Mark Deven, Recreation Superintendent Dottie Flohr, Secretary I. PROCEDURAL MATTERS Item #1 The meeting of the Parks, Beaches and Recreation, Commission; was called-to order at 7:02 P.M. Item #2 Roll call was taken. Commissioners Brenner, de Boom, Herberts, Konwiser, Springer, Taft and Wolfe were present. Item #3 x Commissioner Konwiser moved the minutes of the May 5, 1987 x meeting be approved. Seconded by'Herberts. Unanimous. x X x x x x x Chair Wolfe asked for discussion concerning the minutes being typed', stamped "Draft" and mailed to each Commissioner for his /her perusal prior to final typing. It was decided that Mark Deven will consult with the City Clerk and City Attorney to determine if this method of-handling the minutes is fair and legal. Item #4 The agenda was adopted as presented with the-addition of Newport Harbor Aquatics and'Encroachment Problem on Ocean Boulevard. Items #10 and #11 will be addressed prior to Item #5. II. SPECIAL RECOGNITION AWARDS Mark Deven reported that Dr. Arthur Walton from the Newport Balboa Rotary Club was present to help present the awards for outstanding individual performance based on accumulated points at the City Track and Field Championships held .April 24. This was a very positive and outstanding Meet attended by many participants and spectators. Special thanks was given to the Balboa Rotary Club for their financial support and to the School District for providing Davidson Field for the event. Dr. Walton-then presented trophies provided by the City of Okazaki to Kelly Jo Swarberg of Newport Heights School and Cory Thomas of Andersen School. Their Meet is,held almost simultaneously with this City and, after the results are compared, a perpetual trophy w'11 be presented to the winner. Chair Wolfe thanked Dr. Walton, the Newport - Balboa Rotary Club, Kelly Jo Swarberg and Cory Thomas for their participa- tion in the meeting. III. ACTION ITEMS Item #5 - Determine Agenda for Joint,Meefin with City Determine Agenda for Council, June 22, 2:•00 P.M. Joint Chair Wolfe asked that all Commission members'be present Meeting with at the Joint Meeting with City Council. Commissioners City Council Taft and-de Boom explained-they would be unable to attend. Chair Wolfe said he will make a general overall, presentation -at the meeting and each Commissioner will make a short presentation on his /her expertise. Item #6 —Liability Insurance Liability "Insurance X Mark Deven reviewed staff's recommendations approved by the x Risk Manager which were the result of an extensive study. x x x x x x Mr. Deven answered questions and explained in detail the' attached Chart of Risk /Exposure Analysis for community •• organizations and special events. Mr. Deven specifically noted that the recommendations do not preclude anyone from acquiring insurance and that the Commission may be petitioned to help acquire insurance. Commissioner Springer corrected the two race events on the chart which should have read $1,000,000 aggregate limit. Commissioner Springer also recommended speed limits be implemented on paths in the parks which are used-simultane- ously for cyclists and pedestrians to help alleviate the City's liability. Jack Brooks explained that enforcement of speed limits is extremely difficult. Commissioner Konwiser said he;felt the categorization of insurance requirements was well done. -He then moved to approve the recommendation as submitted. Seconded by Brenner. Unanimous. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 3 City Council _Chambers 7 p.m. INDEX Item #7 - Parkland Acquisition Priorities Parkland Acquisition Motion x Mark Deven reported that the City Council asked this Commis Priorities Seconded x sion-to review, prioritize and give their opinion on the Ayes x x x x three parcel locations as described in the Commission's 'Nays x x x -agenda packet: Mr. Deven pointed•out•that the Department's budget requirements would not be affected by any action in this regard. After Mr. Deven - reviewed the three sites and potential uses,-Chair Wolfe opened the-meeting to Public Testimony. `Ms. Marian Rayl, President of the Newport Heights Associa- tion, 426 San Bernardino, addressed the-Commission concerning the property for sale at 2919 Cliff Drive. Ms. 'Rayl reported the citizens are interested in this property since-it is located in the middle of Cliff Drive Park. The site consists of beautiful mature trees and foliage which, if removed, would affect the•rest of the park. In addition, • preservation of the property could serve a great many uses, such as a museum, weddings and various City activities. Petitions were collected which Ms. Ray-1 presented to the ­'Commission. On behalf of the citizens of their Association she is-'requesting Cliff Drive Park be given top priority on the--acquisition list. Chair Wolfe questioned the potential parking problems which might occur if the park were expanded. Ms. Rayl said this was a worthwhile consideration which has not yet been addressed. Commissioner Konwiser voiced his