:
Approve the Recreation Facility Directory and Resource Guide as a source of
information on Parks, School Recreation Facilities, Beaches, Piers and Sailing
Bases.
Discussion:
Attached for the Commission's review is a,black and white photocopy of the
Recreation Facility Directory and Resource Guide. The publication is designed
for three - colored printing which will detail all information more clearly. The
original master will be presented at the May 6 meeting.
• The Directory provides comprehensive facility information over a three -fold
11" x 17 "' sheet. The cover prominently displays the City's seal; the inside
contains general Department information, the Commission's meeting schedule, and
a map depicting locations of 51 facilities, either owned and maintained by the
City or used for seasonal recreation programs. The two - third's back panel opens
into a resource list of all facilities, describing locations and physical features
available.

Requested by the Commission earlier this year, the Directory will accurately
present information about facilities to Newport Beach residents. The addition of
the Directory will assist staff in dispensing information over the telephone, through
the mail and over the counter.

Instruct the Consultant for the Community, Youth Center project, Bert
Tarayao, to give consideration for bicycle safety as the site plan
for the Community Youth Center is developed.
Discussion:
Several alternatives have been reviewed as they relate to the bicycle
trail that goes through the passive park and terminates at 5th and Iris.
School children have no safe choice in attempting to reach Harbor View
• School from this point. The Consultant should be able to provide
recommendations that will help in this situation.

SUBJECT: "Parklife" Cooperative Program
On January 22, 1986, the Newport -Costa Mesa YMCA directed a request to the
Parks, Beaches and Recreation Department for use of the facilities at
Mariners Park as a summer vacation program site. The YMCA proposed to call
the program "Parklife" with a stated objective of providing an affordable
program for children during the summer.
Department staff conducted follow -up meetings with the YMCA staff and ex-
plored the possibility of a cooperative program with both agencies sharing,
costs. In this manner, the program could be offered at no cost to daily
participants, similar to the City's only other existing program at the
Community Youth Center.
• As a result, the YMCA has agreed to provide a Recreation Director, while the
City will fund a Recreation Aide position. The City will also pay occupancy
and supply costs for the eight week program beginning June 30 - August 22.
Both agencies will reference the program in seasonal brochures, with the
City providing an additional 800 fliers to students at Mariners School. The
program will operate Monday through Friday from 10:00 A.M. to 3:00 P.M.
The addition of the cooperative program provides the City with a summer vacation
activity site on the west side of the bay. The sharing of resources also
lessens the impact on each agency's operating budget.

RECREATION DIVISION
• APRIL, 1986 'PROGRESS REPORT
Special Interest Classes
Program Analysis for the 1986 winter session indicated an increase of 10% for
participants and net revenue over winter, 1985. The fact that special
interest classes increased is significant; the winter session is typically
the slowest seasonal program. The spring, 1986 program began March 31, and
preliminary attendance figures indicate another potential increase over a year
ago. Recreation Division staff has also completed a preliminary review of the
summer brochure. New classes proposed for the summer include Water Aerobics,
Tai Chi Chan and Ballroom Dance for youth and seniors. The Commission will
receive a more in -depth review of the summer program as part of the Recreation
Program Subcommittee's report on June 3.
Youth Activities
Once again, staff has completed interviews for Recreation Leader positions at
the Community Youth Center. Jacqueline Judy has been appointed as Senior Recrea-
tion Leader and Brett Williamson will assume the position of Recreation Leader.
Both Leaders provide experience, enthusiasm and.organ.ization to this important
program. Supervisory staff is also recruiting for girls softball coaches.
Registration for the program is being accepted following the distribution of
• 2,000 flyers through elementary schools.
Adult Sports
At the time of this .report, 200 softball teams have registered for summer adult
softball leagues. Play is scheduled to begin May 12 and conclude the first of
August. Beginning April 28, the City will begin a "Six Foot and Under" league
at Lincoln School. The addition of Lincoln School is expected to be a major
benefit to scheduling adult softball and basketball competition.
Seniors
April activities at Oasis continued to provide a mix of recreation, human services
and socialization. New physical fitness classes began April 28 and the seniors
sailing club,the Ancient Mariners, are sailing up to eight times per month. A
new small group discussion program, Changing My Today, was also well attended.
Dental and glaucoma screening on April 8 and 10, respectively, were very well
received by participants and the doctors who donated their time. Attached is
the Oasis Special Events and Meeting Schedule for May.

PARK AND STREET TREE DIVISION
• APRIL, 1986 PROGRESS REPORT
Our Park Crews performed the following tasks in addition to normal
maintenance during the month of April:
Poured concrete drain and seeded and layed sod left of
entrance at San Clemente Library. Also planted 11 Alder
Trees at the Library.
Moved books for San Clemente Library.
Poured concrete slab for bench at Old School Park.
Moved old statue and installed base for new one at
City Hall.
Removed broken concrete slab and poured replacement at
Mariners Multi- Purpose Building.
Replaced railings on 2 bridges in play area at Bayside Park.
Installed new plaque on McFadden Landing Monument.
• Moved football apparatus to new location at Newport Harbor
High School.
Loaded and unloaded trucks with equipment for 5K Race.
Our Street Tree Division performed the following:
Trimmed 707 trees.
