Whitley Staff Present: Jack Brooks, Park and Street Tree Superintendent Dottie Flohr, Secretary I. PROCEDURAL MATTERS Item #1 'Call to Order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:04 P.M. by Vice Chairman Konwiser. Item #2 Roll .Call Roll call was taken. Commissioners Grant, Herberts, Konwise Springer, Taft and Wolfe were present. Chair Brenner was , absent attending the annual meeting of League of California Cities.' Item #3 Approval o• X Minutes x Commissioner Wolfe moved the minutes of the September 1, x x x x x 1987 meeting be approved. Seconded by Taft. Unanimous. Item #4 Adoption o• Agenda The agenda was adopted as presented with the addition of Leadership Newport and Letter From Dayna Pettit. Discussion ~Items 7 and 12 were addressed following Item #4. -II. ACTION ITEMS Item #5 - China,House China Hous Director Whitley referred to a request by Donna Schroeder that parts of-the China House which have been saved be stored and donated to the City to be used for a gazebo or monument to China Cove. Mr. Whitley explained that the item can be accepted and stored, however, there is no location at this time to build a gazebo or similar structure. x Following a brief discussion, Commissioner Wolfe motioned to X refer this item to the Arts Commission. -Seconded by Grant. x x x x x x Unanimous. Item #6 - Council Policy Review Council Policy Director Whitley reported that this Commission'annually Review reviews!.the "I" Policies which are guidelines for the CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 2 City Council Chambers 7 p.m. INDEX Department. Mr. Whitley addressed and summarized each Policy. During discussion of I -4, Vice Chairman Konwiser expressed his concern over the Tack of a system that ensures a home- owner replaces a tree after remodeling, construction, etc. ,,takes place. Vice Chair Konwi,ser� motioned that staff develop a procedure for cooperating with other Departments to ensure that trees lost throUgh remodeling, etc, are replaced prior to final approval of a project. Seconded by Wolfe. After Director Whitley advised that-the motion pertains to I -9, Vice Chairman Konwiser withdrew his motion to be reserved for I -9. During discussion of I -5, Commissioner Grant voiced his concern over different groups asking for the same facilities at the same time and how this is handled. Director Whitley will contact Mark Deven, Recreation Superintendent, who will report on Commissioner Grant's concern. During discussion of I -6, Commissioners Grant and Wolfe questioned why two special interest groups, namely surfing and tennis, should be specifically selected concerning . registration fees. Director Whitley answered by explaining the self - supporting programs-and funding for equipment, courts, etc. During discussion of I -8, Commissioner Herberts asked if the trees which have been removed at Cliff Drive Park will be replaced. Director Whitley will follow up on this matter. Director Whitley reported that at the City Council's Study Session, Council asked-this Commission to consider revising I -9 in:terms of deleting the Street Tree Committee from the Policy. Commissioner Herberts, Chair of the Street Tree Committee, advised that they met and do not feel the Street Tree Committee should be eliminated. She then asked the Commission for-their views. The Commission unanimously supported the Policy as it exists and strongly recommended the Street Tree Committee not be eliminated. Vice Chairman Konwiser asked Director Whitley to transmit to the City Manager'that this Commission unanimously support the present Policy. Motion Seconded Ayes (D U x CITY OF NEWPORT BEACH 1 Parks, Beaches & Recreation Commission Page 3 City Council Chambers 7 p.m. INDEX Commissioner Wolfe suggested the Street Tree Committee meet with Council at a Study Session and Director Whitley pointed out there is a joint meeting scheduled in December. Discussion ensued concerning tree and sidewalk problems which are known to be emotional issues and take time to resolve. Commissioner Herberts presented pictures of Balboa. Blvd. which show trees removed and one year later the sidewalk still not repaired. Vice Chair Konwiser moved staff work with the other Depart - x ments to effect a procedure that answers parkway trees that x x x are removed during reconstruction and remodeling. Seconded by Wolfe. Unanimous. Director Whitley pointed out I -12 is a new Policy adopted September 14, 1987 which will be mailed to all community associations. During discussion of I -14, Commissioner Grant questioned if Item 6 ( "willingness and ability of local property owners to accept care and maintenance ") pertains to this Policy. Vice Chair Konwiser directed staff to research this question During discussion of I -19, Commissioner Grant asked Mr. Brooks to update the-Policy which was last amended November 14, 1983. Director Whitley stated staff will thoroughly review and report back with recommended changes. Commissioner Herberts presented pictures of the 15 gal. tree planted on Sandcastle and suggested larger trees be used as replacements. Mr. Brooks explained that the larger trees are too costly and the 15 gal. trees grow faster. During discussion of I -21, Commissioner Grant stated his problems in the past in trying to obtain a race permit. He suggested the Policy be reviewed and expanded and that such permits be processed through the Parks, Beaches and Recreation Department and this Commission. Director Whitley reviewed the permit policy and procedure and pointed out races belong under the Special Event Policy which is administered by the License and Permits Division. It was then decided that Director Whitley and Commissioner Grant will meet with the License and Permits Division.to discuss and review the process. III. PUBLIC COMMENTS None. DISCUSSION ITEMS Item #7 - Down Coast Park Development Down Coast Park Develc Director Whitley reported the area-between Newport Beach ment and Laguna Beach is known as the Down Coast Area, all of which'is udincorporated•property - owned by the County, State and The Irvine Company and in the sphere of influence of Newport Beach. Chair Brenner had asked that this Commission be brought up to date on the area since a'residential development has been approved by the County which will result in a park site. Mr. Whitley introduced Pat Temple from the Planning Depart- ment. Ms. Temple reported the Board of Supervisors approved an amendment to the Land Use Plan and the project is depicte on the graphic which she presented to the Commission. (� Ms. Temple explained the history of the proposed develop- ment and-the elements resulting in the amendment which would result in more residences, hotel rooms, two golf courses and 40% more open space. Ms. Temple pointed out the original plan provided for a 'passive open space'area: The Planning Commission objected to this inasmuch as there was no provision for neighborhood parks. Ms.-Temple explained the use of parkland credits, ordinances and•pblicies that work together to implement parks. The Planning Commission i,s asking for a total of ten acres in one area.for public parkland. They would, however, accept two 5 acre sites. 'The park area•as'it exists (not shown on the' map) is on a-land fill site•and the Planning Commission objects to this location since the purpose of a park(s) would not be served. Commissioner Grant stated he would like to see active access to, passive nature areas and he also feels there is a need fo more active park sites. Ms. Temple advised amendments can be used to, transfer parks from passive to active. There wil be many opportunities to-implement the needed park facilitie and,,hopefully, they will be in the residential development. Director Whitley pointed-out that this information is for the Commission's-information as to what is proposed and what could happen. 6 CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 City Council Chambers 7 p.m. INDEX Vice Chair Konwiser thanked Ms. Temple for her presentation. Should there be any'questions, Ms. Temple asked that she be called. Item #8 - Ocean Blvd. Encroachments, Enforcement Ocean Blvd, Encroach- -Director Whitley reported this item.is on the agenda et the ments, request of Chair Brenner. There are many encroachments on Enforcement Ocean Blvd. where plant material is above-roof height re= -. sulting in view problems. Staff can enforce if the problem and individual incidents are reported to the Department. Commissioner-Springer offered to investigate and prepare a list of-the violations. She also suggested staff make -periodic inspections. Mr. Brooks stated inspections can-be done, however, the problems of enforcement and billing-,still exist. (, ! Vice-Chair Konwiser asked Commissioner Springer to prepare a list of violators and stated the enforcement issue will be discussed at the November 3 meeting and this item will be addressed as an action, item at the. December meeting. Item #9 - 'Status-of-Capital Projects Status of Capital Jack Brooks stated 95% of Cliff Drive Park will be completed Projects -in a week or two and most of it has already been hydroseeded Director Whitley reported there is a pre- construction meetin on West Newport Park on October 12, 1987. Commissioner Wolfe voiced his concern that the dollar figure for the Oasis-classroom is too high and he volunteered to help monitor the bidding process. Plans and specifications are being prepared at the present time. Item #10 - Commission Subcommittee Reports Commission Subcommitt Commissioner Taft, Chair of the Recreation Program Committee Reports reported they did not meet, however,'he did meet with Mark Deven to review class enrollments and cancellations. Commissioner Springer, Chair of the Oceanfront and Beach Committee,- reported-she and Commissioner Taft met and prepared a report on Volleyball Court Locations and Resolu- tion 83 =9 which she presented to staff and-the Commission. 