concern over costs and if the Associatton could contribute towards the project. Ms. Rayl replied there is•a tremendous community support behind this issue and they will - pursue raising a percentage of the funds. Gail Demmer, 2812 Cliff Drive, addressed the Commission. Ms. Demmer emphasized that the Newport'Heights Association is not asking for more recreational' facilities or view•en- hancement.o They are asking the'City to take advantage of the opportunity to purchase the property-up for sale in order to unify the existing park. They ure not asking for more-parking space but will be giving this their considera- tion. They also do not want the trees taken-down and would agree to find a use for,the existing building. Bonnie Jeannette, 400 Santa Ana Avenue, addressed the Commission. Ms. Jeannette referred-to the parking issue an CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 4 City Council Chambers 7 p.m. INDEX explained that since most park sites do not have parking lots, this should not be considered as a criteria for acquisition. The lower two lots, however, may be developed for parking. Ms. Jeannette suggested the Association could provide-their own labor to help restore the park as they •have done in the past. •Kathryn Kalanz, 445 San Bernardino, addressed the Commission Ms. Kalanz indicated that Avon Street will be improved and that this area would provide some parking. •In addition, she said-she felt there already is enough available parking within a-short distance of the park. Marian Rayl, 426 San Bernardino, addressed the Commission again to state that the City Council is considering pur- chasing the old China Palace for City parking which is below the subject site. Peggy'Clark, 415 San Bernardino, addressed the Commission. She spoke of the beautiful' trees and variety of birds on the property-and asked that these resources be preserved. Carrie Slayback, 426 Riverside, addressed the Commission. Ms. Slayback had heard a Councilmember comment that the Cliff Drive Park site is City property and Chair Wolfe directed staff to verify this statement. Chair Wolfe closed the meeting to Public Testimony and asked the Commissioners to voice their opinions on the proposed parkland acquisitions. Commissioner Herberts supported the Cliff'Drive Park propert as her first choice as she felt its acquisition to be of benefit to-the entire community. She sa :Td, that •perhaps the two lower'commercial lots could be used or sold to help defray the cost of said property. Her second choice was the Griswold Property. Her third choice was the 15th Street property inasmuch as there is already City property in that area that has leases coming-to an•end• and might provide extra parking at that time. 'Commissioner de Boom ,reported her first choice was'Cliff Drive Park; that the 15th Street locati'on-be further investigated; and that she has no opinion on the Griswold Property. Commissioner Springer favored Cliff Drive Park followed by 15th Street and the Griswold Property. Commissioner Taft favored Cliff'Drive�Park followed by the Griswold Property and the 15th Street site. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 City Cnuncil Cha•mhPrs 7 n m- INDEX Commissioner Konwiser reported he believed the Griswold 'Property should be deleted from the list since it would be for the maintenance of a view corridor which he deems unnecessary. Commissioner Konwiser said he was rating the 15th Street property as his first priority since it would eventually pay for itself within 25 years and would become more economical to the-City as it- grows. He said he was rating Cliff Drive Park second since the major beneficiary of such an acquisition would be the local-neighborhood. Commissioner Konwiser added that should a f.rrm commitment 'be made from the Association as to providing a percentage of funds or labor in -kind, he-would then condition his recommendation. Commissioner Brenner said she leans more,toward, favoring, the 15th Street'location since it would'pay for itself, but'noted that-the City already 'owns a great- deal of •propert in that area which could eventually be used for a park or • -parking. Under optimum conditions,'she would favor acquiring the Cliff Drive paree9•providing the cost was not exorbitant for both acquisition and renovation of the building. - Commissioner Brenner stated she has no opinion on the Griswold Property other than it would only benefit those who Tive nearby. Chair Wolfe stated he felt every effort shou1,d--be made for the "City to acquire both the Cliff Drive Park property and the 15th Street property. He said that, in his opinion, parking at 1.5th Street is equally important as the Cliff Drive'Park acquisition although it serves a different purpose. He also suggested an offer for Cliff Drive Park be made which is less than the present asking price. He then reminded -the•Commission that they were specifically asked to only prioritize and give-their opinions. Chair Wolfe motioned to prioritize the acquisition 'of the three subject parcels•as follows: (1)'Cliff Drive Park subject to the conditions that the trees not be removed; the building on the property be renovated-'providing it is cost effective;•potential parking problems are resolved; and neighborhood residents donate a designated percentage of time or funds towards the project; (2) 15th Street and Balboa; and (3) the Griswold Property. Seconded by Springer. • Motion passes. Commissioner Springer motioned to approve the insertion as written. Seconded by Brenner. Unanimous. Item #9 - Request for Volleyball Poles x Mark Deven reviewed the tree requests for volleyball courts, x -one at Ocean Front and "G" Street, one at Lugonia and one at x x x1x x x Walnut'Street on the Ocean Front. 'Mr.. Deven-reported that x since the Walnut Street court would conflict with the life - guard,tower, staff is recommending two courts at Lugonia along, with one court at the "G" Street location. Commissioner Taft agreed with•the "G" Street location but felt one -court would be sufficient at Lugonia since there' is a court at Colton. Commissioner Konwi'ser moved to approve staff's•recommendatio as presented. Seconded by Herberts. Motion passes. IV. PUBLIC COMMENTS ' Bonnie Jeannette, 400 Santa Ana Avenue, addressed the Commission and referred to the beach litter problem. Mrs. Jeannette suggested an active campaign-be implemented along with a, ticketing and /or- requirementfor• abusers to partici- pate' in a trash pick up program. Following discussion, the Commission formed a subcommittee with Commiss.ioner•Konwiser as Chair assisted by Mrs. Jeannette. They will transmit their recommendations for a campaign-against beach littering to the Environmental Quality Affairs Citizens Advisory Committee. V. DISCUSSION ITEMS Item #10 - LIfeguard Staffing at Corona del Mar'State Beach Mark Deven reported that Vice Chair Brenner requested a report summarizing Marine Safety Staffing at Corona del Mar State Beach and then introduced-Capt. Bud'Belshe. Capt. Belshe addressed the Commission and referred to his written report. He pointed out that since demand at Corona del Mar is not as great as other areas, patrol jeeps are used and the area is often spot checked from Ocean, Boulevard. Patrol during Easter Week is based on weather, surf conditions and the crowd, the latter being determined by parking lot attendance. The Harbor Patrol is also on alert during Easter Week.and throughout the summer. Commissioner Brenner voiced her concern over lack of life - guard,staffing at Corona del.Mar. She recommended all . towers-be manned on weekends from Easter vacation through the summer. She also pointed out that if one has to pay for parking fees, lifeguards should be provided. She commented that spring seems to be the time when our beaches are used most by,Newport Beach residents as the summers are so crowded that many local people do not use them as often. Capt. Belshe reviewed their staffing avail•abil,ity. This becomes a problem during the off season since'95% of their work force is seasonal part =time help with the majority returning to school. Mark Deven suggested the Marine Department be consulted regarding costs for additional staffing or that the matter be referred to this Commission's Oceanfront and Beach Committee. Upon Commissioner Brenner's suggestion, the-Commission decided to put this issue on the July 7, 1987 agenda as an Action Item. Commissioner Herberts asked that a lifeguard be staffed at Tower #1 in Pirate Cove and that this be included as an Action Item at the July 7 meeting. Item #11 - Beach Litter-Receptacle Pick,Up Schedule Beach Litter Receptacle • Mark Deven introduced Mr. David Niederhaus, the new Pick Up General Services Director. Mr. Ni'ederhaus'addressed the Schedule Commission and handed out his business cards should any of the Commissioners want to call him directly. Mr. Niederhaus reviewed•h.is wri°tten,report included in the agenda packet and added that his Department is doubling their efforts to . keep the beaches•clean during the summer. The General Services'Department will- be employing a super- vised work force from the Orange County Juvenile Court Program and handicapped persons from the Vantage Foundation CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission City Council Chambers 7 p.m. INDEX Program to assist regular permanent and•part -time personnel in City wide litter control. The City Council approved both groups on a one year trial basis. These programs are inexpensive and should be worthwhile both to the City and the participants,. These programs will also free some Department staff to do other more complex jobs. Mr. Niederhaus reported the - General Services Department has a good working relationship with the Park and Street Tree Division and they want to do their best for the citizens and the City. Commissioner Springer expressed her concern over the messy restrooms and suggested a permanent-attendant be employed. Mr. Niederhaus replied that this has been recommended in' the past, however, it