'She reviewed the recommended changes and asked that this item be placed on the November 3 agenda as an action item. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 6 City Council Chambers 7 p.m. INDEX Commissioner Springer passed out a memorandum from the Oceanfront and Beach-Committee concerning Lifeguard Staffing at Corona del Mar. Ms.'Springer reviewed the report and recommendations 'and asked that the Commissioners read-it thoroughly. Commissioner'Herberts, Chair of the Street Tree Committee, reported proposed sidewalk repair is posted by the General Services Department. Jack Brooks gave the committee ten tree locations to review. Commissioner Herberts, Chair-of the Art in Public Places Committee, reported the Arts Commission is very pleased with-the agreement for Inspiration Point and they are working-hard-to please those involved. Commissioner-Wolfe, Chair of the'C'apital Improvements Committee, reported they will meet next month and prepare ^) a tentative'list "for approval in December or January. They will also ask for public input on-capital improvements. -Vice Chair-Konwiser,suggested the restrooms at West Newport Park be rebuilt-and-the asphalt replaced. He also recom- mended curbing and grass be installed on the Jamboree median strip. Commissioner Wolfe, Friends of Oasis Liaison, reported Oasis had-a fund raiser and they would like to have a human.services building. He said he 'Felt everything is going smoothly among the Friends, Department and Commission. Vice Chair Konwiser, Chair of the Park Maintenance Committee passed out a report from his committee. He asked that this be read and placed as a discussion item on.the November 3 agenda. - Vice Chair Konwiser reported the public telephone looks good at Irvine'Terrace Park and more telephones should be installed in highly used parks. Item #11, - Recreation Division Recreation Division Report was received and filed. lJ Item #12 - Park and Street Tree Division Park and Street Trei Director Whitley reported there are two staff members Division present whom he would like to introduce to the Commission. CITY OF NEWPORT BEACH 1 arks, Beaches & Recreation Commission Page 7 City Council Chambers 7 p.m. INDEX Jack Brooks reported that the Park Supervisor retired and during the budget process an additional Park Supervisor was approved since the job has outgrown one Supervisor. The two Park Leadworkers who were promoted to the Super- visory positions, Randy Kearns and Bob Martinez, were introduced. Mr. Kearns will be in charge of maintaining area-parks-and Mr. Martinez will be in charge of constructio mowing and-irrigation crews. , Jack,Brooks reported the young street tree at Pacific Coast Highway and MacArthur will be removed since a wheel- chair ramp is being installed. Director Whitley reported a list-of signs and their sequence for installation has been.transmitted to the Sign Shop. Item. #13 : ;Leadership Newport Leadership Newport Commissioner Wolfe "wanted to make fellow Commissioners aware of a •new .program in the City .called Leadership Newport. Already-held in, various cities in the U.S.,'there are nine monthly seminars on all facets of City and County Govern- ment open to 30 participants. Leadership Newport is a program designed to'identify and develop effective leaders for the'•Newport Harbor area community. Participants in the program will'be educated about a broad range of community needs and concerns. Item #14 - Letter From Dayna Pettit Letter Froi Dayna Commissioner Herberts and Director Whitley received a letter Pettit from Dayna Pettit representing the Balboa Peninsula Point Association. 'Mrs. Pettit asked when the beautification of Wedge•Park would begin. They would also like the Palms replaced that were removed from "M" Street Beach. V. .SPECIAL, URGENT OR LAST MINUTE ITEMS VI. ADJOURNMENT There being no further business, Commissioner Taft moved to adjourn the meeting of the'Parks, Beaches and Recreation Commission at 9:50 P.M. Seconded by Wolfe. Unanimous.