presents a cost problem. Mr. Niederhaus agreed that there are not enough restrooms, how- ever, they will be increasing the number of portables. • Mr. Niederhaus then answered the Commission's questions regarding staffing, work schedules, trash collection's and the machinery they use. Commissioner Taft reported he and Commissioner Springer met on Memorial Day to inspect the restrooms from the Wedge to the Santa Ana River and that they found no overflowing bins and very' little litter. Commissioner Herberts reported the Wedge area is much 'cleaner and thanked Mr. Niederhaus for his efforts. Chair Wolfe said he felt more bins are needed at the end of Prospect and Orange Streets. •He also•suggested•an insert in the water bill be used to warn citizens it is a mis- demeanor to.put personal garbage -in City bins. Commissioner Brenner pointed out more-bins or additional pick up are needed at Inspiration Point. Jack Brooks replied this is the Parks Division'-s responsibility. Unlike -the General' Services Department, the Parks Division does not work on weekends,-however, Mr. Brooks'said•he will investigate the matter. Chair Wolfe raised the question of tree removal and Mr. Brooks explained the only time a tree is removed without • the Street Tree Committee's review is when a hazardous condition exists. Chair Wolfe than thanked Mr. Niederhaus for attending the �� meeting and clarifying the Commission's concerns. • CITY OF NEWPORT BEACH Parks, Beaches & Recreation Commission Page 9 City Council Chambers 7 p.m. INDEX Item #12 - Beach Restrooms Project Status Report Mark Deven briefly reviewed his report mhich was requested by Chair Wolfe to provide an update to the Commission on the restroom projects. The -information was providdd by the Public Works Department. Commissioner Herberts indicated that re- tiling at the Washington Street location did not look complete. Mr. Deven, will follow up and report back. Chair Wolfe reported the Commission is concerned that're- placement of the Newport Pier Restroom is taking such a long time. Commissioner Springer said she felt the present location is acceptable and suggested portables be' -used during construc- tion. 'Mark Deven advised that the-present location may be in conflict with the proposed development and that the City Council determines the restroom locations. Chair Wolfe recommended a restroom or portable be installed at'the Santa Ana River location. Mr. Deven will transmit the Commission's recommendations a suggestions to the Public Works Department and advise them that this Commission would like to be informed concerning public input and the status of the restroom projects. Item #13 - City Council Action on Commission Recommenda Mark Deven reported-the City Council approved the Commis- sion's recommendation authorizing the-use of-Sgt. Pepper- on "s Pizza Store, Inc. stationery for adult sports team standings and the installation of a Directional Sign for "The Terraces" residential development on City parkland just north of Oasis. Item #14 - Status of Capital Projects Chair Wolfe questioned the status of Bonita Creek Park and Mark Deven reported the contract-has been awarded. Details will be forthcoming. Chair Wolfe voiced concern over the del,ay•in construction o the Community Youth Center. He and Commissioner Brenner plan to see the City Manager and the Council concerning thi matter. Mark Deven explained that the project delays were due to the differences between the Project Architect and City Departments responsible for project approval. Beach Rest - rooms Project Status Report City Council Action,on Commission .Recommenda- tions Status of Capital Projects CITY OF NEWPORT .BEACH arks, Beaches & Recreation Commission Page 10 City Council Chambers 7 p.m. INDEX -Iytem• #15 - Commission Subcommittee Reports Commission Subcommittee Commissioner Konwiser, Chair of the Park Maintenance Reports Committee, reported he received a letter from Bruce Harrington, on behalf of the Booster Club concerning improve- ments at the Corona del Mar High-School tennis courts. Mr.'Harri'ngton is asking $7,000 from the City for windscreen and fences. Mark Deven advised staff will review and report back at the July 7, 1987 Commission meeting. Commissioner Brenner, Chair-of the Recreation Program Committee, reported they did not meet this month. She also reported she charted the scheduling of Oasis rooms and determined that it appears there--is availability- other than after•3':00 P.M.,for recreational use. -Commissioner-Springer said she felt the'Friends of Oasis would be agreeable to using the rooms if it resulted in --increased funding for their programs. • Cominissioners'Taft and Konwiser suggested• ^Commissioner Brenner's recommendation be pursued. 'Commissioner Herberts concurred. Mark Deven reported staff-,will review and convey the - Commission's 'recommendation to the Friends of Oasis. Mr. Deven will report his findings to the�Commission. Commissioner Springer, liaison to Oasis, reported a new van was donated to Oasis in the memory of Jim Ray and that Howard Jadwin announced there will-be an opening for a new Supervisor in August. Commissioner Springer also recom- '•mended a guitar and folk jam be he9'd at Oasis. Mr. Deven reported staff is pursuing special events at the Center. Commissioner de Boom, lia -ison to the Friends-of the Theatre Arts Center, reported the last performance is thi's•weekend and the Theatre will be closed for the remainder of the summer. Commissioner Herberts, Chair of the Street Tree Committee, reported she and Mr. Brooks met concerning the Juniper on Irvine Avenue and it was determined to ask Mr. Colby to prepare a preliminary sketch of his proposed•improvements • for the•Committee's review. Commissioner Herberts reported the six models of proposed landscaping for Inspiration Point are in the City Hall Q Lobby for the Art in Public Places project. The models will remain through July. Item #16 - Recreation Division Recreation Division Mark Deven-reported there are 245 adult softball and basket- ball teams registered and $75,000 °in revenue from "team fees for the next fiscal year. The Mayor's Cup Tennis Tournament has over 100 participants and the,Corona, del Mar Scenic 5K on June 5 has been sold•out with 1500 runners. Commissioner de Boom suggested there be a radio announcement 'advising citizens the Race has been filled. Mark Deven will contact KOCM. Item #17 - Park and Street Tree Division Park and Street Tree No discussion. Division • Item #18 - Newport Harbor Aquatics Newport Harbor Chair-Wolfe announced the School Board did not approve Aquatics funds for the Newport Beach Aquatics group. The project's funds will be kept in reserve and the Board will meet again In September. Commissioner de Boom pointed out that since the District 'does-not have money-they can use at this-time, they .cannot take any action. They have not, however, been turned down. Mark Deven reported the project request has been deleted "from the preliminary 1987 -88 budget. Shoul-d'sufficient funds from the School District and Booster Club become available, the'requested funds can-be placed back in the budget. Commissioner de Boom recommended a letter be sent from this 'Commission to the Newport Harbor Aquatics Boosters noting that this Commission still supports them. Item #19 - Encroachment Problem on Ocean Boulevard Encroach- ment Problem Commissioner Brenner reported Councilman Sansone called-her on Ocean regarding an approved encroachment,-at 3713'Ocean Boulevard Blvd. where a large stairway is-being constructed. Dottie Flo hr Item No.,5 CITY OF NEWPORT BEACH is Parks, Beaches and Recreation Department DATE: July 1, 1987 TO: Parks, Beaches and Recreation Commission FROM: Parks, Beaches and Recreation Director SUBJECT: Nominations for Commission Community Service Awards Recommendation: If desired, approve staff nominations for the Parks, Beaches and Recreation Commission Community Service Awards based on the significant contributions as summarized: Background: At the meeting of December 2, 1986, the Commission unanimously approved the Community Service Awards criteria and format. 'The process requires staff to submit nominations each January and July for award presentations each February and August. • The followi,ng'nominations are submitted for Commission consideration: James D. Ray A long standing member of the Friends of Oasis,, Mr. Ray donated professional skills and services in the design for improvements at Oasis and the Community Youth Center. Mr. Ray also served several, community organizations, including committee to draft the City Charter, the School Board, the Corona del Mar Kiwanis and the Elks. James D. Ray passed away on January 28, 1.987, and in his loving memory a Perpetual'Memorial Fund has been created to continue Mr. Ray's commitment to outstanding community service. Dana Black Mrs. Black is serving her second year as chairperson of the Mariners Park July 4th Celebration and has contributed over 1,000 hours of volunteer service through community programs associated with the City, Mariners School and the Boy Scouts. Dana's efforts towards organizing the July 4th Ce.lebrati,on has ,resulted in improved community participation and enhancement of the entertainment portion of the event. Phil Tozier Mr. Tozier has been a supporter of the Parks, Beaches and--]Recreation Department program, services and projects, - -both financially and through community activities. . Examples of Mr. Tozier's contributions include numerous community events and historical functions and the City's 75th Anniversary Celebration. The latest example of Phil's community spirit was before the Commission on April 7, 1987: The Marine Memorial for Rhine Wharf Park, which would be constructed and maintained at no expense to the City. !I� dZ Wendell Fish • Wendell is along standing member of the Newport - Balboa Rotary Club and a Charter Member of the Sister Cities Association. Wendell's tireless efforts in the Sister Cities program has resulted in cultural exchanges between Newport Beach and Okazaki, Japan. International understanding, gifts and tours of Japanese and American citizens are only some of -the examples of activities associated with the'Sister Cities program. Gil Morales U U 4 Mr. Morales is well known throughout the community theatre scene in Orange County as a designer and builder of sets. At the Newport Theatre Arts Center Gil has worked tirelessly over the years alongside NTAC producers and directors to construct sets used in numerous plays, such as Miss Firecracker and Scapino. Not only does Gil work in the-design and construction,'but he--also comes to the Theatre on a moment's notice to make changes or repairs. Background: At the Commission meeting of June 2, Marine 'Safety Captain Buddy - Belshe presented a summary of the Marine Department's staffing of lifeguards at Corona del Mar State Beach during the approximate eight week period . between spring break and summer. During the presentation, Commissioners suggested that lifeguard towers at Pirates Cove and,Little Corona should also be staffed in addition to the tower at the main beach. �J 1 � The staff recommendation is based on the fact that spring 'break for 1988 is over eight months away, allowing sufficient time to examine all alterna- tives. After examination of all alternatives, a recommendation and supporting analysis could be developed for City Council action. The park is gravely behind schedule, the original completion date being July of 1986. Credibility of the city in the Newport Heights area has been strongly weakened by this delay and the Association finds itself hardput to continue to give the residents of the area and optomistic picture of the park and the City's ability to finish it. 2. The construction of the hardscape in many areas is of poor quality and we request that it be inspected, reviewed, and replaced as needed. We would -like to be updated as to this inspection. Specifically we are concerned with the concrete retaining wall -s and stairs. 3. A large error has been made in locating the playground. Original plans called for a distance of 20 feet between the basketball court and the playground. The current construction has reduced that distance to 10 feet and created a safety hazard for both the basketball players and children on the playground. Safety measures must now be taken to mitigate this hazard and the steep slope between the 2 areas which has been created. 4. This meeting resulted in the association forming a committee of residents to work with City staff and consultant in preparing a preliminary plan acceptable to the association. This necessitated a number of meetings and plan changes. The Contractor has been working for four months and is nearing completion of their responsibilities. Although we all hoped the job would go faster the timeframe is within acceptable limits•for projects of this type. 2. As stated by Mr. Nolan, the Contractor has been required to correct mistakes -in the concrete. 3. The playground is located at a location that has not changed from the pre - •Timinary plan. The architect and department staff are confident that there are no hazards in this location or design. 4. If upon completion, including landscaping by-Department staff, the front planters are unsightly due to their height, we will lower the walls. This will be relatively easy and•inexpensive and I would like to wait until we get a chance to see the result of the landscape architect's concept. 5. 'We will be installing landscaping by City forces and intend to involve the association in this process. Jack Brooks and I•have•had contact with Peggy Clark for this process. • 6. To stop "construction at this point, so near to completion, would seem counter- productive to the association and the City. Additionally, Mrs. Karen Harrington had raised concerns with a letter to Council- woman Evelyn Hart. I would like to respond to'those concerns and include them in this communication. 1. The sidewalks are designed to Public Standards that take into consideration safety, access-for handicapped, etc., and the areas suggested to inhibit skateboarders are not allowable'by these Standards. If we experience a prob- lem,with skateboarding, we will address the issue and solve the problem with alternative solutions. 2. The playground has been discussed, however, I would like to point out that staff did work with the-association in selecting the equipment that best fits the space planned for this function and it'has not changed from the time that the association and staff met with the playground equipment company providing the equipment. 3. This Department has met with the association on a number of occasions on the planning for this project. In defense of the frustration-indicated by Karen, I can only say we met and met on preliminary concepts that were changed at every meeting. This proposed improvement will continue a community involved process of park refurbishment that was initiated with the Riverside Drive Scout House project that was significantly aided by local homeowners. We would like paths to be as natural as possible and as narrow as is safe. We would like as much of the natural terrain preserved as is possible. a. We realize that the cost of paths constructed of interlocking pavers may be prohibitive. However, we desire that if concrete is used that it be broken up with dividers of wood or interlocking pavers. We would also like what concrete is used to be tinted and salted. b. We would prefer to delete the path on the old Indian Trail from San Bernardino to the stairs leading to the Tot Lot. We believe that there is adequate circulation without this path . and that its removal will increase the wilderness aspect of the slope. C. All other paths as per plan. 7. STAIRS a. Special consideration should by given to the trees existing on the cliff area between Riverside Ave. and Redlands. The Board and the Community do not want trees removed to grade for a path. c. We would litre the palm trees encircling the park to remain and provision made for the path to be placed around these trees. d. Concern was expressed that the plants be of a natCtral character and drought resistant. e. We would like to see shrubs, low trees, and ground cover placed on the slopes. In conclusion, we will have a board member that will be Parks Chairperson in 1986 -87 who will be available for consultation and communication with PBR concerning this park improvement project. We appreciate your efforts Ron, and those of Jack Brooks on the improvements to date. We have every confidence that this relationship will continue in the future. We would like to see the cost analysis so that alterations can be made as needed. We feel very strongly that the planting to stop erosion is of prime importance. We do not desire that the hardscape be completed at the cost of reducing or diminishing the planting in the part:. Discussion: • A total of $300,000 has been appropriated from the Building Excise Tax Fund for the refurbishment of Cliff Drive Park. The purpose of the appropriation was to upgrade the facility with regard to safety and improve use by the local community. The project consists of site work to include drainage improvement to the hill- side park. In- addition, sidewalks, stairs and security lighting will be provided for the facility. The attached letter from Bradley K: Schwarz, an attorney on behalf of Mr. William C. Schumann, 5901 Seashore Drive, clearly explains the conditions which Mr. Schumann contends are adversely affecting his health and well being. Conditions described in the letter have been communicated to the Department previously. In response to residents' concerns, -the Department has authorized the placement of three signs prohibiting basketball play between the hours of sunset to 8:00 A.M., requested the Police Department to actively patrol the area • and has made contact with individual basketball players to advise them of the problems in an attempt to create sensitivity and "self- policling" of the courts. Mr. Schumann and other West Newport residents, though appreciative of our efforts, contend that nuisance problems have not abated.. In direct response to Mr.. Schumann'_sconcerns and similar concerns expressed by his neighbor, Frank Spratt, the Department has taken the following• action: April 7 - At the request of Chair Wolfe, the Department again requested additional police patrols of the area to enforce after dark the use of the courts. May 11 - Met with William Schumann and Frank Spratt and discussed con- tinued nuisances. May 27 - Attended the West Newport •Beach Community Association meeting and presented Mr. Schumann's concerns and possible alternatives. Associa- tion President Tom Orlando suggested the formation of an Ad Hoc Committee to discuss relocation and /or removal. The Association also endorsed action to remove the planned basketball court for the park's capital improvement project. With respect to immediate concerns, the Association indicated it would support temporary "disabling" of the courts by removing goals or standards until a permanent solution is developed. June 8 - The Ad Hoc Committee, consisting of Chair Wolfe, William Schumann, Frank Spratt and Tom Christensen, met to discuss alternative location's and • di,sabling the courts. Chair Wolfe indicated that the completion of the basketball courts at 38th Street Park is required prior to•d'isabling the basketball courts at West Newport Park. S -2- Summary: • Following Commission discussion, additional meetings will be scheduled with the Ad Hoc Committee. Any cars of residents parked near the court are used as objects to sit upon or lean,against. In the case of Mr. Schumann, he is actually sustaining damage to his health and well - being. The following plan of action was developed at the meeting: 1. The existing basketball court may be "disabled" by removing the goal standards upon completion of the new court at 38th Street Park. This action is pending the approval of the Parks, Beaches and Recreation Commission on July 7 and the City Council on July 27. • 2. Two alternative locations for,the present court were discussed. The committee asked the Department to analyze the conversion of one or two tennis courts to basketball courts. The committee maintains that tennis courts are not as heavily used as are the basketball courts. The other location discussed'was construction of a new court on the present turf area between the basketball and outdoor racquetball courts. 3. In addition to the two alternate locations discussed in Item #2, staff will analyze conversion of the outdoor racquetball courts. 4. It was confirmed that the two half courts planned for the new develop- ment of West Newport Park will be deleted. Landscaping and irrigation will be substituted. 5. The staff report to the Parks, Beaches and Recreation Commission for July 7 will include the following information: a. Staff recommends to disable the basketball courts as described in Item #1. b. Whitley, Director 3300 Newport Boulevard, Newport Beach Item No. 13 RECREATION DIVISION • JUNE, 1987 PROGRESS REPORT • Special Interest Activities The Corona del Mar 5K on June 6 attracted 1,500 runners for the annual run through the streets and bluffs overlooking the scenic harbor, beach and ocean. The race-grossed over $32,000 and inspired community participation as evidenced by sponsor revenue, food and business booths and volunteer organizations. A second large event, the First Mayor's Cup Tennis Tournament, attracted 120 participants for tournament play at three different tennis facilities. The finals-at San Joaquin Hill's Park on-June 14 show- cased quality play unique to most community tennis tournaments. Registration in the summer program is now completely processed by Department office staff with the full' operation of the new personal computer and Class Registration and Information System (CRIS). Summer special interest classes began June 22. Youth Activities Parks and playground staff were provided with a two day in- service training which dealt with Department policies and procedures in preparation for summer sports and recreation activities. The training also focused on program, arts /crafts and activity planning skills. Softball coaches received an in- service session from the Girls Varsity Softball Coach at Corona del Mar High School. Preparation is continuing for the July 4th event at Mariners Park. A few changes in this year's program include new entertainment and a hayride instead of a trolley for invited City officials. Sports and Aquatics Training was also emphasized for seasonal staff in the,Aquatics Section. Swim instructors and lifeguards are instructed in emergency procedures which include certification and /or recertification in First Aid and Cardiopulmonary Resuscitation. During the first swim session period, enrollment in beginning and intermediate level cl,asses,•was very heavy. Attractive banners advertising instructional and recreational-swim programs at Newport Harbor and Corona del Mar'High' School.pools are prominently displayed at each site. Sailing classes are also•off to a fast start in Sabot and Lido instruction. Competition is continuing for 254 adult athletic teams playing basketball and softball. Over 50 officials are assigned each week to cover scheduled league games. Seniors Reflecting the changing senior needs as well as the changing seasons, the water exercise program began at Oasis on June 22. Other activities included a successful volunteer training session on June 15, defensive driving classes on June. 22'and 24, and a music appreciation class. The Center will also be providing golf lessons each Thursday during the summer. The Friends of ,Oasis wi,1.1, be providing a July 4th picnic and have received a 1987 Nissan Van for the transportation program from an anonymous donor. The Department has also completed two improvements at the Center; extensive 'repair to the north wing restroom roof and installation of frames for eight new garden plots. Removed fitter, rocks, weeds, and-rough graded unlandscaped median stretch on Jamboree between Eastbluff Drive-north to Bayview Drive in preparation for landscaping. Fill.bd median with 120 yards of soil to establish grade. Planted large Palm Trees and Ficus•Ribiginosa (Rusty Leaf Figs) at 38th Street Park. Removed debris and started irrigation installation. 'Discontinued irrigation mainline for San Joaquin at Santa Rosa by having a•water meter installed on the median island northwest of.Santa Rosa. This mainline has broken three times at the 'intersection. Sanded, stained and water sealed lumber for building six new picnic tables. Built a large retaining wall in lower yard area with telephone poles and boulders. • Planted 52 24" box Hollywood Junipers along Newport Blvd. just outside of the yard's chain link fence as a screen. Our Street Tree Division performed the following: Trimmed 510 trees. Planted 19 trees. Removed 9 trees. Root pruned 37 trees. Completed 7 work requests.
